Aim and Purposes
St Andrew’s Parochial Church Council (PCC) has the responsibility of cooperating with the Incumbent, the Reverend Lee Shirvill, in promoting in the ecclesiastical parish, the whole mission of the Church, pastoral, evangelistic, social and ecumenical. The PCC is also specifically responsible for the maintenance of the Historic Church and Church Centre complex of St Andrew’s, Millhams Road, Bournemouth, BH10 7LN.
Objectives and Activities
When planning our activities for the year, we have considered the Commission’s guidance on public benefit and, in particular, the supplementary guidance on charities for the advancement of religion. In particular, we try to enable ordinary people to live out their faith as part of our parish community through:
Worship, prayer and small home groups; learning about the Gospel and developing their knowledge and trust in Jesus.
Provision of pastoral care for people living in the parish.
Missionary and outreach work; including our commitment to our Kinson & West Howe Food Bank, Church Missionary Society, CPAS Ventures, Good News of Peace and Development for Rwanda (GNPDR), and partnership with Transforming Lives for Good (TLG).
Partnerships with local community groups, including Tesco Kinson, the BH10 & BH11 Business Association and the North Bournemouth Area Forum.
To facilitate this work it is important that we maintain the fabric of St Andrew's Historic Church and the Church Centre Complex. Details are outlined under heading Church Building & Church Centre on pages 08 - 09.

Towards the end of 2014, the PCC and members of the parish worked together to formulate a renewed mission and vision, which was launched in the Parish in February 2015:

Every year in January, the PCC meet to review our mission and vision; to pray about, discern and agree our focus for the year ahead. On Saturday the 15th of January 2022, the PCC identified three areas that we would like to see develop over the next 5 years in the life of our church community and for the development and use of our buildings and land commencing 2022:

Community:
That St Andrew's would be a community of faith identified by:
'One Another' - Biblical love; dynamic relationships, built on mutal respect and support.
A lived out 'Priesthood of all believers', where every member has an opportunity to serve, using their God-given gifts.
Prayer happens informally and spontaneously.
There is a tangible sense of family, made up of a diverse group of people, reflecting our local community where there are no distinctions due to age, gender or background.
An openness to newcomers and a commitment to welcome and provide opportunities for new members to find a place of belonging.
Spiritual Growth: That discipleship at St Andrew's would be seen as an important part of what it is to be a 89% member and that opportunities would be available to suit the diverse group of people that make up our church community through: USERS IN ASIA

Encouraging members to explore faith development at home.
Ensuring St Andrew's LIFE (Living In Faith Everyday) Groups are central to our life together; keeping our mission and vision central to who we are and facilitating opportunities for prayer, pastoral care and spiritual growth.
Outreach and Evangelism:
We recognise that we are blessed in many ways. God has blessed us with buildings, gifted members and most of all the good news of salvation. We are committed to ensuring that we don't hold these blessings too tightly, keeping them to ourselves.

All that we have been given, we are called to use for the benefit of our local community; serving where we feel called and sharing both our resources and our faith with those who are not currently members of our church community where we have the means to do so.
We also spent time considering how we might develop our buildings and land.
To that end, we are committed to:

Achievements and Performance
Kinson and West Howe Foodbank
Highlights for year to date to December 2022:

Vouchers Fulfilled – during 2022 totalled 1,664 vouchers, an average monthly total of 139. This represents the busiest year in terms of vouchers processed for the last 5 years and is 319 (23.7%) more than the previous peak year of 2019 when 1,345 were processed. This is a very sobering statistic, in that behind each of these vouchers is a family unit that is in crisis that has to resort to a food bank in order to make ends meet. The current cost of living crisis bites hard in our community and in the current climate the expectation is that this is likely to continue for the foreseeable future.

Persons Served – the total number of people served at the time of reporting 2022 was 4,253, 1,572 children and 2,681 adults. 569 people were served in the month of December compared to 449 (up 26.7%) in November, this is by far the highest monthly total of the year. 89% 3. Stock movements – the demand represented by the vouchers above requires stock to service the parcels and during the year, whilst there have been times when certain USERS IN ASIA items have all but run out, stock levels have been maintained with, at the end of the year, a small net outflow of stock of 478kgs. The high demand in December (7.0 tonnes distributed in parcels) was wonderfully answered by an inflow of stock of 8.5 tonnes, 5.7 of which came from the two main supermarket donors Sainsbury’s and Tesco.

