Newham Methodist Circuit is a part of the Methodist Church of Great Britain in the London District. There are
seven churches and three ordained ministers offering p&sLoral care and services to their local communities. The
Newham Methodist Circuit was r¢gisteT¢(L as a ChaTity on 8th June 2010. The Charity was constituted
according to Standing Order 61 O of the Constitutional Practice and Discipline of the Methodist church.
This is the twelve (12) )'ear of our registration as a charity.

In th¢ power of th¢ Holy Spirit. lo respond to the gospel of God's love in Christ amongst diverse
communities. enabling and inspiring to work in pannership with others to fulfil 'Our Calling. as
Methodists.
Furtherance of the Chnstian love, faith. and services in accordance with the doctrine of the Methodist
Church and any charitable puryx)se connected with the Methodist church or church oiganisation. (see
Methodist Church Act 1976)
Strategy:
To support. equip, challenge. and ¢n￿Urage local ChU￿heS and individuals to realise their role in God's
mission through worship, services. evangelism. discipleship. learning and caring.
Objeclives:
To enable the churches to be the body of Christ in their communities.
To bring our diverse congregations together into one cohesive ivhole.
To develop and strengthen youth ministry. inspiring young families.
To discem, conquer and encourage in God's PUryK)s¢ for the circuit.
To encourage, promote and develop unique wavs of being a church.
To provide training and other relevant resources to enable churches and individuals to
meet their various needs in promoting the Chnsttan f￿th.
To make, nurture and edify disciples in this modern age.

The main activitie5 have been dispensed like CDE;
a) Collaboration with the team of others lay and ordained, offering misstonal oversight. care. and kindness
b! being sensitive to the context. Endowing leadership.. governance: and supervision.
b) Delegating. trusting, and organising comprehensively and conducting regular weekly public worship.
Worship to be held in the circuvt churches and reaching out to the surrounding communities with love and
care.
c) Encouraging, empowering, and resourcing all churches to own and restK)nd to local community needs
with the use of Circuit church buildings, ministerial staff. volunteers. and other resoUr￿S.
The Trustees are also reswnsible for the manses where the ministers who serve the Circuit live Fwefully and
feel at home.

The activitio8 have been:
a. Planning regular weekly public worship to be held in all Methodist churches in Newham. This includes
the recruitment and training of volunteers &s local preachers.
b. The deployment of two ordained members of stsff io undertake duties in the four ¢huTches in
rnembership of the Circuit. Encouraging and resourcing churches to respond to local cornmunity needs
and the use of their buildings, ministerial staff. volunteers. and other resources.
The Trustees are also reswnsible for th¢ provision and maintenance of the manses where the ministers
who serve the Circuit live.
d. The ministers of the Circuit engage with other agencies and the local authorities to provide chaplatncy
and other services for those in various types of need such as the homeless.
e. The Circuit has leased one of its buildings (Harold Road Centre, 170 Harold Road E13 OSE) to
Applecart Arts, a local story telling chanty. which engages local people in developing skills in theatre,
f)Immaking and other art fonns.
f. The Circuit is a founding member of TELCO. the East London chapter of Citizens UK. We encourage
our member5 to undertake the free training provided by Citizens UK and to engage in the campaigns,
such as the LiN'ing Wage campaign. which started in Fast London in 2001. Through this membership N¥e
have strong links with other faiths and educational organisations which work together for the common
good.
UBLIC & COMMUNITY BENEFIT
Newham Methodist Circuit strongly believes that a church is a group of people called from the community, for
the community. Therefore. all our worship is public and o￿n to all. anyone can drop in with any background,
from any community.: we embrace all in Christ's love, care. and kindness. We offer baptism. marriag¢ and
funeral Services to families who requesl. Our buildings offer imwrtant communitv spaces and can be rented by
agencies who provide services to local groups and communities. Our staff liaise ivith Ihe Local Authority and
otheT public bodies in providing infonnation and &ssistance as appropriate.
All Trustees have been mindful of the guidance provided b). the Charity
Commission concerning public benefit as it affects charities for the advancement of religon.
REVIEW OF PROGRESS AND A
HIEV
With the help of th¢ ordained staff. 5 local preach¢rs and 4 local preachers on trial, the communal worship was
offered. Local preacheTS 'on trial, are making good progress in their training. Ecumenical work is progre55ing.
Sadly. in March 2020 Covid-19 infected and affected the Newham area along wilh the r¢sl ot. Ihe world.
Comrnunal worship shifted ov¢r to Zoom and YouTube to str¢ngthen. comfort and encourage churches and
communities that we are not alone in these tumultuous times. During lockdown, churches and communities
were encouraged that His heaven is not closed
dow￿ on us in these difficult and different times. In th¢ l&st five decades we have seen extensive technological
advancements, yet technology h&$ done littl¢ to defy the problems of loneliness and empiiness. All church
members were housebound, and all churches were provided weekly worship and work sheets and the member's
m¢nlal wellbeingy was seriously addr¢ssed That was supwrted by making phone calls. post cards and by
Tegular f¢rv¢nt prayers and communicalion.
Rev. Elizabeth was acwmmodat¢d at 15 Latimer House and the loan of Tower Hamlet was fully reimbursed in
one go. The Stratford manse was put to let. Mr. David Mensah, the Neiv Circuit Property Steward and Mr.
Jones Aniclo, the circuit Safeguarding oificer were appointed. The governing and administration structure is
being improved to be standardised, transparent, and simple for a common trust¢e to cornprehend.

