INDEPENDENT EWINER'S REPORT TO THE
TRUSTEES OF SOUTH WEST PEMBROKESHIRE LOCAL MINISTRY
AREA COUNCIL
I I have examined the f inancial statements of the South West
Pembrokeshire Local Ministry Area Council CIO (Charity Number
1138004 ) f or the f inancial year ended 31 December 2024.
Respective responsibilities of trustees and examiner.
2 As the Charity's trustees, you are responsible for the preparation of
the accounts. The charity's trustees consider that an audit is not
required this year (under Section 144(2) of the Charities Act 2011(the
2011 Act). Instead an independent examination should be carried out.
3 It is my responsibility to:
Examine the accounts (under section 145 of the 2011 Act
To follow the procedure laid down in the General Directions given
by the Charity Commission (under section 145(5)(b) of the 2011
Act. and
To state whether particular matters have come to my attention.
Basis of independent examiner's report.
4 My examination was carried out in accordance with the Directions and
Guidance Notes issued by the Charity Commissioners. An examination
includes a review of the accountin9 records kept by the Charity and a
comparison of the accounts presented with those records. It also
includes consideration of any unusual items or disclosures in the
accounts and seeking explanations f rom you as trustees concernin9 any
such matters.
5 You are reminded that the procedures followed do not provide all the
evidence that would be required in an audit. and consequently I do not
express an audit opinion on the view given by the accounts.
Independent examiner's statement
6 The accounts have been prepared in accordance with the SORP
accounting standard FRS 102.
7 However, this year the preparation was carried out using the

accounting product My Fund Accounting - a product designed to manage
the accounts f or churches and charities across the UK as recommended
by the Church in Wales for all Dioceses. This has proved a challen9e.
and the trustees have relied on the expertise of Data Developments to
correct the initial production of the Statement of Financial Activities
(SOFA). A report f rom Data Developments is attached f or
clarif ication.
8 My examination. has taken the above statement into account, but no
further matter has come .to my attention
which gives me reasonable cause to believe that in any material
respect the requirements
to keep accountin9 records in accordance with Section 130 of
the 2011 Act. and
to prepare accounts which accord with the accounting records
and to comply with the accountin9 requirements of the 2011 Act
have not been met: or
which. in my opinion. attention should be drawn in order to enable a
proper understanding of the accounts to be reached.

FOR THE YEAR ENDED 31 DECEMBER W24
The Trustees present their report together wtth the financial statements of the charity for the year
ended 31 December 2024. The Trustees have adopted the provisions of Accounting and
Reporting by Charities: Statement of Recommended Practice applicable to charities preparing
their accounts in accordance with the Financial Reporting Stsndard applicable in the UK and
Republic of Ireland (FRS 1 (Y2) (effective 1 January 2019).
OWEcfivES AND AcfNrriES
The provision of regular public worship.
The provision of sacred space for personal prayer and contemplation. Pastoral work, including
visiting the sick and the bereaved.
Teaching of Chri8tianity through sermons and small groups. Taking of Assemblies in local schools.
Promoting the whole mission of the Church in Wales in aiding community cohesion through
provision of activities for older people. mothers and toddlers and other specific groups.
The Local Ministry Area Council (LMAC) is responsible for promoting Mission and Ministry
throughout the Ll¥lA in conjunction with individual Churth Committees of the thirteen member
Churches.
The LMAC is committed to enabling as many people as possible to become part of the
community of LMA Churches. The LMAC maintains an overview of worship throughout the
Benefice and makes suggestions on how our services can involve the many groups that live in th8
Lf41A.
Individual Churches within the Benefice are free to structure th8ir services / events to suit the
needs of their own communty. Our services and wcythip wt faith into practice through prayer
and scripture. music and sacrament.
When planning our LMA activities for the year, our Cl￿gY, PCC and Church Committees have
considered the CommissiC￿'S guidance on wblic benefrt and, in particular, we try to enable
ordinary people to live OLrt their faith as part of our LMA communty through:
Worship and prayer; learning about the Gospel; and developing their knowledge and trust
in Jesus. Provision of pastoral care for people living in the Benefice. Mission and outreach
w¢xk.
To enable this, it is important that our Churches and Church Halls are maintained to a good
standard. Almost all the Churches are open during daylight hours to allow Church members and
members of the public a time of quiet Contemplati￿ and prayer.

