MINUTES OF THE ANNUAL GENERAL MEETING

2. Confirmation and approval of minutes of the last Bi-Annual General Meeting 2018
Syed Tufail raised questions regarding the financial accounts for the years 2016 to 2018. In response, the Chairman clarified that these accounts had already been audited and submitted to the Charity Commission. He emphasised that the focus of the current AGM should remain on the financial accounts of the current year, as outlined in the official agenda.
Jahangir Ahmed inquired about the absence of an Annual General Meeting (AGM) in 2023. The Chairman responded that, as members were aware, ongoing court proceedings involving the Mosque were the reason both the AGM and elections were not held that year. He reiterated his request to avoid discussion of past matters and to remain focused on the current AGM agenda.
Alhaj Surabur Rahman noted that the minutes in question were from several years ago and suggested that it might have been better not to present them at this year’s AGM. He indicated that this may be the reason why questions about previous accounts were being raised. Alhaj Surabur Rahman proposed that the 2018 minutes be accepted as they are. This proposal was seconded by Syed Rahman Khalid.
3. Welcome and Chairman’s Report
The Chairman, Mohammed Ashik Miah, welcomed all members to the meeting and presented his report for consideration. There were no questions or discussions raised in relation to the Chairman’s report.
The Chairman reminded members that a public meeting was held in 2023, during which attendees unanimously agreed to move forward and set aside issues from previous years. As a resolution, it was agreed that the Executive Committee election would be conducted using the membership list from 2018. The Chairman once again urged all present to refrain from revisiting past matters and to focus on the current year’s activities and financial accounts, as outlined in the AGM agenda.

4. Submission and Approval of Annual Accounts for 2023-2024
The Treasurer, Abdur Rashid, presented the annual accounts for the financial year 2023–2024 to the house for consideration and approval.
Mr. Abdual Mukid Chowdhury asked whether there were any individual expenses exceeding £10,000. The Chairman responded that no single item or expense exceeded this amount.
Jahangir Ahmed questioned why funeral related expenses were significantly higher compared to income. The Treasurer explained that burial land costs are extremely high and emphasised that the Shahjalal Mosque provides funeral services as a community service rather than a profit-making venture.
Mr. Abdul Nashir (GMBA Chairman) further clarified that the high expenses should not be misinterpreted as the Mosque profiting from funeral services but rather reflect the rising costs of burial arrangements.
Jahangir Ahmed also queried why rental income had decreased compared to the previous year. The General Secretary explained that several rooms were vacant this year, resulting in reduced rental income.
Syed Ataur Rahman suggested that the Committee consider negotiating with banks to reduce bank charge and accounting fees. This suggestion was noted for further action.
Mohammed Laskar questioned the high expenditure on repairs. The General Secretary responded that a mandatory fire and safety inspection had taken place, and several internal and external fire doors had to be replaced to comply with current regulations. Additional repairs were also necessary to meet the Fire and Safety regulations.
Due to a prolonged and unstructured discussion, members began speaking over one another, making
it difficult for the Committee to respond effectively.
Ali Aslam and Ansar Uddin requested members to speak one at a time to ensure questions could be properly addressed.
Md Silik Uddin requested the House to adhere strictly to the agenda and refrain from discussing matters outside of it.
Rahel suggested that, due to the volume of questions, not all could be answered during the meeting. He recommended noting down all queries and including them in the official minutes.
Mal Muhibullah Chowdhury requested a more detailed breakdown of the accounts in future presentations.
Syed Rahman suggested that salary and travel expenses be itemized separately rather than grouped together.
Syed Uddin encouraged members to work collaboratively with the Committee for the betterment of the Mosque and avoid unnecessary conflict.
Mutahin Billah Chowdhury Jewel expressed gratitude to the Committee for their efforts in managing the Mosque and presenting the accounts. He encouraged unity among members.
Dola Miah also thanked the Committee for their hard work and for maintaining a welcoming environment for worship.

