The trustees present the annual report together with the financial statements of the charity for the year ended 21 April 2025. 

## _**Objectives and activities**_ 

## _**Objects and aims**_ 

The Trust's Governing Document gives a wide remit which includes the acquisition and preservation of land and the preservation of nature and wild life generally in any part of the world. 

The Trustees chosen target area is the south-east Dorset. it is here that the charity seeks to address the critical problems of habitat and species loss which occur in and around its urban fringe. In particular it looks to proactively pursue the acquisition of sites which have existing value, have potential to deflect damage from adjoining or nearby sites of value and have the potential to develop their own value- or any combination thereof. 

Our underlying policy is to pursue, or to step in, when and where others are unable or unwilling to take effective action; that is to fill identified gaps and not to duplicate. 

## _**Public benefit**_ 

We promote public access, appreciation and enjoyment as appropriate to the type and purpose of the site acquired. 

The trustees confirm that they have complied with the requirements of section 17 of the Charities Act 2011 to have due regard to the public benefit guidance published by the Charity Commission for England and Wales.

## **Lesley Haskins Charitable Trust, Trustees Report 2024/25** 

With our new all embracing Countryside Stewardship Agreement having commenced on January 1st 2024, we have lost no time in embarking on further capital projects to follow on from the brash clearance on Stanmoor Heath. These comprised: 

- Creating gullies and scrapes in the floodplain of Jamie’s Meade in Piddle Valley 

- Clearing and seeding blocks on the higher out of floodplain grassland I Jamie’s Meade 

- Cutting and mulching gorse at Award Road and Palmersford, Ferndown as the first stage in 

- restoring heathland and acid grassland on those much gorse troubled sites 

- Replacing the very old fencing around Northleigh Meadow 

- Fencing the wet grassland at Palmersford in preparation for grazing 

- Commencing clearing scrub and fencing at Cogdean meadow also in preparation for grazing 

- Removal of various types of 'eyesore' at Rushmoor and Palmersford 

All these works are subject to full or partial grant aid through the CS scheme and all help to make the various reserves more biodiverse, more manageable, and more attractive. 

We also finally achieved the difficult felling and extraction of the very tall exotic conifers in the woodland at Briantspuddle above Chapel Cottage, creating a new cross country extraction route down the slope to Smokeham Bottom rather than disturb the restored open heathland or risk damage to the much used bridleway. Sadly Ash dieback triggered the necessary felling of several ash trees where our land at Briantspuddle is bounded by roads or tracks used by others. Some trees were also cut back for highway clearance issues. 

Control of scrub and alien invaders of various sorts continued to be vital, time consuming and expensive. On Femdown Common, we took a particular interest in the problem of Blueberry invasion - to help with the much good and innovative management undertaken by our tenants there - the Amphibian and Reptile Conservation Trust. 

The legal processes of passing St James Road to the local residents and sale of an offshoot of The Hollow Track to one resident were completed. 

The Dorset Countryside Volunteers undertook a number of tasks to help reduce the cost of management. 

As our restoration works settle down, we receive more and more compliments from members of the public using and enjoying our various rights of way and created permissive paths. 

The wildlife continues to respond to our efforts. Our list of Odanataon Briantspuddle (Culpeppers) Heath is now quite exceptional and silver studded blue butterfly was recorded for the first time having migrated in from adjoining Forestry England land. Nightjar and woodlark continue to breed on the new heathlands. 

## **Financial Review** 

Income and endowments amounted to £146,584 less outgoings of £32,177 leaving £114,407 retained in unrestricted funds This left unrestricted funds at £3,100,608, which together with the restricted funds of £687,608 gave total funds of £3,788,216, of which £2,929,331 relates to the value of land assets.

Most notably income comprised Rural Payments Agency receipts of £65,198. Donations and legacies once again included a gift of £50,000 from Dr Haskins which was made by further reducing her long term loan to the trust. Also included is the Gift Aid of £12,500 that was claimed on the donation. 

Cash in hand comprised £502,021. 

