Introduction
| am pleased to be able to present the Annual Report for our Methodist Circuit, and trust that you will find the contents to be of interest.
It is my strongly held belief that the churches of our circuit remain firm in faith and resolute in their determination to offer the Gospel message to the people of South London.

The charity’s mission statement states that
The Blackheath and Crystal Palace Circuit promotes Methodism and Christian communities by actively Empowering, Supporting, Resourcing and Encouraging its member churches to increase awareness of God’s saving grace through Christ and His everlasting love.
The Charity’s approach to achieving that mission is by:

Public Benefit
We confirm the trustees have had regard to the Charity Commission’s guidance on public benefit.
Structure, Governance and Management
The governing document for the circuit is the Deed of Union (1932) and Methodist Church Act (1976)
Detailed governance arrangements are outlined within the Constitutional Practice and Discipline of the Methodist Church by order of the annual conference (CPD).
The practical management of the charity is undertaken by a Circuit Leadership Team comprising the ministers of religion, who are each appointed initially for five years - but who may stay for longer, the circuit stewards who are appointed each year by the Circuit Meeting and the Circuit Treasurer who is also appointed annually.
The circuit was successful in satisfying all of its key responsibilities, i.e. in the provision of ministers, co-ordinating the preaching plan, maintaining the manses, monitoring the governance of each of the nine churches, as well as supporting and encouraging each church in their mission of proclaiming the gospel of Jesus Christ. The circuit has been represented at District Synod.

Trustee Training
A range of guidance produced by Methodist Connexion to support the effective running of the circuit, specifically the leaflet ‘The Role of a Trustee in The Methodist Church’ is available to all new Circuit meeting members via the Circuit website, as induction to their role as trustees.
The handbook ‘Role of a Circuit Steward’ has been made available to all Circuit Stewards.

The Circuit is part of the London District and is also accountable to the Methodist Conference.

The circuit has denomination regulatory oversight of the work of the churches within the circuit but has no legal or operational control of those churches and their governing bodies except in extreme circumstances.
Risk Management
The major risks have been identified and recorded by the Circuit Finance and Property Committee with professional advice taken as required.
There is a regular annual review process undertaken and recorded.
Income and Expenditure is being monitored in total and is compared with the approved annual budget on a half yearly basis to detect trends as part of the risk management process to avoid unforeseen calls on reserves.
Safeguarding
Every person has a value and dignity which comes directly from the creation of male and female in God’s own image and likeness. Christians see this potential as fulfilled by God’s re-creation of us in Christ. Among other things this implies a duty to value all people as bearing the image of God and therefore to protect them from harm.
Methodist Connexional practice outlines commitment to the following principles:
e the care and nurture of, and respectful pastoral ministry with, all children, young people and adults
a)
e the safeguarding and protection of all children, young people and adults when they are vulnerable
e the establishing of safe, caring communities which provide a loving environment where there is informed vigilance as to the dangers of abuse.
° We will carefully select and train all those with any responsibility within the Church, in line with Safer Recruitment principles, including the use of criminal records disclosures and registration with the relevant vetting and barring schemes.
e We will respond without delay to every complaint made which suggests that an adult, child or young person may have been harmed, cooperating with the police and local authority in any investigation.
e We will seek to work with anyone who has suffered abuse, developing with them an appropriate ministry of informed pastoral care.
e We will seek to challenge any abuse of power, especially by anyone in a position of trust.
e We will seek to offer pastoral care and support, including supervision and referral to the proper authorities, to any member of our church community known to have offended against a child, young person or vulnerable adult.
e We will seek to strongly encourage consideration for, and training in, principles of Equality, Diversity and Inclusion.
e In all these principles we will follow legislation, guidance and recognised good practice
The Blackheath & Crystal Palace Circuit commits itself to ensuring the implementation of Connexional Safeguarding Policy; government legislation, guidance and safe practice in the circuit and in the churches.
The Blackheath & Crystal Palace Circuit commits itself to the provision of support, advice and training for lay and ordained people that will ensure people are clear and confident about their roles and responsibilities in safeguarding and promoting the welfare of children and adults who may be vulnerable.
Brief financial review of the year
Income
Circuit income is primarily drawn from the assessment of £250,000 paid in full by the Circuit churches.
Expenditure Expenditure in the year was £284,431.
73% Of expenditure was on stipends, travel costs. etc. 20% was the Circuit contribution to the District and Connexion, of which a significant part is used to fund the work of the wider Methodist Church. The other expenditure, 7%, includes administration and manse costs.

Fund balances
As at 31 August 2025, the net current assets of the Circuit (including the Circuit Model Trust Fund) were £149,796 compared to £164,773 at the start of the year. All churches honoured their assessments during the year. In addition, the circuit received £16,498 from Forest Hill Church as repayment of funds owed.
Sufficient reserves are held to cover day-to-day expenditure, unexpected maintenance costs and to provide funding for any projects required to meet the Circuit's Mission Statement.
Plans for 2025/26
Circuit financial plans for the coming year have been prepared on the basis that there are three full time ordained staff and one part administration staff with anticipated cost of living stipend increases.
Basis of preparation and legal framework
The circuit accounts to 31 August 2025 were prepared on an accrual basis, in line with Charity Commission requirements, as we anticipate circuit income consistently to exceed £250,000. The accounts showa true and fair view of the Circuit’s financial position and activities and are compliant with FRS 102. Based on the monetary assets and human resources available at 31 August 2025, the trustees believe that the Circuit is a going concern.