CHAIRPERSON'S REPORT
This year of Covid has been a demanding and challenging year to oversight the 7 churches and offering
leadership in these tumultuous and harrowing times. Covid added the workload but by God's prevenieni grace
and with the collaboration of all lay and ordained. We did our best to offer Online united Circuit Zoom services
and recorded services who were unable to join and have a¢c¢ss over Zoom, all churches pastoral leaders
brilliantly offered th¢ pastoral car¢ in this ￿riod. The circuit governance and administration was done by
weekly stsff meetings over Zoom. As a Superintendent Minister I was making sure the digital Services are
otTered timely and collecting recorded videos and combining them together to make a one services that will
edify, equip and enable viewers and Worshi￿r$ to stay strong. safe and groiv in Christian hope. l am also given
the responsibility to be a Minister in charge of the Forest Gate and the Manor Park Methodist church. Newham
Circuit Office moved into the Manor Park building in September 2019.
Revd Elizabeth 05ei is offering pastoral care to Stratford Methodist ChurclL Keir HaTdie and Stratford
Newtowi Church. She lives in 15 Latimer Road Forest Gate E7 OLQ, this property now legally belongs to the
Newham Circuit Circuit has other propethes like Central Park Manse and the Stratford manse at Chobham
Road both ar¢ occupied by a suitable tenant and the received income helps to carry the mission and ministry in
the circuit effectively.
W¢llb¢ing of the Newham Communities is being offered by opentng up church buildings for all for various
weekly projects, Worship services are ¢onbnued and conducted by three ordained ministers with th¢ help of
five accredited Local Pr¢ach¢rs and four Local Preachers 'on trial.. They are somryng the gospel seed,
equipping. engaging, and enabling circuit churches and the surrounding communities to become one familj,
living and loving and ensuring ihat we all grow in faith and friendship.
The trustees have approved to appoint a part time circuit administrator in 2020. as we come out of this
lockdown, this apFK)intment will be made, this will b¢ &ssisting the sup¢rintend¢nt and the CLT.
The whole circuit was affected and infected by th¢ Covid-19 along ￿ryth rest of lh¢ world and church services
ii'ere shifted during lockdomm from ph5sical sertiices to iijrtual. Mans, of our senior circuit members are
experiencing mental illness. loneliness, and anxiety. They are still suffering by the unkind impacts of this virus.
Harold Road proFrty was rented to ihe Applecart Live project and circuit struggles to
retrieve the overdue arrears which is now paid £5000 pa by the Applecart Live.
We successfully appointed th¢ Circuit Safeguarding Officer in 2020. By God's grace there are not such major
safeguarding issues in the Circuit churches. the re&son because our emphasis over that we are one family and
lets take good care of each other and consider we are brothers and sisters and God has His divine purpose to
call u5 from different counties. different families to be one &s a circuit a family, this is evident to ivitness if one
hurts we all hurt. This Spirit has protected and safeguarded all our young and old members in the circuit. It is
extremely essential to infuse and instil the family-spirtL thai unites and safeguar(ts the circuit from all evil.
We also appointed th¢ Circuit Prolkny Steward in 2020 to offer strate￿C and stNctural care to all circuit
pro￿rtIeS. offering help and advice on property maintenance. hiring and rental management. The buildings
were secured and fumigated to ensure. ther¢ are less chances of the spr¢ad of Covid and when people get back
to these buildings. they are caleatL sanittsed and safer places

A description of the principal risks facing the charity
Both Covid and Recovering the pending debt has oscillated weakening in church attendance and the
commitment over giving due to cost of living and uncertainty has caused seriou5 deterioTation is all sphere of
life and ministy of the circuit. The rA)ol of talent available for the volw)t¢¢ring roles in the Work of the Circuit
is perplexing. This is not an encouraging resulL Somehow, this has put pressure on those who are available in
balancing iheiT work and family commitments alongside their church duties and devotion. Covid-19 has
changed and challenged the lifesty"le. Many organizations plateaued or lost momentuni this year, budgets are
¢onstri¢ted, the future seems unclear. but OUT desire is to have successful ministy and fulfil God's call in our
lives. The pandemic has created chaos and caused much uncertainty. The world has turned upside down, our
normal has become chaotic, our faith is being t¢std We are ready to embrace new nomjal, not just spinning
the wheels however, to be successful and sanctifie(L
In the Capitsl City, it is speculative and unpredictable to be assertive on groirth and loss. The gradual groivth
and loss especially in this pandemic and lockdown have built a pronounced pressure on the finances of the local
churches and businesses.
The Circuit mainly collects and receives much of her pledged income from churches and some through renting
(renting has not been available through covid period). Online income during Covid has challenged Circuit and
with the help of professionals and abled finance team the circuit reduced the assessments during Covid not
burdening churches. l ￿[SonallY feel being Church in the Capital city, Newham is an area of substantiaj
deprivation with high levels of homelessness, overcrowding and workers who earn less than the real living
'age. This means that a high proportion of children are liTring in p0￿eth. through no fault of their parents.
Parents sometimes have to keep more than one Job in order to make ends meet. BeyonLL all these turbulent
circumstances we as circuit family are striN'ing. d¢t¢rn]in¢d and ¢nd¢avouring to stick with the circuit mission
statement which is in ihe power of the Holy Spirit to respond to the Go5￿1 of God's love in Christ among all
diverse cornmunities enabling and inspiring to work in partnership with one another to fulfil our Calling as
Methodists.
I praise and thank God for all trusttts and volunteers in all churches who make the Circuit mission and ministry
possible.

