The Trustees of the Golders G￿en Beth Hamedrash Congregation present their Annual Report and Accounts for the year ended 31 August 2024.
The finantial ststements have been prepared In accordance wlth the accounting policies set out in the financlal statements. The Trustees have
adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to tharlties preparing their
accounts in accordance with the Financial Reporting Standard applitable In the UK and Republic of Ireland IFRS 1021 leffective 01 january 20191-
It has been the practice for manv vears for the President and Hon. Treasurer to present their reports to the members at the Annual General
Meetlng. In the oplnion of the Board, these reports wlll provide any further informatlon about the activlties of the Synagogue that need to be
contalned In the Trustees, Annual Report. Coples of these reports will be available to members from the Synagogue Office followlng the Annual
General Meeting.
Structure, Governance and Management
The Congregatlon Is governed by Its Rules and Regulatlons, last amended In 2003.
The charlty Is managed by a 8oard of Management I'the Board"). The members of the Board are the Trustees and are elected at the Annual
General Meeting accordance wlth the Rules and Regulatlons. Nominations are usually solicited for new Trustees from members who have
relevant skllls and are already actlve In the communlty. Meetlngs of the Board are held once a month, except for August. The Board Is a55iSted In
the runnlng of the Congregatlon and Its relationshlp wlth external organisatlon5 by varlous sub-commlttees whlch report to the 8oard. Secretarlal
and office support Is provlded by a secretary. The Synagogue bulldlng Is currently malntalned by external contractors.
The Rules and Regulations of the Synagogue, and also charity law, requlre the Board to prepare audlted accounts for each financial year. whlch
give a true and falr vlew of the state of affalrs of the Syna808ue and the surplus or deficlt of the Synagogue for the perlod.
In preparlng these flnanclal statements the Board is requlred to..

make Judgements and estlmates that are reasonable and prudent,
State whether appllcable accountlng standards and Statements of Recommended Practlce have been followed, sublect to any material
departures disclosed and explalned in the flnanclal statement5, and
prepare the flnanclal 5tatement5 on the golng concern basls, unless it is inapproprlate to presume that the charlty wlll contlnue in operatlon.
The Board Is responslble for keeplng proper accountlng records whlch dlsclose wlth reasonable accuracy at any tlme the flnanclal posltlon of the
charlty, and enable the Board to ensure that the flnanclal Statements comply wlth the Charities Act 2011. They are also responslble for
safeguardlng the assets of the charlty and hence for taking reasonable steps for the preventlon of fraud and breaches of laws and regulatlons.
The Board has assessed the major rlsks to whlch the Syna808ue1s exposed, In partlcular those relatin8 to Health and Safety, and15 5at15fied that
systems are in place to mltigate exposure to malor rlsks.
Oblertlves
The purpose of the Golders Green Beth Hamedrash cong￿13t10n Is to provlde rellglous servlces for members, to promote educational and soclal
activities, to ralse and dlstrlbute funds for charitable purposes and to offer burial facilities, all In accordance wlth Halacha.
The Congregation provides a range of servlces and shiurlm to meet tts ststed oblectives. Speclal activitles caterlng for children are arranged
throughout the year. Charltable appea15 are held from tlme to time to ralse fund5 for distributlon to varlous charitsble cause5.
The Board ha5 due regard to the guidance published by the Charity Commission, includlng matters relating to public beneflt. The objectives Set
out above include educational, rellglous and charitable objettives, all of which are for the public benefit.

