l. Objectives and actlvities.
The Church is led by the Minister. Officers and Elders. together with the Trustees.
The Trustees meet four times a year. The minister. Revd Helen Hi88in- Botham, is the Chair.
The Trustees are charged by the Church's constitution with taking decisions that affect the life of the
Church. but in so doing they have regard to the wisdom and wishes of all members of the
Church community. taken from feedback from Elders. Meetings. through formal reports from
Working Groups and from discussions and decisions at the quarterly Church Meeting.
Our mission is to be a powerful splrltual Influence in the community and a visible expresslon of God's
Inclusive love. We aim to achieve this by developing the worship, social and outreach artivltles that
currently exist, and by seeking new ways to extend to others the fellowshlp of the Church lamily.

3. Achlevements and perforniance.
The Church seeks to achleve Its alms through inttiatives includin8
• The weekly offerin8 of Sunday worship at various times and formats, with the celebration of the
sacrament of Holy Communion.
In the course of the year although severely challen8ed by the impllcations of the Covld Pandemic,
the Church has continued to provide regular arts of public worship on Sundays and other significant
days of the Christian year. These have been led by our Minister Revd Helen Higgin-Botham, and we
are grateful to her for her spiritual leadership. teaching and encouragement. Worship has been
enhanced by our excellent musicians and choir. A semce of Holy Communion is celebrated on two
Sundays each month. When Church premises were closed due to the introdurtion of Government
Restrictions in the light of the Covid pandemic, Church services were recorded adhering to guidelines
and made available online and on the Church website. We have extended and made full use of our
new. audio visual equipment with Sunday services and other meetings made available via recordings
and Zoom. In the height of lockdown. a weekly New5 Sheet was introduced and circulated on line to
help keep the Church family stay connerted. Christ Church Chichester has joined with the members
of other churches in South West Sussex (Coast and Downsl Circuit to welcome visiting minister5, and
to celebrate other Christian festivals. The Christ Church Singers make regular musical contributions
to worship.

3. Achievements and performance. Cont.
Reathing out to children, firstly by the provision of groups for learning and participation in
worship, and secondly through artivities organised by our Youth Worker with a view to
expanding the use of drama and the performance arts to broaden Church outreach.
This position is financed by the South West Sussex (Coast and Downsl Circuit.
A prayer ministry. comprising a prayer network for pastoral needs, and invitations to prayer.
both in the Church Newsletter and through a 'Prayer Tree. located in the Church lounge.
In lockdown weekly payer meetings on Zoom have been introduced by the Mlnister.
An effective network of pastoral care consisting of many pastoral visitors grouped under the
leadership of individual Church Elders and a Pastoral Co-ordlnator.
During the pandemic, when Church opening restrictions allow, weekday openin8 to the public of
the Church lounge fortwo hours every morning.
Surplu5 income from the sale of refreshments Is given to Church funds.
• The support of l(Kal. national and intemational charities by regular collections, Including
participation in the United Reformed Church's 'Commltment for Life. programme, the Leprosy
Mission, Stonepillow and HEART Itwo local charities providing shelter, food and aid-to-recovery
for homeless and vulnerable people). Home start and the Portsmouth Family Centre.
Additionally, during the year. Christ Church provlded financial support totslling £6,0￿ split
between nlne external charities and worthwhlle causes. Full details of these are shown in the
attached Accounts and Notes to the Accounts. The policy of the Trustees on donations is to ensure
that all recipients can demonstrate public benefit and show imaglnation and creativity as well as a
perceived need for that donation.
• The Church provides opportunitie5 for Christian fellowship, prayer. Bible study and education
through several House Groups which meet regularly, when restrlrtlons allow.
Participation In ecumenical meetlng5 in the city
The Church makes Its premises available to the wider community, and communltygroups meet on
the premises on a frequent basis.
Durlng the last flve years, the Church has been engaged in an extensive refurbishment project which
is now substantlally complete. Most recently there ha5 been an update to electrical clrcuitry and
additional audio-visual facilities. The result is that the premises are now more attractive as a Church
and community resource in Chichester.
4. Plans for future years
To contlnue to enhance and develop the spiritual life of the Church.
To take forward and develop the ideas and proposals gathered from Church members
during lockdown, and to implement new forms. types and methods of worship and Church
life as the "New Normal".
To encourage inltiative5 for mlssion in the community.
To continue to support local charities
To employ a replacement Youth worker.
To ensvre that all those required to do so have attended and will continue to attend appropriate
safeguarding training.