Syed Tufail inquired whether the accounts had been formally audited and if they presented an accurate financial picture. The Chairman confirmed that the accounts had been fully audited by qualified professionals.
The Auditor, Mr. Hossain of Hossain Moorehead Ltd, assured the members that his firm had thoroughly reviewed the accounts and found them to be in order. He welcomed any members who had further queries to visit his office for clarification.
The audited accounts for the financial year 2023–2024 were proposed for approval by Mr. D. N. Kuraishy and seconded by Mutahin Billah Chowdhury. The house unanimously approved the accounts.
5. Appointment of Auditor
The Chairman expressed his sincere gratitude to Mr. Hossain of Hossain Moorehead Ltd for his continued service as the Auditor for Shahjalal Mosque. On behalf of the Committee, the Chairman proposed Hossain Moorehead Ltd be reappointed as the Auditor for the financial year 2024–2025.
Mr. Abu Tahir raised a concern regarding the reappointment, citing Mr. Hossain’s age, and suggested that a new auditor should be considered.
In response, Joint Secretary Afique Miah clarified that Mr. Hossain does not work alone but rather leads a well-established firm with a team of qualified professionals. He emphasised that the firm has a long-standing record of service and reliability.
Following the discussion, the house agreed to delegate the decision to the Executive Committee, allowing them to further consider the matter and determine whether to retain Hossain Moorehead Ltd or appoint an alternative auditing firm for the upcoming year.
6. Extension and Renovation of Mortuary Room
The Chairman informed members that planning permission has been granted for the extension and renovation of the new mortuary facility. He further noted that the estimated cost of the project would be approximately £150,000.00.
M. A. Salam suggested displaying a larger version of the project plans on the wall for members to view. This suggestion was noted for action.
The proposal to proceed with the development of the new mortuary facilities was unanimously approved by the members.
7. Consideration of Proposals & Amendments to the Constitution
The General Secretary has received several proposals for amendments to the Constitution.
Proposal 1 : Clause 4 – Membership
Membership shall open the day after the Annual General Meeting (AGM) and close the 2 weeks before the Biennial General Meeting (BGM). Members to registered online.
After a discussion on how the system would function and whether it benefits the current committee, the house approved the proposal. The Chairman acknowledged the concerns raised and stated that he would further discuss the implementation of the proposed amendments with the committee.

Proposal 2 : Clause 5.2 – Executive Committee
Replace Press and Publicity Secretary with Education Secretary.
The house approved the proposal.
Proposal 3 : Clause 5 – Executive Committee
A bona fide member of the Mosque shall be eligible to serve as a Chairman for four years only in his/ her lifetime.
The house approved the proposal with the following amendment:
A bona fide member shall be eligible to serve as Chairman for two (2) consecutive terms. Upon completion of these terms, the individual must step down and shall not be eligible for re-election as Chairman until one full term has passed.
The Chairman, Mr. Ashik Miah, asked whether the proposed amendment would impact individuals who have already served two or more terms as Chairman. Mr. Abdul Nashir, Chairman of GMBA, clarified that the amendment would not apply to past Chairmen and will only take effect starting from the upcoming elections.
Proposal 4 : Clause 8.3 – Holding Trustees
A holding Trustee shall hold office for a term of ten years in his/her lifetime.
The house approved the proposal.
It was also clarified that this amendment regarding the trustees will take effect with the next group of elected trustees. The current trustees will continue to serve for life unless they choose to resign.
Proposal 5 : Clause 8.6 – (New Clause)
Once the membership process starts after the bi-annual AGM, the four trustees shall collect the total membership forms which are submitted to the Executive Committee and the hand them over to the Election Commissioner to conduct the Bi-Annual Election of Shah Jalal Mosque & Islamic Centre.
The house did not approve the proposal, as members expressed confidence that the management committee is fully capable of managing the membership process effectively.
Proposal 6 : Clause 10.3 – Election Commissioner
The Election Commissioner shall be selected by the members present in the AGM from Manchester City Council’s Election Commission or Manchester Assistant High Commissioner for Bangladesh.
The house did not approve the proposal, noting that further discussion is required. Concerns were raised regarding the availability of the City Council or the Assistant High Commissioner to oversee the election process on a consistent basis.
Syed Tufail Rahman questioned why his proposal was not presented at the AGM. The General Secretary responded that, in accordance with Clause 11.1 of the Constitution, the proposal had not been signed by seven bona fide members and therefore did not meet the requirements for inclusion at the AGM.

