Aim and purposes
The Parochial Church Council of All Saint5. Friern Barnet (the "PCU or'we") co-operates
with the clergy based in the parish. in promoting public worship, teaching, evangelism
and pastoral work in the ecclesiastical parish of All Saints, Friern Barnet lalso known as
All Saints, N201, and in supporting other charities in the UK and overseas. The PCC is also
responsible for the maintenance and operation of All Saint5. church hall.
Objectives and activities
The PCC is committed to enabling as many people as possible to worship at our church
and to become part of our parish community at All Saints,. Our services and worship put
faith into practice through prayer and scripture, music and sacrament.
When planning it5 activities for the year the PCC and the incumbent considered the
Charity Commission's guidance on public benefit and, in particular, the guidance on
charities for the advancement of religion. The PCC tries to enable people to live out their
faith as part of our parish community through:
worship and prayer, teaching the gospel, and developing their knowledge and
trust in Jesus
the provision of pastoral care for those living in the parish
missionary and outreach work.
All of this can be summarised by the PCC considerin& in everything tt does, the core
tenets of its Mission Action Plan=

Growing in God.
To facilitate and support thi5 work it is important that the PCC maintains the fabric of All
Saints, Church and the church hall.

Achievements and performance
Worship and prayer
Last year we said that the year 2020 was a year quite unlike anything seen in the history
of All Saints,. 2021 has been better- especially towards the end ol the year, although still
not a normal year.
All our service5 are open to the wider comrnunity beyond our regular All Saints.
worshipper5, and we welcome equally all who join us for worship.
We began the year as we had ended 2020, with the Covid-19 pandemic meaning we
were without services in church, with our regular weekly Eucharist being broadcast
online. Sadly, this continued until a joyous return to 'in person" services on Palm Sunday,
Sunday 18, March. Even then. services were very different to normal- every other pew
closed to enforce social distancing, people were asked to wear masks and use hand
sanitizer, a largely said service with organ and an anthem from the choir, and we used a
temporary altar at the top of the chancel steps. We continued to broadcast our services
live from church for those who were shielding or felt unable attending large gathering5.
Junior Church returned ftir the first time in over a year after Easter. and we thank Lucy
Meredith for leading Junior Church throughout the rest of the year.
From then on there came a gradual relaxation of rules: from late July we began to sing
one hymn in the service. from August we sang the responses too- 2nd at the end of
September we began to sing three hymns, did not enforce social distancing Iwhile
retaining one or two "distanced" pews for the vulnerable). relaxed mask wearing and
stopped broadcasting online as few, if any people, were tuning in. This was an end to 18
months of live streaming our 10am Sunday Eucharist. which would not have been
possible without the commitment and hard work of our warden, Julian Olver and Linda
Folan. with assistance from David Lane. Julian Olver was also responsible for much of the
work in church and in the background to enable us to open for service5, for which we
give thanks.
A weekday Eucharist returned in September, gathering a small but loyal congregation,
and after 18 months, our regular Sunday morning Eucharist at 8am according to the Book
of Common Prayer returned. Sadly. in the intervening period some of the stalwarts of
this service had died, and the service struggled to achieve a congregation, which would
lead in the New Year to it moving to a monthly, not weekly service.
We continued throughout the year to broadcast Fnorning and evening prayer daily to a
small but very loyal congregation. This has become a regular part of our spiritual life,
continuing throughout the year.

We also held weekday study groups in Lent and in the Autumn, led by Fr Harry and our
Licensed Lay Minister, Marina Sotiriou. for which we thank them.
Throughout the Autuffln, services continued, more or less normally until the end of the
year, although there was a return to mask wearing during the December surge in Covid
infection rates, following our usual pattern. albeit with congregations smaller than we
were enjoying before the pandemic=
a weekly Sunday morning Eucharist at 8am according to the Book of Common
Prayer
a weekly Sunday morning Eucharist at 10am according to Common Worship
designed for a broad range of people, including families

