Trustees’ Annual Report for the period

From 1 Nov 2024 Period start date To 31 Oct 2025 Period end date

Charity name: The Bentley Priory Mansion House Operational Endowment Fund

Charity registration number: 1138628

Objectives and Activities

SORP reference
Summary of the purposes of
the charity as set out in its
governing document
Para 1.17 The trustees must apply the income of the
Charity in furthering the following objects:
to provide financial support to the operation
of a museum at Bentley Priory which
advances the education of the public in the
history of the mansion house site and in the
history and development of aviation,
science and engineering, the history of the
Battle of Britain and the preservation of part
of Bentley Priory as a memorial to those
who served in the RAF and in particular
(but not exclusively) during the Battle of
Britain.
Summary of the main
activities in relation to those
purposes for the public
benefit, in particular, the
activities, projects or
services identified in the
accounts.
Para 1.17 and
1.19
The financial support from the Endowment
Trust forms a fundamental part of the
Museum Trust’s business plan. The
Trustees of the Endowment Trust seek to
fulfil the objective of “providing financial
support to the operation of a museum at
Bentley Priory” to the greatest level of
support permitted.
Statement confirming
whether the trustees have
had regard to the guidance
issued by the Charity
Commission on public
benefit
Para 1.18 The Trust’s public benefit it vested in
ensuring that the museum can stay open to
the public and accessible to a broad
audience. It is very difficult to raise funds
to meet the costs of the routine activity that
is essential when running a facility open to
the public. Without funding from the
Endowment Trust the Museum would have
to charge vast entrance fees, which would
mean that the important stories of Bentley
Priory and the Battle of Britain would only
be open to the wealthy. Alternatively, the
museum would be unable to operate as a
sustainable ongoing concern and would
have to close.

Trustees have had regard to the guidance issued by the Charity Commission on public benefit.

Visitor Engagement and Audience
Development
Admissions and School Visits
Bentley Priory Museum welcomed 10 033
visitors in 2025, ff these, 1 712 were School
students studying the Battle of Britain and Cold
War.
Schools
A total of £10 904 was generated through
School visits – £8 299 through admissions and

£2 605 from a £20 000 grant from John Lyon’s Charity to support/subsidise School visits within the JLC beneficiary area – which includes Harrow. The £60 000 John Lyon’s Charity grant was awarded in 2024, to widen the reach of the Museum’s offer to KS3/4, KS1 and SEND and to reduce the financial barrier to School visits through subsidised visits. The £60 000 grant was awarded over 3 years, with £20 000 between September 2024 – August 2025 to support the development of Secondary Schools resources. The grant enabled the creation of a new Cold War Introductory Film, a short film of ROC veterans’ oral histories, pre and post visit resources and a marketing film for Secondary Schools. From September 2025, the focus shifted onto the creation of KS1 resources. Families Engaging family activities were offered throughout the school holidays. Children painted Airfix make and paint models in February half-term, kindly gifted through Airfix. During Easter, a Fairy Door Trail invited families to explore the Museum, making connections with Dowding’s fairy believes. The 80[th] Anniversary of D-Day was marked in June halfterm and the centenary of the formation of the Royal Observer Corps commemorated with The Corps at War during the Summer Holidays and building Lego ROC Posts during October halfterm. Father Christmas returned to the Museum in December to greet children. Scramble Club, the Museum’s themed arts and crafts activities continued to run every Saturday. Audience Development: Projects National Lottery Heritage Fund: ROC 100 In December 2024, the Museum was awarded a £86 420 grant from the National Lottery Heritage Fund (NLHF) to commemorate 100 years since the Royal Observer Corps was formed in October 1925. The project successfully recruited 20 project volunteers, who conducted 19 oral history interviews of 21 former ROC personnel at 4 ROC heritage sites - the ROC post at Broadway Tower, the York ROC Bunker, the ROC Ops Room at Bury St Edmunds and at Bentley Priory – former Headquarters of the ROC. A further 10 oral history interviews were recorded over Zoom or in person. The 19 filmed oral history interviews were edited into a 22-minute film, ‘4 Minute Warning’ which became the focal point of the project’s temporary exhibition Forewarned is