8. Any Other Business
Mr. Ruhul Amin proposed to create a dedicated committee to review and amend the constitution.
Suruzzaman Mannan raised a concern regarding unpleasant odours in the mosque toilets. The General Secretary responded that windows have been installed in all toilet areas to improve ventilation, which should help address the issue.
Suruzzaman Mannan further proposed the establishment of a neutral committee to manage elections. The General Secretary acknowledged the suggestion but clarified that, under Clause 11.1 of the Constitution, any such proposals intended as amendments must be submitted to the General Secretary at least 14 days prior to the AGM for consideration.
Jahangir Ahmed proposed to create a sub-committee to upgrade the constitution.
Syed Ataur Rahman stated that the existing membership collection system has been a root cause of various issues faced by the mosque, including the prolonged legal proceedings that delayed elections for several years. He expressed his support for the new proposal regarding membership.
The Chairman thanked everyone for attending the meeting and urged everyone to work together for the betterment of the Mosque.

Report from the Chairman
Bismillaahir Rahmaanir Raheem
Assalamu Alaikum Wa Rahmatullahi Wabarakatuh
Honourable Members of Shahjalal Mosque & Islamic Centre,
I would like to welcome you to the Shahjalal Mosque & Islamic Centre’s Bi-Annual General Meeting (BGM) 2025. As my current Committee’s term nears closure, I thank Allah Subhanahu wa Ta’ala, the almighty for granting us the opportunity to serve His house. I am incredibly grateful to you all for working together with my committee over the last 2 years in successfully running Shahjalal Mosque.
I would like to take this opportunity, on behalf of my committee, to express our sincere condolences. This year, we have lost many elders, brothers, and sisters from our community. May Allah Subhanahu wa Ta’ala forgive their shortcomings, grant them a high rank in Jannah, and resurrect them in the company of their chosen people. Ameen.
Financial State
Financially, I am pleased to report that our Mosque’s finances are healthy, thanks to the generous donations from our community members. Your contributions have enabled us to maintain our services and embark on new projects, namely the commencement of the new Mortuary room building. The state of finances is available in this report for your consideration.
Gift Aid Registration
Shahjalal Mosque & Islamic Centre is registered for Gift Aid. This allows us to claim an additional 25% from HMRC on your donations, at no extra cost to you. I would like to encourage all our members and wider public to utilise this opportunity to claim gift aid on donations made to the Mosque.
Education Facilities
I am extremely pleased to report that our Hifz student, Zubair Rahaman (son of our executive committee member Hafizur Rahman) has successfully completed his Qur’an Hifz course. Alhamdulillah, this a marks a proud moment for Shahjalal Mosque, we are looking forward to many more Hafiz’s graduating from our mosque in the near future, Insha’Allah. May Allah Subhanahu wa Ta’ala keep Zubair Rahman steadfast in reciting the Qur’an continually, Ameen.
The Education subcommittee has established an academic structure, with credible teachers appointed, relevant Islamic books made available, implementing regular tests and investing in the latest technology for teachers to deliver Islamic teachings. Parents evenings, award ceremonies and regular collaboration with parents / guardians have been practised and is working well, proving further enhancement our education system.
Regular activities such as Hifz classes, Maktab classes, and adult Qur’an classes are running smoothly and are well attended.
Funeral Service
The Shahjalal Mosque Funeral Service has been running successfully, and we now have one hearse and an ambulance. Our funeral service is a member of the National Burial Council (NBC). The NBC is a national organisation representing the needs of Muslim bereavement services across the UK. Our team assists bereaved families with all aspects of the burial process, from paperwork to the burial itself.