Stock shortages – there are ongoing shortages of various stock items which are publicised on the Food Bank website and published weekly in the St Andrew’s notice sheetwhich goes to all church members. These shortages also form the basis of specific requests that appear with the various blue bins and when collating shopping lists for the onsite collections at the supermarkets.
Commencing early 2023, we are now offering clients the opportunity to get debt and budgeting support in partnership with the Citizen's Advice Bureau who are running 'Let's talk money' fortnightly on Fridays. There will also be a mental health and money workshop available to clients on Friday the 31st of March at 10am.

Transforming Lives for Good / Kinson Academy
All over the UK, children are struggling in school for all kinds of reasons and many families are suffering without hope. The effects of bullying, bereavement, family breakdown, poverty or being in the care system can have a huge impact on a child's education. Some children may be struggling with a lack of confidence, have no positive role models, or just need an adult to talk to. In partnership with TLG Early Intervention, St Andrew's Kinson offers a practical solution to support children, families and schools in their community. Since partnering with TLG, St Andrew's Kinson has trained 6 coaches who have supported 8 children and their families in our local community.
As part of our partnership with the Kinson Academy, Clergy attend the school to conduct assemblies and our church and church centre is made available to support school projects and learning opportunities as required. The Reverend Lee Shirvill is also ViceChair of the Academy Advisory Committee.
Churchyard Gardening Club
The Gardening Club meet on Monday evenings from Spring through to Autumn and provide an opportunity for fellowship, encouragement and support to those who gather 89% to maintain the grounds around St Andrew’s Church.
Maintenance of the Churchyard requires a number of hours each week mowing, USERS IN ASIA strimming, but also tidying up around graves and ensuring that visitors to the grounds have clear access and can find solace in peaceful and safe surroundings. As we think about our vision for the future it is hoped that the Gardening Club will be a great avenue through which to build on our partnerships with other community groups, provide an accessible space for all to enjoy and enable us to be good stewards of all that has been entrusted to us - buildings & the local flora and fauna.
Community Partnership and Events
In partnership with the local BH10 and 11 Business Association, St Andrew’s Kinson supported both the Queen’s Diamond Jubillee community celebrations and the Christmas Fair held at the Kinson Community Centre in 2022. We look forward to supporting similar upcoming events in 2023 including the Spring Fair, scheduled for May.

Worship and Prayer
At the time of writing this report, there are 102 parishioners on the Church Electoral Roll. Our Worshipping Community during 2022 was 133. As well as our regular corporate worship gatherings, we enable our community to celebrate and thank God along the milestones that mark our journey through life.
Through baptism we thank God for the gift of life, in marriage public vows are exchanged with God’s blessing and through funeral services friends and family express their grief and give thanks for the life which is now complete in this world and to commend the person into God's keeping.
We celebrated 8 baptisms, 6 weddings and held 15 funerals in our church during 2022.
We were also responsible for conducting 6 services at the Bournemouth Crematorium.
Deanery Synod We now have all three of our permitted Deanery Lay Representatives in place and thank 89% Rachel Shirvill, Simon Wareham and Su Patterson for being willing to serve the wider Deanery in this way. Membership of Deanery Synod provides the PCC with an important USERS IN ASIA link between the parish and the wider structure and mission of the church. As a parish we are committed to the Poole and North Bournemouth Deanery and the collective Deanery strategic plan currently being developed for approval this year.
Life Groups and Pastoral Care
Some members of our parish are unable to attend church due to sickness or infirmity. Reverend Lee and Reverend Elaine, with the support of our LIFE Groups, have attended all church members who have requested it to offer prayer support and communion at their home or in hospital.
Each of our 6 LIFE Groups are made up of regular attendees with the remainder of church members distributed across the groups as 'associate members'. All members of the church family are now connected to a LIFE group and by extension to support, prayer and encouragement.

