Report of the Trustees for the Year Ended 31 March 2023

The Trustees who are also directors of the charity for the purposes of the Companies Act 2006, present their report with the financial statements of the charity for the year ended 31 March 2023. The Trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019). The Trustees are listed on page 8 of this report

OBJECTIVES AND ACTIVITIES

Governing Document

The charity was incorporated on 9 June 2009. The current Articles of Association were adopted by resolution on 18 March 2010. The company was registered as a charity on 7 June 2010.

Objectives

Public benefit

The Trustees confirm that they have referred to the information contained in the Charity Commission's general guidance on public benefit when reviewing the Trust's aims and objectives.

Trustee Appointment, Induction and Training

The Governing Trustees were appointed by their experience and expertise. Subsequent Trustees will be appointed as and when the need arises. New Trustees are made aware of their role and responsibility as a Trustee, the role of the Charity Commission, decision making processes and will be able to field any questions they may have from the documentation which has been provided to them namely, the Annual Report of Accounts, Trustee Report and directed to the Fundraising Regulator website. All Trustees are made aware of external training events and are encouraged to attend. The Trustees meet regularly throughout the year and hold an Annual General Meeting once a year.

Activities

Due to the huge amount of Advocacy work we were already doing, the volume of calls we were already receiving, the work around hate crime, racism, and engagement with the 2 local authorities, the police and numerous other organisations on behalf of Traveller families in Dorset County, in February 2022 we partnered with Citizen’s Advice Central Dorset and engaged an Advocacy worker. It was initially a trial, a one-year contract that was renewed in February 2023. It has proved to be a successful way of engaging and supporting local Gypsies and Travellers with health, education, and benefits to name just a few. Very successful work has been done with numerous Dorset Traveller families who previously haven’t been able to access the support they are now receiving.

Recognising that we have and continue to support the many Traveller families in Bournemouth, Christchurch and Poole ('BCP') , has led to Kushti Bok seeking to expand on this work with Citizens Advice Central Dorset, and to approach Citizens Advice Bournemouth Christchurch and Poole, to also partner with us. Dorset county is made up of two councils. BCP and Dorset. The work has also enhanced the reputation of Kushti Bok amongst Dorset Travellers. April 2022: The Kushti Bok Chair and a trustee attended the Friends Family and Travellers annual awards ceremony at the Irish Embassy in London, where Kushti Bok was nominated and short listed, for “Inspirational Project”. We didn’t win this year, although our chair won the “Lifetime Achievement Award “ the previous year.

The Legend Pole

This major Kushti Bok project was funded by National Heritage Lottery Funding and started in June 2022 to celebrate not only the lives of Dorset Gypsies and Travellers, but also to remember those who died on the road. It has not only engaged and touched the lives and hearts of hundreds of Dorset’s Gypsies and Travellers, but nationally has been acclaimed by many as a wonderful piece of work. Travellers are coming from all over the UK to admire the Pole and remember what it stands for. At the centre of the project was the creation of a 10ft plus high wooden sculpture, portraying scenes from the life of nomadic people. Topped by a traditional Romany Wagon under a spreading tree. The pole was carved by Gary Orange a New Traveller and unveiled in its final resting place at Kingston Maurward College Dorchester on 17th July 2022. Over a hundred local Travellers came to the unveiling at The Orchard in Kingston Maurward College, Dorchester. They all took great pride in this symbol of their heritage. We had traditional Gypsy Traveller food, musicians and karaoke. A real Travelling family day.

The project whilst built around this great piece of public art, was much more extensive and involved numerous meet ups, gathering stories, teaching traditional Romany Gypsy skills, and celebrating a People’s heritage. Local Travellers were taught waggon painting, flower making, peg making, basket weaving and a number of other crafts. Particularly popular was a series of storytelling evenings put on at Dorset Council owned sites. A whole archive of oral history has also been gathered and preserved for future generations. There is a film , recording started at Gary Orange’s yard. the Chainsaw Sculptor, where he made the first cut , witnessed by project manager Abby Young, Kushti Bok chair Betty Smith-Billington, Jake Bowers Romany filmmaker, Shaun Hughes Piddlehinton site resident and young Traveller mentor for Jake . Many interviews from Gary and the other witnesses, have been recorded by Maria Gayton, of Dorset History Centre .

