Aim and Purposes
St Andrew’s Parochial Church Council (PCC) has the responsibility of cooperating with the Incumbent, in promoting in the ecclesiastical parish, the whole mission of the Church, pastoral, evangelistic, social and ecumenical. The PCC is also specifically responsible for the maintenance of the Historic Church and Church Centre complex of St Andrew’s, Millhams Road, Bournemouth, BH10 7LN.
At the time that this report is written the parish is in vacancy following the departure of the previous Rector Lee Shirvill in February 2024.
Objectives and Activities
When planning our activities for the year, we have considered the Commission’s guidance on public benefit and, in particular, the supplementary guidance on charities for the advancement of religion. In particular, we try to enable ordinary people to live out their faith as part of our parish community through:
Worship, prayer and LIFE (Living In Faith Everyday) groups; learning about the Gospel and developing their knowledge and trust in Jesus.
Provision of pastoral care for people living in the parish.
Missionary and outreach work; including our commitment to our Kinson & West Howe Food Bank, Church Missionary Society, CPAS Ventures, Good News of Peace and Development for Rwanda (GNPDR), partnership with Transforming Lives for Good (TLG, which ended in 2023) and into 2024 a new ongoing relationship with Missionary Aviation Fellowship (MAF).
Partnerships with local community groups, including Tesco Kinson and the local business forums.
To facilitate this work it is important that we maintain the fabric of St Andrew's Historic Church and the Church Centre Complex. Details are outlined under the heading Historic Church and Church Centre on page 8.

Farewell to the Shirvills
In July 2014, Rev Lee Shirvill was licensed as Rector of St Andrew’s and St Philip’s. Since that time Lee, Rachel and the entire family have been integral to the family life of St Andrew’s gathered community. When they announced that they were going to have to return to Australia, the church family were saddened by the prospect of them leaving us both at a ministry level and personal level.
As a family they had become very much part of us, sharing the ups and downs of family life and being involved in the joys and sorrows of living in community together. Their individual ministry to us is held in the highest value and we all feel that we have been richly blessed to have had them minister to us for nearly 10 years. Their contribution to the life of this church is so great and we will miss them greatly.
Lee has now been appointed Rector of Holy Trinity Launceston in Tasmania. St Andrew’s sends him to this role with their blessing, knowing that the Lord will richly bless them as a family in their new role their.
The Parish in Vacancy
As indicated earlier in the document the parish is now in vacancy. This is the technical name for the time between one incumbent leaving and the next one being licenced.
In addition to being in this waiting period between incumbents, there is also a further structural change going on in the parish. Since 1981 the parish has been operating as a team ministry with St Philip’s West Howe. However, it has become increasingly apparent over recent years that this structure was not the most appropriate one to carry forward the ministry of the two churches. This being the case the PCC of St Andrew’s passed a resolution during 2023 to dissolve the team ministry and to become a single, standalone parish. This way forward was endorsed by St Philip’s, by the Pastoral and Mission Committee of Salisbury Diocese and laterally by the bishop. At the time of the report, the process of completing this is in its formal open consultation phase. Until this process has finally run its course, with the final sign-off by the Bishop of Salisbury, formal recruitment steps cannot be taken.

Next Steps in Vacancy
The PCC met in early March 2024, to start the discussions to identify the key skills and qualities of a new incumbent. These will then form the key sections of the Parish Profile that will be needed for the advertising of the new role with the parish’s patrons the Church Pastoral Aid Society (CPAS) and with the diocesan authorities.
The timescales for the appointment of the new incumbent are unclear at the moment. However, the parish is well placed for the vacancy, with strong foundations in place in terms of the LIFE groups and a well-structured plan for leading, preaching and presiding on Sundays. The PCC is confident that the plan is robust for at least the next 12 months.
All of this is underpinned by the Mission, Vision and Core values that the gathered community here has, under God, established and these are outlined in the following section of the document.

