Additional governance issues (optional information)

Induction/Training The Mid Derbyshire Methodist Circuit has not adopted its own
policies and procedures for the induction and training of trustees, as
it follows the policies, procedures and guidance produced by the
Methodist Connexion. For example, for Safeguarding, the Creating
Safer Space Foundation Module was delivered by people within the
Circuit who had trained to do so.
Structure The Mid Derbyshire Methodist Circuit is part of the Nottingham and
Derby Methodist District and is accountable to the Methodist
Conference. The Circuit Leadership Team, comprising ex-officio,
appointed and co-opted officers, works with the Circuit staff and
officers, as well as through a number of small working groups, in
order to oversee the development and implementation of Circuit
Policy.

Consideration of Risks Risks are considered by the Circuit Leadership Team, which takes
professional advice as required, is engaged in a regular review
process and has adopted a Safeguarding Policy which it ensures is
rolled out to the churches.

Summary of the objects of the
Charity
The purposes of the Methodist Church are and shall be deemed to
have been since the Date of Union the advancement of:
a) The Christian faith in accordance with the doctrinal standards
and discipline of The Methodist Church;
b) Any charitable purpose for the time being of any Connexional,
District, Circuit. local or other organization of The Methodist
Church;
c) Any charitable purpose for the time being of any society or
institution subsidiary or ancillary to The Methodist Church;
d) Any purpose for the time being of any charity being a charity
subsidiary or ancillary to The Methodist Church.
Summary of the main activities
undertaken for the public benefit
The Circuit trustees are the Managing Trustees for the shared
resources (e.g. manses, other properties, financial assets and
personnel) related to group of Methodist churches known as the
Mid Derbyshire Methodist Circuit.
At the end of August 2021, the Circuit had 21 Methodist worship
centres and 4 Local Ecumenical Partnerships in its geographical area.
(Two of the Methodist worship centres are managed by a single
Church Council, whereas the others all have their own Church
Council). For worship, a quarterly preaching plan is produced to
ensure regular acts of worship take place and all of the acts of
worship are open to all people, without charge. The Circuit also
provides monthly Communion services at Maple Leaf House in
Ripley, a purpose-built MHA nursing home for people with
dementia.
Circuit events and trainingare organized from time to time as

required. The COVID-19 pandemic continued to have an impact on Circuit life throughout 2020 - 2021. There has been a significant impact on regular worship, other church community activities and training. Many meetings were cancelled, postponed, or held online however more events were held than in the previous year. We confirm the trustees have had regard to the Charity Commission’s guidance on public benefit.

Funds At the year-end on 31/8/2021, the Circuit’s Model Trust Fund had a
balance of £728,875 which can be used for a variety of purposes,
along with the properties managed by the Circuit being valued at
£1,174,377. During this financial year, the Circuit Leadership Team
has followed the Circuit Policy for the management and use of the
Circuit’s assets and financial decision making was linked to the
agreed budget.
The Circuit budget for 2021-2022 was agreed at the June 2021
Circuit Meeting, along with the proposed church ‘assessment’
contributions to Circuit finances.
Volunteers The main part of our churches’ activities are undertaken by lay
persons(volunteers).

Section D Achievements and performance

Summary of main achievements
during the year 2020-21
Submission of the annual report for 2019-2020:
The Annual Report of the Mid Derbyshire Methodist Circuit, for
2019-2020, was prepared, agreed by the Circuit Meeting and
submitted before the Charity Commission’s deadline.
Circuit policy:
The Circuit policy was agreed by the December 2015 Circuit
Meeting. The Circuit policy outlines the vision for the Circuit’s way
forward and is designed to be used as a guide to shape the Circuit’s
actions, with each item being considered at the time of acting upon
it; it is linked to the Circuit’s Mission Statement, which states that
our calling is to share hope, love and life in Jesus.
A deferred special resolution was agreed at the December 2020
Circuit Meeting to allow use of Methodist premises by other
Christian congregations.
A consultation on the ‘God in Love Unites Us’ report was due at
Synod in 2020 but this was delayed due to the COVID pandemic.
Circuit Vision:

Three proposals were recommended to the September 2020 Circuit Meeting from the Circuit Vision team. These were; appointment of a messy church worker, appointment of a mission team and implementation of a hub/satellite church model. The September 2020 circuit meeting agreed for all three recommendations to be taken forward. In June 2021, the circuit meeting decided to no longer proceed with the implementation of a hub/satellite church model and instead reshape the staffing team in light of reduced resources.

Circuit officers:

Synod representatives were appointed in March 2021.

Circuit staffing:

Revd Paul Beard retired as minister in August 2021. It was agreed that he wouldn’t be replaced to avoid significant budget overspend.