Forearmed. The temporary exhibition was cocurated by project volunteers and Collections Manager and displayed at the Museum between July 2025 to January 2026, welcoming over 6 000 visitors. The film is now available to view via You Tube: 4 Minute Warning The temporary exhibition was supported by loaned artefacts from the ROC Heritage Team. As part of the project, new resources for Scouts were created focusing on aircraft identification, and ROC inspired family activities over the summer holidays ‘The Corps at War’ and building ROC inspired posts from Lego during October half-term. To mark the October centenary of the formation of the Royal Observer Corps, a project celebration was held at the Museum with all interviewees and project volunteers invited. The project was completed in January 2026. IWM 14-18 NOW Legacy Fund: Ad Astra Through a £20,000 grant from the IWM 14-18 NOW Legacy Fund, the Museum commissioned Anastasia Taylor-Lind to photograph women working within the RAF today. 12 images were selected for display at Bentley Priory Museum between April and July 2025. Taylor-Lind’s striking photographs effectively reflected the diversity of ranks, roles and backgrounds of women in the RAF, with the photographed women presented with agency. Through Anastasia Taylor-Lind’s photographs, Ad Astra successfully captured women working in the Royal Air Force today, whilst making connections with the past, through display alongside a selection of Second World War WAAF photographs from the IWM’s photographic collection. Ad Astra was officially opened by Air Marshal Suraya Marshall, the highest ranking BAME women in the British military services who was photographed as part of the project and attended by serving RAF personnel and a 104year-old WAAF veteran Vera Glozier. Significant new acquisitions to the Museum in 2025 included the loan of 7 Battle of Britain portraits by Sidney Gausden and the donation of brooches from Bentley Priory Girls School. 501 Squadron Portraits Loan of 7 portraits of 501 Squadron Battle of Britain aircrew from 501 Sqn RAUXAF. To enable their display in the Rotunda gallery dedicated to The Few, a £5 000 grant was secured from the RAF Historical Society to enable the portraits to be glazed with

conservation glass, whilst retaining their original wooden frames. The portraits were installed in July 2025 to commemorate the 85[th] Anniversary of the Battle of Britain. Girls School Brooches Brooches relating to Bentley Priory Girls School were donated and a grant for a new display case secured for their display. A photographic album was loaned for digitisation, to support interpretation and enhance understanding of Bentley Priory during this period.

The charity’s principal
sources of funds (including
any fundraising)
Para 1.47 Trustees confirm that they have referred to
guidance contained in the Charity
Commission’s general guidance on public
benefit when reviewing the Trust’s aims
and objectives and in planning the award of
grants to the Bentley Priory Battle of Britain
Trust.
The Trust was established under planning
obligations laid down by the LB Harrow in a
Planning Obligation document (S106) in
Sep 2014 to ensure sustainability of the
Bentley Priory Museum. The Museum is
located within a Grade II*listed building
known as Bentley Priory. The Museum
Trust holds a 60-year lease on the
historically significant part of the building.
The S106 also contained provision for the
developer of the overall Bentley Priory site
to provide, on the signing of the lease, the
sum of £2,600,000 to establish a “Heritage
Facility Fund” to assist the trustees of the
Bentley Priory Battle of Britain Trust (The
Museum Trust) to fulfil its objectives to
create and maintain the Museum.
The S106 stipulates that this sum of money
is to be “disbursed on the basis that the
income only will be made available to the
nominated operator [of the museum] and
will be used solely towards the operating
costs of the heritage facility”. The S106
further stipulates that the Heritage Facility
Fund remains attached to the building itself
and does move with the museum operator.
The responsibility for managing this fund
lies with this charity known as ‘The Bentley
Priory Mansion House Operational
Endowment Trust’. The funds were
transferred to the Endowment Trust on 8
September 2012.
The financial support from the Endowment
Trust forms a fundamental part of the
Museum Trust’s business plan. The
Trustees of the Endowment Trust seek to
fulfil the objective of “providing financial
support to the operation of a museum at
Bentley Priory” to the greatest level of
support permitted.
Trustees have worked to ensure best
possible investments to support the work of
the museum whilst ensuring capital is
preserved and grows with inflation and to
ensure that the provisions of the Charity
Commission Order dated 12 February 2014
are observed.
The financial support given to the Museum
is essential to the day-to-day operations of
the museum. The planned support of £100
000 per annum is approximately 50% of the
museum’s regular annual income. The
donation from the Trust is used to pay
museum staff and for routine costs such as
utility and maintenance contracts.
Investment policy and
objectives including any
social investment policy
adopted
Para 1.46 The endowment funds of £2.6M were given
to the Trust in Sep 2012. Following a
comprehensive competitive process and
professional advice the funds have been
split between 2 investment fund managers.
These arrangements have remained in
place during this reporting period.