Artlvltie5 and Performance
The Board, together wlth other volunteers. have contlnued to develop and dellver new servlces, shiurlm and sodal artivitie5 over the course of
the year. Substantlal charitable donation5 to individuals, families and educatlonal institutlons have been made durin8 the period under review,
funded by the considerable 8eneros1ty of members and others.
Rabbl Greenber& ably supported by Rebbetzen Greenber& continues to work tlrelessly on behalf of the congregatlon. His inltlatlves span all age
groups and Include many new and p051tlve developments.
A notable highllght of the year wa5 the 90th annlversary of the Congregatlon'5 foundatlon. Thls was celebrated wlth an enhanced, choral Friday
nlght servlce and è gala dinner which was very well attended. The enthuslasm wlth whlch the annlver5ary was celebrated gives great confidence
In the future of the Congregatlon.
The completion of the refurblshment of the Mlrlam Rachel Wohl Hall has enabled the hall once a8aln to become a popular venue for family
celebratlons and other activitles. New cloakrooms, a newly refurblshed entrance hall and upgraded outslde areas all enhance the facllltles on
offer and aslde from provldlng a worthwhlle servl¢e to the local communlty thls Is an Important 50ur¢e of revenue for the communlty. The
trustees are very grateful to the Maurice Wohl Charltable Foundatlon and the other donor5 for facllltatlng this wonderful Improvement to the
Infrastructure of the GGBH.
The Botel Medrash are In almost constant use throu8h the day and late Into the nlght wlth many people taking advantage of the well.stocked
Ilbrarles and comfortable surroundlngs for personal and group Searnln8.
Flnandal Revlew
The prlmary Source o* income for the charlty is subscrlptlon contrlbutlons paid by members. Thls Is supplemented by rentsl Income from the
Mirlam Rachel Wohl Hall, by donatlons made by members and by Interest recelvable on bank deposits. Rent from the investment property at 2
Cotswold Gate, rent from the carpark and rent from the offlce at the rear of the Synagogue further supplement the Synagogue's regular Income.
The charlty recelved membershlp contrlbutlons of £199,81912023: £206,254). The total Income Includlng offerln8s, donatlons, legacy Income
and Investment Income, but excludlng restrlcted funds, amounted to É519,19212023.. £436,617), After accountlng for Synagogue expenses,
donatlons and admlnlstration expenses, the charlty had a surplus of £20,03512023: £37,245 defl¢ltl on Its unrestrl¢ted funds.

al Basis of prepartion of accounts
The financial statements have been prepared under the historlcal cost conventlon with items
recognlsed at cost or transactlon value unless othèrwise stated in the relevant notes to these
atcounts. The financial ststements have been prepared in accordance with the Statement of
Recommended Practice.. Accounting and Reportlng by Charltles preparing thelr accounts In
accordance wlth the Financlal Reporting Standard applicable In the UK and Republlc of Ireland IFRS
1021 Issued on 16 luty 2014 and Financial Reporting Standard applicable in the United Klngdom and
Republic of Ireland IFRS 1021 and Charities Act 2011.
The charlty has prepared the accounts Ifinanclal statementsl In acwrdance wlth Accountlng and
Reporting by CharitSes preparingtheir accounts in accordance with the Flnanclal Reportlng Stsndard
appllcable in the UK and Republlc of Ireland IFRS 1021 In preference to the Accounting and
Reportlng by Charltles.. Statement of Recommended Prèttlce i55ued on l Aprll 2005 whlchls
referred to In the extant regulations but has since been wlthdrawn.
Thls ha5 been done in order for the accounts to provide a true and fair vlew In accordance wlth the

The financlal statements are prepared In sterllng, rounded to the nearest pound.

