The Directors (who are also trustees of the charity) present their annual report together with the financial statements of Oasis Community Hub: Oldham (the Company) for the year ended 31 August 2024. The Trustees confirm that the Annual report and financial statements of the company comply with the Companies Act 2006 and Charities Act 2011, the requirements of the company's governing document and the provisions of the Charities SORP 2019 applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019).

Structure, governance and management

a. CONSTITUTION

The Company is registered as a charitable company limited by guarantee and was set up by a Memorandum of Association on 27[th] April 2010 and is a registered charity number 1138862.

The principal objects of the Company are the advancement for the public benefit of education and health, the preservation and protection of public health generally, the relief of persons who are in need, hardship or distress and the prevention and relief of poverty.

The Directors confirm that they have paid due regard to the guidance contained in the Charity Commission’s general guidance on public benefit when setting the charity’s objectives and planning its activities.

b. METHOD OF APPOINTMENT OR ELECTION OF TRUSTEES

The management of the Company is the responsibility of the Directors who are elected and co-opted under the terms of the Articles of Association. The appointment of new directors is at the discretion of the existing directors (and/or the Guarantor, Oasis Community Partnerships).

c. POLICIES ADOPTED FOR THE INDUCTION AND TRAINING OF TRUSTEES

Policies for the induction and training of new directors follow those of the ultimate parent, Oasis Charitable Trust.

d. ORGANISATIONAL STRUCTURE AND DECISION MAKING

Oasis Community Hub: Oldham (the Company) is a company limited by guarantee, whose registered number is 7356565. It is also a registered charity, number 1138862. The Company is governed by a Memorandum and Articles of Association of 27[th] April 2010. The Company is controlled by the Directors who are also the Trustees. Oasis Community Partnerships is the immediate parent and guarantor. The Company does not have a share capital. Directors are appointed by a majority of other Directors or the Guarantor. The Directors have delegated the day to day activity of the Company to the hub Leader, but retain responsibility for major strategic and governance decisions.

The Company was established in furtherance of Oasis Charitable Trust and Oasis Community Partnership’s intention to deliver individual and community transformation through local community hubs. As each Hub will need to respond to the issues and needs arising in there own locality and in order to engage local involvement each hub will operate as an independent legal entity but expressing the consistent ethos of Oasis.

e. RISK MANAGEMENT

The Directors have assessed the major risks to which the company is exposed, in particular those related to the increased cost of living crisis, operations and finances of the company, and are satisfied that systems and procedures are in place to mitigate our exposure to the major risks.

The Directors consider that Oasis Community Hub: Oldham has adequate resources to continue in operational existence for the foreseeable future and, for this reason, the Directors continue to adopt the going concern basis in preparing the accounts.

Objectives and Activities

The objective of the company is to operate as a catalyst for community transformation by facilitating improvements in the lives of individuals and growth in community activity and cohesion. This will be achieved by identifying and understanding the needs and strengths within the community and by applying the Oasis Ethos to everything. The Oasis Ethos is:

Oasis Hubs will typically include activities in education, youth and children’s work, community empowerment, housing, advice and support, personal and spiritual development and health and wellbeing.

Oldham Community, youth and family team

The vision for Oasis Community Hub: Oldham is to bring about community transformation; helping to create a local community where people of all ages and situations feel included, know they can contribute and realise a deep sense of belonging. We aim to achieve this through the delivery of a range of services and opportunities that respond to local need.

Oasis Hub Oldham whilst one charity has two geographical foci; Hollinwood including Oasis Academy Oldham and Limeside and Oldham East including Oasis Academy Leesbrook and Clarksfield.

This last year has seen a significant change in staffing and increased capacity with the recruitment of a new Strategic Community Development Leader and two new Team Leaders, one for each locality. There continues to be a Community Development Worker supporting delivery in each locality and additionally in Hollinwood there is a Gardening Worker.

