Although better understood today, too often 8ts1kn.ng behaviour8 go unrec0￿1$ed and Ihe associated risks to
vi¢tim8 are not Identltled. PAS understands 'Early identification of stalknng and elfeclive interventM)n savès INes'
and the importance of highlighting stalking behaviours through membership of nafjonal and local forums. Dudng
2022 PAS attended more than 200 meetings, ra￿Ing awareness, provldng 8pecialist otslklng advlce and
reporting on cuirent ref&iral$ and trends.
PAS continues to be a member of the National Stalkbng Consortium {NSCI. w0￿1ng %￿lh colleagues to raise
awarene88 of stalking, identify trends and inffluence law and practice changes. PAS supptsrted the NSC in the
8ubmi$sion of a national super co￿￿laInt againsl police for failing to recognise stalkn'ng behaviouTS, failing to
adequately investigate stalkn'ng cases and failing to implement appropriate safety measure$. Whilst Kent Police
have improved their response to stslking signiffi¢anty. PAS provided sever841 ￿se studies In 811PPOrt of the
¢omplaint and dients of PAS are now being interyiewed by the Inquiry team.
During National Stalking Awarene88 Week 2022 (Bridging the Gap) PAS highlightèd the benefit Ioc81 advocacy
services bring, spolighting the team at PAS vtho not only support dients with very Complex needs. they also
denlify and work wth local partner6 to provide WTap #round care. mulb"_agen¢y intervention and coordinatè . In
conjunclion wth Kent Police we assisted to organi$e a conference during NSAW week focusing on recogni8ing

PAS receives many invitations to speak about stalking on TV and Radio. Wherever possible we provi¢Je a
speaker bul are reluctant to offer dients to relive their experience unless they are able to cope with the medla
spoljighl. We accepted invitations to speak about and raise awareness of stslking and 8howcase our work on
national and local TV and Tadio during 2022. contributsng to progTammes on BBC News, BBC South-East, Radio
4, Radio 5 and Radio Kent. In total PAS appe8redlcontribLrted to 35 radio and TV programmes.
Training
PAS fvrthef developed tts comprehensivè training programm¢ during 2022 and delivered training to 949
Community $afety and criminal justice wOfes￿Ona15. A portfolio of availatje training programmes and content
has been produced and shared across criminal justice and communtty groups. Al prograFnme8 are flexible lo
meet the needs of the clients.
Through case work PAS identified stalking beha￿OUrS associated neighbouf di5PUtes were not being
addressed. A trainlng programme to address this wa5 developed. piloted Mai<lstone BC Housing Team and
Golding Homes. The feedback was very ￿8￿ve and this programm¢ has now been added to the training
portfolio.

Due to a lack of Sustainable resource and fijnding PAS wa8 unatA8 lo maintsin a full a¢fvocacy support service in
North Kent and Medway durtng 2022. Wth the exceptron of high-risk cases PAS moved to onling support only in
these area8. We are keen to idenllfy fvndlng to both maintain the ￿rrent service but also grow advocaoy
provislon fvrther across Kent. PAS conllnues to 8UPPOrt all high-risk cases acro88 Kent and wll look to re-
estsbllsh a fvll advocacy Sarvice during 2023.

In total 1,394 victims of stalking were supported during 2022. Each client has Iheir circumstance8 assessed for
the level of dsk they face and safety advlce provided.

Cybgr*tslkirbg Clinic:
PAS Continues to partner with The Cyber Helpline to delNer a West-Kent Cyberstalking ¢llni¢ Supported by Look
Ahead. During 2022 the North-Kent DA ForLFm commissioned a cyberstslking clinic for people Iwing or working in
Dartford or Gravesham. Affthough oiganised separatety at first. the North and West Kent clinics were combined
towards the end of 2022 to enable one clinic each week. Over 120 clients were booked into th& elinic during
2022, benefitb'ng from understanding privacy setlings Ihrough to locating remote and sophisticated listening
devices. Al clients are enable lo secure devi¢es and receive Continuing support from The c￿er Helpline and
PAS followng attendance at the dinic. On average dients receive 4 hours post dinic support. We wll look to
expand the c*oer3talkbng clinic fvrther across Kent during 2023.

Complex Trauma Suppo￿.
The psychological impact of stalking can be deepty damaging. Research indicates more than 82% of stalking
vicb'm$ experience PSTD. At the beginning of 2022 PAS and DAVSS (Domestic Abuse Volunteer Support
Service) received fvnding from Kent c￿nty Counal to improve our kno%•Aedge and undeystsnding of mental
health Issue8, lo develop and adopt an alde-Mem￿r to inform risk assessments by caseworkers and support
dients wth suicidal ideation using a trauma informed approach. 62 Voluntee￿ and Staff from DAVSS and PAS
received training and an aide-memoir was developed and adopted as part of normal risk assessment and
Safety planning process. We identified 20 trauma therapists and C￿nSellor5 to provide earfy intèrventson and
BUPPOrt lo victims experiencing suicidal ideation. 36 hith4isk, vulnerable clK?nts displaying suicidal ideation
received immediate trauma 8UPPOrt and focussed counselling.

identified and moved into office accommodatson at The C8sJe in Tonbridge. The fvnding of th18 accommodation
in the short term is undeNritten but long term funding needs to be identiffied.

Trustees re¢ognise the lon*term sustsinability of the charty is dependent on bullding an organisational structure
to meet the needs of the ¢harty. including the appointment of an Operations Manager and when fvnds permit,
remunerating the CEO roles.

employed 4 part-time staff. equ81 to 2 FTE Ifull-time equivalentl. AJI volunteer8 and 8t¥ff are professionally
trained to undertake their role and provided vith opportunities to gain new sknlls and qualifications. All
ca8eworker8 ore providèd clinical yJpervi8ion gNen the na￿re of the client support they provide. During
2022 we employed fv40 new part-time caseworker5 and a part-b.me administratOT. Our 18 volunteers, not all of
lthom are Gase workers donated moro than 6.500 hours in support of PAS during 2022. This 18 oquivalenl to
£123.500 based on the average hourty fate in Kent. We are indebted to the %thole PAS team for their dme an
