Annual Parish Church Meeting 2021/2022

When planning our activities for the year, we have considered the Commission’sguidanceonpublicbenefitandthesupplementaryguidance on charities for the advancement of religion. In particular, we try to enable ordinary people to live out their faith as part of our parish community through:

Worship, prayer and small home groups; learning about the Gospel and developing their knowledge and trust in Jesus.

Provision of pastoral care for people living in the parish.

Missionary and outreach work; including our commitment to our Kinson & West Howe Food Bank, Church Missionary Society, CPAS Ventures, Good News of Peace and Development for Rwanda (GNPDR), Healing On the Streets and partnership with Transforming Lives for Good (TLG)

Partnerships with local community groups, including Tesco Kinson, the Kinson Business Forum and the North Bournemouth Area Forum.

To facilitate this work it is important that we maintain the fabric of St Andrew's Church and the Church Centre Complex.

To that end, substantial works have been completed to bring our buildings up to date - details outlined under heading Fabric Report - Church Building & Church Centre on pages 15-16.

Towards the end of 2014, the PCC and members of the parish worked together to formulate a renewed mission and vision, which was launched in the Parish in February 2015:

Every year in January, the PCC meet to review our mission and vision; to pray about, discern and agree our focus for the year ahead.

On Saturday the 15th of January the PCC identified three areas that we would like to see develop in the life of our church community and for the development and use of our buildings and land during 2022:

Community:

That St Andrew's would be a community of faith identified by:

'One Another' - Biblical love; dynamic relationships, built on mutal respect and support.

A lived out 'Priesthood of all believers', where every member has an opportunity to serve, using their God-given gifts.

Prayer happens informally and spontaneously.

There is a tangible sense of family, made up of a diverse group of people, reflecting our local community where there are no distinctions due to age, gender or background.

An openness to newcomers and a commitment to welcome and provide opportunities for new members to find a place of belonging.

Spiritual Growth:

That discipleship at St Andrew's would be seen as an important part of what it is to be a member and that opportunities would be available to suit the diverse group of people that make up our church community through:

One to One Bible Study.

Encouraging members to explore faith development at home.

Ensuring St Andrew's LIFE Groups are central to our life together; keeping our mission and vision central to who we are and facilitating opportunities for prayer, pastoral care and spiritual growth.

Outreach and Evangelism:

We recognise that we are blessed in many ways. God has blessed us with buildings, gifted members and most of all the good news of salvation.

We are committed to ensuring that we don't hold these blessings too tightly, keeping them to ourselves.

All that we have been given, we are called to use for the benefit of our local community; serving where we feel called and sharing both our resources and our faith with those who are not currently members of our church community where we have the means to do so.

We also spent time considering how we might develop our buildings and land. To that end, we are committed to:

Developing partnerships with local community groups.

Ensuring our buildings and land are accessible for all those who use our spaces, regardless of age or physical ability.

Biblical Stewardship - to ensure that we leave the next generation with the resources needed to further the mission of the church in the years to come.

Team Rector's Report

It is with gratitude and thanksgiving that I present this report for the 2021/22 APCM. The restrictions that took such a hold on us over 2020, and much of 2021, continue to be eased and there is a momentum beginning to build, as we look to the year ahead.

The reality is that COVID-19 is still very much a 'live' issue, but I for one am thankful for all the work that has been done by those who are administering vaccinations locally and continue to provide health care and support during such difficult circumstances. We remain committed to ensuring our church gatherings and church centre are safe places and to do all we can to encourage common sense and a shared commitment to keeping COVID-19 at bay.

Whilst we remain vigilant, we move forward under God into a new year filled with many opportunities to live for God as members of the St Andrew's Parish. We certainly have an exciting year ahead. Before looking forward, a quick review of 2021...

Last year provided an opportunity for me to take a three month Sabbatical. I am thankful for the time afforded to me for rest, renewal and refocus. During this three month period, I was able to complete an assignment that formed part of my Masters in Applied Theology. This provided scope to examine Christian Leadership and some of the pitfalls that can sometimes arise. Along with a week in Keswick attending the Influential Leadership Course, the Sabbatical has been such a blessing to me. I am sure I will look back and see this time as a significant period in my ongoing development as a disciple of Jesus and Pastor to God's people.

The face to face teaching that forms part of my Masters in Applied Theology is almost complete. I will then have two years to complete a 40,000 word dissertation. I am currently seeking to clarify the topic and title in my mind, but one thing is clear, whatever the subject matter, the exercise will be one that

enhances my leadership and service to our church family and the community served by St Andrew's.

