Kent Film Foundation is a registered charity and a company limited by guarantee incorporated at
Companies House on 4th June 2010 and registered as a charityon 26th October 2010. The organisation
was established under a Memorandum of Association which established the objects and powers of
the charltsble company and is governed under its Articles of Association. The company is governed by
management committee. All Members, trusteeship 15 reviewed ea¢h year vthere they are eligible for
re-election or retirement. The organisatlon was founded by the award-winnln8 filmmaker Jan Dunn
who remains registered at Companies House as the Person of Significant Control over seen by the
management committee of the board of Trustees as approved unanimously by all Trustees.
ft￿erves Policy
It remains an aim to achieve and maintain a level of 'free reserves, over the near future, when at all
possible, in order to allow the organisation to continue in operation for a short term in the event of
insufficient funding bid success. Overhead funding remains a priority over projett funding. To date the
or8anisation has managed to raise overhead funding and grant success to enable the regular FREE
weekly youth film clubs to run and in order to continue running a number of Individual short-term
projerts each year with partner or8anisations (either schools. charities or youth organlsationsl.
However, until we are better placed in a building of our own that creates sustainability, raising
reserves remains somewhat problematrc but our aim to do so continues.
The organisètion set up a savings account with The Charity Bank mid April 2022. thrs shall be recorded
at the end of the next financial year 2023. It wa5 set up to operate as an Escrow Account to store all
monies received that were planned to be used for the Granville Cinema acquisition. The pursuit of the
acquisttion failed via a COMMUNITY ASSET TRANSFER and we are Currently compiling a complaint to
Offcom regarding the Subsequent COMMUNITY RIGHT TO BID which was then cancelled out by the

Deputy Leader Cllr Ree￿ Pugh declaring that process Irrelevanv as we have rea50n to believe it was
not at all irrelevant. Kent Film Foundation were forced to bid instead, on the Open Market. The
account was set up to hold the funds raised by the public amounting to £10,￿10 to be used toward5
the offer. Two of our team are very experienced and successful crowdfundin8 managers and their
experlence dictated the likelihood of such a crowdfvnd would not rnise more than £IOOO for Such a
locally based focus with no salaried staff working on It and an area of deprivation. We felt forced into
a corner by Thanet District Council to set a crowdfunder up- tt raised £996. We added to this some
of the private donations brin8ing it up to £IOK plus our offer to "purchase" the old cinema included
two years running costs whilst the building would be closed. amounting to approximately another
£I(MJK. Kent Film Foundation alongside all the other Ramsgate based communityarts groups Involved
would never have been in a posltion of holding enough °unreserved" fvnds to bid against any
commercial company. However. we have been the onty organisation in pursuit of the building for five
years. Initially as next tenants, then through the application of a community asset transfer (leasehold
or freeholdl and ￿PreSenting the group of community charities and CICS trying to save the building.
We bullt up support from signatories of six thousand resldents asking the council to turnaround their
declslon and back our bid. All of this to no avail. We kist the buildlng. It has gone to an organisation
with no back8round in community work and sold for just E125K. This is prime location and this
commercial company shall benefit exponentially from this real estate even if their business plan falls.
Chair of Kent Film Foundation Emlyn Gre80ry. Trustee Zoe Carr and founder, Jan Dunn accepted an
invitation to a meetlng from the new owners. It became clear that they were dislnterested In runnin8
a cinema and nor did they have any experience in film exhlbitK)n. They intend to open a much lar8er
theatre auditorium but we are very concerned at their business plan to manage this. This is a very
large theatre anywhere but we are a small town in an area of deprivation. Considering the nearby and
established Gulbenkian Theatre in Canterbury struggle wlth a 3(Kl seater, it is hard to see how any
business plan might have made thi5 work. On further conversation, it would appear they dld not
submit a full business plan. Our proposal to the council included a very detailed 1S0+ pages of business
plan and how we intended to raise the funds to complete the ￿buIld of a 3-cinema/ I theatre bulldln8.
The Charity Bank shall remain. for now. a holding account for any reserves we build.
Current Funders
The chorlty cuf￿ntIY remains without a pern)anent p￿rnIses but receNed runnlng tosts funding from
Henry Smlth Foundation to contribute towards our general work, Henry Smith Foundation are awa
we We￿ pausing whilst we await the result of our bid to acquire the old Granville Theatre and Clnema
in Ramsgate town centre. Henry Smith were contacted and approved consuming the 8rant for general
overheads during the course of the continuation of our youth programmes.
For the new financial year 2022123 we have begun our funding wrth success from Garfield Weston to
the tune of 15K towards our youth projects. We shall keep these funds in the account whilst we reach
out for match fundin8.
Artivities and Oblectl¥es
The aims and objectives of the organisation remain the same. To use film and arts related programmes
to build confidence and self-esteem where there ha5 been none and to engage with youth who have
become disenfranchised or may have been excluded from the existing state School system. To
enhance life prospects of children particularty in Thanet and also the wider South East Kent area that
may be limited by home life. deprNation or by poverty of opportunity. To atso help to advance the