At our Clarksfield venue we have a thriving calendar of activities designed to empower the community. This includes a range of educational programmes, such as English for Speakers of Other Languages (ESOL), and essential subjects like Maths and English. We also offer activities like coffee mornings, aimed at those needing well-being support, help with family life, domestic abuse, finances or housing plus craft groups formed and led by community members.

We have supported vulnerable families with increasing frequency over the last few months, providing meals during our sessions and via food parcels. In addition, we have supported people back into regular work via the Get Oldham working program.

Our Holiday provision is core to our delivery schedule, offering a series of activities across all school holidays. These activities include arts and crafts, sports, youthwork, family activities, food provision and trips. We have had 764 unique attendees over the last year.

Oldham East

At our Leesbrook venue we are developing our youth program, providing a variety of learning and volunteering experiences for every year 7 student to support the Leesbrook Young Leadership Award. We are working with targeted groups of young people who are at risk of exclusion by providing weekly enrichment activities and offering support to their families. We are implementing a community engagement programme to focus on community celebrations; we currently working on ‘The Oasis Big Give’ where we collect food in school to share with families over the Christmas break.

We’ve had 249 unique individuals attend our Oldham East projects a total of 4301 times in 2023/24.

Hollinwood

Our offer in Hollinwood continues to grow with 2 weekly parent and toddler groups and a baby group. We have worked in partnership with local specialist services to provide sessions where people can drop in to get help and support to find work, finances, housing and childcare. We are running a weekly women’s group that focuses on friendship, physical activity and mental health and wellbeing. Recently we celebrated the refurbishment and reopening of our local community centre which has stood unused since before Covid and now provides a central delivery point for our community offer.

We’ve had 324 unique individuals attend our Hollinwood / Limeside projects a total of 1088 times in 2023/24.

Navigators

The Navigators have gone from strength to strength this last year. We are now active within 5 Greater Manchester A&E departments supporting young people impacted by violence. This year the Wythenshawe Hospital Navigator was funded to work within Trafford, her presence is already showing an increase in referrals within the borough which is testament to the time she has taken to network and raise the profile of the project.

The community referral pathway continues to thrive. This year the community referral pathway represented 54% of the referrals received into the project. Referrals have come from a range of sources including Education, VCSE, Self-Referrals, CAHMS and Social Care. This year we have really seen the importance of expanding the service to include community referrals as we have been able to offer support to several young people that under the original scope of the project would not have been eligible for support due to them not attending hospital for treatment to injuries. A number of these young people had witnessed serious incidents and, in our experience, offering the right support, to the right people, at the right time is critical to reducing chances of retaliation and supporting young people to process what has happened and move forward positively.

This year we have received 650 Referrals into the project this is a 23% increase on last year. To meet this increase in demand on the service we have made changes to the management structure replacing the Senior Practitioner roles with Team Leaders with increased operational management responsibilities to assist with the day-to-day management of the project. We have also been developing the triage process to include a low-level advice, information and guidance offer for young people who may not need one to one support or whose needs are better met by other services. This has been extremely successful with the team developing strong relationships with several key partners to ensure that we are able to manage our waiting list effectively and that young people receive support as soon as possible.

In July we also launched the Custody Navigator pilot. This pilot has enabled us to trial the Navigator model of support within Greater Manchester Police (GMP) Central Park Custody Suite. We are absolutely delighted with the start to the project, the team have been warmly welcomed and referrals have been coming through from day one. We are looking forward to working with GMP and Manchester Metropolitan University (MMU) who will be undertaking an evaluation to consider the impact of the project and whether there is the option to scale the pilot up.

Case studies

Sean

Sean-15 was referred into the project from hospital. During the initial assessment Sean spoke about his weapons carrying, drug use and involvement in organised fights between 2 local groups. Sean found school difficult and subsequently left with no qualification. The relationships with his family had broken down due to his behaviour and during the time we were supporting him he became homeless.

