The Trustees/Directors of South London Community Music (SLCM) are pleased to present their Report and the Financial Statements of the charity for the year ended 31[st ] December 2020.

My report in last year’s Report & Financial Statements made mention of the impact of the early months of the pandemic on SLCM. This year’s report tells a tale of continuing government restrictions, which has impacted greatly on our ability to carry out our usual activities, a situation shared with many other organisations. I am happy to report that as we were in a stable financial position going into the pandemic and have enjoyed the loyalty of our membership and our volunteers throughout this difficult period, we have been able to come through what we hope is the worst of the Covid outbreak with no material damage, and still in a strong situation.

For much of 2020/2021, we have been unable to hold face to face rehearsals and have concluded, in common with most other amateur music groups, that online rehearsals are somewhat unsatisfactory. Therefore, we have focused on holding online meetings, tutorials and social events to keep the membership engaged. Notable amongst these is the series of Emergency Jazz sessions run by the jazz band’s conductor, James Keirle, but all ensembles have held a variety of events, which the membership have enjoyed.

As our ensembles sing and play wind instruments and these activities have been identified by the government as being higher risk, we were particularly impacted. When restrictions relaxed sufficiently to allow us to hold live rehearsals, we took advantage of this, but observed strict Covid precautions, severely restricting numbers allowed at rehearsals, introducing social distancing, one-way systems, additional ventilation, sanitisers, temperature checking and checking in, amongst other precautions, and we continue to observe Covid measures as restrictions relax.

Mostyn Road Methodist Church remains our base and rehearsal venue and it continues to serve us well. The rehearsal and storage space which this venue affords us meets our considerable demands for safe storage of instruments, equipment and music library. The church was also considerate enough to offer us a reduced rental while we were unable to hold rehearsals there, so this has saved some cost in a period of lower income, and we are grateful for this. When we did recommence rehearsals, although the jazz band and choir went back to Mostyn Road immediately, with appropriate precautions, the concert band wanted the whole ensemble to be able to rehearse together and felt that there was not sufficient space to do this with proper social distancing at Mostyn Road. Therefore, additional space was hired for their rehearsals for a period. They have recently resumed rehearsals at Mostyn Road.

We remain open to new members from throughout the local community and are committed to providing training and performance opportunities for our members. Training can take place within rehearsals or focused tutored sessions, or from members taking part in performances. Although there has been very little opportunity for this over the last 18 months, live performances are slowly coming back, and we expect to have taken part in quite a number by the end of 2021.

We are also committed to taking opportunities to use our skills to support other charities and were disappointed that in 2020 we could not take part in events which have become regular favourites in our calendar, such as the various London marathons and half marathons and singing and playing Christmas carols in aid of our nominated charity of the year, raising hundreds of pounds on each occasion. We are delighted that public events are starting to take place again and London Sings were happy to sing at The London Landmarks Half Marathon in August. As I write, SLJO and SLSW are both preparing to play at The London Marathon, and we are optimistic that we will be allowed to sing carols for charity in December.

Thanks to the generous support of the Dyers Company, the Jazz Orchestra are now rehearsing their new Micro-SLJO format, and will be taking this to local care homes and hospices for no charge as soon as COVID regulations allow.

Ensembles

Our 3 ensembles are South London Jazz Orchestra (SLJO), South London Symphonic Winds (SLSW) and London Sings (LS). SLJO and SLSW are thriving under the batons of conductors James Keirle and Dimitrios Chrysostomou respectively, and at LS, Max Rush has recently stepped up from repetiteur to lead the choir from the piano, due to the retirement of Bob Bridges as conductor for health reasons. Max is doing an excellent job and the choir are enjoying both his musical expertise and his novel take on things.

Objects

The objects of the charity are: 'To advance, improve, develop and maintain public education in, and appreciation of, the art and science of music in all its aspects by any means the Trustees see fit, including through rehearsals and public performances; to further charitable purpose or purposes as the Trustees in their absolute discretion shall see fit'.

The Trustees and the Music Director encourage the ensembles to form links with the local community and also further afield, to work with local schools and community groups, and to take initiatives that will enrich people's musical experiences. SLCM also pursues a policy of open membership; hence there are no auditions or other bar in principle to membership of any ensemble.

Trustees/Directors

The Trustees/Directors of SLCM are appointed or re-appointed at the charity’s AGM and serve a term of three years, after which they are eligible to serve a further 3-year term. Trustees are selected both from within the SLCM membership and by co-opting people with relevant skills from the wider community. The Trustees' Committee also consults with experienced professionals where additional skills may be required from time to time.

The main functions of the Trustees are to: encourage and develop the objects of the SLCM, exercise the Trustees' powers to raise funds, authorise payments, and delegate functions to the ensembles.

Trustee/Director training

New Trustees/Directors undergo training to brief them on their legal obligations under charity and company law, the content of the Articles and Regulations, the Committee and decision-making processes, the history of the charity and its recent financial performance. The Trustees also all sign up to a Code of Conduct formulated by the Charities Coalition, which gives further guidance as to the behaviour expected of charity trustees.

Corporate Governance

The Trustees of SLCM are committed to good corporate governance and will continue to ensure that best practice is followed. The Charity has no employees and Trustees receive no remuneration for their services.

The Board of Trustees meets at least four times each year. It delegates the day-to-day operational management of the ensembles to the Ensemble Committees and liaises closely with them. The Ensemble Committees also meet at least four times a year and have sub-committees as required which report back to them.

Ensemble expenditure is approved by the Ensemble Committee Treasurers. The bank mandate for cheque signatories and online payments requires approval by two signatories, one of whom must be a Trustee.

