Strategic Report

Aims and Objectives

St. Michaels Parochial Church Council (PCC) has the responsibility of cooperating with the Church Wardens (incumbent when not in vacancy), in promoting in the ecclesiastical parish, the whole mission of the Church, pastoral, evangelistic, social and ecumenical. The PCC is also specifically responsible for the maintenance of the Church of St. Michael the Archangel, Pitts Close, Galmington, Taunton. TA1 4TP.

The PCC is committed to enabling as many people as possible to worship at our church and to become part of our parish community at St Michael’s. Our services and worship put faith into practice through prayer and scripture, music and sacrament.

Through other activities we aim to reach the needs of other groups in the community to fulfil our mission statement and bring others into the presence of Christ. Although this was complicated by the continuation of COVID 19 restrictions, some outreach projects did go ahead such as the outdoor book sales, displays on the front garden, and other special events until we resumed normal worship.

Vicar’s Report

Well! At least this year, this meeting, is occurring a bit closer to the end of the previous financial year!

May not October and that means that the time scale fits. WE CAN reflect on the year prior to now, and also on the month that proceeded it. And that is all. But that is enough also. Does anyone feel that April 2020 to May 2021 has flown by? And yet has equally, dragged on forever?!

Last year (in October) my reflection within this report centred on an area in which we had spent much of that first lockdown, during an uncommonly warm April, May, and June. My reflection found its basis in the garden. This time around after subsequent full lockdown, in November through early December and partial in lockdown in late December through to May 17th, uncommonly dreary months, we focus on home and what that means to us.

Church and home, certainly merged in those early days. Worship moving to the Mailchimp enabled interactive emails being sent out to 98 homes and paper copies going to 28 homes in total (Thanks’ go to Michelle Hamilton for delivering these each week). Ann Goddard rose to the challenge of preparing sermons to be delivered through various new formats and for this I am truly grateful, as did Sue Dunn as she felt able to engage. People watched on YouTube or Facebook, and once when I forgot to mention that I was preaching Sue’s sermon someone said she couldn’t believe that I was 66! Much was learned at this time concerning communication. Services were available throughout the week, as well as Sundays. We began zoom coffee mornings on both Sundays and Tuesdays. At first much my day was spent between a computer and phone also, walking about, and chatting, yielding newcomers to our online worship and email/snail mail community.

We are all grateful to Merv Deer for managing the bookstall outside of Church and the Foodbank too, providing a lifeline for so many people and forging alliances between The Church and the wider community by way of the Comeytrowe Coronavirus community support group. Further bonds being formed by ourselves and folk of other churches and indeed none.

At this point too The Galmington News was taken online, allowing them and us to reach a different audience. As did the incredible Holy Week display, culminating in the Easter Garden, on the church steps, we knew that this was the beginning

of a big venture in bringing our inside, outside. Thank you to Pam, Rog and the others involved.

We were then allowed back in the building in July. We began to worship again, together in person on Thursday mornings (initially Morning Prayer) and on Sunday evenings at 6pm. This allowed us to regather, without the expectations of regular morning worship, for worship still looks quite different, even now.

These continued in various guises as we returned to 8 and 10 am worship on a Sunday. But still the overlap between worshipping at home and in the church remained. We had returned to Church, but many of us stayed away. Fear and health, along side new habits, making our return difficult. That alongside the fact that refreshments, singing, the common cup and the peace remained distant memories to us.

Opened for a Season and then in November shut down again, this time around it was just in time for Remembrance. We were not going to be beaten Pam, Rog, Heather, Janice, Pat, Mollie, Jackie and Dot, sprung into action, creating a most exceptional war memorial, of gates, fences, barbed wire, a field of remembrance and a net covered in 100s of poppies knitted by Mollie throughout the 12 months after Remembrance 2019. This year 100s of people used that installation alone to take time to remember lives lost in battle, including each and every single child at Bishop Henderson School, each of them engaging in prayers and their own silences. We even managed to gather and yet not gather on Armistice Day itself.

I guess through the winter months our Church and our homes combined even more, the phone calls, organised by Heather Bray and the other members of the Pastoral Care committee and PCC continued and indeed so did the Zoom Coffee’s, A new homegroup emerged, led by Carol Harley and Jill Bryan. And, Ann Goddard’s Homegroup went online.

Then when we couldn’t sit on the walls or in the gardens for chats, irrespective of the regulations, as it was just too darn cold. And we retreated to our sitting rooms or beds for Sunday worship. We came out in the second week of Advent and began a confused and painful leadup to Christmas. Isolated from one another and for many of us, our families too, our physical worship, in many ways became an act of obligation. We were low numbers and no singing, we managed a cheeky and impromptu glass of mulled wine after the 10am communion on Christmas eve, smuggled into church by ‘X’. Many of the things we attempted were thwarted by the weather. Quietly Christ came into a broken world. And for many of us, we welcomed him into our homes.

I for one did put up the Christmas Tree and Decorations early, in November. I used the excuse that I needed to lead online worship for both Bishop Henderson and Parkfield Schools from the dining room and it had to look like a grotto, light in the darkness. Michelle knew that it was to ramp up my excitement as we approached Christmas itself, and indeed to ward of the blues that the deep winter months hold. But she let me pretend it was ‘a work thing’ all the same.

Then we were shut, for a long time, or what seemed like a very long time, being forced to journey though Epiphany and Lent alone. With no real national guidance, just strong advice. It was with great deliberation that we opened the Church doors again for Easter. Our displays outside continued to remain a focal point for the community, Mothering Sunday and then Good Friday-Easter were stunning. Pam and Rog, then at lightning speed turned Easter into a fitting Memorial to Prince Philip as the nation mourned his death.

