Induction/Training The Mid Derbyshire Methodist Circuit has not adopted its own
policies and procedures for the induction and training of trustees, as
it follows the policies, procedures and guidance produced by the
Methodist Connexion. For example, for Safeguarding, the Creating
Safer Space Foundation Module was delivered by people within the
Circuit who had trained to do so.
Structure The Mid Derbyshire Methodist Circuit is part of the Nottingham and
Derby Methodist District and is accountable to the Methodist
Conference. The Circuit Leadership Team, comprising ex-officio,
appointed and co-opted officers, works with the Circuit staff and
officers, as well as through a number of small working groups, in
order to oversee the development and implementation of Circuit
Policy.

Consideration of Risks Risks are considered by the Circuit Leadership Team, which takes
professional advice as required, is engaged in a regular review
process and has adopted a Safeguarding Policy which it ensures is
rolled out to the churches.

Summary of the objects of the
Charity
The purposes of the Methodist Church are and shall be deemed to
have been since the Date of Union the advancement of:
a) The Christian faith in accordance with the doctrinal standards
and discipline of The Methodist Church;
b) Any charitable purpose for the time being of any Connexional,
District, Circuit. local or other organization of The Methodist
Church;
c) Any charitable purpose for the time being of any society or
institution subsidiary or ancillary to The Methodist Church;
d) Any purpose for the time being of any charity being a charity
subsidiary or ancillary to The Methodist Church.
Summary of the main activities
undertaken for the public benefit
The Circuit trustees are the Managing Trustees for the shared
resources (e.g. manses, other properties, financial assets and
personnel) related to group of Methodist churches known as the
Mid Derbyshire Methodist Circuit.
At the end of August 2020, the Circuit had 24 Methodist worship
centres and 4 Local Ecumenical Partnerships in its geographical area.
(Two of the Methodist worshipcentres are managed bya single

Church Council, whereas the others all have their own Church Council). For worship, a quarterly preaching plan is produced to ensure regular acts of worship take place and all of the acts of worship are open to all people, without charge. The Circuit also provides monthly Communion services at Maple Leaf House in Ripley, a purpose-built MHA nursing home for people with dementia. Circuit events and training are organized from time to time as required. The COVID-19 pandemic began to impact on Circuit life from March 2020. There has been a significant impact on regular worship, other church community activities and training. Many meetings were cancelled, postponed, or held online and many churches have been providing online worship throughout the pandemic. A number of new initiatives were begun to keep in touch with people and to resource them during the unfolding pandemic. The Superintendent Minister and other members of the Circuit team worked with the churches to advise them of changes to legislation and Methodist guidance and to help them to manage properties and produce risk assessments for re-opening for specific purposes, including worship. The trustees reflected together on their responses and practice during the pandemic and their aspirations for the future. We confirm the trustees have had regard to the Charity Commission’s guidance on public benefit.

Funds At the year-end on 31/8/20, the Circuit’s Model Trust Fund had a
balance of £629,873 which can be used for a variety of purposes,
along with the properties managed by the Circuit being valued at
£1,118,435. During this financial year, the Circuit Leadership Team
has followed the Circuit Policy for the management and use of the
Circuit’s assets and financial decision making was linked to the
agreed budget.
The Circuit Meeting agreed two minor amendments to the
application guidelines for the ‘New People, New Places’ scheme. The
first was to be able to approve grant applications that are less than
£1,000. The second was that applications can be considered for
developing work that has already started, not just for new
ideas/projects. During the year, the Circuit Meeting agreed a grant
of £1,000 under the ‘New People, New Places’ Scheme, towards a
Christians Against Poverty (CAP) Job Club which was requested by St
Andrew’s Church, Langley Mill. The church has been asked to send a
report one year after the grant was paid, noting how the money was
spent, what impact it had on the people who attended the CAP Job
Club and how they expect the work to be built on.
The Circuit agreed to an interest-free loan for Marehay Church to
help pay for a replacement heating system, and an interest-free loan
for Cromford to help pay for roofing repairs.
The Circuit budget for 2020-2021 was agreed at the June 2020
Circuit Meeting, along with the proposed church ‘assessment’
contributions to Circuit finances.
Volunteers The main part of our churches’ activities are undertaken by lay
persons(volunteers).

The Annual Report of the Mid Derbyshire Methodist Circuit, for
2018-2019, was prepared, agreed by the Circuit Meeting and
submitted before the Charity Commission’s deadline.
Circuit policy:
The Circuit policy was agreed by the December 2015 Circuit
Meeting. The Circuit policy outlines the vision for the Circuit’s way
forward and is designed to be used as a guide to shape the Circuit’s
actions, with each item being considered at the time of acting upon
it; it is linked to the Circuit’s Mission Statement, which states that
our calling is to share hope, love and life in Jesus. The work begun,
early in 2019, to revisit the Circuit and churches’ vision should
ultimately result in a revitalising of the Circuit’s vision, ways of
working and policy.
The ‘God in Love Unites Us’ report, which was taken to the
Methodist Conference 2019, made a number of proposals,
including; principles or qualities of good relating, an understanding
of cohabitation, to allow same-sex couples to marry in Methodist
churches, providing resources and liturgies to celebrate civil
partnerships and providing prayers for when a marriage ends in
divorce. The report was distributed to all of the churches in the
circuit for comment, and the comments provided were reviewed by
the circuit leadership team. The intention was to prepare our Synod
representatives to engage in the conversations and voting at Synod,
though the Synod was then delayed due to COVID-19.
It was agreed at Circuit Meeting that ministers could take up to
three Sundays away from circuit preaching commitments, per year,
to enable them to enrich their personal Christian discipleship and
energise them for their ongoing ministry.
Circuit Vision:
Three proposals were recommended to the Circuit Meeting from
the Circuit Vision team. These were; appointment of a Messy Church
worker, appointment of a mission team, and a hub/satellite church
model. Theseproposals were reviewed at circuit meetingand

