**PCC members’ selection method:** by virtue of office, or by election, or by appointment, one from each of the seven District Church Councils within the Parish. 

The method of appointment of PCC members is set out in the Church Representation Rules.  All Church attendees are encouraged to register on the Electoral Roll and stand for election to their local DCC’s.  A General meeting of the parish is held annually at which all those on the Electoral Rolls across the Parish are encouraged to take part.

**Trading Activities** : Any functions or events arranged on behalf of the PCC are organised by volunteers on its behalf. The PCC does not operate any trading company. 

## **ACTIVITIES AND ACHIEVEMENTS** 

The Revd. Dr Anand Sodadasi chairs the PCC. 

The PCC supervises the activities of the Parish of the Icknield Way Villages. The accounts presented with this report show the financial outcome of the combined activities of the 7 Districts within the Parish for the year ending 31st December 2020. 

The Districts are responsible for the promotion of the whole mission of the church in their communities, pastoral, evangelistic, social and ecumenical, and for the operation and maintenance of the church buildings within those communities. They also support the PCC by arranging to provide financial transfers so that the PCC can fulfil its obligations (via the Icknield Way Parish Trust) to pay its quota to the Diocese, to support the Parish Office and to maintain its presence in the community. 

The PCC met 5 times during the year in February, June, September, October and November. 

The population of the Parish is approximately 2,300. During 2020 there were 141 (2019 – 130) parishioners on the Church Electoral Rolls. During 2020 our services moved online with a weekly you-tube service. These were regularly viewed by over 100 viewers and shared with others outside of the Parish. Whilst we look forward to the return of physical services we recognise that, there may be a need to continue some form of on-line worship. 

The Parish is fortunate to be able to make use of the parish office and a part-time parish manager.  This serves a vital role in providing a contact point for the community, and is funded by the Parish Trust.  During the year the Trust was able to take advantage of the HMRC Job Retention Scheme (furlough) for this role.. Additionally through the Parish Trust, the Parish supports the Rector’s expenses and provides resources associated with the Sunday services, together with the wider mission of the church in the Parish.

Whilst challenged by lockdowns and the restrictions during the year Parish activity has continued all year presenting: 

## **The Church Alive in the Community** . 

- Church services on Sundays,  with the majority of 2020 being on-line. 

- All Churches were opened for private prayer through the year when Government and Church of England guidance permitted it. 

- The self-sustaining Village Web magazine, delivered free to all households in the Parish for 10 months of the year 

- Remembrance Day Services. 

## **Activities directly related to our Christian Faith and its development** . 

- Activities for those exploring Christian faith: 

   - During the year several bible study groups met on-line and maintained Christian teaching. 

- Marriage preparation courses. 

- Introduction of prayer boxes in each of our Churches and private prayer groups. 

## **Activities designed to appeal to a wider audience of people who might not normally consider attending church, examples of which include** : 

- Operation of the Parish website.

## **RESERVES POLICY** . 

The PCC, including its DCC’s showed a deficit of income on general funds of £2,829 (2019 deficit £2,829) during the year. The deficit was carried to reserves. 

At the year end there were £52145 (2019 £62,975) in general funds across the Parish. There were also restricted and designated funds available only for the purposes (mainly fabric and repairs) specified by their donors of a further £174,949 (2019 £207,207) 

In addition there are endowment funds, which are severely constrained in their uses, where the net movement of funds during the year showed a surplus of £ 12,758 (2019 surplus £117,158) during the year.  These endowment funds are mainly held in Trust for the Parish by the Diocese.  Endowment fund values totalled £955,151 (2019 £942,393) 

These funds are held by the major high street banks, the CBF Church of England Investment Funds, building societies. Investments are also held by the Diocese of Chelmsford, by approved investment managers and by the Parish as custodians of the endowment and other funds concerned. 

## **GRANT MAKING POLICY** . 

The PCC in its own right has the power to make donations to any person or organisation existing for the advancement of the Christian religion in any part of the world.

## **Independent Examiner’s report to the Trustees.** 

I report on the accounts of the The Parochial Church Council of the Ecclesiastical Parish of the Icknield Way Villages for the year ended 31 December 2020, which are presented as: ฀ Accounts on pages 7 to 10 

## **Respective responsibilities of the Trustees and the Examiner** 

The Trustees are responsible for the preparation of the accounts. The Trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an Independent examination is needed. 

It is my responsibility to 

 Examine the accounts under section 145 of the 2011 Act; 

 Follow procedures laid down in the general directions given by the Charity Commissioners section 145(5)(b) of the 2011 Act; and 

- State whether particular matters have come to my attention. 

## **Basis of Independent Examiners Statement.** 

My examination was carried out in accordance with the General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as Trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in a full audit, and consequently I do not express an opinion on the accounts. 

## **Independent Examiner’s Statement** 

In connection with my examination, no matter has come to my attention: 

- (1) which gives me reasonable cause to believe that in any material respect the requirements  to keep accounting records in accordance with s.130 of the 2011 Act; or 

   - to prepare accounts, which accord with these accounting records have not been met; or 

- (2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
