Annual Report for the year ended 31 December 2025
Aim and Purpose
St Werburgh's Parochial Church Council {the PCC) has the responsibility of co-
operating with the Team Rector, the Reverend Andy Atkins. and the Team Vicar, the
Reverend Kim Lovell in promoting the ecclesiastical parish the whole mission of the
Church - pastoral, evangelistic. social and ecumenical. The Church itself is a Grade I
Listed Building.
Objectives and Activitles
The PCC is committed to enabling as many people as possible to worship at our
Church, and to become part of our parish family. When planning our activities, the
PCC has considered the Charity Commission's guidance on public benefft and, in
particular, the specific guidance on charities for the advancement of religion. Our
services arKI worship put faith into practice through prayer and scripture, music and
sacrament. We try to enable ordinary people to live out their faith as part of our
parish family, through..
Worship and prayer. leaming about the Gospel. and developing their
knowledge and trust in Jesus:
Provision of pastoral care for people living in the parish: and
Mission and outreach work.
To facilitate this work, it is vitsl that we maintain the fabric of the Church.
Achievements and Perforniance
Worship and Prayer
The PCC is keen to offer a range of setvices that our communty will find both
beneficial and spiritually fulfilling. Our worship format is both fomial and infomial
applied in a style to help everyone to be welcomed and involved.
The PCC is committed to enabling as many people as possible to worship at the
church and to become part of the parish communty of St. Werburgh, Wembury. Our
services arKI worship put faith into practice through prayer and scripture, music and
sacrament.
When planning our activities for the year the PCC have considered the Charity
Commission's guidan￿ on public benefft and in particular, the specific guidance on
charities for the advancement of religion. We especially aim to enable ordinary
people to live out their faith as part of our parish cornmunty through:
Worship and prayer, leaming about the Gospel, and developing their
knowledge and trust in God as revealed in the lrfe and teaching of Jesus.
Provision of pastoral care for people living in the parish.
Missionary and outreach work.
To facilitate this work, it is important that we maintain the fabric of the Church of St.
Werburgh and its surrounds to a h￿h standard.
There has been a range of services offered during the month, both at the church of
St. Werburgh and sometimes at another Mission Communrty church on the third and
frfth Sundays of the month. We offer a variety of services at 8am 11am and 3pm.

These also indude a regular monthly Together at Ten Service with other Mission
Communty churches. as well as a hybrid Holy Communion 10.00 am seNice which
is both in the church of Hoty Cross. Newton Ferrers and is sent out live on Zoom as
often as possible for those in the Mission Communty who are vulnerable, shielding
or cautious.
As well as our regular services, we enable our communty to celebrate and thank
God at the milestones of the joumey through lrfe. We have conducted 6 Baptisms, 10
Weddings, 8 Funerals, 8 Interments ofAshes.:
We continue to hold an online Moming Prayer service, Monday to Friday at 9.00 am.
Our Home Group has conts.nued to meet monthly to further explore faith and join in
fellowship.*'i
Church attendances over the last year have averaged 20 at the 8am services and 44
at the 11am services.There are 67 people on the Electoral Roll.
In November Revd Andy Atkins was installed at Team Rector and our stipendary
ministry team was bad( up to strength. The support of the retired clergy has been
invaluable during the long recruitment process.
Ringers, both localty and from further afield, have enjoyed coming to our tower to
ring our refurbished bells this year. St Werburgh church hosted the South Devon
Qualifier competition for the Devon Association of Ringers
Deanery Synod
At the end of the year, the parish has one representative at Deanery Synod where
the main areas of discussion have continued to be missional and the future shape of
the Deanery. the smallest in the diocese.
Church Fabric
We continue to use the permanent online giving temiinal in the church. the portable
card machine, which can be used at any venue, and the Parish Giving Scheme, all to
help support the continuing need to be constantly raising money to keep our listed
building in good repair.
The lock on the South Porch door has been changed so that. in line with all
the locks, one key now opens all doors, plus the doors can be opened from
inside without the use of a key in an emergency.
The pillar outside the church was badly damaged by vandals and the car park
collection box stolen. Although repairs were carried out through the church
insurers, a suitsble replacement for the car park collection box is still under
consideration.
The lightning protection system was repaired. 91:
The stay on Bell 3 broke at the end of the year without injuring anyone, the
repair was immediately instigated.
The Quinquennial Inspection was undertaken in June and the condition of the
church was reported 'reasonable'.