Annually the PCC meet to explore the mission and vision of the gathered community here, to ensure our direction of travel is aligned with our calling as church. This enables the PCC to review and challenge the work we are undertaking and the priorities that will shape our actions for the the coming year.

Community:
That St Andrew's would be a community of faith identified by:
'One Another' - Biblical love; dynamic relationships, built on mutual respect and support.
A lived out 'Priesthood of all believers', where every member has an opportunity to serve, using their God-given gifts.

We recognise that we are blessed in many ways. God has blessed us with buildings, gifted members and most of all the good news of salvation. We are committed to ensuring that we don't hold these blessings too tightly, keeping them to ourselves.
All that we have been given, we are called to use for the benefit of our local community; serving where we feel called and sharing both our resources and our faith with those who are not currently members of our church community where we have the means to do so.
We also spent time considering how we might develop our buildings and land.
To that end, we are committed to:

Worship and Prayer
At the time of writing this report, there are 96 parishioners on the Church Electoral Roll. Our Worshipping Community during 2023 was 119. As well as our regular corporate worship gatherings, we enable our community to celebrate and thank God along the milestones that mark our journey through life.
Through baptism we thank God for the gift of life, in marriage public vows are exchanged with God’s blessing and through funeral services friends and family express their grief and give thanks for the life which is now complete in this world and to commend the person into God's keeping.
We celebrated 7 baptisms, 5 weddings, 1 vow renewal and held 13 funerals in our church during 2023. 12 Committals were held in the Churchyard.
We were also responsible for conducting 5 services at Kinson Cemetery and 4 services at the Bournemouth Crematorium.
Life Groups and Pastoral Care
In our parish, there are individuals who, due to illness or frailty, are unable to physically attend church. Reverend Lee, backed by our Life Groups, has been visiting these members upon request, providing prayer support and communion either at their homes or in hospitals.
Our Life Groups are comprised of five distinct groups, with the Gathered Body serving as the central anchor. Each of these groups is made up of regular attendees, the remaining church members are being added as associate members. This ongoing work will ensure that every member of our church family has connection to a LIFE group, fostering a network of support, prayer, and encouragement.

Historic Church and Church Centre
The preservation and maintenance of both our buildings and the churchyard under our care stands as a paramount concern for the PCC. It holds significance not only for the present, catering to our own and others' needs, but also for the future, as we are the stewards of these assets for the upcoming generations.
Throughout the year, our focus remains on various essential tasks, including:
- Main Church Building: Recent accomplishments include the completion of work on the coping stones atop the roof, as well as the installation of a new glass door in place of the wooden one. We express our gratitude for the generous legacy left by former St. Andrew's member, Jeanne Webber, which made the beautiful new door possible. The intricate vine design on the door, crafted by Miriam Wareham, who has deep roots in our church community, symbolises the multi-generational spirit of our congregation and our commitment to abiding in Jesus as the True Vine. Last year, the architect conducted the Quinquennial inspection of the church building. The PCC is diligently addressing the findings, prioritising necessary actions. It's apparent that 89% additional funding, both internal and external, will be indispensable to carry out the proposed works. USERS IN ASIA Church Centre: Our centre remains a cherished asset for both the local and gathered community. Following extensive consultations with the local council and suppliers, we've successfully replaced the windows, significantly enhancing the aesthetics and functionality of the space. Special acknowledgment goes to David Patterson and Iain MacCaig for their tireless efforts in overseeing the project's design and installation.
It's evident that all of these endeavours demand considerable effort, largely
spearheaded by a dedicated group of individuals who generously devote their time and energy to nurture these vital components of our infrastructure. We extend our heartfelt appreciation to them.
Recognising these as valuable resources entrusted to us by God, the PCC remains steadfast in its commitment to ensuring their sustained suitability for the long haul.

