Charity Name The Parochial Church Council of the Ecclesiastical Parish of St Peter, Belsize Park.
Charity no 1140111. The church was registered with the Charity Commission on 28 January 2011.

Objective: Promoting in the ecclesiastical parish the whole mission of the Church.
Under its charity registration St Peter’s is listed as engaged in religious activities and serves the general public within Belsize Park. In undertaking this it provides services, buildings and facilities, makes grants, provides opportunities for the community to come together and sponsors a community choir.
The PCC adopted a Mission Action Plan (MAP) at its meeting in March 2013, which has as its mission statement: “We are here to live our faith in Jesus Christ through worship, by welcoming all and by sharing the love of God with the wider community”.

Report of the Parochial Church Council for the year ended 31 December 2022

The Parochial Church Council of St Peter’s Belsize Park (“PCC”) submits its report and the financial statements of the PCC for the year ended 31 December 2022. St Peter’s Church is a parish church within the Camden Deanery of the London Diocese of the Church of England. It has the Dean and Chapter of Westminster Abbey as its patron.

St Peter’s Church and a neighbouring church, St Saviour’s Chalk Farm, shared a Priest-in-charge, the Revd Paul Nicholson, up to 31 December 2022.

The PCC is a corporate body established by the Church of England and registered with the Charity Commission as required by the Charities Act 2011. Its governing documents are the Parochial Church Councils (Powers) Measure 1956 as amended and the Church Representation Rules in its currently amended form which took effect from May 2022.
Governance

The PCC met on five occasions during the year. The Annual Meeting and Annual Parochial Church Meeting were held on 22 May 2022. Three members of the PCC stood down at the APCM. The PCC recorded its gratitude to David Barton, standing down as a co-opted member though continuing as our parish administrator; to Mary Shakeshaft, retiring after many years on the PCC and having been a Churchwarden of this parish in four separate terms of office and now Warden Emeritus; and to Guy Daines, retiring after many years as Treasurer and PCC Secretary since 2020. It was particularly sad, three months later, to receive the news that Guy Daines had died after a short illness; his funeral was held at St Peter’s in September.

The position of Chair of the PCC was held by the Priest-in-Charge. The positions of Lay Vice-Chair, Deputy Warden, Treasurer, Secretary, Safeguarding Officer, Health & Safety Officer and Electoral Roll Officer were re-filled by appointment from among the PCC membership. None of the PCC lay members received remuneration.

The PCC continued to exercise all its functions with due care. We maintained oversight of the church’s finances; kept all policies and procedures under review; and gave full attention to all advice and guidance received from the Diocese. The Standing Committee of the PCC continued to act as a secretariat and as a committee with (limited) delegated authority to take decisions between PCC meetings when needed; all such decisions were subsequently reported to the PCC. The PCC was also served by the Building Committee, which met as required, and by the Mission Action Plan Working Group which did not meet during the year but reported orally in PCC meetings. St Peter’s risk management procedures included a Coronavirus risk assessment, regularly reviewed in accordance with Government and Church of England advice.
Worship and Mission
- Worship remained central to St Peter’s mission, as reflected in our mission statement: We are here to live our faith in Jesus Christ through worship, by welcoming all, and by sharing the love of God with the wider community.

The church maintained regular pattern of worship throughout the year. The Eucharist was celebrated each Sunday, alternating between morning and early evening, and also (with only a short summer gap) on Thursday mornings. A said service of Evening Prayer was held on five days each week, often with one of the lay leaders introduced to the role by Fr Paul Nicholson. All services were as planned by the Priest-in-charge, who presided at the great majority of eucharistic services; the Revd Jan Rushton and other visiting priests presided from time to time.

The church observed all the seasons of the year and the main festivals. Though church attendance varied from service to service, it remained generally steady and festival days were well attended. The carol service held on 18 December attracted the largest congregation of the year; the service in the church was followed by outside carol-singing led by Belsize community choir and refreshments kindly donated by a sponsor.

There were 63 on the church electoral roll at the end of the year.

The PCC reaffirmed its mission statement and the values which it regarded as the foundation of its mission action plan: Prayerfulness, Caring, Generosity, Inclusiveness, Openness, A Questioning Faith and Simplicity.
Giving

St Peter’s continued to benefit from the generosity of its congregation and friends, shown though the Planned Giving scheme and in annual and occasional donations to the church. An especially generous gift was made by Ruth Muffett: a Woodstock (1990s) chamber organ for use in St Peter’s services and concerts. The organ was restored to an excellent condition in 2022 with a significant donation from the family and a sizeable grant from the Hampstead Church Music Trust.