I Teport on the allach¢d Financial Statements for the yeaT ended 31 August 2022. which are s¢t on pages 12 to
16 and have been prewed on an accrual basis.
Respective responsibilities of Management Committee and Examiner: The Charity's tsvstees are
responsible for the preparation of the accounts. The Charity's trustees consider that an audit is not required for
this year under section 144 of the Charities Act 2011 (the Charities Act) and that an independent e￿nInatIOn is
needed.
It is my responsibility to:
examine the accounts under section 145 of the Charilies Act- to follow the procedures laid down in the general
directions given by the Charity Commission under section 145(5Xb) of the Lharities ACL and to state whether
particular matters have Come to mv attention.
Basis of Independent Examiner's Statement: My examination Nvas carried out in accordance with general
directions given by the Chan'i), Commission. An examination includes a review of the accounting records kept
by the charity and a comparison of Ihe accounts presented with those records. It also includes consideration of
any unusual items or disclosures in the accounts and seeking explanations from the trustees concerning any
such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and
onsequently no opinion is given as to whether the accounts present a 'true and fair view, and the report is
limifrd to those matters set out in the stafrment below.
Independent Examiner's Statement.. In connection with my examination. no material matters have come to
my atteniion. which gives m¢ ¢aus¢ to believe that in. any material respect.. accounting records were noi kept in
accordance wTth section 130 of the Charities Act or the accounts do not accord with the accounting records

l Basis of accounting
The financial statements have been prepared under the hislorical cost convention with items
recognised at cost or transaction value un1¢s5 oihcrwise slatcd in the relevant notes to the
accounts. The Statement is prepared in accordance with the second edition of the charity
stat¢m¢nt of recomrnended practice issued in Octokr 2019, th¢ financial. reporting standard
applicable in the United kingdom and Republic of Ireland (FRS 102 j and the Charities Act 2011.
2 Funds
The funds held constitute.. General Funds held for any purpose of the Circuit. which are.
Unrestricted. The Circuit Model Trusi Fund has wide PUTtx)ses defined in Standing Orders and
is categorised as unrestn"ct¢d. Restricted funds. which are held for a narrower purpos¢. There ar¢
no Endowment funds. Details of each material fund are disclosed in the fina] note to th¢s¢
accounts. Any funds may be represented by more than just cash.
3 Accounting policies
Basis
These accounts have been prepared OD the basis of historical cost except that iniiestments are
shown at their market value at the end of the year. on the accnthls basis to show an accurate and
fair view of the Circuit's financial y)sition and activities.
Incoming Resources
Income is included in the Ststement of Financial Activities (SOFA) when the Circuit becomes
entitled to the r¢sourc¢s, and the trustees are reasonably cerlain they will receive th¢ resources.
and the monetary value can be M￿Ured with sufficient reliabiliti,.
Resources Expended
This is recognised when a liability is incurre(t or a constructive obligation arises, that results in
the payment being unavoidable. Liabilities are recognised as soon as an outflow of economic
benefjt is considered more likely than not under the legal or constructive obligation committing
the Circuit to pay out resources.
Grants
Grants made by the Circuit from its own funds are recognised in full at th¢ time of agreement 01
when the Circuit acc¢pts that there is a legal or operats.onal obligation to make ihe pavment.
VAT
Since the Circuit is not VAT registe[￿ all input VAT is charged with the exttns¢s to which it
refers.
Tangible rued assets for use bv the Circuit
Tangible fixed assets are capitalised if they can be used for more than on¢ year and cost at least
£500.
The freehold propety was shoMI in the accounts at 2020 d¢¢med values. No depreciation is
provided on the building because the trustees consider the current residual fair value of the
manse buildkngs (assuming that It had reached the end of its useful ewnomic life by the year-
end) to be not l¢ss than its current value. Any depreciation would not be material.
Investment Properties
Investment properties - no property is currently deemed not to be held for the long temi purposes
of the Charity.
Investments
Investments are valued in the balance sheet at market value at the year-end. Investment income
is included in the accounts when receivable and any g￿n$ or losses on revaluation at the yearend
are sho￿￿ in the SOFA.