Weekday morning and evening prayer online.
The most significant ovont of the year, however. was the arrival of our new priest-in-

charge. the Revd Kim Quak-winslow, who w35 licensed on 5 September. It had been
announced in February that we were to share our new priest with St John the Apostle,
whose parish is the other half ol Whetstone. Accordingly, the licensing service began in
St John's, progressed to All Saints. and concluded there.
This means that in the future the PCC will have to develop a spirit of co-operation with
our friends and colleagues at St John's. The PCC looks forward to working closely with
them in the future.
The parish is enormou51y grateful to Fr Harry. who throughout the eighteen-month
interregnum took the majority of our services and offered spiritual comfort to our parish.
The PCC'S standing committee should also be thanked for its leadership of the parish
throughout the interregnum.
Deanery Synod
The Barnet Deanery Synod met once duringthe year, and provides the PCC with an
important link between the parish and the wider structures of the church.
Children and Young People
During term time we run "Little Saints" a playgroup in the hall, open to the wider
community, and which is usually busy and great fun.
Since the return of Junior Church numbers have been lower than before the pandemic
struck, but it is wonderful to see the children in our church services again.

Before the pandemic. we started to develop a scheme. working with the school, to
provide meals and play activities to disadvantaged local children during the holiday5.
£1,800 was raised before the pandemic struck. but ur)fortunately subsequently those
who were loading this project moved away or could not devote the same time. We could
not see that we could easily resurrert this scheme. and so, with the consent of the
donor5, we closed the scheme and donated the moneyto All Saints, School to help fund
their provision of wrap around care.
Pastoral care
The Wednesday morning Coffee, Cake and Cleaning Club in church. which brings
together priests. cleaners, flower arrangers and gardener5, a5 well as those wanting a
cup of coffee and a chat, was able to restart in July. We are grateful to all those who
attend for their work cleaning the church and maintaining the garden.
Mission, outreach and evangelism
The PCC distributes a weekly newsletter by email- at thè end of the year there were over
190 recipients. The PCC maintain a website. a "Church Near You" page, a Facebook page
followed at the end of the year by 389 people and a Twitter feed.
Throughout the year, even when the church was closed for services. we have collected
for the foodbank at St Barnabas's Church in North Finchley.
The Organ
The organ at the rear of the church is almost 40 years old, and for the first time required
substantial repairs in the135t year, to remove, repair and replace about forty pipes,
which were bent or broken- including being held together by gaffer tape - through
continuous use, and replace corroded tuning wire5. Fortunately we were able to pay for
this work using part of a legacy for the repair of the church.
The organ will in the near future require a significant clean, for which we will have to
raise funds at the time.
Inter-faith relationships
The PCC maintains good relationships with the adjoining Sha'arei Tsedek, the North
London Reform Synagogue, which uses the church hall for overflow services. The PCC
was sad that the Muslim prayer group that had used the church hall on a Friday
afternoon for many years did not return afterthe pandemic having found new premises.

Safeguarding
The PCC confirms that it has complied with the duty under Section 5 of the Safeguarding
and Clergy Discipline Measure 2016 (duty to have regard to House of Bishops. guidance
on safeguarding children and vulnerable adults).
Financial review
Just like 2020, 2021 was a very difficult year financially due to the pandemic as our
income fell substantially through the lack of, and later low, attendance at services,
especially Christmas, and the inability to let the hall for much of the year.
Looking at church, as opposed to church hall, unrestricted Voluntary Giving fell over the
year to £35,75012020.'£40,225), but was supplemented by one large donation which is
only to be used for rep3ir5 to the church hall. The reduction is principally due to a
significant reduction in collections at services to £4.47712020.- £8.967), and 15 less than a
third of the 2019 figure. Income was helped by a very successful Christma5 Fair, which
helped fund raising events raise £4.51612020.- £938) before c05tS.
The costs of running the church rose, but. unlike in 2020, where we paid our Common
Fund contribution to the diocese in full (unlike a good many churches), in June 2021 we
agreed with the diocese to reduce our payments in the Second half of the year because
of the continuing impact ofthe pandemic. As a result, we paid £32,50012020.- £40.0001.
All this meant that on ordinary non-church hall item5. our income was £64,09612020.'
£68,247) and our expenditure was £60,804 (2020.- £64,6461. Thus, there was a surplus on
the day-to-day activities excluding the church hall of £3,2932 {2020.- £3. 7811.
As in 2020, the church hall was closed for part of the year. although in practice it wa5
open more than 2020. As a result. income from hall lettings rose to £26,92712020.'
£19,870). but this is still about half of the 2019 figure. On the other hand, bar takings
declined slightly to £4,03412020.' £5.465J which is still less than a fifth of the 2019 figure.
This reflects that the dance groups were able to return later than other groups, and
numbers attending their events. which drive the bar takings, has not yet risen to previous
levels. Sadly, at the end of tho year our most profitable dance group decided to stop
operating.
We were able to mothball the hall for the early month5 of the year and make savings in
running costs, leading to a reduction in hall running costs to £11,61312020.' £15,227),
and we employed no bai staff and bought no bar stock until afterjuly. Our hall staff were
on full or partial furlough until late in the year, which meant we received, in respect of
the hall, £7,70012020.- £10,066) in Coronavirusjob Retention Scheme grants.