Over 12 months we have been able to support him with positive activities, qualifications and rebuilding his family relationships which has included finding suitable accommodation with an extended family member. During the initial assessment Sean had mentioned he really loved playing football, so the Navigator linked him in with a local grassroots team. Having the structure of attending training and playing games on Saturday morning really helped to begin putting in a structure to Sean’s week. Building on this we supported Sean to enrol in a 12-week programme with Street League, the programme is based on sports and employability skills. Through this he gained a certificate in Football coaching and a Sports Leader Award. Sean showed huge commitment throughout the 12 weeks taking 2 buses and a train each day to attend the course 4 days a week. Following this course, he was put forward for football trials at a professional club and has been successful in gaining a place in the team. As part of this he has also been enrolled on an education programme which will give him a BTEC qualification in Sports coaching - “I couldn’t have done this without you. When other people let me down you were always there.”-Sean

Jamie

Feedback from Jamie a Young person we met in the custody suite; “On our first meeting I wasn't sure what to expect and how you could help me. I wasn’t sure you could even help me understand why I got into trouble and what you could do to help me make better choices. You were nice with me, didn't judge me and helped me talk through the problems I had in my life and how to get through them.

I really liked it that you were a man as there are not many men in my life only women and I felt you understood me better at my age. I was so glad I met you, and Oasis were at the police station when I was there and introduced themselves to me and offered help if I wanted it.

I was very scared. I think meeting you and Oasis definitely changed how I think and improved my life and my future. Thank you so much for all that you have done I feel my life is now on a very good course and I am much happier, and things are looking good for me.

I also feel that I can contact you at any time if I'm struggling or unsure or have any problems I can't cope with. Thank you so much once again it’s been a pleasure knowing you.”

Parent and Carer Support (PACS)

In October we launched our Parent and Carer Support (PACS) service we have been completely blown away by the demand for this service with many people identifying that there aren’t any similar services available.

PACS work with Parents and Carers that are concerned about their children or may feel they are at risk. The project offers online and in person support groups, Encounter an online course based on the principles of NonViolent Resistance (NVR), workshops, one to one support and advocacy.

In the first year of operation, we have received 338 referrals into the service. Due to the high levels of demand, we have recruited additional staff to expand the team, and we are predominantly offering group support sessions. Creating a safe space in which parents can meet and share their experiences has been transformational we have had an overwhelming positive response to the service and are pleased to say we now have a few parents working with us to help with the delivery of the project.

The workshops and sessions are developed in response to feedback from Parents and Carers these have included specialist sessions on EHC plans, managing sleep and healthy eating, mindfulness and self-care and understanding ADHD. We also have an in-person coffee morning run by a parent in Oldham.

We are trialling a couple of blended family worker roles for families where support is needed for both the parent and child. Having one practitioner supports a holistic approach and reduces the number of professionals involved this is to respond to parent feedback that they can feel overwhelmed with the number of services involved in supporting their family.

Case studies

“My 11-year-old son was chased by a group of older boys with machetes one night and he didn’t feel safe leaving the house. To help him get back to school the PACS team helped me get a safety plan in place with the school. My son felt safer and now attends school and seems a lot happier. As a result of my time with the PACS team I opened up about childhood abuse that I suffered, and I’ve been offered counselling by the PACS team.”

“I joined Encounter as my 11-year-old daughter’s behaviour is hard to handle. She is incredibly demanding and violent. My hope from the course was to share my experience and get support. I got this and I’m now going to be a Parent Practitioner on the next Encounter courses to help other families.”

“In 2021, my son, Danny, would get involved in fights at school and after 6 months of sessions from a Navigator, he stopped. In 2023 his attendance at school was bad. I received a lot of truancy letters from school which I found incredibly distressing. When I had a PACS worker, I felt listened to and felt I had someone on my side. I felt more confident parenting Danny and the PACS team helped organise a meeting with school to air my concerns. The teacher told me that Danny was doing really well, and I received an apology from the Attendance Team for the truancy letters.”