Volunteers
The day to day life of the gathered community at St Andrew’s is driven by the passionate members of the congregation who volunteer. We are forever grateful for this faithful band of individuals who give of themselves to the work that is needed to make the ministry of this church family work, week in, week out. This is the work of the gospel to which all of us have been called.
From leading LIFE Groups, keeping the churchyard in good order, assisting and leading in various ways at our corporate gatherings, on sub-committees covering finance, pastoral care, building maintenance, worship and ministry to our Children and Youth and supporting the work of the Foodbank are just a few areas that rely heavily on volunteers.
Each person brings their individual, God-given gifts to the table and uses them for his glory. It is entirely appropriate to thank Him for His enabling and for their willingness to give of themselves.

Churchyard Gardening Club
The Gardening team generally meet on Monday afternoons through to early evening, weather permitting, from Spring through to Autumn and provide an opportunity for fellowship, encouragement and support to those who gather to maintain the grounds around St Andrew’s Church. Extra volunteers of all ages and abilities are always needed and welcome to join in.
Maintenance of the Churchyard requires a number of hours each week mowing and strimming, but also tidying up around graves, looking after our trees and hedges and ensuring that visitors to the grounds have clear access and can find solace in peaceful and safe surroundings. As we continue to think about our vision for the future it is hoped that we can continue to provide and enhance an accessible space for all to enjoy and enable us to be good stewards of all that has been entrusted to us – the environment & the local flora and fauna.
Community Partnership and Events 89% One of the principal pillars of the church’s vision for the future stands on our relationship with the community in which we are situated. We are committed to the USERS IN ASIA people in that wider community and serve them through the provision of pastoral service of baptisms, weddings and funerals.
We work with the local business forum and have close ties with Kinson Academy Primary School.
There are now over a dozen local community groups who use the Church Centre as their meeting setting and these serve a wide range of children and adults from across the local area.
Annually, the church takes the lead in the Service of Remembrance that takes place on the Kinson Village Green, as we, local residents and schools, remember those from the local community who have given their lives in the service of our country.

Achievements and Performance
Kinson and West Howe Foodbank
Highlights for year to date to December 2023:
1.Vouchers Fulfilled – during 2023 totalled 2,233 vouchers, an average monthly total of 186. This represents the busiest year in terms of vouchers processed for the last 6 years and is 569 more than the previous when 1,664 vouchers were processed. This is a very sobering statistic, in that behind each of these vouchers is a family unit that is in crisis that has to resort to a food bank in order to make ends meet. The current cost of living crisis bites hard in our community and in the current climate the expectation is that this is likely to continue for the foreseeable future.
2.Persons Served – the total number of people served in 2023 was 5,634, 1,985 children and 3,649 adults. 687 people were served in December 2023 compared to 569 who were served in December 2022. During the week before Christmas we processed 109 vouchers in the 5 hours we were open to the public. 89%
3.Stock movements – the demand represented by the vouchers above requires stock USERS IN ASIA to service the parcels and during the year, whilst there have been times when certain items have all but run out, stock levels have been maintained with, at the end of the year, a small net outflow of stock of 987kgs. The high demand in December (7.0 tonnes distributed in parcels) was wonderfully answered by an inflow of stock of 7.0 tonnes.
4.Stock shortages – there are ongoing shortages of various stock items which are publicised on the Foodbank website and Facebook page. These shortages also form the basis of specific requests that appear with the various collection bins and when collating shopping lists for the onsite collections at the supermarkets.

