IMPACT OVERVIEW
Shomrim North West London is a Jewish charitable organisation
OPERATIONAL SUMMARY
dedicated to protecting the Jewish community, while providing inclusive services for people of all faiths and none, without discrimination. Operating 24 hours a day, seven days a week, Shomrim delivers emergency response, safeguarding, patrols, victim support, and community safety services across London. For search and rescue incidents, operations extend across the UK.
Shomrim’s work supports children, young people, adults, the elderly, and those with disabilities or vulnerabilities, including individuals experiencing mental health crises, suicidal thoughts, language barriers, or social isolation. Services also reach ethnic minority communities and victims of hate crime, antisemitism, or general crime, demonstrating both specialist expertise and inclusive delivery.

~~Recognition~~
In 2020 Shomrim received a BCU Commander’s award for exemplary service and bravery in pursuing suspects involved in robbery leading to their apprehension and arrest. In 2024, three volunteers received a BCU Commander’s Award for tenacity, teamwork and bravery following a weapons incident, where volunteers protected the community in coordination with police.

In recent years, Shomrim has taken significant steps to reduce its environmental impact by upgrading its operational fleet to eco-friendly hybrid vehicles. This transition enables the majority of routine patrols and regular shifts to be carried out using batterypowered driving, supported by renewable energy where possible. At the same time, the hybrid capability ensures that sufficient capacity remains available for longer deployments, emergency responses, and large-scale search operations, where extended vehicle use is required.
This balanced approach allows Shomrim to meet its operational demands responsibly while demonstrating a clear commitment to environmental sustainability.

REPORT OF THE TRUSTEES
FOR THE YEAR ENDED 31 MARCH 2025
The trustees present their report with the financial statements of the charity for the year ended 31 March 2025. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019).
~~OBJECTIVES AND ACTIVITIES~~
Objectives and aims
The charity exists to promote public safety and community wellbeing across London by supporting effective policing and fostering strong partnerships between the public and the emergency services. Its objectives are to enhance the efficiency and effectiveness of the police for the benefit of the public, to encourage good citizenship, and to increase community participation in the prevention and resolution of crime.
Working collaboratively with the police and other emergency services, the charity seeks to protect people and property, deter criminal activity, and support initiatives that reduce crime and antisocial behaviour. The charity also acts as a representative voice for the community, ensuring that local concerns and priorities are communicated constructively to all relevant emergency services.
Public benefit
The Trustees confirm that, in carrying out the charity’s activities, they have had due regard to the Charity Commission’s guidance on public benefit and have complied with their duties under the Charities Act 2011.
Volunteers
The charity benefited from the support of 65 volunteers during the period (2024: 59). The Trustees wish to express their sincere thanks to all volunteers for their dedication, commitment, and invaluable contribution to the charity’s work. Their continued support is fundamental to the delivery of the charity’s activities and to achieving its objectives in serving the community.
~~ACHIEVEMENTS AND PERFORMANCE~~
Charitable activities
The charity’s activities are focused on supporting public safety, crime prevention, and community reassurance. Working closely with the police and other emergency services, the charity assists in the prevention and detection of crime, provides practical support during incidents, and helps to preserve evidence where appropriate.

The charity operates as a mobile neighbourhood watch, responding to incidents within the community to offer reassurance, visibility, and assistance. It also promotes crime prevention and public awareness through targeted communications, including publications and social media.
In addition, the charity provides advocacy, assistance, care, and relief to individuals affected by hate crime and antisemitism, and supports organisations involved in the search for vulnerable missing persons. This includes working alongside the police and other search and rescue teams to help locate missing individuals and to safeguard those at risk.
~~FINANCIAL REVIEW~~
Financial position
During the year, the charity received donations totalling £103,206 (2024: £82,518). Expenditure incurred in furtherance of the charity’s charitable activities amounted to £102,274 (2024: £90,493). As a result, the charity generated a net surplus for the year of £932, compared with a net deficit of £7,975 in the prior year.
At the balance sheet date, the charity held total unrestricted funds of £28,232 (2024: £27,300). The Trustees consider this improved financial position to reflect the continued generosity of donors and prudent financial management, providing a stronger platform from which the charity can sustain and develop its activities in support of the community.
Reserves policy
The Trustees consider that the present level of funding is adequate to meet the charity’s current objectives and operational requirements. The charity’s financial position at the year end is regarded as satisfactory and provides the Trustees with reasonable assurance that the charity is well placed to continue delivering its activities and responding to the needs of the community in the foreseeable future.
~~FUTURE PLANS~~
The charity intends to continue the activities outlined above in the forthcoming years, subject to the availability of sufficient incoming resources, and will seek to build on its existing work in support of public safety and community wellbeing.

Governing document
The charity is controlled by its governing document, a deed of trust and constitutes an unincorporated charity.
Organisational structure
The Trustees are responsible for the overall governance and strategic direction of the charity and meet regularly to oversee its operations, manage its affairs, and ensure that the charity acts in furtherance of its charitable objectives and in compliance with applicable legal and regulatory requirements.
Induction and training of new trustees
On appointment, new trustees receive an appropriate induction to enable them to understand their responsibilities and the operation of the charity. This includes access to the governing document and the charity’s most recent report and financial statements.

Independent examiner’s report to the trustees of The North West Community Patrol Trust
I report to the charity trustees on my examination of the accounts of The North West Community Patrol Trust (the Trust) for the year ended 31 March 2025.
Responsibilities and basis of report
As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).
I report in respect of my examination of the Trust’s accounts carried out under Section 145 of the Act and in carrying out my examination I have followed all applicable Directions given by the Charity Commission under Section 145(5)(b) of the Act.
Independent examiner’s statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the Trust as required by Section 130 of the Act; or
-
the accounts do not accord with those records; or
-
the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. ~~ACCOUNTING POLICIES~~
Basis of preparing the financial statements The financial statements of the charity, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) ‘Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)’, Financial Reporting Standard 102 ‘The Financial Reporting Standard applicable in the UK and Republic of Ireland’ and the Charities Act 2011. The financial statements have been prepared under the historical cost convention.
Financial reporting standard 102 - reduced disclosure exemptions The charity has taken advantage of the following disclosure exemption in preparing these financial statements, as permitted by FRS 102 ‘The Financial Reporting Standard applicable in the UK and Republic of Ireland’:

Income
All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably.
Expenditure
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.
Tangible fixed assets
Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life.

Taxation
The charity is exempt from tax on its charitable activities.

Fund accounting
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.

Donations in specie
Donations of goods and services in specie are recognised when the charity receives the benefit of the donated goods or services. Such donations are recognised at a value equivalent to the cost the charity would otherwise have incurred to obtain the goods or services at the date of receipt.
