Trustees, Annual Report
Structure, Governance and Management
The Trustees are responsible for the day-to-day manageM￿lt of the Trust and meet fornially
on a regular basis and Jiaise constantly between meetings.
Governing Document
The organisation is a private company limited by guarantee and is governed by its Artides of
Associatio
Charitable Status
The company received charitable status on 2 August 2(YlO.
Risk Management
The Trustees have exaroined the major strate8ic, business and operational risks which the
charity faces and confirm that 5ySterns have been established to enable regular reports to be
produced so that the necessary steps can be taken to lessen these risks.
Recruitsnent and Appointtnent of Trustees
New Trustees are elected by the menkneTS at the AGM or are co-opted by the existing Trustees,
who assess what Skills and experience are required. New Trnstees receive an induction pack
th a copy OE the Memorandum and Articles. recent accounts and minutes.
Objectives, Aims and Activities for the public benefit
As TTUStees of the charitable company, the Directors confinn that they have complied with
the duty in section 17 of the Charities Act 2011 to have due rewd to public benefit gutdance
and have re£etred to the Charity Con)n)ission's general guidan￿ on public E*nefit when
reviewing aijns and obj'ertives and in planning future activities.
The obiert Eor which the Company is estsblished is to promote the religious and charitsble
work of the Church of England by proNuding additionak support for all or any of the charitable
purposes to which the capitLdar revenue5 of the Dean and Chapter of the Cathedral Church
of St Mary the Virgin in Blackburn are applicable.
Financial Review, Achievements and Future Plans
The past twelve months have seen the Trust continuing with its charitable fun<baising and
support OE the Cathedral. During the year, it has received personal and trust donations of
,811 (2022- ￿,835). secured grants of £4,0(XI (2022- £4500). cLaiEned gift aid of £502 (2022-
£3631 a￿d received bank interest of £1,6J7 (2022- Q85}.
Durtng the year it made grants of È27,077 (2022- £26,416} to Blackbum Cathedral to continue
tho funding of the Choral kholars, the Education offi￿r, and support of the musical life of
the Cathedral and administration costs totaled £1.416 (2022- £2.130).
Events held during 2023 generated a surplus of £28,￿4 £14,258).
The financial statements show thatfor the year ended 31 December 2023 there was net income
of aOa81 (2022_ excess of expenditure over income of £5,305) and total funds at the year-end
were £160,907 (2022- £150￿26).

The Trustees have Tesolved to designate £134,456 (2022 - £IIIJ69) towards the development
of the Cathedral Crypt. There was net income on Unrestricted Funds of £22,141 (2022 -
2,111) and net expenditure of £11.760 (2022 - a7.416) on Restricted Funds. The balance of
the Unrestricted General Funds at 31 December 2023 was a Surplus of a8577 (2022- ￿9￿23)
and the surplus on the Restricted Funds at that date was £7F74 {2022- £19,634).
It is expected that during the con)ing year the Trust will continue to support the Cathedral by
carying out fundraising activities to enable ongoing projects to fulfilled and continue to
identify additional funders who can offer their support.
Reserves Policy and Going Concern
Since the prirnary objective is to raise funds for the Cathedral CThurch of St Mary the Virgi
Blackburn, it is not the policy to hold reserves of more than an adequate amount to enable the
Trust to have sufficient WOTkiThg capitsl to enable it to continue in operation. Unrestricted
General Funds were in surplus of £18577 (2022- a9523) at 31 December 2023. The Trustees
are satisfied that future donations and fundraising efforts wxll cover costs and allow the
surplus position to be rnaintsined.
Statement of Trustees, Responsibilities
The Trustees (who are also Directors of Blackburn CathedraI Trnst for the PUTposes of
ompany law) are responsible for preparing the Trnstees, Report and the financial statements
in accordance with appIicable Law and United Kingdom Accounling Standards (United
Kkngdom Generally Accepted Accounting Practice).
Company law required the Trustees to PreP￿e financial statements for each fir￿la1 yeaT
which give a tme and fair view of the state of affairs of the charitdble company and of the
incoming resources and application of resources, induding the income and expenditure, of
the charitable company for that period in preparing these f[nancI￿ statements, the T￿￿teeS
are requiTed to:

Observe the methods and principles in the Charities SORP;
Make judgements and estimates that are Teasonable and prudentr,
State whether applicable UK Accounting StandaTds have been followed, subiert to any
rrLaterial departures disclosed and explained in the financial statements; and,
Prepare the finanaal statements on the going concern basis unless it Ès inappropriate
to presume that the charity will continue in business.
The Trustees are responsible for keeping proper accounting records that disclose with
reasonable accuracy at any time the fllnancial position of the charitable cotnpany and enable
them tt) ensure that the financial statements COLnply with the Companies Act 2006.
They are also responsible for saEeguarding the assets of the clwttable company and hence foT
taking reasonable steps for the prevention and detection of fraud and other irregularities.