There are no materlal uncertalntle5 about the charity'5 ablllty to contlnue.
bl Reco8nltlon of Income
All Income Is recoBnlsed once the charlty has entltlement to the income, It Is probable that the
Income wlll be recelved and the amount of income receivable can be measured rellably.
Therefore recelpts from membershlp and other receipts re5ultSngfrom the maln charitable activltle5 of the
Synagogue are recognlsed when they are re￿IVed, other than those membershlp reeelpts that are
recelved in advance for subsequent accountlng perlods. Income from voluntary donatlons, legacles and
appeals15 also usually reco8nlsed only when received. However, materlal Item5 of income to whlch the
Synagogue Is entltled or which have been promlsed. recelpt of which occurs after the balan￿ sheet date,
are reco8nlsed and Included In debtorsi provlded that thelr eventual recelpt15 both certaln and quantiflable.
cl C•tegorlsatlon of Income
The SORP requires Incomln8 resources to be categorised In such a way as to dlstlnguish Income from
the maln charltable functlons of the Synagogue from income generated by other activitles. from voluntary
donatlons, fundralslng actlvltles and from Snvestment Income.
Thus the subscriptlon Income generated by membership fees and by reservations of Synagogue 5eatlng
is treated as Income generated by the maln charitsble activity of the Synagogue. Income generated by
other artfivitles related to Jewlsh rltual and communlty life is also within this category.
Voluntary income includes all types of donations and legacle5,both to the Synagogue itself for unrestrlcted use,
and to the variou5 restricted funds of the Synagogue.
Rental Income from the investment property and bank interest receivable 15 categori5ed as investsnent income.
Income generated from fundraising actlvliles are activitle5 that are undertaken for the main purpose
of generating funds although they may also fulfil other communltyfunctions too. These include income
for hall hlre, fundralslng attivities, the publlcation of the Year Book and the lettln8 of parking spaces
on the Synagogue forecourt.

Expendlture is recognlsed On￿ there is a legal or constructive obligation to transfer economic benefft
to a thlrd partyi It is probable that a transfer of economic benefits wlll be required in settlement and the

e) Categorlsatlon of expenditure
Expenditure is categorised so far as Is pratticable to match the categorisations used for incoming resources.
The costs of 5UPPOrting the main charftable actlvlties of the synagogue include the remuneration, expenses
and pensions of the Rabbonim and Chazan, plus a slgnificant proportion of maintaining and runnin8 the
buildings. Costs of provldlng ritual items and community related actlvities also come into this category.
As Tzedakah is an integral part of the charitable actlvity of the Shul, the dlstrlbution of grants 15 included
in this category.
Costs involved in generating funds consist of those items of expenditure incurred as part of actlvltles
specifically undertaken in order to generate funds. These Include all costs involved in enabling the hall to be
made available for hire such as refurbishment costs, staff costs incurred In relatlon to the hall hlre and
proportlon of the costs of maintainin8 and running the bulldlng. They also include costs of major fundralsing
events and the cost of produclng the Year Book.
Support costs Include all costs of runnin8 the offlce, finance charges, governance costs and sundry expenses
such as 8ifts and advertlsing. Support costs are dlrectly allocated to the categorles of expendlture wlth the
exceptSon of maintenance, cleanSn8 and repairs, and power and water, which are allocated In accordance
wlth the Trustees, estlmate of use.
The costs of running and maintainin8 the Syna808ue buSlding are classified a5 building related expenses.
These include expenditure on caretaklng, repalrs and maintenance, utilitles and Insurance.
Support costs and building related expenditure are normally allocated to the main charltable activity of
the Synagogue except where an identlflable and material cost is Incurred In supportln8 Other actlvltle5.
fl Flxed assets
The Syna808ue buildlng has hlstorlcally been written down to a nomlnal value of £1 In the accounts. As the
bullding Is central to the life of the Kehillah and there are halachlc restrlctlons on Its sale, It Is Inappropriate
to value It at open-market valuatlon. The Board therefore do not consider that any purpose would be
served by carrylng out a revaluation of the building for accounts purposes. This is a departure from
FRS 102 whlch is done to provlde a true and fair view.
Addltions to freehold property are shown at cost of acquisttlon lincluding associated expenses) plus costs
of alteration and improvement required to bring Such properties into a condition suitable for their purpose.
Donations of freehold properties are shown at valuation.
Depreciatlon Is not provlded on the houses owned by the Synagogue as they are subjett to an ongolng
regime of maintenance whlch ensures their net residual value Is not lower than thelr book values.
Replacements of tangible flxed assets within the exlsting Shul buildin8 are wrltten off in the year of
acquisition. Whlle thls Is not In accordance with accountlng standards, thls accountlng policy has been
followed for many years and Is consistent with the valuatlon of the building at £1 wlthln the accounts.
The Charlty Commission has indicated that thls is an acceptable accountlng policy.