Overall, our hall income was £39,489 {2020.- £36,837) and expenditure was £43,183
12020.. £48. 7521, leading to a loss on activities in the hall of £3,69412020.- £11,915).
Thus, overall, on ordinary activities. we made a loss of £40212020.. £8.1341.
Do note that all 2020 figure5 have been restated to a Receipts and Payments ba515 to
reflect the 2021 figures.
Reserves
Our reserves, which had been built up against the likelihood of contribution to the cost of
the spire works now stand at £61,260. The PCC will use the remaining funds as a day to
day reserve, and for anticipated future works to our heating and lighting in church and to
the hall.
Volunteers
The PCC would like to thank all the many parishioners who volunteei to work so hard to
make All Saints, the lively and vibrant community it is, whether they be churchwardens.
our welcoming team, PCC members, choristers. servers. cleaners, gardeners, flower
arranger5, bell-rinEers, those helping to run the halls, those helping in our fundraising or
to organise social events orthose who work ehildren and young people. Their
contribution is invaluable, and All Saints. could not function without them.
The PCC would like to thank Steph Williamson, who stood down as churchwarden during
the year, for everything she did and achieved for the church in her seven years as
warden, having stayed on an extra year to assist during the pandemic and to cover the
interregnum. We wish her well in her retirement and move to North Yorkshire.
Administration, structure, governance and
management
All Saint5, Church is situated at 122 Oakleigh Road North, London N20 9EX. It is part of
the Diocese of London within the Church of England.
The Parochial Church Council is a corporate body established by the Church of England.
The PCC operates under the Parochial Church Council Powers Measure. The PCC is a
Registered Charity under number 1139920.
The method of appointrnent of PCC members is set out in the Church Representation
Rules. At All Saints, the membership of the PCC consists of the incumbent lour vicar}, the
other priests of the parish, churchwardens. and members of the PCC or Deanery Synod
elected by th050 members ofthe congregation who are on the elettoral roll of the

church. All those who attend our services are encouraged to register on the elertoral roll
and sTand for election to the PCC.
The PCC members are responsible for making decisions on all matters of general concern
and importance to tho parish. includin8 decisions on how the funds of the PCC are to be
spent.
The full PCC met four times during the year. There is 31so a standing committee to deal
with urgent business which met eight times during the year.

I report to the charity trustees on my examination of the accounts of the charity for the year ended 31
December 2021, which are set out on pages 9 to 13.
Responsibilities and basis of report
As the charit¢s trustees you are responsible for the preparation of the accounts in accordance with the
requirements of the Charities Act 20111'the Act,).
I report in respect of my examination of the charitls accounts carried out under Section 145 of the Act and
in carrying out my examination I have followed all the applicable Directions given by the Charity
Commi55ion under section 14515llbl of the Act.
Independent examiner's statement
I have completed my examination. I confirm that no material matters have come to my attention in
connection with the examination giving me cause to believe that in any material respect=
accounting records were not kept in respect of the charity as required by section 130 of the Act,. or
