# **Trustees’ Annual Report for the year ended 31[st] December 2021**

## **Objectives and Activities** 

The trustees of the PCC are aware of the Charity Commission’s guidance on public benefit in the Advancement of Religion for the Public Benefit and have had regard to it in their administration of the Charity.  The trustees believe that, by promoting the work of the Church of England in the Ecclesiastical parish of Brownhills with Ogley Hay it helps to promote the whole mission of the Church (pastoral, evangelistic, social and ecumenical) more effectively within the Ecclesiastical Parish and that in doing so it provides a benefit to the public by: 

- Providing facilities for public worship, pastoral care and spiritual, moral and intellectual development, both for its members and for anyone who wishes to benefit from what the Church offers; and 

- Promoting Christian values and service by members of the Church in and to their communities, to the benefit of individuals and society as a whole 

We are active in promoting the local food bank with both time and food donations. 

Our work would not be possible without the contribution made by volunteers especially during the recent pandemic. 

## **Achievements and Performance** 

Worship and Prayer – We offer a variety of services to suit all ages and tastes as well as many opportunities for the community to join us in prayer. 

Deanery Synod – Our representatives attend regularly and report back to the PCC on a regular basis. 

Church Fabric – As volunteers we regularly maintain our building through work parties for such tasks as window cleaning, gutter and drain maintenance and generally keeping the environment tidy. The church is inspected every five years (2019) by the Diocesan Architects. 

Mission and Evangelism – Our volunteer team visit all primary schools in the parish regularly  to present Open the Book – the Bible in a fun and understandable way. We also  hold a Procession of Witness on Good Friday. 



Church hall – Local community groups use the Hall, often with no charge.  The facility is available for anyone to use. 

Other Activities – We organise a range of coffee mornings along with a summer fete at which the community plays an active part . 

## **Financial Review** 

Our overall financial position is steady, with accounts breaking even or making a small profit. 

Our prinicipal source of funds are from congregational regular giving.  Full use is made of Gift Aid. 

We now have a Justgiving page through Lichfield Diocese. 

## **Reserves Policy** 

It is PCC policy to maintain a balance in reserves. They are held to allow for emergencies and any cash flow problems which may arise. 

We operate a Restricted Account which contains money held on behalf of various church groups, including a need Fund. 

It is our policy to invest the short-term investment fund balances with the CCLA Church of England Deposit Fund and the remainder in the CCLA Church of England Investment Fund. 

## **Safeguarding** 

The PCC believe they have fulfilled their duty under Section 5 of the Safeguarding and Clergy Discipline Measure 2016 (duty to have due regard to House of Bishops’ Guidance on Safeguarding, Children and Vulnerable Adults). 

## **Fundraising** 

The PCC takes it fundraising responsibilities seriously and is very grateful to all donors, whether regular or occasional, for their support of the church and church events. PCC supporters are never taken for granted. The PCC take full responsibility for fundraising and do not use commercial organisations or professional fundraisers.  The PCC policy is for all fundraising to be for particular charities and not for the day to day running of the church. 

## **Volunteers** 

The members of the PCC would like to thank all the volunteers who work so hard to make our church a lively, vibrant community. 

## **Future Plans** 



Our plan as a PCC is always to move forward  and to see where the Holy Spirit leads us. 

## **Structure, governance and management** 

The PCC is a Body Corporate established by the Church of England (PCC Powers Measure 1956, and the Church Representation rules 2006) and is a Charity registered with the Charity Commission.  The PCC is governed by the Parochial Church Council Powers Measure (1956) as amended that came into effect on 2[nd] January 1957, and the Church Representation Rules. 

The method of appointment of the PCC members is set out in the Church Representation Rules.  The Council comprises the Incumbent, the Churchwardens, a representative of the Readers, those elected to the Deanery Synod, and other members who are elected at the Annual Parochial Church Meeting, by those on the Electoral Roll.  Members of the congregation are always urged to join the Electoral Roll and to stand for election to the PCC. 

The PCC members are responsible for making decisions on all matters of general concern and importance in the parish, and for all financial matters.  The PCC meets a minimum of 4 times a year.  The PCC is responsible for keeping Safeguarding, Health and Safety, Social Medial and Data Protection policies up to date.

I report to the Parochial Church Council on my examination of the accounts of the Ectle5iastical Parish
of Brownhills with Ogley Hay for the year ended 31st December 2021, which are set out on pages 2 to 8.
RESPONSIBILITIESAND BASIS OF REPORT
As the members of the Parochial Church Council you are responsible for the preparation of the accounts in
accordance with the requirements of the Charities Act 20111'the Att'i and the Church Accounting
Regulations 2CX)61'the Regulations'l. You consider that the audit requirement of the Regulations and section
156 of the Act do not apply. It is my responsibility to issue this report in accordance with the terms of the
Regulations.
I report in respect of my examination of the accounts carried out under section 145 of the 2011 Act ?nd in
arrying out my examination I have followed all the applicable Directions given by the Charity Commission
under section 14515llbl of the Act.

I. ACCOUNTING POLICIES
Basis of accountin8
The financial statements have been prepared in accordance with Accounting and Reporting by Charities:
Statement of Recommended Practice applicable to charities preparing their 2tcounts in accordance with the
Financial Reporting Standard applicable in the UK and Republic of Ireland IFRS 1021 (effective l January 20151
Icharities SORP IFRS 10211, Financial Reporting Standard 102 IFRS 1021 and the Charities Act 2011.
The Trustees have applied the July 2015 amendments to FRS 102 in the preparation of these financial
The churches meet the definition of a public benefit entity under FRS 102. Assets and liabilities are initially
recognised at historical c05t or transaction value unless Otherwise stated in the relevant accounting policy
Funds Accountlng
Restrlcted funds are funds that can only be used for particular purposes within the objetts of the church.
Restrictions arise when specified by the donor or when funds are raised for particular purposes.
Unrestrirted funds are funds which can be used in accordance with the Church's objects at the discretion of
the Trustees.
INCOMING RESOURCES
Incoming Resources: All income is recognised once the church has entitlement to the income, it is probable
that the intome will be received and the amount of income receivable can be measured reliablv.
RESOURCES EXPENDED
Resources Expended: Grants and donations are accounted for when paid over, or when awarded, if that
award creates a binding or constructive obligation on the PCC. The diocesan parish share is accounted for
when due. Amounts received specifically for mission are dealt with as Restricted Funds. All other
expenditure is generally recognised when itls incurred and is 3CCOLtnted for gros5.
Taxatlon
The church is exempt from tax on its charitable activities.

2. FIXED ASSETS
Consecrated and benefice property is not included in the accounts by s.1012llcl of the Charities Act 2011.
Moveable church furnishings held by the Vicar and Churchwardens on special trust for the PCC and which
require a faculty for disposal are inalienable property, listed in the Church's inventory, which can be
inspected lat any reasonable timel. For anything acquired prior to 2000 there is insufficient Cost information
available and therefore such assets are not valued in the financial statements. Subsequently no individual
itern has cost more than £1,000 so èll such expenditure has been written off when incurred.
No revalL*ation iriformation 15 available for the Properties $0 they are Included at the value provided by the
Diocese in the past.
Investments are valued at fair value at 31 December 2021 in the Statement of A55ets and Liabilities.