Relationship of Oasis Community Hub: Oldham to other Oasis companies

The Hub has three relationships with the wider Oasis group:

  1. With the national group of Oasis organisations.

  2. With the Oasis Community Partnerships group.

  3. With the Oasis Academies in Oldham.

These are described below as follows:

1. The national Oasis Group

The Oasis family of charities in the UK has been structured to enable the entire group to benefit from working together towards national objectives, while at the same time being able to deliver maximum impact in local communities. The challenge of running a national charity is in ensuring the correct needs are being addressed in local communities, while the advantage is working collaboratively at a national level to minimise cost locally and benefitting from the value of interdependent working. This ‘hybrid structure’ has been developed to ensure that local ownership and oversight is achieved whilst leveraging economies of scale.

At a national level, Oasis Charitable Trust is responsible for all Oasis’ activities in the UK and is the parent company for three national subsidiaries. These are:

  1. Oasis Community Learning – a multi-academy chain running 53 academies across England. 2. Oasis Community Partnerships – a charity delivering community development work.

  2. Oasis Community Housing – a housing charity supporting vulnerable adults and young people.

2. The Oasis Community Partnerships Group

Within this group structure, Oasis Community Partnerships is responsible for all of Oasis’ community development work in the UK. It is the national holding company for 20 local Oasis Community Hubs and one Trading Company, delivering integrated community development work in a number of targeted neighbourhoods across the country.

Oasis Community Hub: Oldham is a local subsidiary of Oasis Community Partnerships, which, in the same way as the main group structure, is also a hybrid model. This enables sharing of resources, best practice and central support functions while Oasis Community Hub: Oldham operates locally in order to respond appropriately to the needs of the local area. As a result, Oasis Community Hub: Oldham benefits from higher quality and cheaper infrastructure than it would be able to access as entirely standalone organisation.

3. Oasis Community Hub: Oldham and its partnership with Oasis Academies

Oasis Community Hub: Oldham is governed by a local board of trustees, who are accountable for the financial management of the Hub, overseeing the development of projects to meet local needs and ensuring that those projects benefit from any funds raised. As explained above, Oasis Community Hub: Oldham is a subsidiary of Oasis Community Partnerships, which, in turn, is a subsidiary of Oasis Charitable Trust.

Oasis Community Hub: Oldham integrates community development in the local area and in particular the communities surrounding Oasis Academies Limeside (primary school), Oldham (secondary school) and Leesbrook (secondary school), all of which are part of the Oasis Community Learning multi-academy trust. One objective of Oasis Community Hub: Oldham is to provide wrap around care for students and their parents/carers at all three Academies. Therefore, Oasis Community Hub: Oldham works in close partnership with Oasis Academy Limeside, Oasis Academy Oldham and Oasis Academy Leesbrook in order to provide integrated and holistic community transformation.

Because the Academies are able to articulate strong educational outcomes from the role of Hub Leader, a portion of their salary is funded from the Academy budgets. The Academies are accountable to the Department for Education and Education Funding Agency, who rigorously regulate the spend of statutory funds and are therefore only able to fund community roles which have clear and identifiable educational outcomes for students. However, Oasis Community Hub: Oldham has a broader purpose in providing community interventions for the entire area and therefore there are a range of additional community roles and programmes which must to be funded in other ways. Therefore, Oasis Community Hub: Oldham has been specifically established to govern our charitable community activities in the area.

Financial review

These financial reports demonstrate the financial activity in the period September 2023 to August 2024. The total income for the year ended 31 August 2024 amounted to £1,002,082 (2023: £990,038). Expenditure amounted to £1,117,873 (2023: £663,415). The overall result is a deficit of £115,791 (2023: £326,623 surplus) leaving retained funds of £304,278 (2023: £420,069).