Local Young Travellers gained experience in film making and administration of such projects. There was even a Kushti Bok Legend Pole tour at events in Dorset and other parts of the country, which encouraged more supporters for Kushti Bok. In January 2023, a Tapestry was commissioned, made by Kushti Bok member Debbie Holmes, of velvet material , embroidered with coloured silks, showing aspects of the Travelling lifestyle. The branches of the trees were the outlines of local Travelling children’s hands, their names are embroidered onto the branches( fingers).

The rich history of Romany Gypsy camps in Bournemouth and Poole which sadly are no more, is now permanently remembered in a new archive, a digital map. Two local encampments are now marked by 3 excellent sign boards. One is at New England in Kinson, the other two are at the front and back entrances to Branksome Cemetery, which was part of Heavenly Bottom encampment in Rossmore. They were unveiled in July 2023. Afterwards we had a meet up , at Bourne Valley Community Centre, of many local Travellers. We were and still are, asking for historical information about the sites and the Travellers ancestors to enable us to collect as much information as possible to be entered into a digital map of all Dorset’s encampments.

Each sign has a QR code which can be used to access and input information to the digital map. Since the installation of these signs, there has been much interest from local Romany families whose ancestors lived on these old encampments.

Kushti Bok visited local schools and colleges, which included tutoring by members of the Holocaust and the history of Gypsies and Travellers since they arrived in Britain. Workshops were held at Dorset History Centre, helping local Travellers to trace their ancestors. Also when we visited the schools (some of which were attended by local Travellers etc) it encouraged some students to speak out and identify as Romany, Roma and Irish Travellers.

Kushti Bok Meet ups in Bournemouth Poole and Christchurch funded by CAN.

BCP Council area: Responding to the cost-of-living crisis and rocketing electricity and gas prices, Kushti Bok organised a number of daytime meet ups for local Travellers. Our aim was to provide warm spaces, but also some activities using the skills of Kushti Bok members, and others. We met at the Traveller friendly Church of the Good Shepherd in Rossmore, the Henry Brown Centre in Kinson, and the Somerford Arc at Christchurch. Lunch was served and craft activities like flower carving, peg making, crochet and pottery painting were all engaged in.

Tracing ancestry was very popular. The spaces were hosted by Kushti Bok members and attracted many local Travellers. In June one of these meet ups was combined with a visit of the Archbishop of Canterbury and involved a traditional vardo (Gypsy waggon) a bender (temporary traditional dwelling made from hazel poles), traditional food cooked on a fire, followed by a gathering in the church next door, and a speech from the Archbishop in which he strongly challenged prejudice against Gypsies and Travellers.

Our local Romany peg maker, Leon Rawlings, taught the archbishop how to make Dolly pegs. (See photo front cover). We had bacon pudding and Joey Gray all traditional Gypsy food. These meet ups did a lot to help with Travellers mental health, having the worries of prices rising so fast. Kushti Bok Meet Ups in Dorset funded by Dorset Community Foundation.

March 11th, 2023: Our Chair was nominated for an award in the “Eminent Woman of Impact" category, Community Impact Award, at a ceremony, put on by Annual BCP Women’s Awards, Arts For Survival, Community Interest Group. The beautiful blue glass award was presented to our Chair by The Mayor of Bournemouth.

Dorset Council area: Kushti Bok continued to support a non-contact Boxing club run by a local Traveller at Carey Hall Wareham every Friday evening, and also ran a number of drop-in sessions at Wareham, Piddlehinton, and Thornicombe site. Some Saturdays meet ups were held at Carey Hall in Wareham, to compliment the Friday night, non-contact boxing club, we had a display showing many aspects of Kushti Bok and what we do and can do to support our local Travellers. We held craft workshops, pottery, crocheting, peg making, again a free lunch to try to offset cost of living. These meetings near Wareham Site help to keep contact as Ash Oaks has no community area.