Due to constrained staffing levels, a number of options were considered for splitting up the workload across the ministers. It was agreed in March 2021 that whole circuit ministry was the most effective option. The ministers now therefore spread the work across the whole circuit amongst them, rather than being assigned to specific churches. This has proved an effective way of managing the reduced staffing numbers.

The Circuit Leadership Team agreed not to go into stationing during 2020-2021, due to the projected budget deficit. It was agreed at the circuit meeting in June 2021 that a new minister could be taken on for 2 years at 20% capacity. This will be funded out of the circuit model trust fund. It was also agreed that a profile for a full time minister would be put into stationing for 2022. In addition, approval to recruit a lay employee to work in the Matlock area was agreed at circuit meeting.

Rev John Malnutt’s ordination took place in June 2021, after being rearranged several times due to the COVID-19 restrictions.

Rebecca White’s contract ended with her maternity leave. Pete Towlson was admitted as a local preacher in 2020, his admission service was held in July 2021.

Zania Van Schalkwyk finished working for the church in early 2021. David Leese announced that he would be stepping down from his role of supernumerary minister at the end of August 2021.

A number of members of staff delayed their sabbaticals due to impact from the COVID pandemic.

Circuit Safeguarding:

Sarah Harris became a DBS verifier in December 2020 and took accountability for renewing circuit member’s DBS checks.

Three local preachers were nominated to reside at holy communion, these were; Sue Sunderland, Geraldine Stamp and Keith Bryan. This will take effect from next September, if agreed at conference.

A safeguarding forum was held via Zoom on 22[nd] April 2021.

A new safeguarding policy was agreed at the June 2021 circuit meeting.

Circuit property:

Funding of £1,000 was allocated to Marehay Methodist Church to improve its technology systems in preparation for returning to worship.

£100,000 from the Ebenezer sale was allocated to Ilkeston Methodist Church to proceed with planning permission for their major redevelopment works. Erewash council agreed for the IMC project to be part of the levelling up scheme bid they are pulling together, this should fund the deficit between the funds Ilkeston have available and the costs to complete the project. It was agreed at the June 2021 circuit meeting for demolition of the Bath Street shops and construction of the new IMC building could commence.

Quinquennial inspections were restarted, following a number of delayed inspections due to COVID-19 restrictions. A new inspector, Stephen Barlow, was appointed.

Funding from the Model Trust Fund was allocated to Darley Dale Methodist Church to facilitate a number of improvements, including improved access, improved kitchen facilities and an updated multimedia system.

Up to £25,000 from the Model Trust Fund was allocated to the Belper Methodist Church for demolition of the schoolroom which has had dry rot for a long period of time. There are future plans to redevelop the site.

Building works commenced on the Wellspring Methodist Church annex. Funding was raised from congregation but it was noted that some more funding might be required from the circuit meeting at some point in the future.

Heanor, Openwoodgate and Kilburn Methodist Churches applied to cease worship due to running costs and small congregations. This

was agreed by the circuit meeting and a team formed to manage closure and sale of the properties. It was agreed that the Braeburn manse (Applewood Close) would be leased on a 6-month term following Paul Beard’s retirement. Circuit events: Various events were cancelled due to the COVID-19 pandemic. A Circuit Copyright Forum was held on 20[th] April 2021. Training: No training was conducted between September 2020 and August 2021. Other: A new circuit website was created which went live in 2020. The website is much more user friendly to the end user and easier for churches to make their own updates. Each church has its own page on the website.

As a way to support churches financially, it was agreed at the circuit meeting in June 2021 that the circuit would pay for all churches copyright license (CCLI) for the next 12 months.

Section E Financial review

Brief statement of the
Policy on Reserves
The Reserves Policy for the Mid Derbyshire Circuit is to hold a sum
equivalent to 3 months’ average expenditure in the general account
and a further £100,000 in the Model Trust Fund. Commitments
against the Model Trust Fund at 31stAugust 2021 totalled £700,000.
This should be sufficient to meet any unforeseen item of major
expenditure on manses and / or to be able to continue, in the short
term, funding planned activities in the event of the closure of a large
church or an inability to raise the full Circuit Assessment from
churches. It is necessary to hold sufficient working capital to enable
the quarterly payment of stipends/salaries and business expenses
for the ministers and lay employees and our contribution to the
District.

Sources of funds In the 2020-21 accounts: 85% of the Circuit’s income was provided
by the local churches. 60% of expenditure was on pay and related
costs. 5% of expenditure was on property, including both manses
and properties that are being let. 20% of expenditure is our
contribution to the District, of which part is used to fund the work of
the wider Methodist Church.