Mortuary Room
As you are all aware, the current location of the mortuary room poses significant inconvenience. The process of moving a body through the mosque requires everyone to stand up and give way, which can be disruptive and inconvenient. One of our long-term goals has been to relocate the mortuary room to a more convenient location. Alhamdulliah, by the grace of Allah Subhanahu wa Ta’ala, I am pleased to inform you that the building works for the new mortuary room is near completion.
The new mortuary room will house the latest equipment and will be more convenient for many reasons, but mainly; (1) Ease of access, the body can be transported (in and out) directly via external shutter doors to the mortuary; (2) More space, making washing more comfortable and viewing can take place in the new mortuary room; (3) Ease of movement, a doorway will be opened in the mimbar area to allow for the Janazah to be performed seamlessly. All these improvements to our mosque is a reflection to our commitment to serving you better.
Open Door Policy
We have implemented an open-door policy where Shahjalal Mosque doors have been open from Zuhur until Isha salah, providing a welcoming space for the community throughout the afternoon and evening. This extended accessibility has encouraged individuals the flexibility to come and pray or read the Quran at their convenience. Whether someone needs a quiet moment for personal reflection, wishes to join in congregational prayers, or simply seeks a serene environment to recite the Quran, Shahjalal Mosque ensures that everyone, regardless of their schedule, can connect with their faith and community.
Ramadan
Over the past couple of years, we have had the privilege of arranging international Hafiz’s to lead the Taraweeh prayers, namely Hafiz Mohamed Sallani from France and Hafiz Abdul Lateef from Nigeria, alongside our local Hifz students of Shahjalal Mosque. Alhamdulillah, their beautiful recitation of the Holy Quran has touched all of us spiritually and made Taraweeh prayers at Shahjalal Mosque enjoyable and extremely popular, especially amongst the youth of our community.
Shahjalal Mosque provided Iftar for those attending our Mosque to break their fast together. Each day, we host over two hundred people for Iftar, and Alhamdulillah, every Iftar is sponsored by individuals and organisations within our community. We extend our heartfelt thanks to all those who work tirelessly in the kitchen to prepare the food throughout the blessed month of Ramadan.
I would like to express special thanks to our Organising Secretary, Ishtiaq Ahmed, and his team for their diligent work throughout the months of Ramadhan to ensure everything ran smoothly.
I want to acknowledge and appreciate the volunteers who worked tirelessly in the kitchen throughout Ramadan, as well as those who assisted in serving Iftar meals. Your selfless service exemplifies the spirit of unity and generosity that defines our Mosque.
Staff and Volunteers
I would like to extend my heartfelt thanks to our Imam’s, Maulana Khairul Huda Khan, and newly appointed second Imam, Hafiz Nahid Miah. Thanks to our Hifz tutors; Hafiz Mawlana Islam Uddin, Hafiz Mawlana Nazmul Islam, and Maktab Tutors; Begum Zannatul Ferdous Ali, Maryam Bham, Aifa khan and Tasnia Bokht. Their dedicated efforts in leading, guiding and educating our community are invaluable in fostering enlightenment and spiritual growth at Shahjalal Mosque.
I also want to express my gratitude to the local public, kind hearted volunteers, members of my committee for their hard work and dedication in serving the Mosque selflessly. Together, we strive to meet the needs of our community and uphold the values of our faith.

I wish to extend my deepest appreciation to the elders of our community. Their steadfast commitment and relentless efforts have been instrumental in shaping the prosperity and development of our Mosque. Serving as the bedrock of both our Mosque and community, their wisdom and guidance serve as a continual source of inspiration for us all.
I also would like to give special thanks to Hossain Moorehead Ltd. Our accountant auditor, for their continuous support to maintain and audit the Mosque accounts.
In conclusion, I look forward to continuing our journey together, strengthening our Mosque, and s erving our community with dedication and excellence.

