Strategic Report

Aims and Objectives

St. Michaels Parochial Church Council (PCC) has the responsibility of cooperating with the Church Wardens (incumbent when not in vacancy), in promoting in the ecclesiastical parish, the whole mission of the Church, pastoral, evangelistic, social and ecumenical. The PCC is also specifically responsible for the maintenance of the Church of St. Michael the Archangel, Pitts Close, Galmington, Taunton. TA1 4TP.

The PCC is committed to enabling as many people as possible to worship at our church and to become part of our parish community at St Michael’s. Our services and worship put faith into practice through prayer and scripture, music and sacrament.

Through other activities we aim to reach the needs of other groups in the community to fulfil our mission statement and bring others into the presence of Christ. Our outreach has continued to be restricted by the impact of covid, particularly in terms of School liaison, however this has led to new ways of engaging with the wider student body and community on things such as the window nativities and continued zoom worship.

Okay, so we have used as metaphors for previous years: Gardens, Homes and latterly, wooden roller coasters. This year I am ditching metaphor in place of things I have learned from other disciplines in books I have read.

Firstly, as we look back, I reflect on Suzanne Simard’s work on Mycorrhiza, the means by which trees and indeed other aspects of a forest network communicate. The word stems from the Greek: μύκης mýkēs , "fungus", and ῥίζα rhiza , "root". In her book for the layperson, like me, “Finding the Mother Tree” she talks about her discovery that fungal networks provide the basis for communication and mutual growth amongst trees and other forest species. How cool is that forest communities thrive, because of their diversity. She was working in and therefore speaking into a world, The logging industry in Canada and North America, that believed firmly in the prevalent scientific belief that all plants compete with one another for resources. She was lambasted for these beliefs; that now are categorically held to be true and form the basis of policy and study in an Arboreal world.

At first growth, can be slower, due to younger plants, requiring some of the same resources, but also as they put energy into growing root systems and feeding fungal networks, to carry water, nitrogen, carbon etc, that shall aid them into the future. Variety enables many trees to thrive.

Many companies continued to strip out birch and other species so that the cash crop tree would grow faster. And some did. But many died and even those that survived of the taller, the fast growing, trees, developed kinks and disease, that weakened them.

If they wanted to grow a thirty-year cut then this was fine (not really, but economically maybe). If the development plan was longer, diversity will sustain that, no more so, it is essential.

Our Church community, post covid, thus into 2022, was smaller, and yet almost immediately, more diverse. With different people, from different places and backgrounds, joining us. Straight away we felt conscious of how we continued to be; those of us who had stuck at it, even when things were some minimal and bare, throughout the early part of 2021; and also how we made space for these new folk to become part of our changing network.

We have created space our younger trees, newer members, to be with and work amongst our more established community, and that is evident in many ways, both on rotas and in gatherings. I thank both Rachel and Gill for keeping those rota’s going for us.

All of our rotas have seen newness, and although his licence has only just appeared, we are grateful for Marcus joining our worship leading, alongside, Ann, Pam and Carolyn. Grace too joined us on piano and for that we are grateful. Marcus also took on Toddler Church as a part of his ‘Soon to be Reader’ duties, and co-opted Kris, one of the Mum’s, along with Liz Ponte’s continued support. This has led to many more happy seedlings growing.

Our kitchen team for Mikey’s and other events has grown, with both members of St Michaels and friends from outside partaking. We thank Heather for her co-ordination of Mikey’s and her team for all they do. Also Ann and her team for seeing another year of coffee mornings through.

We thank our choir also as they have welcomed new members to their ranks and this has brought a certain vigour again to St Michael’s.

Square Bashers, knitting group began under Pauline’s watchful eye; creating blankets and other woollies for RAFT (refugees in need). The network spreads widely, from this place.

Mollie Evans, an old member, but young person, took it upon herself to organise a concert, to ‘Raise the Roof’ She raised funds for our roof renovation project, overseen by John Vittery. For this we thank her, and indeed John for his work.

The roof project was (and continues to be) a great work. There are ‘Snagging Issues’, but we are dealing with those now.

The structure continues to be important to us, as in any network so my final thanks go to those who maintain our space: David and Merv and they tended both vestry, office and other jobs; Pam, Roger, Janice, Margaret as they clean regularly, Chris, Martin, Roger, Nick, Merv and John as they continue to mow the lawn. And all those who maintain the garden. Creating for us a lush environment.

Our PCC certainly represents, the full breadth of our membership. I thank them and obviously our Wardens: Bob and Pat for their service, throughout the year.

We began a fledgling Open Table worship, LGBTQI+ affirming and led safe worship space, in the Spring of 2022, which became a fully-fledged and officially launched monthly event in November 2022. With Kieran Bohan, coming from Liverpool to celebrate this new growth in both our community and the OT Network nationally. There are around 30 OT gatherings in the UK. Ours had the largest launch gathering ever. This has continued to develop, with leadership involvement from other churches in the area as well as St Michael’s and specifically from within its own body.

This, along with St Thomas, Orthodox church, who gather now on the second Saturday of each month.

Simmard also discovered that ‘The Mother Tree’ The Centre of the Hub, is essential for, sustenance and healing and learning within the wider forest community.