As I look back on 2021, I am thankful for the people that God has placed around me and my family. Reflecting on the resilience of the people of God at St Andrew's Kinson and your commitment to gospel ministry despite all that COVID-19 and the associated restrictions have thrown at us, I cannot help but feel a sense of pride. At all times, but particularly in the face of the difficulties of 2020 and 2021, this church family continues to be a testimony to how, faithfulness, humility, patience and love can be a powerful force in the face of any challenge.

Last year was the final phase of Darren 'Dean' Dalton's curacy and he is now licensed to serve as Team Vicar in the Benefice of Great Chesham with particular focus on the churches of Christ Church Waterside and St George's Tyler's Hill. Darren and Steph blessed us with many gifts and made a huge and positive contribution to our worshipping community here in Kinson. We will miss their family very much, but continue to support them in friendship and prayer.

As you will have noticed from pages 4 and 5 of this report, your PCC has a clear direction of focus for the year ahead. Can I please encourage every member of this church family to commit themselves to praying for all those in leadership in the Parish. We have an exciting year ahead.

The end of March ushers in the start of A Passion for Life 2022 and will span Holy week through to the weeks of April that follow Resurrection Sunday. It seems like the perfect time to then relaunch our LIFE Groups around a defined vision that will see LIFE Groups provide a solid foundation for discipleship and gospel ministry in the years ahead.

Our Sunday gatherings and LIFE Groups will focus us on what it is to be a member of St Andrew's Kinson - more than that, they will hold before us the question: what does it mean to have our identity in Christ and how might our

identity as one of his disciples be lived out day by day?

Iappreciatethat'Identity'hasbecomesuchabuzzwordtoday.Thereismuch said and written about respecting and recognising an individual's true identity. Sometimes we get it right and sometimes we get it wrong - many would have us see identity as a very fluid state of being.

However,thereisoneperson'sidentitythatwejusthavetogetright.Because if we don't get Jesus' identity right, we are in danger of relating to him in all the wrong ways - we may even end up ignoring him completely. The gospel of Mark is quite clear, Jesus is the Christ, "the Lord" over sickness, nature, death and sin. In Mark's gospel, as Jesus teaches, calms the storm, raises the dead, heals the sick and forgives sin, he is acting in God's world, with God's authority. He behaves as if he is ruler over everything, as if he is God himself.

I hope as 2022 continues to unfold, we will bring everything we do into the context of who Jesus is; who he calls us to be and what he calls us to do.

My prayer for 2022 continues as it did in 2021; that we continue to grow into what it is to be a church shaped by the principles of community life and fellowship, not just for our own sakes, but for the glory of God and the building of His kingdom. That as we grow in our knowledge of God and of his Son Jesus Christ, every member of St Andrew's Kinson will exercise godly leadership in the way they positively influence others and share their gifts among one another and in the wider community of Kinson and Northbourne - indeed wherever we may find ourselves serving others.

I remain expectant and hope-filled for the year ahead, with eyes fixed on Jesus; ready for all what God has in store for us in the year ahead. I hope you will join me as we pray for His kingdom to come on earth as in heaven in ever increasing ways.

Church Wardens' Report

As restrictions come to an end, we have so much to be thankful for this year. Every year we are astounded by God’s grace, provision, and blessings and this year is no different. As we reflect on the past year we can’t help but give thanks and glory to God in every situation. Although the last 2 years in some ways seem to blur into one regarding restrictions, God has been, is, and will remain both sovereign and faithful.

It was both a relief and a blessing this year to be able to invite the local community to celebrate Christmas with us in (almost) our usual fashion. It was beyond our greatest expectations to see members of the church reaching out and engaging with visitors, not through obligation, expectation or duty, but from a genuine desire to reach out to others and the lost. This has been a real source of encouragement and really shows the growth taking place across the whole gathered community.

We have been blessed by Darren and his family, and as his curacy finishes, we remain grateful for the time and energy and involvement they have given to the fellowship and local community. Although we as a church are confident that God has called Darren down this path it is still hard to see someone relocate as both he and his family had become a such a valued and vital part of our body at St Andrews. We will remain united through Christ and continue to love him and his family holding them in our prayers.

We, as part of the Church of England, have been encouraged to explore Living in Love and Faith (LLF). We would like to thank the PCC as they have diligently looked at the scriptures and explored the materials given, continuing to be directed by the Word and by the Spirit. They have done this whilst making and reflecting upon other, operational, financial and spiritual decisions throughout the year.