5. Finan¢lal Review
During the year ending 31 August 2021. Income received totalled £93,227 {2020'. £95,S401 and
Expenditure totalled £84,56312020.. £102.92311 As a result the cash held by the Charity at the
end of the period increased by £8.664 to £157,833.
Please see the accompanying Accounts for details.
The Trustees have every reason to believe that the Church is 3 going concern.
Trustees do not foresee any factors that will significantly affect the financial performance or
position in the next year or two.
The church holds no freehold property.
The church's principal sources of funds are from the free-will gifts of the members of
the congregation and from fund-raising events.
5.1 Investment pollcy and performance
To comply with Methodist Standing Orders, monies for long-term investment will be lodged
with the Trustees for Methodist Church Purposes {TMCPI. These sums will be Invested In
unitised Investments or held on deposit. The deposit mlrrors the deposit rates available
elsewhere. The Trustees, investment wlicy is aligned with that of the Methodist Central
Flnance Board ICF81 and TMCP because these organisations take into consideration the
social, environmental and ethical considerations. both negatively and posltively, that make
Investments suitable for the Methodist Church.
Short term deposits are lodged dirertly with the Central Finance 8oard ICFB}.

6. Trustees. responslbllftles
For each financlal year ending on 31" August the Trustees are requlred to prepare financial
statements that give a true and fair view of the Church's flnancial actlvlties during the year and
of its financial positlon at the end of the year. In preparing these financial ststements the
Trustees must..

The Trustees are responsible for keeping proper attounting retords which dls¢105e with
reasonable accuracy at any time the financial rM)sitlon of the church and enables them to ensure
that financial statements comply with the law. They are also responsible for safeguarding the
assets of the Church and hence taking reasonable steps for the prevention and detection of fraud
and other irregularities.
The responsibilities of the Trustees and other committees are set out in Standing Orders
603~ 604 of the Constitutional Prattice and Discipline of the Methodist Church.

7. Strurture• governan￿ and management
7.1 Structure
Christ Church, Chichester is a Local Ecumenical Partnership between the Methodist Church
and the United Reformed Church. As such it forms part of the West Sussex (Coast and
Downsl Circuit and the URC Southern Synod. It is represented at all appropriate Circuit and
Synod Meetings. For most administrative, financial. legal and property purposes, Christ
Churth, Chichester is subjert to the control. regulation and Supervision of the Methodist
Church. The Methodist Conference meets once each year as the supreme denominational
body for all Methodist Churches.
l. Overall regulatory authority rests with the Methodist Conference.
2. The Methodist Connexional Office implements decision5 made by the Conference.
3. Connexional decisions are passed to the Chalr of the Distrlct and the appropriate
officers of the Dlstrict for implementation.
4. The District passes down to Circuit level for implementation by the Superintendent
Minister. ministerial staff and Circuit Stewards, and authority is delegated to the
Circuit Meeting for certain matters.
5. The Clrcuit Meeting passes regulatory control down to Church Councils l Trustees for
local regulatory control is then exercised by the thurch Councils l Trustees as
Managin8 Trustees of their charity.
7.2 Purpose of the Church
The purposes of the Methodist Church and United Reformed Church (the Churches) are, and
shall be deemed to have been the advancement of:
al The Christlan faith In accordance with the doctrlnal standards and the disclpllne of the
Churches, and
bl Any tharltable purposes for the time belng of any Connexional, Synod, Distrlct. Clrcuit,
local or other organisatlon of the Churches, and
cl Any charitable purpose for the tlme being of any society, or institutlon subsidiary or
ancillary to the Churches, and
dl Any purpose for the time being of any charity being a subsidlary or anclllary of the
Churches.
The primary purpose of Christ Church. Chichester is to advance the Christian faith by providing
opportunities for worship. Christian nurture and fellowship within the wider Chichester
Community.
7.3 Governance
The Church operates wlthln a statutory framework of regulation and seeks to ensure that it
follows Methodist Standing Orders. It relies on the Connexional Office at 25 Marylebone
Road, London, NWI 5JR to provide guidance on changes that could affert the Church.
Trustees are appointed under the terms of clauses 22 to 27 of the Constitutlon of Christ
Church (Methodist and United Reformed) Chichester. Trustees meets four times per year and
deal with routine and exceptional matters. Trustees oversee the work of other groups within
the life of the Church.