Another donor met the cost of an overhaul of the Steinway grand piano; and several members of the congregation paid for the re-binding of the Sunday lectionary. The PCC also gratefully acknowledges the donation of flowers and provisions to the church, the regular church cleaning funded by donors and the voluntary giving of time and talents.
HM Queen Elizabeth II
- The church celebrated The Queen’s Platinum Jubilee in June 2022 with a violin and piano recital and a reception. A commemorative cherry tree was planted in the church garden. The death of The Queen on 8th September was solemnly marked in church and a book of condolence was open each day during the period of national mourning. A song recital in October was given in memory of our beloved late Sovereign.
Concerts and events
- The church hosted a total of fifteen concerts during the year, including four performances by our resident orchestra, Belsize Baroque, and a charitable concert given by the Whittington Festival Players and soloists in aid of the people of Ukraine. The Donald Barnes Memorial Lecture was given by the Revd Jonathan Aitken; he spoke on prison life and ministry and prisoner rehabilitation.

Charitable causes
- The PCC presented three charitable causes to the congregation and concert audiences during the year. Funds were raised for Christian Aid, the people of Ukraine and St Martin-in-the Fields Christmas Appeal.
Building works

The PCC resolved at its meeting in June to make application for a faculty to authorise a proposed Phase 1 of internal improvements designed by Dow Jones, architects. As described in the faculty application, the PCC wished to make the church more usable and attractive both a place of worship and a venue for other activities while maintaining the essential character of the building. Phase 1 was intended to provide WC facilities and a kitchenette /servery in the church; meeting rooms and purpose-built storage space in the transepts; and new chairs in the Lady chapel. A faculty for Phase 1 was granted in July. Following a tender process, the PCC subsequently decided to reduce the scope of this phase of work so that it could be afforded without a major fund-raising effort; the remodelling of the transepts was removed from the specification and deferred to a future phase of work. We entered into detailed discussions with the architects and the selected building firm, Sullivan Brothers, with a view to signing a contract and seeing the start of work early in 2023.

The PCC was satisfied that the more limited Phase 1 would deliver useful new facilities and would be sympathetic to the essential character of the building.
Planning ahead

Recognising that Fr Paul Nicholson’s retirement at the end of 2022 would be followed by an interregnum, the PCC decided that the unusual year ahead required bespoke planning. The PCC of St Saviour’s Chalk Farm recognised a similar need. The two PCCs held a joint meeting on 1 July, at which they agreed to set up an Interregnum Joint Committee with the following remit: to begin planning for the interregnum in 2023 by identifying the tasks and issues that will arise for St Saviour's and St Peter's PCCs; to explore the scope for close cooperation between the two churches; and to consider the implications of a possible future re-organisation of parishes. The new committee held three meetings between August and November. In the same spirit of cooperation, members of the two PCCs gathered at St Katharine’s Limehouse on 18 October to discuss broader issues of mutual interest.

St Peter’s PCC also gave attention to another question that would arise in 2023: the question of the renewal of the lease of the church hall to the Royal Central School of Speech and Drama.

- In its last meeting of the year, the PCC recognised Fr Paul Nicholson’s long and outstanding service as St Peter’s Priest-in-charge, and thanked him for his ministry, his music and his example of faithfulness.

Independent examiner's report to the trustees of The Parochial Church Council Of The Ecclesiastical Parish Of St Peter, Belsize Park
I report to the charity trustees on my examination of the accounts of The Parochial Church Council Of The Ecclesiastical Parish Of St Peter, Belsize Park (the Trust) for the year ended 31 December 2022.
Responsibilities and basis of report
As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act').
I report in respect of my examination of the Trust's accounts carried out under Section 145 of the Act and in carrying out my examination I have followed all applicable Directions given by the Charity Commission under Section 145(5)(b) of the Act.
Independent examiner's statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the Trust as required by Section 130 of the Act; or
-
the accounts do not accord with those records; or
-
the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. ACCOUNTING POLICIES
Basis of preparing the financial statements
The financial statements of the charity, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Charities Act 2011. The financial statements have been prepared under the historical cost convention, with the exception of investments which are included at market value.
Income
All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably.
Expenditure
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.
Grants offered subject to conditions which have not been met at the year end date are noted as a commitment but not accrued as expenditure.
Tangible fixed assets
Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life.
Taxation
The charity is exempt from tax on its charitable activities.
Fund accounting
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.