Mission and Evangelism
Our infomial monthly service "Celebrate" which is held in the ￿bury Village Hall
on the second Sunday in the month at 3pm has continued throughout 2025 with
average attendan￿S of 20, with young arKI old engaging in infomial worship
together, developing our outreach to families. Celebrate worshipped in the church
building in August arKI December.
Serving coffee On￿ a month afterthe 11am service is now firmly re-established, any
extra help to organize this would always be welcome. In addition to our usual
services we held a Pet Service in the summer and a Carol Service followed by
mulled wine and mince pies. Other Christrnas services included the popular Family
service at 5pm on Christmas Eve. We reached a total of 258 people in church over
the Christmas period, plus 434 for the School Christingle ServI￿S earlier in the
month.
The St Werburgh church Mothers, Union branch disbanded this year and held their
final communion Servi￿ in Church on 5 November. They will, however, continue
their supportive outreach with their weekly Coffee Stop, providing a valued meeting
point and social support to the older parish residents and will also continue to;,
provide the beaLrtiful posies distributed in church and parish on Mothering Sunday."Iiii
Financial Review
The surplus on the year is £15,123, which combines the transactions through the m
Current account, The Wembury Review account and the CBF Investment Fund. The.
surplus includes £1.839 deposits received for 2026 weddings and funerals together
with £1 ,488 advance subscriptions for the 2026 Wembury Review. Hen￿ the Net
surplus for the year is £11,796.
Income from Regular Giving is down by about 8%. This seems mainty due to the
numbers on the Parish Giving Scheme having dropped by approximatety 11. We
would encourage as many parishioners to join this scheme if possible. (Please see
the Treasurer rf you are interested).
other Voluntsry receipts are down. primanly due to less grants in respect of the Bell
Restoration.
It is pleasing to note that the Full Parish Share and the share to the Yealm & Mission
Communty have been paid in full.
We enjoyed many Fundraising events, and should mention here that both the Hotpot
Supper and the Christmas Craft Fair raised over £1000 each. Thanks go to
everyone who supported these events and the dedicated team who ensure these
events are such a Suc￿ss.

The Church finances are in a reasonable state to cover ongoing running costs,
however, the medium to long term major repair projects are a challenge. The
Heating project is estimated at a cost of £85,000 to £150,000.
The scope of the Tower and the South wall is under review.
Reserves Policy
The main purpose of holding cash reserves is to smooth out fluctuations in cash flow
and meet any emergencies that might arise.
It is PCC policy to maintain, a balan￿ on unrestricted funds which equates to three
months, unrestricted payments (equivalent to approximatety £20,000) to cover
unforeseen srtuations that may arise from time to time.
It is our policy to invest our funds balan￿ with the Central Board of Finance (CBF)
Church of England Deposit Fund. As at the end of 2025 the General fund contained
srf8 of which £11,033 was in the Investment Fund.

Safeguarding
The PCC has complied with the duty under section 5 of the Safeguarding and Clergy
Discipline Measure 2016 (duty to have regard to House of Bishops, guidance on
safeguarding children and vulnerable adults).
Volunteers
The members of the PCC would like to thank all the volunteers who work so
tirelessly to make our Church a INety and welcoming community. Our special thanks
go to all those who have made the experience of a relationship with St Werburgh
Church a good one through volunteering to undertake support roles in our worship.

Structure. Governance and Management
The method of appointment of PCC members is set out in the Church
Representation Rules. The Council comprises the Incumbent, the Churchwardens,
those elected to the Deanery Synod. and other members who are elected at the
Annual Parochial Church Meeting by those on the Electoral Roll. Members of the
congregation are encouraged to join the Electoral Roll and to consider stsrKling for
election to the PCC. The PCC members are responsible for making decisions on all
matters of general concern and importance in the parish and for all financial matters.

The Yealm and Emie Mission Communty brings together six churches: Brixton.
Holbeton, Newton Ferrers, Noss Mayo, Wembury arKI Yealmpton. As a Mission
Communty they fvnction under the leadership structure of a Team Rector and Team
Vicar. Ajoint council operates throughout the year bringing together representatives
from each of the six churches to make decisions on policies and service schedules.