Mission
During 2023, as a church family we examined a study entitled the Generosity Project. This challenged us to live our lives as generous individuals, responding to the generous God who has blessed and whom we serve.
In response to the call to be a generous people, we are committed to supporting those who are called to share the good news in places beyond our local community. From our funds raised in 2023, we have allocated £8,206; which was distributed to CPAS Ventures Mission, the Church Mission Society through supporting a family in South East Asia, Good News of Peace and Development for Rwanda (GNPDR), World Vision Child Sponsorship and Transforming Lives for Good (going forwards the relationship with TLG will not be continuing in the short-term). For more details please see the Financial Review on pages 1416.
In addition, we supported the Save the Children Christmas Jumper Appeal raising £374.08 towards the end of 2023. We also seek to support local initiatives where we can bring some hope and support to those living in the Kinson, Northbourne and West Howe area.
Safeguarding
"Safeguarding is at the heart of our Christian faith. We are all made unique and in the image of God. Jesus came that we might have life, and have it in abundance." (John 10:10) ++Welby - from the introductory message in 'The Parish Safeguarding Handbook'.
I make no apologies for beginning this year's Safeguarding report with the same quote as I did last year. The St Andrew's PCC remains committed to ensuring the church of St Andrew's, our worshipping community, all related activities, as well as the external groups and individual hirers of the Church and all facilities, are safe places where everyone, and especially children, young people and vulnerable adults are cared for, respected and kept free from physical, emotional and spiritual harm.
I continue to be the designated Parish Safeguarding Officer, and I am required to report to the PCC at each monthly meeting; by the nature of Safeguarding work I do not breach any confidences nor share any details of any matters reported to me, unless specifically directed to do so by the Safeguarding team within the Salisbury Diocese.

For the purpose of this APCM report I am once again thankful to declare that no reportable Serious Safeguarding Incidents were made known to me or reported to the Diocese during 2023. Our Safeguarding Handbook and Domestic Abuse Policy, available on the St Andrew's website, continues to be the first port of call for advice on any Safeguarding issues that may arise; this Handbook will be reviewed and updated for endorsement by the PCC in the coming year.

Financial Review
There is much to give thanks for, at all times and in all places. This was the encouragement we were given as we examined the Generosity Project in 2023. We have a generous God and we have been richly blessed by him, financially, during the last 12 months. On the face of it, the accounts may seem a little gloomy, with a deficit for the of £28,029. However, that doesn‘t paint the full picture of what has gone on monetarily during the year. Whilst there is a deficit for the year there has been a lot of expenditure during this year, using funds set aside specifically for the purpose in the previous two years. The key points to note from the financial statements are as follows:

Direct giving up by £21.3K - including a one-off gift of £20K from someone tithing money received in a legacy.

Income from hall lettings up by £6K - the number of regular hirers using the Church Centre continues to grow. We are a very popular venue with our local community. Giving to mission down by £5.3K - this drop is simply because of the additional £5K in gifts we made in 2022, as our tithe from the Vivian legacy received in late 2021. Energy bills up by £7.2K - 2023 felt the full brunt of the energy cost increases that began during 2022 - we were on a lower rate fixed contract until the end of October 2022. 89% Building repairs and maintenance up by £52.6K - major works carried out in both USERS IN ASIA

buildings during the year, including the new church door, coping stone repairs on the roof and the installation of the beautiful new windows in the Church Centre.

Parish Share up by £2K - this increased by 3% over 2022 and has gone up a further 4.6% into 2024. There is new scheme scheduled to be in place for 2025, the details of which will come later in 2024.

Food Bank expenses up by £12K - this includes the first full-year effect of the Food Bank Project Manager’s salary and also includes significant cost during the year for the purchase of stock to sustain the greatly increased demand (see Food Bank report above - page 11) that continued across the year.
Much has been achieved in the ministry of the church during the year. The PCC has carefully stewarded the resources available and has navigated some choppy waters but the Lord has been with us in the boat all of the time. This has been facilitated by the wonderful Finance Team of Janette Rich and Tracy Smith who pull all of the levers and press all the right buttons at just the right time. And, in it all, the Lord has richly provided for our needs and all our thanks and praise goes to Him!

Reserving Policy
As at the end of 2023, our main bank accounts had the following balances:
The combined balances of the accounts detailed above, as indicated in the Report and Accounts below, is £90,372. The main movements in the balances during the year are as follows:

The CAF Cash Building Fund has moved by nearly £26,000, this relates to various transactions including the new church door, the work on the coping stones on the 89% church roof and the replacement windows in the Church Centre. These outgoings were offset by a £20,000 donation from a parishioner as a result of them receiving a USERS IN ASIA legacy.