Financial responsibilities

The Charity regularly reviews its risk management policies and procedures. Key risks are identified and monitored by the Trustees.

Activities, Achievements and Future Plans

As already mentioned, 2020 and the start of 2021 have been necessarily light in terms of activities, but we are starting to return to a more normal situation, with rehearsals without restricted numbers and regular performances. All our members have really missed their music making and most have been very keen to get back to rehearsals, though of course some are still feeling a little concerned about mixing with others. We remain committed to ensuring that our rehearsals and performances are safe and will continue to observe appropriate Covid precautions.

We have discovered that many other people outside of SLCM are also feeling the negative effects of the lockdowns and are really keen to join a new group now that it is possible. The choir in particular have experienced this and have welcomed a good number of new members to their recent rehearsals, which is extremely encouraging.

We will be taking performance opportunities as they are offered or planned, and this includes our regular events as they return to the calendar. We feel that there will particularly be opportunities for smaller configurations of our groups, such as the micro and mini SLJO bands, but we are optimistic that the larger events will also be programmed over the coming months.

The ensembles look forward to performing Christmas carols together in December, as this is always a popular event, and we enjoy being able to raise funds for a worthy charity. We expect to provide some Christmas music for the church circuit of which Mostyn Road, our rehearsal venue, is a part and we trust that 2022 will see us return to a much fuller programme of activities.

We will be reviewing our 5-year plan in the coming months with a view to continuing to provide great opportunities for learning and performing community music but also to identifying new openings created by the recent pandemic and to adapting our offering where appropriate to ensure that it is fit for a local and global environment which is perhaps forever changed.

Financial Review

The Trustees are satisfied with the financial performance during the year 2020. Membership numbers have been remarkably resilient, considering the inability to hold rehearsals for large periods of time. Some members have taken advantage of an offer of reduced subscriptions, so total subscriptions were £3,975 lower than the previous year. Income from performances was, of course, significantly lower in 2020 as we were only able to hold a very small number of performances due to the pandemic – the shortfall compared to previous year was £22,351, but of course performance-related costs were also considerably reduced and total expenditure was down £25,088 on previous year.

We also received grant funding of £1,500 to enable the jazz band to offer a prize for composing original music for them. This competition has been temporarily postponed due to Covid, but we expect it to take place in 2022.

Overall, there was a surplus of £10,155 in the year and the closing bank balance was £42,569.

Reserves Policy

The Trustees continue to monitor the ensembles' financial reserves, which should be equivalent to three months' expenditure on rehearsal conductors, rehearsal venues, accountancy and affiliation fees. The calculation is approved each year as part of the annual budget. At 31st December 2020, the reserve funds required were calculated at £5,989 for all the ensembles. SLCM has available funds of £36,580 after taking account of these reserve funds.

Appreciation

As in previous years, the Trustees are indebted to all the volunteers who generously give their time to ensure that the ensembles are administered well and comply with all appropriate regulation and good practice guidance. This has been particularly challenging during the Covid pandemic, since there has been the additional responsibility of ensuring that members remained safe, which has involved considerable extra work and planning. I would also like to again thank this year all the members who have continued to support SLCM with subscriptions while unable to attend rehearsals, enabling us to remain viable.

As Chair of SLCM I would particularly like to express my thanks to my fellow Trustees and to the officers and committees of the 3 ensembles for all they have done to keep things going in difficult times. I would like to especially mention our Treasurer, Gianluca Spinetti, who has done a sterling job of producing our management accounts and looking after our funds for the last 5 years. Recently, Gianluca and his wife welcomed a new baby into their family and Gianluca now feels he must step down to give more of his time to the family. We fully understand this decision and sincerely thank Gianluca for all his hard work to support us over the last few years.

We look forward to things continuing to become less restricted over the course of the next year, as the pandemic allows, allowing us to resume a fuller calendar of activities, with many more performances, rehearsals at normal capacity and greater engagement with the local community.

1. Accounting Policies

a) Basis of Accounting

The financial statements have been prepared in accordance with Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS102) and with the Charities Act 2011. Assets and liabilities are initially recognised at historical cost or transaction value unless otherwise stated in the relevant note(s) to these accounts.

b) Fund Accounting

Unrestricted General Funds - These are funds which can be used in accordance with the charitable objects at the discretion of the trustees.

Restricted Funds - These are funds that can only be used for particular restricted purposes within the objects of the charity.

c) Incoming Resources

All incoming resources are included in the statement of financial activities when there is entitlement, certainty of receipt and the amount can be measured with sufficient reliability. The following specific policies are applied to particular categories of income:

Voluntary income, income from activities for generating funds and investment income are included in full in the Statement of Financial Activities when receivable.

Incoming resources from charitable activities are accounted for when earned.

d) Resources Expended

Expenditure is recognised when a liability is incurred and is included in the Statement of Financial Activities on an accruals basis, inclusive of any VAT which cannot be recovered.

Certain expenditure is directly attributable to specific activities and has been included in those cost categories.

e) Fixed Assets

All fixed Assets are initially recorded at cost.

No depreciation is provided on music instruments and music library whose residual values are not expected to be less than their cost.

Depreciation is provided on other fixed assets at rates calculated to write off the cost of the asset, less its estimated residual value, over its expected useful life as follows:

6. Taxation

The company is a registered charity and is exempt from tax on income and gains falling within sections 466 to 493 of the Corporation Tax Act 2010 or section 256 of the Taxation of Chargeable Gains Act 1992 to the extent that these are applied to its charitable objects. On this basis, no provision is considered necessary for taxation.