## _**Structure, governance and management**_ 

## _**Nature of governing document**_ 

The charity is controlled by its governing document, a deed of trust and constitutes an unincorprated charity. 

## _**Recruitment and appointment of trustees**_ 

There have been no change of Trustees during the year. 

## _**Induction and training of trustees**_ 

As and when new trustees are needed they will be provided with details of the trust's governing document and a detailed history of the Charity's objectives along with any legal requirements associated with being a trustee. 

## _**Arrangements for setting key management personnel remuneration**_ 

Management of the Trust is undertaken on a voluntary basis by Dr. Haskins. The Trust does not employ any staff but engages contractors as and when necessary. 

## _**Organisational structure**_ 

The Trust organisation comprises: Dr L Haskins, the managing trustee, Mr J White and Dr A Nicholson. The trustees are in frequent and ongoing contact and make record of all significant decisions and progress in formal minutes as and when appropriate.

## **Statement of Trustees' Responsibilities** 

The trustees are responsible for preparing the trustees' report and the financial statements in accordance with the United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice) and applicable law and regulations. 

The law applicable to charities requires the trustees to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the charity and of the incoming resources and application of resources of the charity for that period. In preparing these financial statements, the trustees are required to: 

- select suitable accounting policies and then apply them consistently; 

- observe the methods and principles in the Charities SORP; 

- make judgements and estimates that are reasonable and prudent; 

- state whether applicable accounting standards have been followed, subject to any material departures disclosed and explained in the financial statements; and 

- prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in business. 

The trustees are responsible for keeping proper accounting records that disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Charities Act 2011, the applicable Charities (Accounts and Reports) Regulations, and the provisions of the constitution. The trustees are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

I report to the charity trustees on my examination of the accounts of the charity for the year ended 21 April 2025 which are set out on pages 7 to 15. 

## _**Respective responsibilities of trustees and examiner**_ 

As the charity’s trustees of The Lesley Haskins Charitable Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’). 

I report in respect of my examination of the The Lesley Haskins Charitable Trust's accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. 

## _**Independent examiner’s statement**_ 

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 

1. accounting records were not kept in respect of The Lesley Haskins Charitable Trust as required by section 130 of the Act; or 

2. the accounts do not accord with those records; or 

3. the accounts do not comply with the accounting requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair view' which is not a matter considered as part of an independent examination. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

## **1 Accounting policies** 

## _**Statement of compliance**_ 

The financial statements have been prepared in accordance with Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2015) - (Charities SORP (FRS 102)), the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) and the Charities Act 2011. 

## _**Basis of preparation**_ 

The Lesley Haskins Charitable Trust meets the definition of a public benefit entity under FRS 102. Assets and liabilities are initially recognised at historical cost or transaction value unless otherwise stated in the relevant accounting policy notes. 

## _**Exemption from preparing a cash flow statement**_ 

The charity opted to early adopt Bulletin 1 published on 2 February 2016 and have therefore not included a cash flow statement in these financial statements. 

## _**Going concern**_ 

The financial statements have been prepared on a going concern basis. 

The trustees assess whether the use of going concern is appropriate i.e. whether there are any material uncertainties related to events or conditions that may cast significant doubt on the ability of the charity to continue as a going concern. The trustees make this assessment in respect of a period of one year from the date of approval of the financial statements. 

## _**Income and endowments**_ 

Voluntary income including donations, gifts, legacies and grants that provide core funding or are of a general nature is recognised when the charity has entitlement to the income, it is probable that the income will be received and the amount can be measured with sufficient reliability. 

## _**Donations and legacies**_ 

Donations and legacies are recognised on a receivable basis when receipt is probable and the amount can be reliably measured. 

## _**Grants receivable**_ 

Grants are recognised when the charity has an entitlement to the funds and any conditions linked to the grants have been met. Where performance conditions are attached to the grant and are yet to be met, the income is recognised as a liability and included on the balance sheet as deferred income to be released.