As the finance report shows, we have received funds from many different sources, some larger and some more unexpected than others. Although it is easy to focus and apportion greater thanks to God for the larger amount received, it is important to remember when Jesus taught his disciples, highlighting the widows offering in Mark 12:41 NIV, that it is our heart and attitudes to giving that is important. With that in mind we have been so

blessed as the faithful fellowship of believers at St Andrews have continued to give both time and finances throughout the pandemic remaining steadfast and devoted to the community we have. The church, centre and churchyard remain in very good condition, which can only be credited to the diligent work of a small number of individuals who give tirelessly of their time and energy.

Another aspect of church life that we must give thanks for is the implementation of Faithlife as a tool for the members to use. It has undoubtedly had an extremely beneficial impact on how we support each otherasdisciples,especiallythosewhostruggletodothisinperson.Thishas not been down to the program itself, as this has only helped facilitate change. It has come from the willingness of many to step-out in faith to embrace new ways for the sake of their fellow brothers and sisters in Christ. We would like to thank Lee, for his leadership in bringing this in, but also those who have found this difficult, and persisted, often overcoming apprehension and varying levels of anxiety.

WecontinuetogivethanksforReverendLee,Rachelandtheirfamilyfortheir wholehearted commitment to Ministry and Mission and the continued blessing they bring to the church family. We offer thanks, too, to all the volunteers who continue to give so freely of their time and gifts to support and care for our Church and Community.

As in our report for 2020, we will finish with the same statement knowing that God and His promises are unchanging. Our hope is in Christ who is our assurance in a time of uncertainty. We eagerly look forward to 2022 with expectancy for how God will direct us as a fellowship and mould us as a community knowing that he remains in control.

Worship & Prayer

At the time of writing this report, there are 99 parishioners on the Church Electoral Roll. Our Worshipping Community during 2021 was 142.

As well as our regular corporate worship gatherings, we enable our community to celebrate and thank God along the milestones that mark our journey through life.

Through baptism we thank God for the gift of life, in marriage public vows are exchanged with God’s blessing and through funeral services friends and family express their grief and give thanks for the life which is now complete in this world and to commend the person into God's keeping.

We celebrated 8 baptisms, 10 weddings and held 20 funerals in our church during 2021. We were also responsible for conducting 5 services at a crematorium.

Pastoral Care

Some members of our parish are unable to attend church due to sickness or infirmity. Reverend Lee and Reverend Darren, with the support of our team of Pastoral Care Leaders and Home Visitors, have attended all church members who have requested it to offer prayer support and communion at their home or in hospital. St Andrew's is blessed to have 4 Pastoral Care Assistants and a growing team of vounteers, who share in the pastoral care of members of the church family as needed.

At the beginning of March 2020, we launched our Pastoral Partner Scheme (PPS) which seeks to link our small group members with those who fall outside of this ministry.

The PPS scheme will be further developed and strengthed as our LIFE Groups are re-launched after Easter 2022.

Deanery Synod

We now have all three of our permitted Deanery Lay Representatives in placeandthankRachelShirvill,SimonWarehamandSuPattersonforbeing willing to serve the wider Deanery in this way. Membership of Deanery Synod provides the PCC with an important link between the parish and the wider structure and mission of the church. As a parish we are committed to the Poole and North Bournemouth Deanery and the collective Deanery strategic plan currently being developed for approval this year.

Mission & Evangelism

Helping those in need is a demonstration of our faith. To that end we continue to be committed to serving local members of our community experiencing financial hardship. Our Foodbank, operated in association with Trussell Trust, continues to meet the needs of local families and has distributed emergency relief parcels to 2,024 Adults and 1,230 children through during 2021.

We are also committed to supporting those who are called to share the good news in places beyond our local community. From our funds raised in 2021, we have allocated £8,554 which was distributed to CPAS Ventures Mission, the Church Mission Society through supporting a family in South East Asia to the Good News of Peace and Development for Rwanda (GNPDR), World Vision Child Sponsorship and Transforming Lives for Good (for more details please see the Financial Review on pages 16-21).

In addition, we supported the Save the Children Christmas Jumper Appeal raising £143.50 towards the end of 2021. We continue to support the Treloar's School and College for Young People living with disabilities and hope to find alternative ways to raise funds in support of their programmes.