Independent examiner's report on the unaudited accounts of BIackburn
Cathedral Trnst
I report to the charity Trustees on my examination ofthe accounts of the company for the yeaT
ended 31 December 2023, whith are set out on pages 4 to 13.
Responsibilities and basis of report
As the charity Trustees of the company (and also its directors for the purposes of company
law) you are responsible for the preparation of the accounts in accordance with the
requirements of the Companies Act 2006 ('the 2006 Acrf).
Havkng sattsfied myself that the accounts of the company are not required to be audited under
Part 16 of the 2006 Act and are eligible for independent examinatiorL I report in respect of my
exanunation of your cornpany's accounts as carried out uThdeT section 145 of the Charities Act
2011 ('the 2011 ACY). In carying out my eXa￿inatiOn I have followed the Directions given by
the Charity Commis&on under section 145(5)(b) of the 2￿11 ACL
Independent examiner's statement
I have completed tny examination. I confirm that no matters have come to my attention in
connection with the examination giving me cause to beiieve that in any material respect:
accounting records were not kept in respect of the company as required by section 145;
the accounts do not accord with those records" or
the accounts do not comply with the accounting requirements of sectton 396 of the
2006 Act other than other than any TequiTement that the accounts give a'true and fai/,
ew which ts not a matter considered as part of th independent exarnijiatioty or
the accounts have not been prepared in accorda￿ with the meth(Ids and principles
of the statern￿Lt of Recommended Practice for accounting and reporting by charities
applicable to ch￿ltieS preparing their accounts in accordance with the Financial
Reporting Standard applicable in the UK and the Republic of Ireland IFRS 102).
I have no concerns and have Come across no other ￿￿tterS in connection with the examination
to whtch attention should be drawn in this report in order to enable a proper understanding
of the accounts to be reached.

For the financial year ended 31 December 20J? the company was entitled to exemption from
audit under section 4T7 CompaDies Act 2006. No member of the company has deposited a
notice, pursuant to section 476, requiring an audit of these financial statements under the
requirements of the Companies Art 21Jl6.
The director5 acknowledge their responsibilities for ensuring that the company keeps
accounting records which comply with section 286 of the Act and for prepariThg finanaal
statements which gtve a true and fair view of the state of the affairs of the company as at the
end of the financial period and of its income and expenditure for the finanaal period in
accordance with the requirements of sectAons 394 and 395 and which otherwxse comply with
the requirements of the Companies Act 2006 re]aling to the accounts. so far as applicable to
the company.

PrincipaI accounting policies
Company status
Biackbum Cathedral Tntst is a private company limited by guarantee,. the Trnstees who
are also the members are listed on the contents page. The cotnpany is registered in
Ensland and Wales. In the event of the Trust being wound UPI the liabtIity in Tespect of
the sllarantee is ]iniited to £1 per member of the T￿￿t.
Basis of accounting
The firwiaal statements have been prepared in accordan￿ with Accounting and
Reporting by Charities: Statement of Recommended Practice applicable to charities
preparing their accounts in accordance with the Financial Reporting Standard
applicable in the UK and RepubIic of Ireland (FRS 102) (as amended for accounting
periods cornmencing from l January 2016) - (Charities SORP {FRS 102)), the Financial
Reporting Standard appltcable in the UK and Repubjic of treland (FRS 102 Section IA)
and the CompaDies Act 2LX)6.
The financial statements are prepared in sterJin& which is the funrtional curI￿cY of the
entity.
Blackburn Cathedral Trust meets the definition of a publtc entity under FRS 102.
Going concern
The Trustees are satisfied the Trust renuins a goingcoThcern and the financial statements
are prepared on this basts.
Intangible income
The value of services from volunteers has not been iTrduded in the financial statements.
Grants
]Thcome recetvable under grants is recognised when the obligations under those grants
are perfonned.
Donations and other fornis of voluntary income
Donations and other fonns of voluntary income are recognised in full in the Statement
of Financ￿ Activities when notification of entitlement És received and the amount
Teceivable can be measured with sllffictent reliabiIity.

Resources experded are included An the Statement of Financial Activities on an accruals
basis inclusive of VAT whtch cannot be recovered and are recognised in the period in
wbich they are incurred.

All costs are allctated between the expenditUTe categories of the Statement of Financial
Aetivities on a basis designed to reflect the use of the resource. Support costs are
apportioned on an approprtate basis. e.g. percentage of income.

Restricted funds are to be used for specified purposes as laid down by the provider of
the ￿Thas. Expenditurewhich meets these crxteria is allocated to the fLmd, together with
a fair allwation of support costs.
Unrestricted Eunds
Unrestricted funds are donations and other incorne received or generated for the obj'ects
of the company without further speofied purpose and are available as general funds.
Fixed assets
Fixed asset items costtns under £l,LNJO are not capitalised and are written off dwing the
period.
Finaneial instruments
The Charity only has Einancial assets and financi￿ liabiIities of a kind that qllalify as
basic financial instrLunents. Basic financial instruments a￿ initially reco8nised at
transaction value and subsequendy measLred at their settlement value.

12 Related paty transactions
The Blackburn CathedraiTrnst operates independently of Blackburncathedral Chapter
but is wholly for the benefit of the Cathedral. Therefore. Blackburn Cathedral Chapter
is deemed to be a related party. During the year. grants totaling L17,077 (2022: £26,416)
were made to the Blackburn Cathedral Chapter.