Circuit officers:

Geraldine Stamp was appointed as a Circuit Steward in December 2019 and Peter Morley stepped down as Circuit Steward in August 2020.

Andrew Whysall was appointed to succeed Chris Paynter as Circuit Treasurer from September 2020, releasing some of his other duties to oversee circuit staff and communications.

A Circuit communications group was put in place to oversee the development of the new Circuit website and other aspects of communications, such as newsletters.

Ruth Beresford was nominated as the Circuit Steward responsible for Circuit staffing and the Circuit Invitation committee was appointed in March and delegated power to extend invitations to ministers without a special Circuit Meeting.

Synod representatives were appointed in March 2020.

The circuit meeting agreed for Zania Van Schalkwyk to become an accredited local preacher, though her recognition service was delayed because of COVID-19.

Circuit staffing:

Revd Robert Foster was invited to continue as the Superintendent Minister for a further four years from September 2020, Robert will continue as Superintendent Minister until August 2024.

Revd Paul Beard was welcomed as a new Circuit Minister in September 2019 and, in June 2020, announced his intention to retire from active ministry in August 2021. A decision was made not to seek to replace Paul due to the anticipated level of the predicted budget shortfall if he was replaced.

Revd John Malnutt was received into Full Connexion at the online Methodist Conference, but his ordination has been postponed due to COVID-19.

Revd Kate Strange was appointed as one of the Deputy Chairs of the Nottingham and Derby District with a commitment of half a day per week.

The sabbatical plans of Revds Helen Penfold, Stephen Pratt, Kevin Price, and Robert Foster were revisited and put on hold due to COVID-19.

Sarah Harris replaced Ian McNaught as Circuit Administrator in October 2019. Sarah’s hours were increased during the year to enable her to take on additional responsibilities, including Darren Bailey’s duties as Property Co-ordinator after his contract came to an end in March 2020.

Caroline Middleton came to the end of her contract working in Ilkeston.

Blayze White, employed as a Pioneer worker, was supported in candidating for Methodist ministry and left the role to train to be a minister in August 2020.

After conversations with the Circuit staff about the impact of COVID19 upon their personal safety and the potential for them to carry on with their work, one employee was furloughed for a short time in the summer.

Circuit Safeguarding:

All church safeguarding officers were invited to the Circuit Safeguarding Forum on 3rd March 2020 – a change of date to enable a conversation around training opportunities too.

All trustees have received a copy of the revised Circuit Safeguarding policy, which the Circuit Meeting agreed to adopt in June 2020.

Due to COVID-19 restrictions, Creating Safer Space Foundation training and Advanced Safeguarding training was not offered from March 2020. It has been noted that the period of time until Creating Safer Space training needs renewing has been extended by six months due to COVID-19 and the advice about revised DBS checking procedures for COVID-19 have been followed. The DBS and training exemptions granted to Local Preachers who no longer had active preaching ministries were also noted.

Circuit property:

Management of church rental properties was taken over by Fidler Taylor estate agents.

Approval was given by the Circuit Meeting for Sarah Harris to take on Darren Bailey’s duties as Property Coordinator.

Following the appropriate procedures, an offer was accepted for the Hackney Methodist Church building and the sale completion, delayed both by the buyers then seeking planning permission and by COVID-19, was on 1st July 2020, with net proceeds of £239,974.41 coming into the Circuit’s Model Trust Fund.

The Darley Dale manse and the Sapphire Drive (Ripley) manse were both rented out.

Ilkeston Methodist Church identified Bath Street, the site of St. Andrew’s Church, as the primary site for the new development. The rebuild will include the flats and shops as well as the church building. £2,000 was approved for professional services to redraft plans for the Bath Street site in preparation for submitting a planning application.

Grant funding of £3,500 (10% of the total scheme cost in line with Circuit policy) was allocated to Waingroves Methodist Church to improve its property facilities.

It was agreed that the net income (after the Connexional Levy) of £38,000 from the strip of land sold at Belper Central could be applied for from the Circuit’s Model Trust Fund if a suitable scheme was brought as part of the church’s redevelopment plans.

Circuit events: Various Circuit events were held from September 2019 to March 2020.

Various events were cancelled from March 2020 – August 2020 due to COVID -19.