Safeguarding

During 2021 the St Andrew's Safeguarding Handbook (SASH) was entirely re-written and updated; it was approved for use by the PCC on the 25th November 2021 and is available on the church website and as a hard copy in the Parish office.

Just a reminder here that 'safeguarding' is the term used in the United KingdomandIrelandtodenotemeasurestoprotectthehealthandwell-being, including but not limited to emotional, physical, mental and spiritually wellbeing, of individuals which allows people and especially children, young people and vulnerable adults to live free from abuse, harm and neglect.

I am grateful and thankful to report that St Andrew's has had no serious safeguarding incidents that required any action as per the SASH guidelines and protocols within 2021.

Fabric Report - The Church Building & Church Centre

2021 began with news of a bequest that might provide some funds that would allow us to begin to catchup on some of the urgent maintenance projects, such as the repairs to the coping stone around the church. Unfortunately, it soon became clear that the legal process involved would prevent the funds being released before late 2021 and this along with the other financial challenges on our budget because of Covid-19 meant that 2021 would be another year with very limited funding for building related activities.

In the church a damp patch was found on the wall near the organ console and the resulting investigation found a blocked downpipe outside. Resolving this problem resulted in the replacement of several sections of gutter and provided an opportunity to check, clear and repair most of the gutters and downpipes around the church. There is more work to do once further funding is available but thanks to all those who helped make these improvements

possible.

Our stonemason finished making a new stone cross to replace the one destroyed in the storm at the start of 2020, and it is now in its place on the church roof.

Despite the restrictions of Covid-19 a small team have kept on top of the important maintenance tasks throughout the year, such as lifting and relaying a few of the paving slabs near the church entrance.

In addition to the maintenance and repair activities that need to be completed there are also several capital projects that we would like to progress and in July the PCC gave permission to apply to the Talbot Village Trust (TVT) for a grant to help fund the installation of solar panels and the replacement of the windows of the church centre. This application has been successful and in November we heard that the TVT has awarded us a grant of £20,000 towards these projects.

We give praise that there were no buildings issues that our small team were notabletodealwithwhilstalsofollowingCovid-19guidelinesandforthefunds that have become available that will allow us to progress church repairs and capital projects on the church centre in 2022.

We pray for sustainable funding solutions to allow for the repair and maintenance of the buildings in our care so that they remain available for the mission of God’s church here in Kinson.

Financial Review

When I reported to the APCM in March 2021, I expressed my praise to our great God for his provision and my trust that, despite all the uncertainties that still swirled around at that point, he would continue to bless us financially in 2021. As always, He has shown us His faithfulness to us and we have indeed been blessed, again to His praise and glory.

The uncertainties we faced across the year meant that for most of the year our

cashflow was very tight and at times we were very much living on trust as to where the short-term cash would come from, but the Lord provided. Finally, as the year came to a close, in December we received a most generous legacy from a lady whose funeral had been held at St Andrew’s previously. This amounted to an incredible £77,597, indeed a most generous gift. The allocation of these funds has been discussed by the PCC and the main chunks of this allocation are to our general reserves (see note below), our building reserves to carry out various projects, the setting up of a training and equipping reserve to support the ongoing growth of ministry at St Andrew’s and a gift to mission work. This legacy has come in God’s timing and again we praise him for it.

The legacy, however, is not the whole story, the most important part of the financial stability of the parish is based on the ongoing generosity of the St Andrew’s congregation who continue to give, in many cases, sacrificially to the work of the church, week in week out. I recognise this giving has been difficult for many, with all the uncertainties that are layered upon us and with the general cost of living now starting to grow rapidly. I say thank you, on behalf of the PCC, but I would also encourage you to review how much you are currently giving and see if there is any extra available in your “jar of oil.” The future demands of ministry require significant funding and it is up to us, as disciples of Christ, to ensure that this is supported financially.

The audited year-end accounts are contained within the wider report, and they supply the finalised statement of St Andrew’s financial position at the end of 2021. However, I would like to highlight several key points:

and funerals and from the hire of the hall, both increased year on year. The fees going up by £3,657 (28.7%) and hall hiring by £3,282 (46.5%). The hall hire income is now back to a good level and this reflects the investment made on the Church Centre to make it an attractive venue.

The financial blessing, we have received at St Andrew’s during 2021, has been incredible and as I have indicated above, our Lord has been hugely faithful to us throughout the year. We have been blessed and we have been able to bless others, which is of course what is required of us as a covenant people.

Despite the blessing of the legacy, day to day cash flow into 2022 will continue to be tight and we will need to manage our financial resources wisely and prudently during the remainder of the year.