opportunities of talented young people looking towards arts or media careers in the widest sense yet
suffer from a poverty ofoprK*rtunityand/or by introducing them to a proftssional network to enhance
their opportunities. All of these objectives we now have over a decade's worth of an excellent track
record of achleving.
Arts Facilitation= The charity also uses film and arts projerts as a means to leisure activities by various
means including special event screenings. in some cases and where funding allows with spe¢lal guests
not normally accessible to youth in Thanet for motivational and inspirational talks and mentoring and
for the 8eneral community too.
Networking for professional filmlarts practitioners by means of event5 hosting and partnerships.
Using Jan Dunn'5 contacts and trustees such as Alan Jones in accessing even wider contacts, this also
continues to enhance the work of the organisation in 5UPPOrtlng young people in gaining entry to the
film, theatre arts and media industries within the creative sector.
We are Ilkely to be partnering once a83in with The Ramsgate International Fllm and TV Festlval and
aim to run workshops andlor enga8e with young people In the programming.
This year we are also looklng to eo-produce the Folkestone Documentary Festlval.
All of the above work we are enga8in8 wlth over the comin8 year is likely to benefit approximately
3CXXl+ beneficiaries.
New Premlses Acqulsltlon.
We still seek our own venue or premlses. We are currently Initiating a dlscusslon with Kent County
Council regarding their disused building by Factory Youth Centre, Current￿ being used for storage.
It Is the ex PRU building and could serve our needs well. We have not had access to premises as yet
but seek a review of the buildin8.
Fund5ng stsff & support of volunteers
The organlsation remains a grant-rellant charity and whilst this is so, we shall continue to hl
freelance arts prattltlonef5. The numbers of volunteers are likely to raise now that we are partnering
more officially with the Ramsgate Film FestSval. They alone have 40 volunteers connected with their
pro8ramminB and running of events. We continue to have 5UPPOrt from approxlmètely 5
volunteers for funding bid writing and some help around meetings and support.

The financial year up to end of March 2022 we received the following restrlcted grant funding= 19200
Colyer Fer8usson 181XJO- Henry Smith Foundation / Other smaller amounts from D'oyly CartelKent
Community Foundation amounting to 6CXX). For the next year we have secured continued fundin8
from Henry Smith Foundètion and from Garfield Weston.
Declaratlons
Although she 15 not a Trustee herself. the Kent Film Foundation board of trustees unanimousty approve
continued payment to the founder. Jan Dunn who is listed as one of the Direttors, in her capaclty as
film consultantlmentor to continue when funding allows and also for payment wherever possible as
Acting CEO to undertake administration where needed and consider this a funding priority- The
trustees also recognise that the sheervolume of voluntary work She undertakes for the charity cannot
be under-estimated.

Trustees Responslbllltles
The trustees {who are also directors of Kent Film Foundation Limited for the purposes of company
lawl are resFK)nsible for preparing the Trustees. Report and the financial statements In accordance
with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted
Accountin8 Practise).
In preparing the financial ststements, the tnistees are required to:
Select suitsble accounting policies and then apply them conslstently.
Observe the methods and principals in the Charities SORP 2015 IFRS 1021.
Make Judgements and estimates that are reax)nably prudent.
State whether applicable UK Accountlng Standards have been followed subjertto any material
departures disclosed and explained in the financlal statements.
Prepare the flnanoal ststements on the going concem basis unle55 It is inappropriate to
presume that the charitable company VAII continue to operate.
There are no trustees who are currently approved for remuneration. However. the trustee5 wish to
conflrm the advanced approval for Marie Kelly Thomas to be paid for consultancy work should the
opportunity to begln the Rams8ate Youth Theatre arise.
The trustees wish to acknowledge and pay particular thank5 to Emlyn Gregory, Jo Blalr and Zoe Carr
for the enormous amount of time given for a second year running in professional advice and support
throughout the attempt to acquire the old Granville Cinema.