Report from the General Secretary
Assalamu Alaikum Wa Rahmatullahi Wabarakatuh
Honourable Members of Shahjalal Mosque & Islamic Centre,
First and foremost, we thank Allah Almighty for granting us the honour and privilege to serve His sacred House. I am sincerely grateful to Allah Subhanahu wa Ta’ala for blessing me with the opportunity to serve our beloved Mosque as General Secretary over the past two years.
On behalf of the entire Committee, I would like to express our deepest condolences to the families of those we have sadly lost over the past year. Many beloved members of our community have returned to their Lord. We pray that Allah Subhanahu wa Ta’ala forgives their shortcomings, accepts their good deeds, and grants them the highest place in Jannatul Firdaus. Ameen.
Membership Registration
As proposed and approved by the members who attended the 2024 Annual General Meeting (AGM), a significant change has been made to the membership clause of the constitution. Membership is now open from the day after the AGM and will close two weeks before the next Biennial General Meeting (BGM). This revised 12-month membership window replaces the previous one-month period, giving individuals more time to join and stay engaged with the Mosque. Additionally, members now have the option to pay their membership fees in monthly instalments, making it more accessible for those facing financial challenges. I’m pleased to report that our committee has successfully implemented this new system, and nearly 97% of members opted to register online for the 2025–2027 term. This strong uptake reflects the members’ confidence in the new, more convenient digital registration process, which can be completed from anywhere, at any time.
Our Mosque continues to be a spiritual and communal hub, not only for daily prayers but also for a wide range of religious, educational, and social activities. Since the election of the current Committee in June 2023, we have worked collectively to expand and enhance our services to meet the needs of our growing community.
I will now present a summary of the key activities and initiatives carried out over the past year, as well as ongoing efforts to further develop and strengthen our Mosque and Centre, Insha’Allah.
Hifz Class
Memorising the Qur’an remains a vital part of Islamic education and personal spiritual growth. This year, we expanded our Hifz programme by appointing two new teachers to support over 30 dedicated students. Alhamdulillah, our students are progressing well, and we are delighted to announce that one student has successfully completed their Hifz this year.
Maktab Class
Our Mosque continues to provide evening classes for children as part of our commitment to Islamic education. These classes focus on teaching essential Islamic knowledge, including the fundamentals of faith, daily supplications, and the correct recitation of the Qur’an with proper Tajweed. We have appointed qualified male teachers to teach the boys and female teachers for the girls. Currently, more than 80 children are enrolled in our evening Madrasah.

Monthly Youth Classes
Our monthly Fiqh class specifically for our youth, conducted in English. Alhamdulillah, the sessions have been well attended by many young brothers and sisters, who have greatly benefited by deepening their understanding of the Deen.
Adult Qur’an Classes
We also offer Qur’an and Tajweed classes for adults, with separate sessions for men and women, taught by qualified male and female teachers. Alhamdulillah, around 15 adults attend regularly to improve their Qur’anic recitation. We extend our heartfelt thanks to our volunteer teachers for their dedication and service.
Monthly Halaqah (Study Circle)
We have launched a monthly Halaqah delivered in Bangla, led by our Imam and visiting scholars. These sessions cover topics from the Qur’an, Hadith, Tafseer, and Fiqh, and include a Q&A segment to help attendees better understand everyday Islamic rulings. Weekly Zikr Mahfil & Khatme Khajegan
Every Monday, we hold a Zikr gathering followed by Mawlid, Du’a, and a shared meal. On Thursdays, we conduct Khatme Khajegan, featuring the recitation of selected Surahs and the beautiful Names of Allah, followed by Mawlid, Du’a, and food. We thank all those who sponsor and prepare meals for these spiritually uplifting events.
Darul Qirat Course in Summer Holiday
Each summer, our Mosque hosts a four-week intensive Qur’an recitation course. This is part of a six-year Qirat programme that qualifies graduates as Qari. Last year, over 120 students took part in the summer course. Alhamdulillah, we continue to see many students successfully graduate from this esteemed programme.
Islamic Lectures
In addition to our regular classes, we host special lectures throughout the year covering various aspects of Islam and daily life. These sessions aim to enhance the community’s knowledge and encourage spiritual development. This year we had the honour of hosting with Sheikh Mahmudul Hasan and Maulana Junaid Al Habib. We aim to welcome many more scholars throughout the year to help deepen our understanding of Islam and provide guidance on how to live our lives in accordance with Islamic principles.
Welcoming School Visits
We regularly welcome school children from across Manchester and beyond to visit our Mosque and learn about Islam. Visits include guided tours, presentations by our Imam, and engaging activities, along with light refreshments. These visits play an important role in promoting understanding and interfaith respect.

