The trustees present their report with the financial statements of the charity for the year ended 30 Sep 2023. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019).
The Charity

Its main specialisation currently consists of a Mosque and Madrassah. RISC is continuously working with local authorities, charities and organisations to allow access to Islamic education and the use of our facilities.
Charity Trustees
There are seven Trustees of the Redhill Islamic Study Circle who oversee the smooth running of the Charity. Trustees are valuable assets for the charity because they bring an outside viewpoint and a wealth of experience and knowledge in community work.
Finance
Trustees meet regularly to discuss the financial health of the Charity. The Charity has implemented its own strict financial procedures to ensure all assets, including money are used responsibly. The Charity adheres to the Money Laundering Regulations and all members pay due regard to the Charity Commission guidance on Public Benefit when deciding its activities, ensuring it meets the Charity's aims. The Charity relies on donations from the community and fund-raising events to cover at least part of the running costs.
OBJECTIVES AND ACTIVITIES
Objectives and aims
The objects of the Charity are to advance the Islamic faith in Redhill, Surrey area for the benefit of the public in particular through the holding of the prayer meetings, lectures, the public celebration of religious festivals.

OBJECTIVES AND ACTIVITIES Significant activities Religious Activities
1) Prayer
The Masjid provides five times daily prayer and activities associated with our faith. During the week we have about 100+ attendees for Friday prayers.
2) Marriage Solemnisation
Family life is the building block of a successful society, and marriage is an occasion of great joy in the Muslim community. RISC facilitates the solemnisation of an Islamic contract of marriage. The newly married couple is provided with an official "Nikah" certificate to show that they have been married according to Islamic law.
3) Religious Advice & Counselling
Muslims turn to masjid for guidance and advice in all matters of their day-to-day life. RISC has trained imams to advice and counsel on the many concerns of the community such as bereavement, cultural challenges, generational issues and matrimonial problems
4) Funeral Service
RISC cannot provide services for preparing the body for funeral. However, we do aid families to co-ordinate this with other Masjids who do have the facilities and with the local cemetery to secure plots. We can hold the funeral prayer at either the Masjid or at the burial site.
5) Children's Classes
We provide children's Quran & Islamic classes for children from ages 6+, these run from Monday to Friday 5pm to 6.30pm. We have almost 30+ children attending full or part-time.
6) Adult Learning
Some adults require Quran classes as they may not have had them during their childhood or would like a refresher course. We provide one to one class for those adults who may not want to do this in front of others.
Public benefit
The Trustees confirm that they have complied with the duty in section 4 of the Charities Act 2011 to have due regard to public benefit guidance published by the Commission in determining the activities undertaken by the Charity.
Volunteers
The charity benefits from a team of dedicated and committed volunteers, who are skilled in many areas. They are key to the success of the charity in delivering public benefit to the community. They have contributed their time and efforts to drive the organisation forward to ensure that more people, particularly the youth, can benefit from the services and activities that the charity offer.
FINANCIAL REVIEW
Principal funding sources
Our main source of funding is from the donations of the local community either by direct debit directly into the bank or by collections during the major prayers. For the expansion project we have been fundraising in Masjids and Muslim communities across the UK.

FINANCIAL REVIEW
Reserves policy
Charity has funds applied to the relevant purpose. An analysis of expenditure is shown in the Statement of Financial Activities on page 10.
The reserves currently stands at £418,697 and details are as follows: Unrestricted funds £418,697 Restricted funds £0
FUTURE PLANS
The main aim for the masjid for the coming year is to start the expansion project that we have been planning and have been granted the planning permission for. This is required because we are unable to cater for all the attendees at prayers such as weekly Friday prayers and celebrations such as Ramadhan Taraweeh and Eid. We have been speaking to multiple builders to get estimates on the work and also to see if we can get the work done with minimal disruption to the services we provide.
STRUCTURE, GOVERNANCE AND MANAGEMENT Governing document
The charity is controlled by its governing document, a deed of trust and constitutes an unincorporated charity.
Risk management
The trustees have a duty to identify and review the risks to which the charity is exposed and to ensure appropriate controls are in place to provide reasonable assurance against fraud and error.
Systems are consistently being reviewed and updated as and when warranted to diminish identified risks to an acceptable level. Control systems, insurance cover and other measures are used as appropriate.
The trustees also recognise the need to maintain the Charity's independence and develop income strategies to ensure the Charity's financial stability.

Notes to the Financial Statements FOR THE YEAR ENDED 30TH SEPTEMBER 2023
1. ACCOUNTING POLICIES
Basis of preparing the financial statements
The financial statements of the charity, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Charities Act 2011. The financial statements have been prepared under the historical cost convention.
Income
All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably.
Expenditure
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.
Tangible fixed assets
Tangible fixed assets are stated at historical cost less accumulated depreciation and any accumulated impairment losses. Historical cost includes expenditure that is directly attributable to bringing the asset to the location and condition necessary for it to be capable of operating in the manner intended by management. Depreciation is charged so as to allocate the cost of assets less their residual value over their estimated useful lives, using either a straight line or reducing balance method, as indicated below.
Depreciation is provided on the following basis:
Land & Building - 1% Straight Line
The assets' residual values, useful lives and depreciation methods are reviewed, and adjusted prospectively if appropriate, or if there is an indication of a significant change since the last reporting date. Gains and losses on disposals are determined by comparing the proceeds with the carrying amount and are recognised in profit or loss.
Taxation
The charity is exempt from tax on its charitable activities.
Fund accounting
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.
Further explanation of the nature and purpose of each fund is included in the notes to the financial statements.
