The Tnjstees present their report and financial stslements of Hants-surrey Border Methodist
Circuit for the year ended 31 August 2025. These have been prepared in compliance with the
Charities Statement of Recommended Pradi¢e (Chariti8s SORP (FRS 102)) and Financial
Reporting Stsndard 102 (FRS 102).
Structure, govemanco, and Mana￿ment
The Charity was established by a Deed of Union (1932) and Methodist Church Act (1976)
adopted on 26 August 2010.

Hartl8y Wintney, Nt)rth Camp, Rowledge and Iwo LEPS.. Elvetharn Heath (Fleet LEPI. Th8
Spire (Farnham LEP). Work continued through the year to further develop the Circuit lo help
it effectively fulfil its Pur￿$0 as mentioned below under objectiv85 and activities.
The Ash Vale Chapel la buildirNJ owned by the Circuit) is a 'Fresh Expression" of church.
managed jointly with St Mary's Church. Ash Vale. This is a Circuit 'proi8Ct' wilh the operating
costs met from Chapel's income from users and donations with rt being self-supporting.
The project has a local management group of Methodisl and St Mary's Church membership,
which has responsibility for routine maintenance of the pr¢)perty. A part time manager
appointed by the management group has daY-t￿daY oversight of its actwits'es.

The prlnclpal actlvltles of Clrcult
The Circuit is where new initiatives arKI changes in the pattem of church lrfe originate. This is
where the staffing capacty and reS￿rCeS for ministry are organised, where fresh expressions
of church or new pioneer miniStr￿S a￿ launched, and where decisions to close churches in
the interest of re-shaping mission priorities are debated.

We act as an uMb￿lIa and resourcing bc*Jy fc¢ the 9 I￿1 churches. 2 LEP churches. 1 Fresh
Expressions project and a Garison Worker in the Circuit. The object is that they can effectivety
fulfil their mission statements lo engage wlth all Ihose who seek God andlor a spiritual
dimensi￿ to their lives.
We organise, provide leadership of. and administer the Circuit Meeting as th8 Circuit's
governing body. and provide the link upwards lo District and ConfererKe. Anyone is welcome
to attend and contribute to the meeting by invrtation
We administer the stipends and expenses of ministers and salaries and expenses of Lgy
workers in the Circuit. pfovKle pastoral supp)rt and. where appropriate. provide their
accomm¢xlali¢)n.
We promote the well-being of Circuit churches and op8n access to all who wish to partiopat
In their activities. through oversighl of individual churth councils and their decision-making,
and in consultstion with their representallves in th8 Circuit Meèting {who are also trustees of
the Circuit).
We prepare the quarterly Circuit preaching plan that aSs￿nS ministers and lay preachers to
church services. to which all are welGome.
We encourage écumenical work and activities with oth8r Christian denominations and their
congregations.
Publlc Beneflt
The Trustees are aware of their duty. Set wt in sedion 4 of the Charities Act 2006. to have
due regard to the public benefii guidan￿ published by th8 Charity Commissw)n.
The Circuit is part of the Meth(*Jist church which exists, to..
1. Increase awareness of God's presence and to celebrate G¢)J's love;
2. Help people to le8m and grow as Christians. through mutual support and care: and
3. Be a good neighbour lo people in need and challenge injustice.
The trustees consider that for thwJe reasons the charity meets these public benefit
requirements.

Through the local churche5 represented in the Circuit, and the resources alk)cated to them,
the following achievements have been made:
Continued opportunities for public ￿￿)rship in many of the larger towns and villages in
the Cir¢uit.
The continued ability to offer 0￿sional services (8.g. baptFsms, weddings, funerals)
to both church members arnj olhers. as r8quired.
Continued pastoral care of a wide rawe of age groups. t*Jth wthin the church
membership and the wider communty.
Continued participation in various communrty-based projects.