Award Ceremony
To celebrate the achievements of our students, we held our annual award ceremony. Families and community members were invited to honour the hard work of our learners. Students with top exam scores received trophies, while all participants were awarded certificates and medals, fostering pride and motivation among our youth.
Hajj Seminar 2025
Alhamdulillah, our recent Hajj Seminar was a great success, with approximately 100 brothers and sisters in attendance. The event was organised to support and prepare those undertaking the sacred journey of Hajj, offering them comprehensive guidance on the rituals, spiritual significance, and practical aspects of the pilgrimage. Attendees received informative presentations, complimentary gift bags containing essential items, educational booklets, and were served a delicious dinner. We sincerely pray that Allah (SWT) accepted their Hajj and granted them a rewarding and spiritually uplifting experience.
Islamic Events and Celebrations
We mark all major Islamic occasions with great respect and devotion, including Eid-e-Milad-un-Nabi, Lailatul Bara’ah, Lailatul Qadr, Lailatul Mi’raj, and others. Programmes include lectures, Zikr gatherings, cemetery visits, and food for all attendees. We have also had the honour of welcoming many respected scholars and guests from across the UK.

Ramadan Iftar Facilities
Throughout the blessed month of Ramadan, our Mosque was honoured to provide daily Iftar meals for over 200 attendees each evening. This initiative created a warm and welcoming environment for individuals and families to break their fast together, strengthening our sense of community and unity. The success of this effort was made possible through the generous donations of
our community members and the tireless dedication of our volunteers, especially those who worked diligently in the kitchen and served meals each day. From food preparation to setup and clean-up, their hard work and commitment did not go unnoticed. We extend our heartfelt gratitude to everyone who contributed—whether financially, with their time, or through their skills. May Allah (SWT) reward each of you abundantly and accept all your efforts during this sacred month.
Multi-Faith Communal Iftar “Taste Ramadan 2025“
As part of our outreach, we hosted a multi-faith Iftar with over 450 guests from various backgrounds. The evening included mosque tours, Qur’an recitation, a brief presentation on Islam, a Q&A session, followed by Iftar and a traditional meal. Guests also received goody bags as a token of appreciation.
Marriage/Nikaah Services (Islamic Nikaah & Civil Marriage)
We continue to offer both Islamic Nikaah and civil marriage ceremonies at the Mosque. Alhamdulillah, this year we facilitated 36 marriages, providing couples with a spiritually enriching and supportive environment as they begin their journey together.
Funeral Service (Member of the National Burial Council)
Our Mosque provides comprehensive funeral services in line with Islamic principles, aiming to ease the burden on grieving families during their time of loss. We assist in arranging prompt and dignified burials, as required by our faith. We extend our heartfelt thanks to our dedicated team of volunteers, both brothers and sisters, who handle every aspect of the process with care and respect, from the washing and shrouding to the final burial. Our Funeral Service team remains committed to offering compassionate support to families during these difficult and emotional moments.