Historic Church and Church Centre
The maintenance and upkeep of both buildings and the churchyard in our care is of great importance to the PCC. It is important for now, for the usage we and others derive from them and for the future, for we are the custodians of them in this generation and it is our responsibility to pass them on to the generations that will follow us.
The main activities attended to during the year include:
· Main Church building – much of the work here has been preparational. Work is required on the coping stones up on the roof and during the year work has been undertaken to secure the necessary faculty to carry out the work, it is expected that this work will take place during 2023. Also, during the year there has been a long dialogue with Salisbury Diocese to secure another faculty to enable us to replace the main church door with a new glass door. Early in 2023 this faculty was finally granted, and work is now underway with a supplier and our stone mason to install the new door during the first half of 2023. Additionally, during the year our architect carried out his Quinquennial inspection of the 89% church building. The report was received by the PCC during the last quarter of the year and the council is now considering the prioritisation of the works that have been USERS IN ASIA identified. It seems inevitable extra funding from internal and external sources will be required to carry out much of the work proposed by the report.
· Church Centre – as indicated elsewhere in the report, this is a most valuable asset to the gathered community. It has acted as a venue for our gathered times whilst the main church building has been too costly to heat, and it also acts as a venue for the Food Bank and many other community activities. The main works on the building during the year have been of a maintenance and continual improvement kind. However, one significant long-term work was completed with the installation of a solar panel array on the roof. This will act to reduce our energy bills going forwards but is also environmentally the right thing for us to do.
Lastly, during the year there has been dialogue between the PCC and BCP Council to secure planning permission to replace all the now out of date and no longer fit for purpose windows in the centre. This remains ongoing at the time of writing.

As you will glean, all of this requires significant work much of which is done by a small group of very dedicated individuals, who give up many hours, tenderly caring for these most precious parts of our infrastructure. We are so very grateful for all their efforts.
These are valuable resources entrusted to us by God and the PCC is determined to ensure that they remain fit for purpose into the long-term.

Volunteers
We would like to thank all the volunteers who work so hard to make our church the lively and vibrant community it is. In addition to those who exercise leadership on the PCC and those who volunteer in the parish office, it would be impossible to connect with our community as we do were it not for the many volunteers who give up their time each week.
From leading LIFE Groups, keeping the churchyard in good order, assisting and leading in various ways at our corporate gatherings (ie: mid-week Morning Prayer and weekly on Sundays), on subcommittees covering finance, pastoral care, building maintenance, worship and ministry to our Children and Youth and supporting the work of the Foodbank are just a few areas that rely heavily on volunteers.
There are too many people to name individually, but on behalf of the PCC we say thank you and God bless you for all you do in supporting the mission and ministry of St Andrew's Kinson.

Mission and Evangelism
Helping those in need is a demonstration of our faith.
We are also committed to supporting those who are called to share the good news in places beyond our local community. From our funds raised in 2022, we have allocated £13,312; which was distributed to CPAS Ventures Mission, the Church Mission Society through supporting a family in South East Asia, Good News of Peace and Development for Rwanda (GNPDR), World Vision Child Sponsorship and Transforming Lives for Good (for more details please see the Financial Review on pages 11-21).
In addition, we supported the Save the Children Christmas Jumper Appeal raising £333.97 towards the end of 2022. We continue to support the Treloar's School and College for Young People living with disabilities and hope to find alternative ways to raise funds in support of their programmes. We also seek to support local initiatives where we can bring some hope and support to those living in the Kinson, Northbourne and West Howe area.
Safeguarding
"Safeguarding is at the heart of our Christian faith. We are all made unique and in the USERS IN ASIA image of God. Jesus came that we might have life, and have it in abundance." (John 10:10) ++Welby - from the introductory message in 'The Parish Safeguarding Handbook'.
The St Andrew's PCC is committed to ensuring the church of St Andrew's, our worshipping community, all related activities, as well as the external groups and individual hirers of the Church and all facilities, are safe places where everyone, and especially children, young people and vulnerable adults are cared for, respected and kept free from physical, emotional and spiritual harm.
As the designated Parish Safeguarding Officer, I am required to report to the PCC at each monthly meeting. I am pleased to report that no reportable Serious Safeguarding Incidents were made known to me or reported to the Diocese during 2022. Our Safeguarding Handbook and Domestic Abuse Policy have been updated and endorsed by the PCC for 2023.

