PAS raises awareness of stalking in vatious way8 through its website and social metha. attendance and speaking at

training programme.

not identified. PAS knows 'Earfy identifKation of stalking and effective Inter￿ntiOn saves lives, and participates in a
number of national and local fowms lo raise awareness. During 2023 PAS attended over 2(X) meetin9s, raising
awareness, providing spèdalist stalklng athke and reporting on current refeTh81s and trends.
PAS was a founding member ol the National Stalking Consortlum (NSC) and continues to Work with collèaguès
across the United Kingdom to raiso ￿arenesS of slalking, identify trends and infiuence law and PTartice changes.
In 2022 PAS supported the NSC In the suLYnission of a super•complaint against police for failing to recognise
stalklng behaviours, failing to adequately investb3ate slalknng cases and faillng lo implement apploprlate safety
measures. Tho super-complalnt was accepted for investsgation ￿ring 2023 with sebtral PAS dients being invited
for interview by Ihé Inqulry Team. Locally in Kenl. where our primary advocacy support $8Thrfce 18 dellv8red the
pollce response to stslking is improv*ig. However, ddays in applyry for Stalking Protecli¢)n Orders and
communicating effectivèty with victims of stalkiTrg needs to improve in several areas. The Inquiry expects to r8POrt
late summer 2024.
During National StaI￿n9 Awareness Vleek 2023 {Standhg Against Stslking} PAS highli9hted the number of 1&
24 yèar olds experienclng stalklDg behavKJurs and welcomed opportunity to meg1 over 200 sixth-fomi students
In Medway and Dover to explain stalking, particulaty cyberstalking and highlighted the aswated risks and
available help. PAS appointed a Young Person ISAC Ondependent Stalking Advocacy Caseworker) to provida
specialist help lo young people who afe frequenty unaw¥e of Sta￿n9 behaviouts or the risks they fa¢e.
PAS also attends INgst Kent Community safety partnershlp meetlngs. dom8stic al)use forums, Vuln8r8billty Boards,
MASIP and MARAC meetings. At the monthly MASIP {MultkvAgency Stslking Intervention PaneD meetings with
pollce and partners PAS proiqdes specialist slalking ad¥lc8 anij where PAS clients cases ar8 being reviewed, are
the victlm8' volce. Durlng 2023 PAS Contributed to and ra￿eWed a totsl of 226 hlgh4isk stalklng c8S8s at the Kent
MASIP meeling.
Over 13,649 people vssitad the PAS webstte during 2023. PAS is beginning to make greater use of social media to
raise awareness of stalking behaviours and opwrtunities lo identify new team members. both staff and volunteers.
During 2024 we will examine opwtunities to continu8 to improve thè website and look to fvrther integrate social
media channels.

We remain reluctant to offer clients to relive their experierKe unless they are able lo cope with the media spotlight.

safety, criminal justice and safeguarding professionals. A portfolio of available training pmgrammes and content has

bespoke to meet the needs of the dients. During 2024 we will look to engage more with businesses to enhance the
skills and knowledge of leaders, line managers and supervisors.

support was provlded to all high-risk victims of stalking Itving in Kent. Full advocacy support was also provided to

separately at first, the North and West Kent c*nics were combined during 2023 lo enable one half-day clinsc ea
week. Over 135 dients were booked into tho clinics through 2023, benefittmg from understanding privacy settings

slalklng vl¢tims experience PSTD. At the beginr4ng of 2022 PAS and DAVSS (Domestlc Abuse Vofunteer Support
Servlce) receIV￿ funding from Kent County Coun(al to improve our kn(Mledge and underntanding of mental heallh
issues, to develop and adopt an aid&rnemoir to infonn risk assessments by ¢asewo￿arS and support c116nts wilh
suirAdal Ideation using a trauma Inforn￿d approach. 62 vo￿nteerS and staff from DAVSS arNI PAS rer*ivefl training
and an aide-memolr was developed and adopted as part of our Dom)81 risk assessment and safety planning
process. We identffied 20 trauma therawts 8fKI lo providè early #)terv&rtion and support to vt(Xlms
8xperi•ncirig suiadal idealion. 36 hig1￿11$k, vulnerable ch'ents displaying suicidal Ideats'on recelvèd immediate

Until 2023 PAS was managed by two volunteer Co£hief Exeixrtives, Sue Dunn and Jan Berry who bring a
complimentary mix of experience in domeslic abuse, stalking. policiw, d￿rity, trustee and management. Grant
funding from The National Lottery Communty Fund has enabled these posts to be party funded from 2023 which
will enable the Gharity to more ac￿ratelY reffect the direct and indire¢l costs of running a charity such as PAS.
Further funding for tre CEO role will need to be identified to fully reflect the ￿51, pathlarty if the current office
holders should stand down at any point.
Grant funding from the Tudor Trust has enabled a part-time Operations ManageT to be appointed. The Trustees
reGognise the long-lemi suslainability of the charity is dependent on buming on this foundation.

PAS uses volunteers and paid staff to rai88 awareness, proNvle advocacy support and adrnlnlster the charty. Since
the pandemic and lockdown rt has been more difficult io identify. recruit and retain the number of volunteers we
need. Subject to available funding there contwiues to be a need to increase the number of paid part-time staff to
ensur8 dients are supported and a professional swvice mairrtained. In 2023 wè w8Jp abl8 to increas8 the number
of employed part-time staff to 11, to 5 FfE (fulktime equivalent).
All volunteers and staff are professlonally trarned to undertak8 tr*ir role aiid P￿ded with opportunltles to galn n
skills and qualifications. All Casewo￿er& are provided with dinical supeNsron given the nature of the dient support
they provide. Dumg 2023 we employèd Iwo nth¥ part-time ¢asW￿0[kern caseworker left and one caseworker
was on long-tenn sick leave.
Our 16 volunlgers. not all of whom are case workers donated more than 7.000 hours. equwabnt to £122.000 based
on the average hourty rate in Kent in supp(Kt of PAS during 2023. We are IrKlebted to the whole PAS team for thelr
time and expertise supportmg vulnerable victims of stalking. During 2024 we will continue to identify, recruit and
traln addltional vdunteers and staff to meet Ihe anticipated ftx¥ea8e in *ivlty and ￿arenesS ralslng being
undertaken by PAS.

Recommended Practice applicable to chaiibè$ preparing their accounts in accordance ¥￿th the Flnancial
Rèportlng Standard applicable in the UK and Repubb"c of Ireland (FRS 102)" (effective 1 January 2019). The
charlty Is a Public Benefft Enty as defined by FRS 102.

Unrestricted lunds are avallable for use al the dISc¥eti￿ of the twstses in furth8rdnce of their charitable
objectives.
Restricted funds are subject lo specific conditions by donors or grdntors as to how they may ba used. The
purposes and uses of the restricted funds are set out in Ihe notes to the financial statements.
Endowmerrt funds are subject lo speclfic condttlons by donors that the capltal must be rnaintalned by the
djarity.

Income is reGognised when the thanty is legally entitied to il after any perfomiance conditions havè been met,
th8 amounts can be mèasured reliably, and it is wobable that ineoma will be receNed.
Cash donations are recfjgnised on ￿￿elp1. Other donations are reo)gnrsed once the chaiity has been notified