In this report, I have highlighted some of the key activities and services we offer at our Mosque. Working closely with our Imams and the wider community, we continue to develop a wide range of Islamic programmes and initiatives that aim to enrich the spiritual development of our congregation. Particular emphasis is placed on creating meaningful opportunities for both adults and youth to deepen their understanding of Islamic teachings and values within the welcoming and nurturing environment of our Mosque.
I would like to express my sincere gratitude to all members of the Executive Committee for their continued support and cooperation, which has been instrumental in helping me fulfil my responsibilities as General Secretary.
I also extend my heartfelt appreciation to our respected Head Imam, Mawlana Khairul Huda Khan, for his tireless efforts in guiding and uplifting our community.
I am also pleased to welcome Hafiz Rafiq Ahmed (Nahid), who has recently joined us as the Second Imam of our Mosque. It brings us great joy to share that Hafiz Rafiq Ahmed was once a student in our very own Hifz class. To see him return as an Imam is a proud and inspiring achievement, both for him personally and for Shahjalal Mosque as a whole.
I am equally grateful to our devoted Hifz teachers, Hafiz Mawlana Islam Uddin and Hafiz Mawlana Nazmul Islam, as well as our dedicated Maktab tutors, Marham Bham and Tasnia Bokht, for their ongoing commitment to the spiritual education of our youth.
I would also like to extend my heartfelt thanks to Hafiz Muhammad Jamal Hussain, who stepped down this year after many years of dedicated service to the Mosque as second imam. We are truly grateful for his valuable contributions, and we wish him every success and blessing in his future endeavours.
I would also like to pay tribute to the elders of our community, whose steadfast dedication, hard work, and unwavering support have laid the foundations for much of our success. They are the cornerstone of our Mosque and serve as a source of inspiration for us all through their wisdom and selfless service.
Finally, I thank each and every one of you for granting us the honour and trust to serve the House of Allah and our beloved community.

Report by the Treasurer
Assalamu Alaikum Wa Rahmatullahi Wabarakatuh
Dear Honourable Members,
It is with great honour and sincere gratitude that I present the annual accounts of Shahjalal Mosque for the financial year 2024–2025. First and foremost, I would like to extend my heartfelt thanks to you all for entrusting me with the role of Treasurer for the term 2023–2025. It is a privilege to serve the Shahjalal Mosque & Islamic Centre and to contribute towards safeguarding its financial well-being.
When I assumed this responsibility in 2023, I was pleased to find our finances in a sound and stable condition. Thanks to the continued generosity of our community and the strength of our various income streams, we have maintained a healthy financial position throughout the year. Key sources of income include community donations, rental income from Osborne House, fees from our Marriage and Funeral Services, and revenue from Hifz and Maktab classes.
The accounts reflect consistent income and prudent financial management, which together have ensured stability over the past year. Looking ahead, I remain optimistic about the Mosque’s financial outlook. A notable development is our successful registration for Gift Aid, which will allow us to claim an additional 25% on eligible donations from HMRC, an initiative that will significantly enhance our revenue in the coming year.
I would like to take this opportunity to thank the Chairman and the committee members for their continued support and collaboration. Their guidance has been instrumental in upholding the integrity and stability of our financial systems.
My sincere thanks also go to our auditors, Hossain Moorehead Ltd., for their professional support and thorough auditing of our accounts. Their commitment to accuracy and transparency has been invaluable.
With that, I now present the financial accounts for the year 2024–2025 for your review, consideration, and approval. I am confident that, through our collective efforts, we will continue to strengthen the financial foundations of Shahjalal Mosque, ensuring it remains a vital centre of service and support for our community.

Structure, Governance and Management
The Charity is registered as a charity with the Charity Commission. The registration number is 1139992.The Charity is governed by a Board of Trustees.
Appointment of Trustees
The Charity held an Election on 18[th] June 2023 to appoint the executive committee. Members’ details are listed on page 3 .There were no changes during the current year
Organisation
The board of trustees who administer the charity does not have a maximum number. They meet regularly during the year to discuss development, education, membership, finance and day to day operations of the charity.
Risk Management
Periodic reviews are made to ensure that the charity continues to identify and mitigate any major risk that may arise.

Review of Progress and Achievements
This year the organisation has enjoyed again continued support in the form of generous donations and giving and we express our special appreciation to those who have helped help us fund our ongoing improvements programme.
How our activities deliver Public Benefit
The key beneficiaries of our work continue to be the community in the catchment that we serve. However our users come from all over Manchester and other local communities; The Equal Opportunities Policy that we abide by ensures that no deserving individual is discriminated against..
Financial Review and Reserves Policy
The trustees have considered the level of reserves that the charity ought to have. Reserves are needed to bridge any future gaps between spending and receipt of income. An additional reserve is considered necessary in order to provide for future maintenance and improvement costs .The trustees have set that restricted reserve level at £265000. The trustees consider the existing level of unrestricted funding is sufficient for their current needs.
FUTURE PLANS
T he Charity seeks to continue to improve its facilities and education in the next and future years . Current projects include a building extension to provide mortuary and burial services.
The accounts comply with statutory requirements, the provisions of the governing document and the Statement of Recommended Practice for Charities issued March 2005.