Training:

The annual training budgets for local preachers / worship leaders, Safeguarding and circuit staff were revised. Staff team members were allocated allowances of both time and money for training and development each year.

Other:

The circuit registered with the Give as You Live scheme, which donates a given amount of money to charity for every purchase made through qualifying websites.

Churches were invited to sign up to the Eco Circuit scheme and some churches within the circuit have registered.

A Data Protection Processor Record was made available to help churches to record what information they are holding, in compliance with GDPR.

Section E Financial review

Brief statement of the
Policy on Reserves
The Reserves Policy for the Mid Derbyshire Circuit is to hold a sum
equivalent to 3 months’ average expenditure in the general account
and a further £100,000 in the Model Trust Fund. Commitments
against the Model Trust Fund at 31stAugust 2020 totalled £844,592.
This should be sufficient to meet any unforeseen item of major
expenditure on manses and / or to be able to continue, in the short
term, funding planned activities in the event of the closure of a large
church or an inability to raise the full Circuit Assessment from
churches. It is necessary to hold sufficient working capital to enable
the quarterly payment of stipends/salaries and business expenses
for the ministers and lay employees and our contribution to the
District.

Sources of funds In the 2019-20 accounts: 83% of the Circuit’s income was provided
by the local churches. 69% of expenditure was on pay and related
costs. 5% of expenditure was on property, including both manses
and properties that are being let. 22% of expenditure is our
contribution to the District, of which part is used to fund the work of
the wider Methodist Church.

Notes to the Accounts

1 Basis of accounting

The financial statements have been prepared under the Charities Act 2011 in accordance with the 2014 version of Accounting and Reporting by Charities: Statement of Recommended Practice (SORP) applicable to charities preparing their accounts in accordance with the Financial Reporting Standard for Smaller Entities applicable in the UK (effective from 1 January 2015) – the Charities SORP (FRSSE) – in replacement for the SORP’s 2005 version specified in its related 2008 Regulations and in accordance with the ‘true and fair override’ provision contained therein.”

2 Funds

The funds held constitute: General Funds held for any purpose of the Circuit which are Unrestricted. The Circuit Model Trust Fund has wide purposes defined in Standing Orders and is categorised as unrestricted. Restricted funds which are held for a narrower purpose . There are also the following Endowment funds as listed. Details of each material fund are disclosed in the final note to these accounts. Any funds may be represented by more than just cash.

3 Accounting policies

Basis

These accounts have been prepared on the basis of historical cost except that investments are shown at their market value at the end of the year, on the accruals basis to show a true and fair view of the Circuit’s financial position and activities.

Income Recognition

Income is included in the Statement of Financial Activities (SOFA) when the Circuit becomes entitled to the resources, and the trustees are reasonably certain they will receive the resources; and the monetary value can be measured with sufficient reliability.

Resources Expended

This is recognised when a liability is incurred, or a constructive obligation arises, that results in the payment being unavoidable. Liabilities are recognised as soon as an outflow of economic benefit is considered more likely than not under the legal or constructive obligation committing the Circuit to pay out resources.

Grants

Grants made by the Circuit from its own funds are recognised in full at the time of agreement or when the Circuit accepts that there is a legal or operational obligation to make the payment. When the grant is recurrent over more than one year the balance payable in future years is treated as a provision for future commitments in the Balance Sheet against the appropriate fund, the provision being released in future years as instalments are paid in accordance with the originally agreed terms.

VAT

Since the Circuit is not VAT registered, all input VAT is charged with the expenses to which it refers.

Tangible fixed assets for use by the Circuit

These are capitalised if they can be used for more than one year, and individually cost at least £1,000.

The freehold property is shown in the accounts at 2015 deemed values , of which the land component is deemed to be £xxxx. No depreciation is provided on the building because the trustees consider the current residual fair value of the manse buildings (on the assumption that it had reached the end of its useful economic life by the year-end) to be not less than its current value. Any depreciation would not be material. The property has been reviewed for impairment.

Investment Properties

Investment properties - no property is currently deemed to not be held for the long term purposes of the charity.

Investments

Investments are valued in the balance sheet at market value at the year end. Investment income is included in the accounts when receivable and any gains or losses on revaluation at the year end are shown in the SOFA.

Debtors and Prepayments

Debtors relate to the payment of the September stipend in August.

Creditors

Creditors include both sundry expenses and specifically the 1st quarter assessment received in August.

Impact of Accounting changes

A statement is required if there has been any restatement required to previous reported information as a consequence of the new SORP.

Mid Derbyshire Circuit

11 Investments

The funds that support the Circuit Model Trust Fund and the Manses Fund are held by TMCP in Trustees Interest Funds on which interest is credited to the accounts each month. These are regarded as medium and long term investments.

TMCP is the legal owner and Custodian Trustee of all Methodist Model Trust property, including Legacies, Endowments and Accumulated Funds. Trust property is held for and on behalf of local Managing Trustees who are responsible for the day to day management of trust property. TMCP ensure that, through providing guidance and acting under their direction, the Managing Trustees comply with charity law and Methodist law and polity as determined by the Methodist Conference.

My examination was carried out in accordance with the general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records.