Mansion House site and in the history and
development of aviation, science and
engineering, the history of the Battle of
Britain and the preservation of part of
Bentley Priory as a memorial to those who
served in the Royal Air Force and in
particular (but not exclusively) during the
Battle of Britain.
The Trustees will not spend any of the

appropriate investment vehicles.
Additional investment objectives are to:
Preserve capital;
Invest prudently;
Maximize investment return;
Mitigate inflation
The Trustees delegate the day-to-day
management of its assets to professional

Note 2 Accounting policies 2.2 INCOME

Recognition of income
This is included in the accounts when receipt is probable and the amount receivable can
be measured reliably.
These are included in the Statement of Financial Activities (SoFA) when:
• the charity becomes entitled to the resources;
• it is more likely than not that the trustees will receive the resources;
• the monetary value can be measured with sufficient reliability.
Grants and donations are only included in the SoFA when the general income recognition
criteria are met (5.10 to 5.12 FRS102 SORP).
Gift Aid receivable is included in income when there is a valid declaration from the donor.
Any Gift Aid amount recovered on a donation is considered to be part of that gift and is
treated as an addition to the same fund as the initial donation unless the donor or the
terms of the appeal have specified otherwise.
There has been no offsetting of assets and liabilities, or income and expenses, unless
required or permitted by the FRS 102 SORP or FRS 102.
Membership subscriptions received in the nature of a gift are recognised in Donations
Donated services and facilities are included in the SOFA when received at the value of
the gift to the charity provided the value of the gift can be measured reliably.
Offsetting
Grants and donations
This is only included in the SoFA once the charity has provided the related goods or
services or met the performance related conditions.
The cost of any stock of goods donated for distribution to beneficiaries is deemed to be
the fair value of those gifts at the time of their receipt and they are recognised on receipt.
In the reporting period in which the stocks are distributed, they are recognised as an
expense at the carrying amount of the stocks at distribution.
Donated goods for resale are measured at fair value on initial recognition, which is the
expected proceeds from sale less the expected costs of sale, and recognised in 'Income
from other trading activities' with the corresponding stock recognised in the balance
sheet. On its sale the value of stock is charged against 'Income from other trading
activities' and the proceeds from sale are also recognised as 'Income from other trading
activities'.
Goods donated for on-going use by the charity are recognised as tangible fixed assets
and included in the SoFA as incoming resources when receivable.
Donated goods are measured at fair value (the amount for which the asset could be
exchanged) unless impractical to do so.
Government grants
The charity has received government grants in the reporting period
Legacies
Tax reclaims on
donations and gifts
Legacies are included in the SOFA when receipt is probable, that is, when there has
been grant of probate, the executors have established that there are sufficient assets in
the estate and any conditions attached to the legacy are either within the control of the
charity or have been met.
Income from membership
Income from interest,
royalties and dividends
The charity has incurred expenditure on support costs.
Donated services and facilities that are consumed immediately are recognised as income
with an equivalent amount recognised as an expense under the appropriate heading in
the SOFA.
Gifts in kind for use by the charity are included in the SoFA as income from donations
when receivable.
Support costs
Donated goods
In the case of performance related grants, income must only be recognised to the extent
that the charity has provided the specified goods or services as entitlement to the grant
only occurs when the performance related conditions are met (5.16 FRS 102 SORP).
Volunteer help
The value of any voluntary help received is not included in the accounts but is described
in the trustees’ annual report.