gl Restrfcted funds and Endowment fvnds
Restricted funds are funds subject to speclfic trusts declared or authorised by thelr donors which conform to
the wider objects of the Synagogue. Expenditure of these funds must meet the requirements of their specific
trusts. Endowment funds are restricted funds which must be retained as investments or as assets and which
may not be expended. although income derived from them may be spent approprlately.
The Synagogue ha5 a number of such funds. some of which are adminlstered and controlled by members who
are not Trustees of the Synagogue. Externally controlled bank accounts are held by agents on behalf of the
charity,
Summarised accounts for these funds are glven In the notes to the financial statements.
Other restricted funds are under the direct adminlstration and control of the Syna808ue and Its Trustees
or of the Rav, and movements on these funds are summarlsed In the notes to the flnancial statements.
h) Desl8nated funds
Unrestrlcted funds may be desi8nated for a partlcular project at the discretion of the 8oard of Management.
The Congregation owns and occuples large premises which periodically require major expenditure for
repairs. Instead of allowing all these cost5 to be charged to the SOFA when the money is spent, the Board of
Management has bullt up a fund over the year5 by transfers from the Accumulated fund.
Thls deslgnated fund Is the Dllapidations Reserve. and when malor repairs and renovatlons are carried out
transfer of an appropriate amount Is made back to the Accumulated fund.
Followlng a major refurbishment of the Synagogue Hall, a deslgnated fund known as the Hall Renovation
fund was establlshed. This Is funded by transfers from the unrestricted funds of the Synagogue amountin8
to 5% of the value of the net income from the hall rentals each year. When future refurbishment of the
hall is carrled out, a transfer of an approprlate amount wlll be made back to unrestricted fund5.
11 Unrestrlcted funds
Funds donated to the Synagogue for the restrlcted purpose of contrlbutlng to the acquisition of freehold
property are consldered to be unrestrltted funds once the property has been acqulred. Such funds are
then transferred to the capitsl fund which is identified as a dlstlnct fund within the unrestrlcted funds of
the Synago8ue.
All remaining unrestrlcted funds are held in the Accumulated fund.
Il Flnancial Instrument5
The Charlty only has financial a55ets and flnanclal Ilabllltles of a kind that qualify as basic financial
Instruments. Basic financial instruments are initially recognlsed at transaction value and subsequently
measured at their settlement value.

The Board has revlewed the valuation of the investment property and is satisfied that the value at the Balance

The property wa5 renteij out during the year and the rental income is disclosed a5 investment income.
It is the Intention of the Board to sell the Investment property and to replace It wlth a property nearer to
the Synagogue, wlthln 12 months of the balan￿ sheet date.
The Board do not, therefore, conslder it appropriate to rewalue the property.

Synagogue's own funds and have therefore never been Included In the assets of the
Synagogue or shown on Its Balance Sheet.
The orlglnal purpose was to provlde funds for penslons for thg Shul's offldals. However,
penslon arrangements have subsequently been funded by other means wlth
Independent insurance companles.
As the funds Orlginalty held In the offlcla15' Pen￿On fund were not needed for the purpose
of fundlng penslon arrangements. the Board ut1115ed part of the fund towards the purchase
of 49 Templars Avenue In 2￿. The balance shown above represents the remalning bank
balance and Investments In the fund.

No other transartlons between the Synagogue and related parties have occurred In the perlod
under revlew. other than routlne transartlons pursuant to the Synagogue's normal actfvltles,
separate dlsclosure of whlchls not requlred.