The need to celebrate the resurrection was great. We were determined that if it was safe to worship that Sunday that it was safe to worship from there on in. No shutting our doors again. It has been a joy to be back together, with moments of difficulty but we are back now, Alison and Christine have put our rotas in place. Tea and Coffee began last Sunday. Mikey’s returned the Friday before that, and Toddler Church the week before that. People are back in roles which they have fulfilled before, some for many years. I thank you. Others find themselves holding new positions, giving a go that which they never had before, indeed thank you also. If you wish to be more involved, please let us know, for many hands make light work.

As we return to church, we do as a family returning home. Acutely aware of those of our company who have not re-joined us, having journeyed on to their heavenly home this past year:

We are desperate in some ways to begin again our times of sharing our food and fellowship together. We are mindful to that as we have put our homes in order, we now must do the same for our church.

2021 shall see us working together to restore the fabric of the building. The ladies’ loos look lovely, but we now need to fix the roof and renew the heating system so the fabric stays good, so as we have a gathering place for family and new friends to be. I guess just as we noticed all the bits of our own homes in need of repair throughout the winter lockdown, we also noticed this in our church. Our building needs to be fit for purpose, a tithe barn ready for the gathering in of our church family, new and old.

The PCC passed a resolution to join The Inclusive Church Network, to make known that all are welcome in this place. The coming year shall be, we pray, a year of restoration.

Change has inevitably occurred. Ann and Sue have led worship, administered home communions, and supported the community both pastorally and spiritually, for many years and recently Sue stepped down into the position of Reader Emeritus, ironically this has not stopped her from continuing to provide sermons for us to enjoy over the last few months.

Pam and Bob have over a turbulent period led the church through a time of conflict, resolution, vacancy and now Pandemic. Pam stepping into the breach 4 years ago - she has really been a little like a war time warden, she has ministered without ceasing in this time. She has stepped down from this roll as of this meeting. She shall be difficult to replace. She and Bob have provided exceptional leadership through testing times, each playing to their strengths. They are a great team.

Financial Review

The audited 2021 St Michael’s accounts show an increase in incoming resources compared to 2020.

This increase is due to special collection efforts made for the roof fund, and a partial recovery of the hall booking income when COVID restrictions were lifted.

Efforts were made to control expenditure where possible, but our expenses increased by £32.7K. However, it should be remembered that we had a considerable savings in our Parish Share payments in the previous year, and that £28K of this increase is due to normal Parrish Share payments being resumed.

This leaves a shortfall for the year of £7,296.

We continued to make donations to other charities throughout the year, but most fund raising events during the period and for the foreseeable future will concentrate on the roof fund and financing needed improvements to the heating system.

The PCC is aware of the financial challenges facing St Michael’s Church over the medium term, and efforts will continue to raise additional funds through the Christian Giving Scheme.

The overall balance carried forward was £74,326 compared to £81,622 in 2020.

Reserves Policy

It Is the PCC policy to maintain a balance of unrestricted funds that equates to 4 months of day-to-day running costs. This equates to £28,000, and is covered by the balance in Kingdom Bank.

Money on deposit with the Lloyds account is sufficient to cover fluctuations in the average monthly spending.

The building is in relatively good condition, but urgent work is need on the roof, and the PCC would like to improve the heating system.

Structure, Governance and Management

St Michael’s Church appoints Parochial Church Council (PCC) members in accordance with the Church Representational Rules. The PCC is chaired by our Vicar, and attended by the Church Wardens, the Lay Readers, and the Church Administrator in addition to the PCC representatives elected by the membership. All those who attend our services are encouraged to register on the Electoral Roll.

The PCC members are responsible for making decisions on all matters of general concern to the parish, including how the funds of the PCC are to be spent. The PCC met six times during the year.

The PCC has identified areas of responsibility to several sub-groups, and considers the groups’ advice when making decisions:

Trustees’ Responsibilities

The elected members of the PCC are the Trustees of St Michael’s Church. They are responsible for making decisions on all matters of general concern and importance to the parish including deciding on how the funds of the PCC are to be spent. The full PCC meets six times during the year. Given its wide responsibilities the PCC from time to time will appoint sub-groups or action teams with defined levels of decision making. All of these groups are responsible to the PCC and report back at each PCC meeting with minutes of any decisions taken, and recommendations for the PCC to act on areas outside the specific remit of the appointed group.

This report on the financial statements of the PCC for the year ended 31 December 2021 which are set out on pages 1 to 6 is in respect of an examination carried out in accordance with the Church Accounting Regulations and the Charities Act 2011 (the Act).

This report is made solely to the PCC in accordance with section 145 of the Charities Act 2011. My work has been undertaken so that I might state to the PCC those matters I am required to state to them in an independent examiner's report and for no other purpose. To the fullest extent permitted by law, I do not accept or assume responsibility to anyone other than the PCC for my examination work for this report, or for the opinions I have formed.

Respective responsibilities of the PCC and the examiner.

As members of the PCC you are responsible for the preparation of the financial statements: you consider that the audit requirement of the Regulations and s.144(2) of the Act does not apply and that an independent examination is needed.. It is my responsibility to issue this report on those financial statements in accordance with the terms of the Regulations.

Basis of this report

My examination was carried out in accordance with the General Directions given by the Charity Commission. That examination includes a review of the accounting records kept by the PCC and a comparison of the financial statements presented with those records. It also includes a consideration of any unusual items or disclosures in the financial statements, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the financial statements.