## _**Expenditure**_ 

All expenditure is recognised once there is a legal or constructive obligation to that expenditure, it is probable settlement is required and the amount can be measured reliably. All costs are allocated to the applicable expenditure heading that aggregate similar costs to that category. Where costs cannot be directly attributed to particular headings they have been allocated on a basis consistent with the use of resources, with central staff costs allocated on the basis of time spent, and depreciation charges allocated on the portion of the asset’s use. Other support costs are allocated based on the spread of staff costs. 

## _**Charitable activities**_ 

Charitable expenditure comprises those costs incurred by the charity in the delivery of its activities and services for its beneficiaries. It includes both costs that can be allocated directly to such activities and those costs of an indirect nature necessary to support them. 

## _**Support costs**_ 

Support costs include central functions and have been allocated to activity cost categories on a basis consistent with the use of resources, for example, allocating property costs by floor areas, or per capita, staff costs by the time spent and other costs by their usage. 

## _**Governance costs**_ 

These include the costs attributable to the charity’s compliance with constitutional and statutory requirements, including audit, strategic management and trustees’s meetings and reimbursed expenses. 

## _**Taxation**_ 

The charity is considered to pass the tests set out in Paragraph 1 Schedule 6 of the Finance Act 2010 and therefore it meets the definition of a charitable company for UK corporation tax purposes. Accordingly, the charity is potentially exempt from taxation in respect of income or capital gains received within categories covered by Chapter 3 Part 11 of the Corporation Tax Act 2010 or Section 256 of the Taxation of Chargeable Gains Act 1992, to the extent that such income or gains are applied exclusively to charitable purposes. 

## _**Heritage assets**_ 

The trust will initially account for heritage assets at cost price together with costs of acquisition. Periodically the trustees will carry out revaluation exercises and adjust accordingly. Heritage asset improvement and maintenance costs incurred in connection with the objectives of the charity are written directly to unrestricted funds. 

## _**Trade debtors**_ 

Trade debtors are amounts due from customers for merchandise sold or services performed in the ordinary course of business. 

Trade debtors are recognised initially at the transaction price. They are subsequently measured at amortised cost using the effective interest method, less provision for impairment. A provision for the impairment of trade debtors is established when there is objective evidence that the charity will not be able to collect all amounts due according to the original terms of the receivables.

## _**Cash and cash equivalents**_ 

Cash and cash equivalents comprise cash on hand and call deposits, and other short-term highly liquid investments that are readily convertible to a known amount of cash and are subject to an insignificant risk of change in value. 

## _**Trade creditors**_ 

are obligations to pay for goods or services that have been acquired in the ordinary course of business from suppliers. Accounts payable are classified as current liabilities if the does not have an unconditional right, at the end of the reporting period, to defer settlement of the creditor for at least twelve months after the reporting date. If there is an unconditional right to defer settlement for at least twelve months after the reporting date, they are presented as non-current liabilities.

## _**Borrowings**_ 

Interest-bearing borrowings are initially recorded at fair value, net of transaction costs. Interest-bearing borrowings are subsequently carried at amortised cost, with the difference between the proceeds, net of transaction costs, and the amount due on redemption being recognised as a charge to the Statement of Financial Activities over the period of the relevant borrowing. Interest expense is recognised on the basis of the effective interest method and is included in interest payable and similar charges. 

Borrowings are classified as current liabilities unless the charity has an unconditional right to defer settlement of the liability for at least twelve months after the reporting date. 

## _**Fund structure**_ 

Unrestricted income funds are general funds that are available for use at the trustees's discretion in furtherance of the objectives of the charity. 

Restricted income funds are those donated for use in a particular area or for specific purposes, the use of which is restricted to that area or purpose.

Long term creditors consists of a personal loan from Dr Haskins in connection with the purchase of Briantspuddle Woods. The loan has no specific terms as to repayment or finance charges. The loan agreement stipulates that no charge shall be entered into over the woods without the prior consent of Dr Haskins and that the Trustees have undertaken to execute a legal charge over Blackdown Woods if required by Dr Haskins. In the event of Dr Haskins passing, the loan would be waived as a gift in her will.