Reserves

The Directors continue to review the Hub’s need for reserves in line with the guidance issued by the Charity Commission and have adopted a policy to set aside funds of approximately three months running costs which we estimate to be £279,500 (2023: £166,000). Many staff are working on restricted projects and therefore the three months running costs are held within restricted funds. We have sufficient reserves to guard against unexpected downturns in financial performance. The total level of funds as at 31 August 2024 is £304,278 (2023: £420,069), with unrestricted funds of £1,649 (2023: £1,666) and restricted funds of £302,629 (2023: £418,403). The reserves policy has therefore been met.

Going concern

The Directors have considered the risks to the Hub, including the current crisis around the increased cost of living and the ability for the Hub to carry out its activities. The Directors have confirmed that the major sources of funding are committed. Furthermore, the Directors are confident that costs will only be incurred to the extent that funding is secured. The Directors are confident that the Hub has adequate resources to continue operating for the foreseeable future and, for this reason, the Trustees continue to adopt the going concern basis in preparing the accounts.

Plans for the future

Oldham

There has recently been a successful round of recruitment in Hollinwood enabling us to appoint a Lead Youth Worker who will start in post December. The focus of their work will be to develop the in-school youth programme, detached and open access provision, link with the Navigators project and lead on the Oasis Aspirations – a NCS funded program to enhance character formation, youth voice and employability.

We will continue to work as a team to build the Oasis community movement across both Hollinwood and Oldham East Hubs seeing young people and communities thrive through hopeful living, transformation and participation so they may all reach their God given potential.

In Hollinwood we will continue to develop our youth offer with a key focus of work being our in-school offer. Priorities will be to improve school attendance and to offer targeted one to one support for young people affected by violence.

We will continue to develop our community empowerment programme to provide a range of adult learning programmes and opportunities to enhance employability.

We will engage with the community and partners to coordinate and deliver a range of activities at the newly opened community centre.

In Oldham East we will continue to provide opportunities that support day to day life – we will provide adult learning opportunities with a focus on improving language skills and health and wellbeing. There will be work to engage with underrepresented groups within the Hub.

We will continue to provide an inclusive holiday and food programme that is open to all children from the community giving children a safe place to go, providing hot and healthy meals and giving young people the opportunity to try new activities and visit new places.

Navigator and PACS

We are currently considering future funding opportunities as our current funding runs out in March 2025. We are optimistic that our evaluation reports have demonstrated our impact and are looking forward to using the findings of these reports to further develop the Oasis Violence Reduction Model.

We hope to develop our delivery model looking at how we can most effectively utilise the Triage process to ensure young people’s support needs are identified and responded to quickly. We hope the triage team may be able to develop into a low-level support service to assist those that do not need one to one support from a Navigator but may need a short-term intervention to connect with other services or advice to address their support needs.

The Education lead has begun working with Manchester Secondary PRU group we hope to build on this relationship to better meet the needs of young people attending the PRU that are impacted by violence and considering the opportunities for PACS to engage the parents of these young people.

Members of the PACS and Navigator teams are assisting Oasis National to develop a young person version of Encounter we are excited to see how this can be used in tandem with the current version to support families at risk of relationship breakdown.

This year we want to increase the opportunities for young people, parents and carers to feed into local and national policy change and are looking into how we can increase their participation into the service design and delivery. We will continue to support the VRU in developing community led solutions to tackle violence in our communities.

We are also looking forward to developing links with other parts of Oasis and Stop the Traffik a subsidiary of Oasis to pilot new ways to disrupt violence. Utilising the expertise within the wider organisation provides a unique opportunity for us to learn from each other and innovate solutions that would not be possible for us to achieve on our own. We aspire to Oasis being a sector leader in Violence Reduction covering Education, Community, youth voice and policy change.