We know the importance of that of St Michael’s. Many of our much older members, who are still at home, are supported on a regular basis through members of the Pastoral care team and others. Today we remember: Hannah, Sue, Headly, Gloria, Roy, Ann, Betty, Robin, Marion.

It is about family, not just community. Simmard discovered more latterly that the way in which trees support those who are part of that wide network is linked in part to who they see as family. They share resources to the wider network, but give more to those who are family, to strengthen the wider network.

We continue to work with Comeytrowe Under Fives, Parkfield, Bishops Henderson to bring sustenance to this community.

Pam and Rog, as ever have enabled joy and growth through so many seasonal displays. Conversation has flowed and the community been enlivened. Also with both a hugely successful Resurgent Christmas Fayre in December 2022 and warm Plant Sale (with car boot sale) in May 2022.

Even in death there is strength to be gained from pivotal trees. Our Pivots, lost in 2022 were Linette Knight and Dawn Laughton. They were indeed, Mother trees.

Dawn fed you all, both physically: cakes, bread, produce, and Spiritually: Good humour, peaceful wisdom and wry smile.

Linette was instrumental in toddler church and the raising of new seedlings in this place. Also creating vigour amongst us, challenging us as we grew.

We are family and as we strive to open our doors, be church both in and out of the building, we seek to strengthen one another so that we might be part of wider networks, locally and ecumenically and societally.

Financial Review

The audited 2022 St Michael’s accounts show a marked increase in incoming resources compared to 2021.

This increase is largely due to the resumption of hall bookings and fund-raising activities post-COVID.

Efforts were made to control expenditure where possible, but our expenses increased by £22.7K. This increase in expenditure is largely due to the roof repairs, and an increase in church running expenses due to increased activity post-COVID.

This leaves a shortfall for the year of £12,726. However, it should be noted that money raised for the roof repairs in 2021 was spent in 2022. Also, money raised in previous years for the St Michael’s Emergency Fund was donated this year to a Ukrainian Charity.

We continued to make donations to other charities, but donations to cover the roof repairs will still be welcomed.

The PCC is aware of the financial challenges facing St Michael’s Church over the medium term. Normal fund-raising activities were resumed this year, and efforts will continue to raise additional funds through the Christian Giving Scheme.

The overall balance carried forward was £61,600 compared to £74,326 in 2020.

Reserves Policy

It Is the PCC policy to maintain a balance of unrestricted funds that equates to 4 months of day-to-day running costs. This equates to £28,000 and is covered by the balance in Kingdom Bank.

Money on deposit with the Lloyds account is sufficient to cover fluctuations in the average monthly spending.

Structure, Governance and Management

St Michael’s Church appoints Parochial Church Council (PCC) members in accordance with the Church Representational Rules. The PCC is chaired by our Vicar, and attended by the Church Wardens, the Lay Readers, and the Church Administrator in addition to the PCC representatives elected by the membership. All those who attend our services are encouraged to register on the Electoral Roll.

The PCC members are responsible for making decisions on all matters of general concern to the parish, including how the funds of the PCC are to be spent. The PCC met six times during the year.

The PCC has identified areas of responsibility to several sub-groups, and considers the groups’ advice when making decisions:

Trustees’ Responsibilities

The elected members of the PCC are the Trustees of St Michael’s Church. They are responsible for making decisions on all matters of general concern and importance to the parish including deciding on how the funds of the PCC are to be spent. The full PCC meets six times during the year. Given its wide responsibilities the PCC from time to time will appoint sub-groups or action teams with defined levels of decision making. All of these groups are responsible to the PCC and report back at each PCC meeting with minutes of any decisions taken, and recommendations for the PCC to act on areas outside the specific remit of the appointed group.

Independent examiner's report to the PCC of St Michael's, Galmington, Taunton

This report on the financial statements of the PCC for the year ended 31 December 2022 which are set out on pages 1 to 6 is in respect of an examination carried out in accordance with the Church Accounting Regulations and the Charities Act 2011 (the Act).

This report is made solely to the PCC in accordance with section 145 of the Charities Act 2011. My work has been undertaken so that I might state to the PCC those matters I am required to state to them in an independent examiner's report and for no other purpose. To the fullest extent permitted by law, I do not accept or assume responsibility to anyone other than the PCC for my examination work for this report, or for the opinions I have formed.

Respective responsibilities of the PCC and the examiner.

As members of the PCC you are responsible for the preparation of the financial statements: you consider that the audit requirement of the Regulations and s.144(2) of the Act does not apply and that an independent examination is needed.. It is my responsibility to issue this report on those financial statements in accordance with the terms of the Regulations.

Basis of this report

My examination was carried out in accordance with the General Directions given by the Charity Commission. That examination includes a review of the accounting records kept by the PCC and a comparison of the financial statements presented with those records. It also includes a consideration of any unusual items or disclosures in the financial statements, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the financial statements.

Independent examiner's statement

In connection with my examination, no matter has come to my attention:

  1. which gives me reasonable cause to believe that in any material respect the requirements: to keep accounting records in accordance with section 130 of the2011 Act: and to prepare financial statements, which accord with the accounting records and comply with the requirements of the Act and Regulations

have not been met: or

  1. to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