This year has been the busiest yet for Kushti Bok especially as we are a group of volunteers, and some are trying to hold down jobs. For the past three years 2021,2022,2023 (and we hope to continue) The Kushti Bok Chair and an escort, has had the honour of laying a wreath at County Hall on the 11th day of the 11th month.

Many are unaware that many Gypsies and Travellers fought in both World Wars and that some lost their lives.

Kushti Bok flag flying. We were able to have the Romany flag flying over the three BCP Civic Offices and County Hall Dorchester, during Roma History month and 2nd August (Night of the Gypsies) 2021,22,23.

in November 2022, 3 Kushti Bok members attended the Traveller Movement Conference. It was so beneficial for our newly appointed Advocacy worker, leading to her working on some educational cases, with Declan O’Driscoll of Traveller Movement.

This year in November 2023, 3 members will also attend the Traveller Movement Conference.This really useful event is so helpful to Kushti Bok. We are hoping that next year it will be attended by two new Advocacy workers and their Peer (Abby). Dorset G & T Forum. Each quarter Dorset Liaison Group holds a Forum. Our Chair is the Vice Chair of this group. Partners give presentations about the help and support they can offer to GRT communities. Dorset Fire service gifted 50 Safety packs one for each Dorset council site residents. The Chair has been delivering to each resident on all four sites. In the Summer of 2022, there was a breakdown in communications between council owned site residents and the Dorset Liaison Team, mostly regarding the Piddlehinton, Dorchester Camp. Kushti Bok partnered with Shelter and CAB to prevent the eviction of a long term resident. This led the group to produce a document “Vision for Change”, which was presented to the Manager of the Dorset Liaison team, and many other partners. It caught the eye of some local councillors and there were various meetings to discuss how the residents of sites could have a better standard of living and be listened too with their needs, as some were suffering ill health (poor mental health). Dorchester Holocaust: Each January on the nearest Friday to Holocaust Memorial Day, Kushti Bok is asked to speak to remember the many Romany Gypsies and Travellers who suffered and died in the Holocaust. We also take our information stand. The Kushti Bok Chair is on the organisation committee and some of our members assist with greeting and setting up of stands. January 2022, our chair made a film to be shown at the online event(COVID).

Bournemouth and Poole Holocaust: again Kushti Bok has annually contributed to this event with a talk or poem and the Kushti Bok information stand. The Kushti Bok Chair is also a committee member of Bournemouth and Poole Holocaust Committee and this January will be lighting a candle and reciting a poem written by a Romany author, Michael White. It is 80years since the Roma Holocaust. In August 2016 our chair visited Auschwitz-Birkenau. She vowed that no longer would Gypsies be the forgotten people of the Holocaust. Therefore, since August 2nd 2017, Kushti Bok has organised the Roma Holocaust Memorial Service which is held annually on 2nd August. This year it was opened by Dorset Chair, Val Pothecary, who has attended each year since 2017. Our Lord Lieutenant has attended and has opened the service 2020/2021 and 2022. His deputy attended this year. The Pengelly room in Kingston Maurward College is always full as it was this year. Therefore in 2024 we will be looking at a larger venue. Maybe Sherbourne Abbey or Christchurch Priory, we will be working on it.

Financial Review

During the year the charity received income of £83,847 (2022: £5,077) and had resources expended of £56,134 (2022:£3,929) this left a net surplus of £27,713 (2022: £1,148). From this the charitable company had total funds carried forward of £36,352 (2022: £8,639). Of these funds £6,734 (2022: £8,639) are unrestricted free reserves, leaving £29,618 (2022: £nil) as restricted funds. A full breakdown can be found in note 10 of the financial statements.

Reserves Policy

It is the policy of the Charity to keep sufficient funds to cover all administration costs for a period of 3 months.