Reserves Policy
As at 31 August 2025, the total cash balance was £149,796, made up as follows:

Circuit funds have decreased by £14,000 from the opening balance of £164,673, reflecting the current year deficit. The circuit also holds investments managed by the Trustees for Methodist Church Purposes valued at £25,252 as of 31 August 2025
The total unrestricted General Funds available to the circuit, including investments, amount to £175,048 (£149,796 + £25,252).
Level of Reserves
General Fund reserves of £175,048 support the smooth operation of the circuit and have been designated as follows:
1. District Assessment Reserve — £60,000
This reserve ensures the circuit can meet the 2025/26 District Assessment obligation of £56,680.
2. Cash Flow Reserve — £70,000
To ensure timely payment of ministers’ stipends, NIC, pension contributions, and related costs, a cash flow reserve equivalent to approximately 42% of these expenses has been set aside. Stipends account for around 80% of total circuit costs.
3. Manse Maintenance & Ad Hoc Reserve — £45,000
In line with quinquennial requirements, manses must be maintained to an appropriate standard. Regular repairs are undertaken as needed, and the anticipated long-term vacancy of one manse reinforces the need for adequate funds to be held in reserve

1) Basis of accounting and accounting policies
I. Accounting standards
The financial statements have been prepared in accordance with accounting and reporting by Charities: Statement of Recommended Practice (SORP) applicable to charities preparing their accounts in accordance with the financial reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective from 01 January 2015) - (charities SORP(FRS 102))
ll. Public benefit entity
The Blackheath & Crystal Palace Circuit meets the definition of public benefit entity under FRS 102. Assets and liabilities are initially recognised at historical cost or transaction value unless otherwise stated in the relevant accounting policy notes below.
Ill. Basis
These accounts have been prepared on the basis of historical cost except that the investments are shown at their market value at the end of the year. The accrual basis has been used, and the trustees present accounts that showa true and fair view of the Circuit’s financial position and activities.
IV. Content
The financial information presented is relevant, reliable, comparable and complete. Where estimates are used, these are based on experience, research and judgement. The accounts are expressed in £Sterling, rounded to the nearest pound.
Vv. Public benefit entity
This is the first year that the FRS102 has been applied to the Circuit’s accounts. These accounts are compliant with FRS 102. The previous year’s published accounts have been restated to be on the same basis; details of the adjustments appear in Note XVI The accounts have been prepared in accordance with applicable charity law in England this being the charities Act 2011 and SI 2008/629(Charities Accounting and Reporting Regulations).

Vil. Consolidation
The circuit has denomination regulatory oversight of the work of the churches within the circuit but has no legal or operational control of those churches and their governing bodies except in extreme circumstances. For this reason, the financial statements of Churches within the Circuit are not consolidated into these financial statements.
Vill. = Income recognition Income is brought into account when there is entitlement, and the amountis reliably measurable once it is more likely than not that the economic benefit will be forthcoming. Individual amounts categorised as other income in SOFA will be shown separately if they are considered material
IX. Expenditure
This is recognised whena liability is incurred, or a constructive obligation arises, where the amount is reliably measurable and it is considered more likely that that there will be outflow of economic benefit.
X. VAT
Since the Circuit is not VAT registered, all input VAT is charged with the expenses to which it refers
Xi. Tangible fixed asséts
These are capitalised if they can be used for more than one year, and individually cost £4,500
The freehold residential property is shown in the accounts at deemed historical cost representing each property’s gross carrying values as at 01 September 2024, being that the property’s insurance reinstatement value. No depreciation is provided because the trustees consider the current residual value of the property in its condition to be less than its historical cost and, in the absence of any evidence of impairment, any depreciation provision for the buildings component of the property would be immaterial.
The Circuit has made use of the deemed cost option on transitioning to FRS102 as outlined above
Xl. Monetary Investments
The Circuit’s investments are in monetary assets classified as basic financial instruments under FRS102 and are held by the Trustees for the Methodist Church

Purposes (TMCP) as custodian trustees. The valuation, at market value, are those provided by TMCP.
Xill. |Receivables and Payables; Bank and Cash (Basic Financial Instruments)
Debtors are stated at the amounts owed to the circuit or prepaid. Creditors that are current liabilities are measured at cash expected to be paid, the liquid funds of the bank balances and deposit fund balances are shown at realisable values.
XIV. Methodist Connexional Funds
The Methodist Church Connexion raises assessments against Circuits and these are paid quarterly to their Districts. The Circuits raise assessments against Churches in the Circuit. The District quarterly remits to The Methodist Church Fund most of the sum received from the Circuit. A small sum is retained by the District to meet its own cots.
XV. Minsters’ manse costs
The circuit is required to provide accommodation for each minister in the Circuit and their families, and this is seen a benefit to the Circuit. Ministers are expected to occupy the manse provided for them. The Circuit bears the cost of repairs, maintenance, building Insurance, Council Tax and water charges. These figures are not separately disclosed as benefits-in-kind for ministers as HMRC does not seek to tax these receipts in the hands of the ministers.
