## **1. Structure, Governance and Management** 

## **Governing Document** 

Islam in Bristol was constituted as a Charitable Trust by the Charity Commission on 22nd November 2010 under number 1139121. Constitution and articles of association were adopted on November 2010. There are six Trustees and the constitution requires that the number of Trustees shall not be less than three or more than nine. 

## **Organisation and Structure** 

All trustees and senior staff working for the Islam in Bristol Charity currently work on a voluntary basis and receive no monetary benefits. This allows the charity to maximise majority of its funds secured back into the charity to fulfil its Aims and Objectives. 

Apart from two positions, all the different roles and responsibilities are currently run on a voluntary basis. The volunteers carry out their different functions of working at the bookstore and working at the Markaz Ibn Seereen (M.I.S) centre and fulfil all the roles and responsibilities required therein such us, running of the bookstore; the daily prayers at M.I.S; weekly lessons at M.I.S; fundraising; conferences; publications and other roles required for successfully running the charity. 

The trustees are appointed by a resolution of the trustees passed at a special meeting. The trustees are responsible for the following: 

- The day to day running of the bookstore 

- The day to day running of the M.I.S 

- Organising fundraising activities 

- Organising events for propagation of the goals of the charity 

- All administrative affairs connected to the charity

## **2. Objectives and Activities** 

- To advance the education of the public in the subject of Islam in general and the Salafi beliefs and practices specifically. 

- To advance Islam as a religion and good way of life in Bristol for the benefit of the public through lectures, public celebration of religious festivals, producing and/or distributing literature on Islam; to enlighten others about the Islam religion. 

- To encourage good behaviour between Muslims and non-Muslims 

- To teach following different religions should not lead to extremism or intolerance within communities. 

- Working with schools, colleges and universities to advance the Salafi beliefs and practices 

- 

   - Working with prisons to supply incarnated inmates with Friday Sermons, regular lessons and authentic Islamic literature. 

- Enhance a sense of belonging and strengthen commitment to society and its betterment 

- To cooperate with local police (Counter terrorism Unit) and the “Prevent Team” to help in countering extremist ideologies. 

- To act as a resource for young people living in Bristol by providing advice and assistance and organising programmes of physical, educational and other activities as a means of: 

   - Advancing in life and helping young people by developing their skills, 

   - capacities and capabilities to enable them to participate in society as independent, mature and responsible individuals; 

   - Advancing education; 

   - Relieving unemployment; 

   - Providing recreational and leisure time activity in the interests of social 

   - welfare for people living in the area of benefit who have needs by reason of their youth, age, infirmity or disability, poverty or social and economic circumstances with a view to meeting those needs. 

Our objectives are set to reflect the Islamic Salafi faith and community aims. Each year our trustees review our objectives and activities to ensure they continue to reflect our aims. In carrying out this review the trustees have considered the Charity Commission’s general guidance on public benefit. 

Our aim remains to provide the community, Muslims and non-Muslims alike, the

opportunity to learn about Salafi Islamic tenets, practices and worship. 

Our ambition is to build the self-confidence of the Muslims in their faith and through our efforts and activities help make our society peaceful, vibrant and harmonious. 

## **Strategies** 

An important part of our strategy is community spiritual welfare and education. All our community activities including classes and seminars are advertised and we welcome the participation of all our local community, Muslims and non-Muslims alike. All our activities are free and supported by public donations. 

## **3. Recruitment and Appointment of Trustees** 

The existing trustees are responsible for the recruitment of new trustees but in doing so the trustees seek the views and recommendations of both elders and young representations. The trustees believe this approach ensures the new trustees are respected members of the faith and community and to ensure that relations are fostered between the charity and the people of the community that we serve. 

In selecting new trustees, we seek to identify people who regularly attend events and functions organised by the charity and are willing to volunteer to help in our broader community work. Potential trustees are invited to attend trustees’ meetings as observers and are given more details of the charity’s aims and activities and, if we all agree, they are then proposed as new trustees at the subsequent trustees’ meeting. This process allows due consideration of the person’s eligibility, personal competence, specialist knowledge and skills. 

## **Induction and Training of Trustees** 

Following appointment, new trustees are introduced to their new role and given copies to the ‘ _The essential trustees: what you need to know, what you need to do’_ and other policies and procedures which governs the charity and its trustees must abide. This ensures that new trustees are aware of the scope of the responsibilities under the Charity Act. Initially, new trustees work with an existing trustees assisting on particular activities and projects run by the charity. After satisfactory feedback from existing trustees, they are then given the task of leading a particular project or activity, reporting progress at trustees’ meetings.

## **Fundraising** 

This was another challenging year due to the Covid-19 pandemic. We were not able to conduct any major fundraising activities. However, we were able to continue to do the weekly Jumu’ah collections which covered the running costs of the Markaz. 

## **Properties** 

The agreement for the two leases the charity has, Islam in Bristol bookstore on 82 Stapleton road and the M.I.S on 9 Lower Ashley Road, are still ongoing.  In addition, we have added 11 & 13 Lower Ashley Road to the long term lease of no.9 Lower Ashley Road and we hope in the future we can purchase these two buildings to be used as place of worship for many years to come. 

## **Social Events** 

We have successfully been able to organise regular fortnightly lessons in the masjid with students who graduated from the Islamic University of Madinah and have also organised one-off lectures regularly with a good turnout from the community each and every time. Unfortunately this year we were not able to run the Summer Course we hope we can offer this service again following year to come, god-willing. 

## **Eid Celebrations** 

Eid prayers were once again returned to being held in the park after a brief interruption due to the Covid-19 Pandemic. Great turnout and the community seem to really take to fulfilling this prophetic tradition whenever the weather permits. 

## **Engaging with young People** 

The weekly youth events were stopped briefly due to financial difficulties as well lacking a proper venue to hold these type of activities. We have replaced these with a monthly gathering were the youth network, socialise, eat and share benefits.

We have successfully launched the M.I.S Tuition club which is designed to support parents home-schooling their children.

## **5. Reserves policy and Risk Management** 

The Trustees have examined the major risks to which the charity is exposed, and systems have been established to mitigate those risks. These procedures will be periodically reviewed to ensure that they still meet the needs of the charity. 

There is no reserve policy in place yet. 

## **6. Trustees’ responsibilities in relation to the financial statements** 

The Trustees are responsible for preparing the Annual Report and the financial statements in accordance with applicable law and regulations. 

The Trustees are required to prepare financial statements for each financial year in accordance with ‘ _United Kingdom Generally Accepted Accounting Practice_ ’ (United Kingdom Accounting Standards and applicable law). The financial statements are required by law to give a true and fair view of the state of affairs of the charity and of its incoming resources and application of resources of the charity for that period. In preparing these financial statements, the Trustees are required to: 

- a. Select suitable accounting policies and then apply them consistently; 

- b. Make judgements and estimates that are reasonable and prudent; 

- c. State whether applicable UK Accounting Standards have been followed, subject to any material departures disclosed and explained in the financial statements, and

- d. Prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in business. 

The Trustees are responsible for keeping proper accounting records that disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Companies Act 2006. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.