Financial Review
No legacy this year! But what we have had is another financially stable year, despite some stormy conditions along the way, in which we have been able to fulfil all the works of ministry that the PCC had committed to. The funds for this work have come in the main from the generosity of members of the congregation here at St Andrew’s. Despite peoples’ incomes being under pressure, people have responded to the Generosity Project teaching and given to the Lord’s work. This has not been easy for many, and this is all part of taking up one’s cross and following our Lord Jesus, which people have gladly embraced. I am very grateful to all who took heed of our requests and reviewed and, in many cases, increased their giving during the year.
The audited year-end accounts are contained within the wider report, and they supply the finalised statement of St Andrew’s financial position at the end of 2022. However, I would like to highlight several key points:
· The accounts show a year-end surplus, £11,893, this is across all the operations of the church including the Food Bank. We have been blessed by several significant donations during the year which are outside of the general giving and other operating 89% income – these have been the main contributors to this surplus.
· Giving income in the year amounted to £70,513 which was an amazing total considering the pressure on peoples’ household incomes in the year. From this giving, a further £15,135 was generated from the HMRC Gift Aid scheme.
· One of our most significant income generators is the Church Centre and the hire of its various spaces. We have a large (and increasing) base of very regular users, and a growing number of more casual users who, in total, generated £21,595 in income across the year. This is why all maintenance activity is very important to protect this most important asset.
· Overall expenditure is up in 2022 at £154,943, compared to £138,893 in 2021. Main contributors to this increase included increased Parish Share, up nearly £3,100 for the year; increased administrative costs, up nearly £2,500 for the year and an additional £5,000 given to various mission partners following the blessing from the Vivian legacy in 2021.

· As always, our greatest single expense is the Parish Share payment made to Salisbury Diocese. In 2022, the Share figure was £65,442, costing us nearly £5,500 every month. This figure has now gone up to £67,744 (up 3%) for 2023. For the whole of the year the giving to Share ratio at 130.9% slightly up from year-end 2021, the diocesan guidance is that this should be at least 100%, so this remains a very positive position.
· The total amount given to mission stands at £13,312. This money is divided up between Lex and Alan Hamilton (via the Church Missionary Society), the Church Pastoral Aid Society, Transforming Lives for Good, World Vision (child sponsorship) and Good News of Peace and Development for Rwanda (via the CRED Foundation). The £5,000 mentioned above was sent to GNPDR, Lex and Alan Hamilton and also a donation to Mission Aviation Fellowship. In addition to these figures the Food Bank expenses also includes quarterly support for the Gathering Community Church Food project and £2,000 to the DEC Ukraine appeal.
2022 had the potential to develop into a very tricky year, with the impacts of the war in Ukraine beginning to bite on household incomes. In the latter part of the year, we started to feel the full effects of the hike in energy costs that we had been sheltered 89% from by a fixed-term contract that ended in October’22 and these will run on well into 2023, and there is still significant uncertainty as to what ongoing support will be forth USERS IN ASIA coming from the government as the year unwinds. But our God has been, as always, so generous to us and we have gotten through 2022 in a relatively stable position. Cash flow has been tight, but funds have always turned up when we have needed them. Our Lord continues to provide for us and for this we are forever grateful.
Once again, I must record my enormous thanks to Janette Rich who continues to diligently manage the nuts and bolts of the day-to-day finances of the church. Her careful attention to detail means that our underlying accounting records are of the highest quality, and this makes the annual preparation of our accounts by our accountants a very straight forward task. We are very blessed to have such a competent and dedicated person looking after our pennies! Thank you, Janette.
The God we serve is a very big God! And from the depth of his resources, we have been richly blessed. As we look into 2023, we trust in his unending goodness and generosity to bless the work that he has ordained in this place. To Him be the glory.