INDEPENDENT EXAMINERS REPORT TO THE SHAH JALAL Mosque and Islamic Centre
I report on the accounts of the charity, for the Year Ended 31 March 2025 .
Respective Responsibilities of Trustees and Examiner
The charity’s trustees are responsible for the preparation of the accounts. The charity trustees consider that an audit is not required for this year under section 43(2) of the Charities Act 1993 (the 1993 Act) or under Regulation 10(1)(a) to (c) of the Charities Account (Scotland) Regulations 2006 (the 2006 Regulations) and that an independent examination is needed. The charity is preparing accrued accounts and I am qualified to undertake the examination by being a qualified member of the Association of International Accountants .
It is my responsibility to:

Examine the accounts under section 43 of the Charities 1993 Act and under section 44(1) (c) of the Charities and Trustee Investment (Scotland) Act 2005 (the 2005 Act);

To follow the procedures laid down in the general Directions given by the Charity Commission under section 43(7) (b) of the 1993 Act; and

To state whether particular matters have come to my attention.
Basis of Independent Examiners Report
My examination was carried out in accordance with the General Directions given by the Charity Commission and is in accordance with Regulation 11 of the Charities Accounts (Scotland) Regulations 2006. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosers in the accounts, and seeking explanations from you as trustees
“true and fair view” and report is limited to those matters set out below.
Independent Examiner’s Statement
In connection with my examination, no matter has come to my attention:
(1) which gives me reasonable cause to believe that in any material respect the requirements:
- To keep accounting records have in accordance with section 41 of 1993 Act and section 44(1) (a) of the 2005 Act and Regulation 4 of the 2006 Accounts Regulations; and to prepare accounts which accord with the accounting records and to comply with the accounting requirements of the 1993 Act and section 44(1) (a) of the 2005 Act and Regulation 8 of the 2006 Accounts Regulations, have not been met; or

In the year 1967 the Muslim community of Bangladeshi origin (then East Pakistan) living in Manchester and adjoining towns decided to establish a Mosque of their own from donations and contributions from members of its own community. Late Messrs. Muhammad Abdul Matin Chowdhury, Bosharat Ali, Syed Abdul Hannan and Makaddus Bakht were elected as holding trustees and given the task of completing the purchase of the building at 1A Eileen Grove, Rusholme, Manchester, previously owned by Maclaren Public Institute. Soon afterwards the Mosque started functioning in the said premises.
At a public meeting in May 1975, it was decided to call the building “Shahjalal Mosque and Islamic Centre” and also to form a committee to run the organisation. In the following week, at a meeting of the general body of membership of the Mosque, a committee was formed to frame a constitution for the Mosque for its smooth running and maintenance, and for the fulfillment of the aims and objectives of the organisation as outlined in 1967.
To cater for the changing of the community, to update certain provisions and to clarify ambiguity of some of the clauses, it was felt that the constitution needed large-scale modifications. At the Annual General Meeting of 1985 it was decided to form an ad hoc committee to write a new constitution. Draft for this constitution was presented to the Executive Committee in October 1986, which was followed by consultations and discussions amongst ordinary members of the Mosque and members of the Executive Committee, resulting in alteration and modifications of the original draft. The final draft was presented to the members in the Annual General Meeting of 25[th] January 1987, and it was approved after further minor modifications.

To advance the Islamic faith of the Bangladeshi Muslim inhabitants in the area of benefit (to include Manchester, Salford and the boroughs of Bolton, Bury, Macclesfield, Stockport, Trafford, Warrington and Wigan) through prayer, worship, Islamic teachings and religious services.

To advance education and provide facilities in the interests of social awareness, social welfare and leisure-time occupation with the object of improving the conditions of life for the said

To establish, or secure the establishment of a Mosque and Islamic Centre and to maintain and manage the same in furtherance of these objects.