Risk Management

The Trustees review the major risks which the Charity faces on a regular basis and believe that maintaining reserves at current levels, combined with an annual review of the controls over key financial systems, will provide sufficient resources in the event of adverse conditions. The Trustees have also examined other operational and business risks faced by the Charity and confirm that they have established systems to mitigate the significant risks.

Plans for Future Periods

Kushti Bok is needed more than ever by Dorset’s Travelling Communities, both Councils, and our Partners. We therefore need to expand. We are hoping to gain lottery funding for an office and to employ some more advocacy workers to enhance our partnership with Citizens Advice Central Dorset and Bournemouth Christchurch and Poole Citizens Advice Bureau. We will also be hiring for admin and financial roles within our organisation.

We have obtained funding to deliver a Conference to not only encourage other organisations to partner with their local Citizens Advice Bureaux, but to showcase Kushti Bok to show our partners how Kushti Bok has been successful. We will again be touring local events and festivals with our Kushti Bok presentation. There is funding for the 2024 Roma Holocaust Service, so we will in the year start to organise this event looking for a suitable venue, relevant speakers etc.

Preparations will begin for the Roma History Day which is held in Borough Gardens Dorchester on a Saturday in June.

We will be carrying on with the DCF and CAN projects, helping with mental health and cost of living issues.

The “Moving 4 Change re Roadside Travellers "continues to be lead by Project Manager Abby Young. Working with both Dorset and BCP councils, to work on the benefits of Transit, Temporary, Tolerated and Negotiated Stopping places to take pressure off of Dorset Police and save money for the two councils. Updating of existing sites, will also be looked at.

Kushti Bok intends to work with other organisations regarding Council site residents, their rights and how we can work to have an outcome of better living conditions. The seeds for such an important piece of work were planted at the Law training by Gate Herts, Kushti Bok and agreed by other organisation’s delegates.

The Kushti Bok Chair put forward the idea of having pro bono solicitors to support Travellers who do not qualify for legal aid but do not have an income to pay solicitors fees.

Kushti Bok intends this year, to look into the possibility of a legal helpline, funded by Kushti Bok for Local Travelling communities.

I report to the charity trustees on my examination of the accounts of the Company for the year ended 31 March 2023.

Responsibilities and basis of report

As the charity's trustees of the Company (and also its directors for the purposes of company law) you are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 ('the 2006 Act').

Having satisfied myself that the accounts of the Company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your charity's accounts as carried out under Section 145 of the Charities Act 2011 ('the 2011 Act'). In carrying out my examination I have followed the Directions given by the Charity Commission under Section 145(5) (b) of the 2011 Act.

Independent examiner's statement

I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe:

1.accounting records were not kept in respect of the Company as required by Section 386 of the 2006 Act; or

2.the accounts do not accord with those records; or

3.the accounts do not comply with the accounting requirements of Section 396 of the 2006 Act other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination; or

1 LEGAL FORM

Kushti Bok Limited is a charity registered in the UK (registered charity number 1136229) and is a private company limited by guarantee, registered in England and Wales (registered company number 06928675). Further details can be found in the Trustee Report of these financial statements.

2 ACCOUNTING POLICIES

Basis of preparing the financial statements

The financial statements of the charitable company, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Companies Act 2006. The financial statements have been prepared under the historical cost convention.

Income

All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably.

Expenditure

Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.

Taxation

The charity is exempt from corporation tax on its charitable activities.

Fund accounting

Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.

Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.

Creditors

Creditors are recognised where the charity has a present obligation resulting from a past event that will probably result in the transfer of funds to a third party and the amount due to settle the obligation can be measured or estimated reliably. Creditors are normally recognised at their transaction price after allowing for any trade discounts due.

7 TRUSTEES REMUNERATION AND BENEFITS

There were no Trustees' remuneration or other benefits for the year to 31 March 2023 nor for the year ended 31 March 2022

Trustees' expenses

During the year ended 31 March 2023, 3 trustees were paid expenses totalling £2,282 (2022: 3 trustees totalling £1,660) for out of pocket charitable expenses incurred in their duty as trustees. This is made up of travel expenses and included in travel expenses for the year.