ACHIEVEMEKf AND PERFORMANCE
Charitsble Aclivities
The Clergy and LMAC offer a variety of services through the week, including Sunday seNices at
most of the churches, weekday services, prayer meetings and Bible Study groups, depending on
the time of year and or the Lectionary. The services are held at differing times to allow those who
work, to have the opportunty to attend.
The LMAC meet regularly during the year. The Annual Vestry Meeting was held on the 2nd April
2025 where the reports were received for the preVI￿S year.
Having gone through a continued period of interregnum spanning 2022 through mid 2024, the
Pembroke and Peninsula group of churches (8 in all ) were supported throughout this time by the
remarkable work of Revd Joan Allen (non stipendiary) together with several retired clergy, an
enthusiastic Archdeacon, Ven Paul Mackness. Lay readers, Worship leaders and Church Wardens
ensured that a full range of services has C￿tinued. weddings. baptisms and funerals have
continued to take place throughout that time and the good news of Jesus proclaimed.
In September 2024 the Pembroke and Peninsula Churches were blep)sed and delighted to
welcome husband and wrfe clergy team the Reverend Heidi de Gruchy serving as Priest in Charge
for the Pembroke Group and LMA Dean and the Reverend William Lambert as Priest in Charge for
the Peninsula Churches.
By the end the of the 2024 the LMA was fully staffed with a new t&2m under the leadership of
Dean Heidi de Gruchy Revd, Reverend Alex Grace continuing her excellent work as Priest in
Charge of the Pembroke Dock group, Revd Hannah inducted as Priest in Charge of the Carew
Group and "reverend William Lambert at the helm of the Peninsula Churches Group. All this
together with a new Bishop fly the Diocese brought the year to a positive conclusi￿.
The Harvest, Carol services and celebration of Christmas were thus able to take place with
renewed vigour and joy along with many other expressions of Church in the Communities
throughout the LMA area, in particular. Bible study and Prayer meetings. Clergy have been
involved in various chaplaincies, monthly seniices at residential homes, various civic seNices,
weekly school assemblies throughout the LfvIA. as well as Sunday school and Messy church.
Each church making up the LMA has its own Church Committee, which deals with day-to-day
matters, including the maintenance and repair affecting their individual Churches and electing
members to represent them as trustees on the Local Ministry Area Council. Each church is now
responsible for paying their allocated Ministry Share to the LMAC rather than directly to the
Diocese. The LMAC Treasurer now has the responsibilty for paying the total LMA Ministry Share
to the Diocese.
Over the year. the LMAC oversaw the wcyk of the Charity as described above. Amongst the areas
covered were ensuring that Safeguarding wactices were raised at thiery meeting, that the Data
Privacy policy and Anti-Fraud, Bribery, Corruption and Malpractice policy was reviewed. The
financial structures were discussed with respect to central costs and clergy expenses and reports
given by the treasurer to the

Financial Position
It is the LMA'S policy to maintain a balance of unrestricted funds whwe possible, for emergencies.
Each of the thirteen member Churches (responsible for their own finances) is also encouraged to
hold a reserve. Whilst most of the thirteen Churches claim Gift Aid individualty, new regulations
will be in place during 2(r25 whereby Gift Aid is to be claimed by the LMAC.
The LMA'S main income comes from planned giving. collections, other giving and Church events,
flower festivals, Coff￿ mornings etc. The LMAC and member Churches endeavour to use
available income to advertise and encourage people to attend and learn about the ethos of our
Churches, and to provide pastoral care to those unable, due to health or disabilty, to attend our
Churches.
STRUCTURE, GOVERNANCE AND MANAGEMEMr
Governing Document
The charity is c(￿trOlled by its Goveming Document. a Deed of Trust and constitLrtes an
"unincorporated charty.
Trustees are nominated at the Annual Vestry Meeting by the indsvidual Church Annual
C￿gregatIOnal Meetings of the thirteen member Churches of the Local Ministry Area, to seNe on
the LMAC. Trustees are issued with a copy of °The Essential Trustee. booklet and can receive
guidance from the Ll¥lAC.
The South West Pembrokeshire LMA (rhe Charty) is part of the Diocese of St David's which is
one of six Dioceses in the Church in Wales. The LMA has thIrt￿n member Churches who have
responsibilty for the day to day running, finances and building maintenance through their
individual Church Committees with oversight and approval to proceed in Faculty application
granted by the LMAC.
The Churches are authorised by and responsible to the LMAC for all matters regarding th8ir role
within the LMA
