Structur< Governance and Management
The Charity is constituted as a company, limited by guarantee, it does not have any share capitsl and it is governed by its
Meinoiandum and Articles of Association.
The rnanagement of the Charity is the responsibility of the Ttustees who are also appointed dire¢tors of the company. New trustees
are appointed on the recommendarion of existing tnLsrees being deemed ro hape appropriate experience and knowledge for the role.
The￿ fotmal proceduies for induLtin¥ trubtees, however, any new trustee appuinted ivould be praLtically awaTe of the
work undtrtdken by the Chdrity dnd suppurt Ib Ltlways provided by thc founding trustevs.

The day to day running Lif the Charity is undertaken by a senior staff member. Miss N Quartemian. Trustees meei on a regular basis
to discuss perfomiance and set iargets for longer tem) goals.

Area 51 has finished impleinenting the Perfomiance Impioi'einent Action Plan that was drawn up after the 2022 OFSTED
inspeLtion. The proi'ision has been sucLessful in improi'ing ils delivery capability and strengthening its management in the
rinancial year 2024-5. we are confident that these improvements provide a sirling basis for continuity. Specific evidence for this

The latest Ofsted inspeciion returned the prlivision to a Good rating.
The provision has been gu¢cessful in improving the manageability of staffing costs. Specifically, by enlarging the support
workcr basc 8lightly, it has provcd po8%iblc to %ignificantly rcducc dcpcndcncc on agcncy 8taff.
Thc Adult Day Scrvicc ha% bccn.%ucccssfully movcd from Pamia Hou%c to a ncw location at 15A Tottcnham Lanc, which
also offcT8 morc capacity.
A new web8jte is in place and %es%ional workshops are now being adverti%ed.
Service delivery performance was good during the year. and staff niorale 15 in general good. Financial perforniance was slightly
disappointing; the shortfall recorded in these accounts was largely diie to staff cost5 inflating faster than was anticipated when
levels I￿.ere set for Adult Day Service charge5 and Edllcation E3 top-up ￿nding.

Ac£ommodation for the Education provision
Haringey Council has notified the provision that they iniend 10 ser￿e notice on l Mallard Place. as it requires the site for a
deielopment project. The provision is Currently negotiating with the Council lo ensure that it can complete the current year at I
Mallard PlaLe.
The provision is seeking a new location for the Education pr(>vision. A neiv location must be found by the end of March to enable
a start at this ne￿. location in September 2026. So far at least one location has been found tliat 3ppears suitable, although some
adaptation will bc n¢¢d¢d, for which rcslrictcd rcscrv¢s can b¢ uscd,. th¢ provision is also planning to scck additional grant funding
to support thc movc. Th¢ r¢ntal and oihcr costs for candidat¢ lo¢ations idcntifi¢d so far do not cxc¢cd thos¢ for l Mallard Plac¢.
Long term financial l'iability of the Education provision
Demand for placements in the Education provision continues to be sirong. However, councils, ability and willingness to pay for
these placements continues 10 be under severe stress. Refusal to accepi cost increases is an increasingly common occurrence.
Recent cost analysis suggests that ihe Education actii'ities are making a signifiLani loss of almost 10 /. This is clearly
unsusrainable.

The Adult Day Service PTovision does not seem to be affected in the same way. Although there are sornetime5 disagreernents on
charges, in geiieral demand for placements is strong and in ]nost cases willingness to pay is not a problem. We expect the margin
on these activities in the current year to be healthy.
The Directors and the manageinent of the provision therefore plan to hold a slrdtegic review in the first quarter of 2026 to
deteTmine an appTopriate iespon&e. Tliis could iiivolve a rebdlancing of the aLtivitie5 OT in ali extreine Labe clobure uf tl)e
Educdtion provision. However, at the Tntsinent we do not anticipate Closure, as we expect that some- but Tna5,be not all- councils
would prove highly motivated to avoid this.
Coping Trvith slow payment of agreed learner funding
Area 51 is experiencing slower paymen¢ of agreed leamer funding in almost all areab than has previously been obberved. This is a
significant risk io operations. as il only has cash in hand lo supportjusl over a month ofoperations. Delaying payments is nol an
option for staff cosi$168;',1 or accommodation 117 /.}, leaving only two viable avenues..
Strengthened chasing of funding amounts due.. this applies both to Adult Day Service invoices and agreed Education
funding.

Provisions of the Companies Act 2000. They are also responsible for safeguarding the assets of the Company and hence for taking
reasonable steps tor the prevention and detection of fraud and other irregularities.

Accounting Conwention
The accounts have been prepared under the histOTical cost convention. tl)e Statement of ReLoinniended PTactice

The accounts include the iesults of the charity's operation5 which are described iii tlie Trustees, Annual Report.
The financial statements are prepared in sterling, which is the functional currency of the company. Moneiary amounts in
these Iinancial statements are rounded to the nearest pound.
The trustees consider that the charity exists for the purpobe of the local publiL benefit as defined in section 4 of the
Charities Act 2011 as amended by Charilies Acl 2022.