DIRECTORS' RESPONSIBILITIES STATEMENT

The Directors (who are also Trustees of Oasis Community Hub: Oldham for the purposes of charity law) are responsible for preparing the Directors' Report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice).

Company law requires the Directors to prepare financial statements for each financial year in accordance with United Kingdom Generally Accepted Accounting Practice (United Kingdom Accounting Standards and applicable law). Under company law the Directors must not approve the financial statements unless they are satisfied that they give a true and fair view of the state of affairs of the charitable company and of the incoming resources and application of resources, including the income and expenditure, of the charitable company for that period. In preparing these financial statements, the Directors are required to:

Opinion

We have audited the financial statements of Oasis Community Hub: Oldham (the ‘charitable company’) for the year ended 31 August 2024 which comprise the Statement of Financial Activities, the Balance Sheet, Statement of Cashflows and notes to the financial statements, including a summary of significant accounting policies. The financial reporting framework that has been applied in their preparation is applicable law and United Kingdom Accounting Standards, including FRS 102 “The Financial Reporting Standard applicable in the UK and Republic of Ireland” (United Kingdom Generally Accepted Accounting Practice).

Basis for opinion

We conducted our audit in accordance with International Standards on Auditing (UK) (ISAs (UK)) and applicable law. Our responsibilities under those standards are further described in the Auditor’s responsibilities for the audit of the financial statements section of our report. We are independent of the charitable company in accordance with the ethical requirements that are relevant to our audit of the financial statements in the UK, including the FRC’s Ethical Standard, and we have fulfilled our ethical responsibilities in accordance with these requirements. We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our audit opinion.

Conclusions relating to going concern

In auditing the financial statements, we have concluded that the trustees' use of the going concern basis of accounting in the preparation of the financial statements is appropriate.

Based on the work we have performed, we have not identified any material uncertainties relating to events or conditions that, individually or collectively, may cast significant doubt on the charity’s ability to continue as a going concern for a period of at least twelve months from when the financial statements are authorised for issue.

Our responsibilities and the responsibilities of the trustees with respect to going concern are described in the relevant sections of this report.

The other information comprises the information included in the annual report, other than the financial statements and our auditor’s report thereon. Responsibilities of trustees

As explained more fully in the Trustees’ responsibilities statement, the trustees (who are also the directors of the charitable company for the purpose of company law), are responsible for the preparation of the financial statements and for being satisfied that they give a true and fair view, and for such internal control as the trustees determine is necessary to enable the preparation of financial statements that are free from material misstatement, whether due to fraud or error.

In preparing the financial statements, the trustees are responsible for assessing the charitable company’s ability to continue as a going concern, disclosing, as applicable, matters related to going concern and using the going concern basis of accounting unless the trustees either intend to liquidate the charitable company or to cease operations, or have no realistic alternative but to do so.

Auditor’s responsibilities for the audit of the financial statements

Our objectives are to obtain reasonable assurance about whether the financial statements as a whole are free from material misstatement, whether due to fraud or error, and to issue an auditor's report that includes our opinion. Reasonable assurance is a high level of assurance but is not a guarantee that an audit conducted in accordance with ISAs (UK) will always detect a material misstatement when it exists. Explanation as to what extent the audit was considered capable of detecting irregularities, including fraud

Based on our understanding of the company and industry, we identified that the principal risks of noncompliance with laws and regulations related to breaches in Health & Safety and General Data Protection Regulations, and we considered the extent to which non-compliance may have a material effect on the financial statements. We also considered those laws and regulations that have a direct impact on the preparation of the financial statements such as the Companies Act 2006.

We evaluated management's incentives and opportunities for fraudulent manipulation of the financial statements and the financial report (including the risk of override of controls), and determined that the principal risks were related to posting inappropriate entries including journals to overstate revenue or understate expenditure, and management bias in accounting estimates.