Continued support for the V￿rk of local charrties and communty groups.
The continued management and maintenance of properties required to achieve the
aims and objectives of the Circuit.
The ecumenical arts and communty project (Fresh Expressions) based at The Chapel
in Ash Vale.
The Circuit employs a lay worker as a youth and famity worker in the Aldershot military garrison
who lives in a flat provided by the MOD in their base. They work with schools associated wrth
families based in the garrison.
The churches continue to meet the Challenge of reducing membership. The Circuit is working
with the local churches to understand their vision for their future.
Hale Church was merged wilh Farnham Methodist Soc*ty bul the buikling has remained open
for worship and use by the communrty.
Flnanclal Revlew and Rèser¥es
Income and expendlture
The Circuit Assessment is reviewed annually and sel at a level to cover the cost of meeting
rts objectives. and activities listed below. It is Sha￿ belween 9 local churches on an equitable
basis.
The LEPS pay a contribution to the Circuit on a drfferent basis under their respective sharing
agTeem8nts.
Under Standing Orders, the Circurt must meet its financial obligations in relation to the support
of ils Presbyters. five manses and Connexional requiremenls. The Circuit needs lo meet these
obligations and ensure that the 'reserves policEs' relating to rts various funds are maintained
Overall. the nel movement in funds for the year was a deficit of (£84.042) (2024- surplus
£20,052).
During the year the Circuit decided that the posts of North Camp and Frimley Green Worker
were not going lo be filled. Grants had been received for these posts, and il was agieed that
these should be returned to the donors.
Reserves policy
The Truslees have considered the level of reserves they wish to retain that are appropriate to
the Circuit's needs. This is based on the Circuit's srie and the Sevel of financial commrtments
held.
The Trustees aim to ensure the charty will be able to continue to fulfil its charitable objectives
even if there is a temporary shortfall in income or unexpected expenditure. The TruSt￿S will
endeavour not to set aside funds unnecessarily.
General fund expenditure during the financial year was £569,815 (2024- £409.400).

General fund balance was £225.567 (2024- £263.808).
This represents around 6 monttrts. expenditUf8 - nN)re than the 6 months required by the
Circuit's Reserves Policy.
other unrestrided (designated) furKls are generally performing satisfactorily. Exduding
freehold propety, the balance of unrestrided fund$ stands at £611,458 (2024 £695,500).
The Circuit has a balance owed to Wessex Trust of £51.472.23 as its contribution towards
the new manse required for Church on the Heath. This will be released when Ihe sharing
agr98ment has beén sKJned.
The Circuit has awarded a grant of £30.000 lo The Spire for the redevek)pment of its church
facilities to improv8 its mission. This is available to be drawn down when the project begins
or is required.
Post Balance Shmt Evonts
The Berkshire Surrey Border M8thc#Yist Circult merged into the Hants Surr8y Border Methodist
Circuit with efféct from 1 Séptember 2025. The Hants Surrey Border Methoclist Circuit ha5
been renaméd the Blackwater Valley Methodist Circuit.
The Circuit has received several man80 properties. a Churth buildings and c2sh r8senies from
the Berkshire Surrey Border Methodist CircuiL Thè cash reserves are in the process of b8ing
transferred Into the accounts hekl by the Hanls Surrey Border CircuiL
The merger does nol affect the Circuit's reserves or liabilibes.
Rl8k Analy•18 and Managomont
The Truste8s activety review th8 major risks which the charity faces on a regular basis and
believe that maintaining the free reserves stated combined with the annual review of the
controls over key financial systems carried out on an annual basis will provide sufficlent
resources in the event of adverse conditions. The Trustees have also examined other
operational and business risks which they face and confim that they have estsblished
systems lo miligale the s￿3n￿l¢ant risks.

The law requires those responsible for the administratlon of charities to prepare financial
statements for each financial year vthich give a true and fair view of the stale of the affairs of
the charity and of the surplus or deficit of the tharity for that year. In preparing those ffinancial
statements, they are required to:

state whether applicable accounting siandards have been followed, subject to any

They have overall responsibilty for ensuring that the charity has appropriate systems of
control, financial and otherwise.

Those responsible for the administration of charities are required to keep proper accounting
records which disck)se with reasonable 8ccuracy at any time the financial position of the
charity and enable them to ensure that the financial statements comply with the Chanties Act
2011. They are also responsible for safeguarding the assets ofthe tharity and hence for taking
reasonable steps for the prevention and deteclion of fraud and other irregularities.