Reserving Policy
As at the end of 2022, our main bank accounts had the following balances:
The combined balances of the accounts detailed above is, as indicated in the Report and Accounts below, is £118,393. Comments on the individual are as follows: 89%
· The CAF Cash Main account balance has significantly reduced from the position at the last year-end, this is attributable to the final balance for 2021 still contained a rump USERS IN ASIA of cash from the Vivian legacy, received late 2021, which was disbursed early in 2022. The final year-end balance for 2022 saw this account in a stable position covering nearly two months Share payments to the diocese.
· The Building Fund balance has declined during the year with the principal movement being £14,884.13 for the purchase of the Solar Panels now installed on the Church Centre roof. This capital project is an investment for the long-term future of the site and fits well with our longer-term environmental aspirations.
· CAF Food Bank account balance was high at the year-end having received various donations throughout the year with little very significant expenditure having been made. This is despite ongoing support for the Gathering Community Church’s food poverty project in South Africa and the donation to the DEC Ukraine appeal (see above). In early January’23, under advice from the Food Bank Management Team £10,000 of the balance was transferred to the Food Bank salary reserve.

· The CAF Gold account now contains all major donations monies received for the Food Bank, small ongoing donations remain in the CAF Food Bank account for ongoing operations, whereas this reserve is used to fund the medium-term salary costs of the current Food Bank Project Champion.
· The CAF Gold – Training and Equipping Reserve are funds designated by the PCC out of the Vivian legacy to address specific, significant training and equipping needs that are identified by the PCC in pursuit of the church’s longer-term vision and mission.
· CMCU PCC Reserve contains the balance the PCC has identified under its reserving policy to hold a prudent level of funds to cover significant stresses to our day-to-day cash flow (see comment below).
As previously indicated when reporting to the APCM, it is the PCC declared policy to hold a reserve balance of 3 times our parish share which, at the current share level which is increased a further 3% in 2023, would equate to £16,851. This means that currently the reserve balance is slightly below the level set out by this policy. However, with the significant and uncertain head-winds ahead in 2023, in respect of inflation and in particular energy costs, no further transfer to reserves will be made at this time. 89%
However, I would like to point out to the APCM that this reserve is not held to hold onto USERS IN ASIA funds that could be spent on ministry. We have been blessed and part of the ministry of the people of God is to continue to ensure that they are a blessing to the people they live amongst in this community and in the wider world. These reserves will be constantly overseen by the Treasury Committee and the PCC to ensure they are not held arbitrarily but if need arises, we will be able to respond. As indicated in the recent letter from the Rector and the Wardens, the PCC budget for 2023 is very tight and will require additional income if we are to avoid resorting to our reserves to maintain operating cash flow.
The balances we hold are in trust from God and we praise Him for His abundant provision and our commitment to Him is to be wise, prudent stewards of them.

Structure, Governance and Management
The method of appointment of PCC members is set out in the Church Representation Rules. At St. Andrew’s the membership of the PCC consists of the Incumbent (our Team Rector), Churchwardens, and nine members elected by those members of the congregation who are on the electoral roll of the church. All those who regularly attend our gatherings / members of the congregation, are encouraged to register on the Electoral Roll and stand for election to the PCC.
PCC members are responsible for collaboratively deciding on matters of general concern and importance to the parish, including deciding on how the funds of the PCC are spent to advance and sustain mission and ministry.
The full PCC met nine times during the year with an average level of attendance of 83.3%. Meetings continue to be held on a monthly basis, each meeting having a business element (trellis) followed by a mission and ministry (vine) section -
~ Business (trellis), informed through recommendations and suggestions from the Standing Committee, covering Finance, Foodbank and Buildings: and also for part of 2022, a regular review of guidance in relation to any COVID measures required. 89% ~ Mission and Ministry (vine), informed through recommendations and suggestions USERS IN ASIA from the Gatherings Team, LIFE Group Hosts and the Children and Youth Team which feed directly into the PCC.
The PCC’s Annual Mission & Vision Day was held on 15th January, 2022, when discussions and group work were focused around review and discussion of our five-year vision for the future – and on the identification of priorities (refer pages 3 & 4).
We continue to praise and give thanks to our loving and forgiving Father, for His generosity towards us, and for His many blessings upon us so that we might share those blessings with others in shining His light within our wider community.