Grants with performance
conditions
2.4 ASSETS
Stocks held for sale as part of non-charitable trade are measured at the lower or cost or
net realisable value.
They are valued at cost.
They are valued at cost.
The charity has intangible fixed assets, that is, non-monetary assets that do not have
physical substance but are identifiable and are controlled by the charity through custody
or legal rights. The amortisation rates and methods used are disclosed in note 15.
The charity has heritage assets, that is, non-monetary assets with historic, artistic,
scientific, technological, geophysical or environmental qualities that are held and
maintained principally for their contribution to knowledge and culture. The depreciation
rates and methods used as disclosed in note 16.
Investments held for resale or pending their sale and cash and cash equivalents with a
maturity date of less than 1 year are treated as current asset investments
Insurance claims are only included in the SoFA when the general income recognition
criteria are met (5.10 to 5.12 FRS102 SORP) and are included as an item of other
income in the SoFA.
Intangible fixed assets
Membership subscriptions which gives a member the right to buy services or other
benefits are recognised as income earned from the provision of goods and services as
income from charitable activities.
and Legacies.
2.3 EXPENDITURE AND LIABILITIES
The charity accounts for basic financial instruments on initial recognition as per
paragraph 10.7 FRS102 SORP. Subsequent measurement is as per paragraphs 11.17
to 11.19, FRS102 SORP.
Tangible fixed assets for
use by charity
Liability recognition
Liabilities are recognised where it is more likely than not that there is a legal or
constructive obligation committing the charity to pay out resources and the amount of the
obligation can be measured with reasonable certainty.
Grants payable without
performance conditions
The depreciation rates and methods used are disclosed in note 14.
They are valued at cost.
Deferred income
No material item of deferred income has been included in the accounts.
Provisions for liabilities
A liability is measured on recognition at its historical cost and then subsequently
measured at the best estimate of the amount required to settle the obligation at the
reporting date
Basic financial
instruments
Stocks and work in
progress
subscriptions
Heritage assets
This includes any realised or unrealised gains or losses on the sale of investments and
any gain or loss resulting from revaluing investments to market value at the end of the
year.
Support costs include central functions and have been allocated to activity cost
categories on a basis consistent with the use of resources, eg allocating property costs
by floor areas, or per capita, staff costs by the time spent and other costs by their usage.
Support costs have been allocated between governance costs and other support.
Governance costs comprise all costs involving public accountability of the charity and its
compliance with regulation and good practice.
The charity has creditors which are measured at settlement amounts less any trade
discounts
These are capitalised if they can be used for more than one year, and cost at least
Investment gains and
losses
Settlement of insurance
claims
Fixed asset investments in quoted shares, traded bonds and similar investments are
valued at initially at cost and subsequently at fair value (their market value) at the year
end. The same treatment is applied to unlisted investments unless fair value cannot be
measured reliably in which case it is measured at cost less impairment.
Where there are no conditions attaching to the grant that enables the donor charity to
realistically avoid the commitment, a liability for the full funding obligation must be
recognised.
Governance and support
costs
Creditors
Redundancy cost
The charity made no redundancy payments during the reporting period.
Where the charity gives a grant with conditions for its payment being a specific level of
service or output to be provided, such grants are only recognised in the SoFA once the
recipient of the grant has provided the specified service or output.

Debtors

Current asset investments

Goods or services provided as part of a charitable activity are measured at net realisable value based on the service potential provided by items of stock.

Work in progress is valued at cost less any foreseeable loss that is likely to occur on the contract.

Debtors (including trade debtors and loans receivable) are measured on initial recognition at settlement amount after any trade discounts or amount advanced by the charity. Subsequently, they are measured at the cash or other consideration expected to be received.

The charity has investments which it holds for resale or pending their sale and cash and cash equivalents with a maturity date less than one year. These include cash on deposit and cash equivalents with a maturity of loss than one year held for investment purposes rather than to meet short-term cash commitments as they fall due.

They are valued at fair value except where they qualify as basic financial instruments.