Audit procedures performed by the engagement team included:

Owing to the inherent limitations of an audit, there is an unavoidable risk that we may not have detected some material misstatements in the financial statements, even though we have properly planned and performed our audit in accordance with auditing standards. For example, the further removed non-compliance with laws and regulations (irregularities) is from the events and transactions reflected in the financial statements, the less likely the inherently limited procedures required by auditing standards would identify it. In addition, as with any audit, there remained a higher risk of non-detection of irregularities, as these may involve collusion, forgery, intentional omissions, misrepresentations, or the override of internal controls. We are not responsible for preventing non-compliance and cannot be expected to detect non-compliance with all laws and regulations.

1. ACCOUNTING POLICIES

1.1 Basis of preparation of financial statements

The accounts (financial statements) have been prepared in accordance with the Charities SORP (FRS102) applicable to charities preparing their accounts in accordance with FRS102 the Financial Reporting Standard applicable in the UK and Republic of Ireland, the Companies Act 2006 and the Charities Act 2011 and UK Generally Accepted Practice as it applies from 1 January 2019. Assets and liabilities are initially recognised at historical cost or transaction value unless otherwise stated in the relevant accounting policy note(s).

1.2 Company status

The company is a company limited by guarantee incorporated and domiciled in the UK and is a public benefit entity. Oasis Community Partnerships is the sole member of the company. The address of the registered office is 1 Kennington Road, London, SE1 7QP. In the event of the company being wound up, the liability in respect of the guarantee is limited to £1 per member of the company. Details of the principal activities of the company are given within the Trustees’ Report. The accounts have been prepared in GBP and have been rounded to the nearest pound.

1.3 Going concern

The Directors have considered the risks to the Hub, including the current crisis around the increased cost of living. The Directors have confirmed that the major sources of funding are committed. Furthermore, the Directors are confident that costs will only be incurred to the extent that funding is secured. The Directors are confident that the Hub has adequate resources to continue operating for the foreseeable future and, for this reason, the Trustees continue to adopt the going concern basis in preparing the accounts.

1.4 Fund accounting

General funds are unrestricted funds which are available for use at the discretion of the Directors in furtherance of the general objectives of the company and which have not been designated for other purposes.

Restricted funds are funds which are to be used in accordance with specific restrictions imposed by donors which have been raised by the company for particular purposes. The cost of raising and administering such funds are charged against the specific fund.

1.5 Income

1.6 Expenditure

Expenditure is recognised once there is a legal or constructive obligation to make a payment to a third party, it is probable that settlement will be required and the amount of the obligation can be measured reliably. Expenditure is classified under the following activity headings:

• Expenditure on charitable activities includes the costs of youth and farm activities undertaken to further the purposes of the charity and their associated support costs. Irrecoverable VAT is charged as a cost against the activity for which the expenditure was incurred

1.6 Expenditure (continued)

Support costs are those functions that assist the work of the charity but do not directly undertake charitable activities. Support costs include back office costs, finance, personnel, payroll and governance costs which support the Hub’s operations and activities.

1.7 Debtors

Trade and other debtors are recognised at the settlement amount due after any trade discount offered. Prepayments are valued at the amount prepaid after taking account of any trade discounts due.

1.8 Pensions

The Company operates a defined contribution pension scheme. Contributions are charged to the income and expenditure account as they become payable in accordance with the rules of the scheme.

1.9 Cash at bank and in hand

Cash at bank and cash in hand includes cash and short term highly liquid investments with a short maturity of three months or less from the date of acquisition or opening of the deposit or similar account.

1.10 Creditors and provisions

Creditors and provisions are recognised where the charity has a present obligation resulting from a past event that will probably result in the transfer of funds to a third party and the amount due to settle the obligation can be measured or estimated reliably. Creditors and provisions are normally recognised at their settlement amount after allowing for any trade discounts due.

