REPORT OF THE TRUSTEES for the year ended 31 March 2023

The trustees present their report with the financial statements of the charity for the year ended 31 March 2023. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019).

OBJECTIVES AND ACTIVITIES

Objectives and aims

o To advance any appropriate charitable purpose for the benefit of the older people (people aged 50 years or older)
in Kilburn and the surrounding area.
o To advance education of the public and raise awareness in the community of topics that impact on older people.

Significant activities

The main activities of Kilburn Older Voices Exchange (KOVE) in 2022-2023 were shaped by the appointment of new staff, the expansion of our walking programme, our participation in One Kilburn and the delivery of our Lottery-funded course in documentary film-making, REEL KOVE.

o Continued to manage its operations through meetings of the Trustees working in consultation with a Steering
Group of members;
o After an unsuccessful attempt to employ a new Coordinator appointed a two-day a week Administrator to work
closely with the trustees and administer the walking programme with a view to further increasing the number of
participants;
o Continued to provided older people with information on health, transport and local facilities through email
bulletins, and less frequent postal mailings, maintaining a monthly discussion forum at the KILN theatre and to
publicise our activities which included a Christmas concert, regular sessions twice a month at Sidings
Community Centre and reviving our Movie Club;
o Increased our wide-ranging programme of walks and outings (to provide exercise, social activity and cultural and
intellectual stimulus) to three, and sometimes four, times a month;
o Promoted our programme of local supported walks (which focus on sites of historical and cultural interest)
through local health providers, visiting Kilburn Grange Park on a regular basis;
o Worked in partnership with other organisations in the local area (through Camden Council's One Kilburn
Community Improvement District project and in dialogue with the Kilburn Neighbourhood Plan Forum) and in
London as a whole (in particular with the Age UK London campaigns team) to promote the charity's objectives
and achieve a more age-friendly Kilburn;
o Carried out an audit of benches in the neighbourhood, focusing particularly on the wards in Camden, continually
raising issues with the Council about their siting, condition and upkeep;
o Refocused the work of our Age-Friendly Kilburn Worker to intensify our campaign for better public toilet
facilities, and engage the support and interest of other local associations to pursue the case for new investment
and an expansion of the Camden Community Toilet Scheme; and contributed to the successful campaign which
persuaded Camden to reequip a toilet in Hampstead Cemetery
o Maintained a monthly community forum with the support of the KILN theatre, staffed our stall at various
community events and further developed the input of our informal voluntary teams to research programmes,
social occasions and cultural and educational pursuits;
o Produced, in the summer of 2022, our first sixteen-page Age-Friendly Kilburn Bulletin, focusing on the street
environment and publishing short pieces by older members;
o Continued to promote and make accessible our documentary film archive;
o Worked over the course of nine months with film-maker Nick Foxell, to deliver REEL KOVE an intensive
documentary film-course ensuring that seven members led in camera work, sound recording and interviewing for
our new film 'A Necessary Place'.

Public benefit

The trustees are aware of the guidance from the Charity Commission on public benefit.

Volunteers

Much of KOVE's activity during the year depended on the contribution of volunteers. This ranged from formal involvement as Trustees or Steering Group members to leading and co-leading on the walks programme; helping out at events and meetings, engaging with a variety of small-scale arts projects and initiating one or two ad hoc gatherings and outings of members. Overall, membership and participation increased during the year and has continued to do so.

FINANCIAL REVIEW

Principal funding sources

Our main funding source continued to be via three-year award from the Sir Richard Whittington Charity.

We also spent funding granted by Camden Giving and the Edward Harvist Fund to organise activities involving older people and campaign on issues affecting older people locally.

From January 2023 we were in receipt of an award from the Walking and Cycling Grants Programme administered by Groundwork set up by Transport for London. Funding from National Lottery Awards for All enabled us to equip and deliver our REEL KOVE film course.

Reserves policy

The charity aims to have designated reserves of £500 to cover costs in case the charity had to wind up

STRUCTURE, GOVERNANCE AND MANAGEMENT

Governing document

The charity is controlled by its governing document, a deed of trust and constitutes an unincorporated charity.

Recruitment and appointment of new trustees

There is an induction session for all new trustees. Training is provided for trustees. The trustees work with a Steering Group which meets five times a year

In the autumn of 2022 the provisional management arrangements led by the Trustees and the founding coordinator were concluded with the appointment of a Coordinator. When this arrangement ended with his resignation in the spring of 2023 a temporary Administrator, Alexandru Sones-Dawkins, was appointed. KOVE's constitution requires the elected officers (currently the Chair, Lynda Stuart, and the Treasurer, John Miles) to report directly to members on a regular basis. Open Steering Group meetings have been held regularly during the year. Trustee Suzanne Pawaroo stood down at the AGM in October 2023 and it is a priority to strengthen the Trustee/Officer team in the year ahead. Peter Lush has stood down as Company Secretary and the role is to be covered by John Miles.

Independent examiner's report to the trustees of Kilburn Older Voices Exchange

I report to the charity trustees on my examination of the accounts of Kilburn Older Voices Exchange (the Trust) for the year ended 31 March 2023.

Responsibilities and basis of report

As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act').

I report in respect of my examination of the Trust's accounts carried out under Section 145 of the Act and in carrying out my examination I have followed all applicable Directions given by the Charity Commission under Section 145(5)(b) of the Act.

Independent examiner's statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept in respect of the Trust as required by Section 130 of the Act; or

  2. the accounts do not accord with those records; or

  3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. ACCOUNTING POLICIES

Basis of preparing the financial statements and assessment of going concern

The financial statements of the charity, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Charities Act 2011. The financial statements have been prepared under the historical cost convention.

The trustees consider that there are no material uncertainties about the charity's ability to continue as a going concern.

The financial statements are presented in sterling (£).

Income

All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably.

Expenditure

Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.

Taxation

The charity is exempt from tax on its charitable activities.

Debtors

Trade and other debtors are recognised at the settlement amount. Prepayments are valued at the amount prepaid.

Cash at bank and in hand

Cash at bank and in hand includes cash, current bank accounts and deposit bank accounts with no withdrawal limitations.

Creditors

Creditors are recognised where then charity has a present obligation resulting from a past event that will result in the transfer of funds to a third party and the amount due to settle the obligation can be measured or estimated reliably. Creditors are recognised at their settlement amount.

Fund accounting

Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.

Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.