Finally, I must record my enormous thanks to Janette Rich who continues to diligently manage the nuts and bolts of the day-to-day finances of the church. Her careful attention to detail means that our underlying accounting records are

of the highest quality, and this makes the annual preparation of our accounts byouraccountantsaverystraightforwardtask. Weareveryblessedtohave such a competent and dedicated person looking after our pennies! Thank you, Janette.

I cannot emphasise it enough, that we owe all this blessing to our great and glorious Lord, He is our Great Provider and to Him we are forever grateful.

Reserving policy

As at the end of 2021 our main bank accounts had the following balances:

Additionally, there is our reserve account at the Churches Mutual Credit Union which at the 2021 year-end had a balance of £3,147.42. This balance at CMCU has remained unchanged from 7[th] February 2020 as no dividends have been paid by CMCU since that date.

As indicated in the other section my reporting above, the balances indicated above have benefited significantly from the Vivian legacy received at the end of 2021.

both the main Church building and the Church Centre.

As previously indicated when reporting to the APCM, it is the PCC declared policy to hold a reserve balance of 3 times our parish share which, at the current share level (now increased for 2022 having been frozen during the pandemic), would equate to £16,361. I am very pleased to inform the APCM that with effect from 14[th] January 2022, this full reserve balance is now in place at the CMCU, meaning we are for the first time in a long time holding what we believe to be the right, prudent amount of reserves, in line with diocesan guidance. This is a matter of huge praise to our Almighty God who has given us such a wonderful provision.

However, I would like to point out to the APCM that this reserve is not held just to make us feel good! We have been blessed and part of the ministry of the people of God is to continue to ensure that they are a blessing to the people they live amongst in our global village. These reserves will be constantly overseen by the Treasury Committee and the

PCC to ensure they are not held arbitrarily but if need arises, we will be able to respond. Also, the PCC budget for 2022 is very tight and requires a significant increase in giving if the ministries backed up by the budget are to be maintained in a healthy form.

Volunteers

Wewouldliketothankallthevolunteerswhoworksohardtomakeourchurch the lively and vibrant community it is. In particular we want to mention our churchwardens Dave Aston and Simon Wareham. Both have worked so tirelessly on our behalf with Dave focusing his time on supporting the Buildings Committee and Simon on Parish Finances and Operations. Simon, asParishTreasurer,continuestobeassistedbyafantasticteamduring2021 including Janette Rich and Rachel Turner-Smith.

Our Parish Administration Team includes Steve Griffiths and Tracy Smith who both ensure that the Church Centre runs smoothly by supporting the Parish Administrator Rachel Turner-Smith; as we receive Hall Hire, Wedding, Funeral and Baptism enquiries.

In addition to those who exercise leadership on the PCC and those who volunteer in the parish office, it would be impossible to connect with our communityaswedowereitnotforthemanyvolunteerswhogiveuptheirtime each week. From leading LIFE Groups, keeping the churchyard in good order, assisting in various ways during our corporate gatherings on Wednesdays and Sundays, on sub-committees covering finance, pastoral care, building maintenance, worship and ministry to our Children and Youth and supporting the work of the Foodbank are just a few areas that rely heavily on volunteers.

There are too many people to name individually, but on behalf of the PCC we say thank you and God bless you for all you do in supporting the mission and ministry of St Andrew's Kinson.

Structure, Governance and Management

The method of appointment of PCC members is set out in the Church Representation Rules. At St Andrew's the membership of the PCC consists of the incumbent (Team Rector), churchwardens and members elected by those members of the congregation who are on the electoral roll of the church. All those who attend our services are encouraged to register on the Electoral Roll and stand for election to the PCC.

The PCC members are responsible for collaboratively deciding on matters of general concern and importance to the parish including deciding on how the funds of the PCC are spent to advance and sustain mission and ministry.

The full PCC met formally on ten occasions last year, with an average attendance level of 71.4%. The PCC initially continued the pattern of formal business meetings, alternating with Vine-growing discussion meetings: but, in November, 2021, agreed a new Governance structure:

~ To continue to meet on a monthly basis, meetings having a business element, followed by a mission and ministry section.

~ Gatherings Team meetings, Pastoral Care and the ministry element of Children and Youth work feeding directly into the PCC.

The PCC’s annual Mission & Vision Day was held on 15th January, 2022, when discussions and group work were focused around gathering some thoughts about our vision for the future – what it looks like to be a people of God here in this place, and at this time.