The CAF Food Bank and CAF Gold (Food Bank reserve) - there is net switch between the two of around £9K, from the operational account to the reserve account. This is due to excess balances being built up in the Food Bank operational account which, it was decided by the Food Bank Management Team and the PCC, would be better allocated to the reserve account to further sustain the Food Bank Project Manager role.
The PCC policy in respect of reserves is to hold an operation reserve of 3 times the monthly Share. Based on the new 2024 Share figure of £5,871.17 per month this would amount to £17,613.50. The operational reserve account currently holds £16,363.12, which gives us a current shortfall against policy of just over £1,250. However, given that there is a further £9,177.85 in the Training and Equipping reserve, which has not moved, except for interest receipts in 2023, the Treasury Committee feel that no further addition to the operational reserve account is necessary at the present time.

Holding such reserves is not seen as simply holding cash for the sake of it. The purpose of these reserves is to exercise an appropriate level of prudent reserve to cover uncertainties relating to the operation of the parish and the ebbs and flows of cash into and out of the operation. If we were to get to the position, where our reserves began to build beyond a level that supported that prudent level, the PCC would take action to share that blessing with others.
As we enter a new year, and as we navigate the vacancy, it will be important for us to maintain and grow our income, through direct giving, legacies and the utilisation of the physical resources we have been blessed with. We will also need to ensure that we are careful with how we spend our money. Costs in this modern age are constantly rising but the PCC is determined to manage our spending to maintain the mission and vision of the church in a healthy fashion.
The money we hold, we hold on trust from our Great Provider. The Lord has blessed us with all that we have, He has always provided for ours needs, and we believe He will continue to do so as we remain faithful to His calling upon us. 89%

Structure, Governance and Management
The method of appointment of PCC members is set out in the Church Representation Rules. At St. Andrew’s the membership of the PCC consists of the Incumbent (our Team Rector), Churchwardens, and nine members elected by those members of the congregation who are on the electoral roll of the church. All those who regularly attend our gatherings / members of the congregation, are encouraged to register on the Electoral Roll and stand for election to the PCC.
PCC members are responsible for collaboratively deciding on matters of general concern and importance to the parish, including deciding on how the funds of the PCC are spent to advance and sustain mission and ministry.
The full PCC met ten times during the year with an average level of attendance of 81.2%, Meetings continue to be held on a monthly basis, each meeting having a business element (trellis) followed by a mission and ministry (vine) section. ~ Business (trellis), informed through recommendations and suggestions from the 89% Standing Committee, covering Finance, Foodbank and Buildings.
~ Mission and Ministry (vine), informed through recommendations and suggestions from the Gatherings Team, LIFE Group Hosts and the Children and Youth Team which feed directly into the PCC.
The PCC’s Annual Mission & Vision Day was held on 21st January 2023, when discussions and group work were focusing around review and discussion of our fiveyear vision for the future, including how we could best use our space looking at partnerships, accessibility and stewardship.
We continue to praise and give thanks to our loving and forgiving Father, for His generosity towards us, and for His many blessings upon us so that we might share those blessings with others in shining His light within our wider community.

Deanery Synod
We have two of our permitted three Deanery Lay Representatives in place and thank Simon Wareham and Su Patterson for being willing to serve the wider Deanery in this way. The third representative was Rachel Shirvill who stood at the beginning of 2023. The current vacancy will be filled by the PCC following this APCM. Membership of Deanery Synod provides the PCC with an important link between the parish and the wider structure and mission of the church. Such links will be of great importance during this time of vacancy. As a parish we are committed to the Poole and North Bournemouth Deanery and the collective Deanery strategic plan currently being developed for approval this year.