1.11 Financial instruments

The company has financial assets and financial liabilities of a kind that qualify as basic financial instruments. Basic financial instruments are initially recognised at transaction value and subsequently measured at their settlement value. Financial assets held at amortised cost comprise cash and bank and in hand, together with trade and other debtors. Financial liabilities held at amortised cost comprise bank loans and overdrafts, trade and other creditors.

1.12 Critical accounting judgements and key sources of estimation uncertainty

In the application of the company’s accounting policies, the directors are required to make judgements, estimates, assumptions about the carrying values of assets and liabilities that are not readily apparent from other sources. The estimates and underlying assumptions are based on historical experience and other factors that are considered to be relevant. Actual results may differ from these estimates.

The estimates and underlying assumptions are reviewed on an on-going basis. Revisions to accounting estimates are recognised in the period in which the estimate is revised if the revision affects only that period or in the period of the revision and future periods if the revision affects the current and future periods.

In the view of the directors, no assumptions concerning the future or estimation uncertainty affecting assets and liabilities at the balance sheet date are likely to result in a material adjustment to their carrying amounts in the next financial year.

During the year the average number of employees was 30 (2023: 26).

The company has no employees other than the directors who did not receive any remuneration during the year (2023: £nil). All staff are employed by Oasis Community Partnerships, the immediate parent undertaking, and the cost of those staff employed by Oasis Community Partnerships but who work for Oasis Community Hub: Oldham are recharged to the company. No employee received remuneration amounting to more than £60,000 in the year (2023: £nil). The Hub leader and deputy are the key management personnel and the salary and pension cost of key management personnel for the year are £82,605 (2023: £83,656).

The pension costs above relate to a defined contribution scheme, which is operated by Oasis Charitable Trust and were all charged to unrestricted or restricted expenditure, depending on the project the staff member is attributed to.

Youth is a restricted fund to support the youth and children’s work within the hub. Empowerment is a fund set aside to run and deliver a variety of community events over the next year. Community Kitchen is a cooking and health project allowing volunteers to engage and receive training in cooking and catering skills.

Community farm is a project allowing mentoring to take place in the context of running a city farm. Navigator is a project delivered as part of the VRU (Violence Reduction Unit) working within hospitals in Manchester.

The Hardship funds are for families in desperate need of food or essentials.

Broadoak is a fund set up for the community within Broadoak to access community support as required. Aspinall was a small amount of funding restricted to be spent within Aspinall. This is fully spent at year-end. PAC is the Parent and Carers Fund which is a new restricted project within the Hub this year. This works alongside and with the Navigator project.

9. ULTIMATE AND IMMEDIATE PARENT UNDERTAKING

The company is a wholly owned subsidiary of Oasis Community Partnerships (OCP), a company incorporated in England (registered number 08749179) and a registered charity (number 1163889). OCP is the immediate parent company and has the power to appoint and remove trustees. Oasis Community Partnership prepares consolidated financial statements and this is the smallest group for which accounts are prepared that incorporate Oasis Community Hub: Oldham. Copies of these financial statement can be obtained from its registered office at 1 Kennington Road, London, SE1 7QP.

OCP’s principal objectives are to:

Oasis Charitable Trust (OCT) is the Ultimate Parent and is a company incorporated in England (registered number 02818823) and a registered charity (registered charity number 1026487). Oasis Charitable Trust prepares consolidated financial statements which include the results of Oasis Community Hub: Oldham, and this is the largest group for which accounts are prepared that include this company. Copies of the Oasis Charitable Trust group financial statements are available from its registered office at 1 Kennington Road, London, SE1 7QP.

10. RELATED PARTY TRANSACTIONS

During the year the company made the following transactions with other group companies:  An amount of £786,757 (2023: £408,318) was paid by the Hub to OCP in respect of staff recharges. In

addition £67,008 (2023: £15,624) was paid by the Hub to OCP for management recharges to cover support from the service teams for the year. At year-end a balance of £4,332 (2023: £91,150) was owed to OCP by the Hub.

There were no other related party transactions during the year.