Thls Reserves Pollcy deals with:
l. General Fund
"Look and See" Fund

Reserves Held for Unspeclfled Purposes In the General Fund.
l. The General Fund is an un￿$1r1rted Fund. It consists of the fluctuating credit balances of all of
the Church's accounts at the Royal Bank of Scotland, the Charities Aid Foundation Bank, and the
Methodlst Central Flnance Board that are not cate8or12ed below as 'Funds Held for Speclflc
Purposes,.
1.1. The Fund flurtuates because it receives Church income and meets Church expenditure on a
daily basis. It is also the container for our princlpal Reserve, represented by the mlnlmum
value that we aim to maintain in the Fund.
1.2. We alm to hold in reseNe sufficient money in our General Fund to cover six-month's
ce
a expenditure - currently approximately £SO,CKM). There are four main reasons for
thls:_
1.2.1.The Church needs slx month's average expenditure in reserve as worklng capital to
cover normal running costs, which are unevenly distrlbuted through the financlal year.
1.2.2.As one of the larger Churches in the Methodist Church West Sussex (Coast and Down51
Circuit. Christ Church may be adversely impacted by changes In the Circuit budget to a
greater extent than smaller Churches.
1.2.3.In normal years. about 20% of the annual operating costs of the Church are funded by
income from lettings I premises usage. As we have recently experienced, due to Covid-
19 re5trittions. this funding source is exposed to multiple risks that are outside the
control of the Church. and therefore reasonable financial cover must be provided that
allows time for the Church to recover from any interruption in lettlngs income.
1.2.4.A six-month working capitsl reserve equates to current best accounting practice and
Church-recommended reserve levels for an organizatlon the size of Christ Church.
1.3. The General Fund Reserve declared in the 2020-2021 accounts of Christ Church was
£58,540 and indicates that the required reserve level value was met as at 31 August 2021.

Funds Held for Specific Purposes
2. The Mission and Outreach Fund (also known as the Look and See Fund) is a Deslgnated Fund.
Christ Church is a very well-used city centre Church of 1980s construction that ha5 been well
maintained. but until five years a80. had very limtted material upgrade for over thirty years. As
such. many parts of the premises had become very'tired, both in décor and furnishing. Other
parts were not fully compliant with current regulations and expectations, for example in
disabled access, health and safety and energy efficienc¥. The Look and See Re5eNe has
supported and continues to support expenditure that has delivered very si8nificant premises
mprovement that is essential to the mission objectives of the Church over the next twenty
years. The refurbishment work is now substsntially complete.
3, The Bullding Fund Is a Desl8nated Furnl and Is a reserve to provide fvture support for ma
premises repalrs and refurbishment. Specifically the ￿SerVe is needed to fund or partially fund
potential repairs that may be required to attend to the flat roof of the Church buildings. The
reserve may also be called upon for major repairs and expendlture whlch exceeds £S.CKIO, and
cannot be met from Current year workin8 Capital andlor maIntenan￿ and Repairs resources.
4. The Worshlp Area Musical Instrurnent Fund is a Desl8nated Fund. Christ Church is fortunate to
possess both an Allen electronic organ and a Bechstein concert grand piano. Both of these
Instruments are 'mature' and valuable. and at sorne future date wlll requlre elther extensive
repair or replacement. Repairs to the loudspeakers of the Allen organ was carried out In 2021.
During the course of 2021 the Church has also acquired a 81uthner 8rand piano.
