Type of Governing document: DEED OF UNION (1932) AND METHODIST CHURCH ACT (1976)
Charity Constitution: previously excepted charities - excepted charities were not required to register but are regulated by the Charity Commission. This is because they have been excepted from the requirement to register either by legislation or an order made by us. Churches and chapels of some Christian denominations; The Charities Act 2006 required excepted charities with an annual income over £100,000 to register with us.
Charity trustee selection methods: Charity trustees for the West Norfolk Methodist Circuit are appointed as per the rules of the Methodist Church. They are a mixture of stationed ministers, volunteer elected stewards and volunteer representatives elected from individual constituent chapels within the Circuit.

THE PURPOSES OF THE METHODIST CHURCH ARE AND SHALL BE DEEMED TO HAVE BEEN SINCE THE DATE OF UNION THE ADVANCEMENT OF –

(A) THE CHRISTIAM FAITH IN ACCORDANCE WITH THE DOCTRINAL STANDARDS AND THE DISCIPLINE OF THE METHODIST CHURCH;

(B) ANY CHARITABLE PURPOSES FOR THE TIME BEING OF ANY CONNEXIONAL, DISTRICT, CIRCUIT, LOCAL OR OTHER ORGANISATION OF THE METHODIST CHURCH;

(C) ANY CHARITABLE PURPOSE FOR THE TIME BEING OF ANY SOCIETY OR INSTITUTION SUBSIDIARY OR ANCILLARY TO THE METHODIST CHURCH;

(D) ANY PURPOSE FOR THE TIME BEING OF ANY CHARITY BEING A CHARITY SUBSIDIARY OR ANCILLARY TO THE METHODIST CHURCH.
Summary of the main activities undertaken for the public benefit:
What
RELIGIOUS ACTIVITIES - the West Norfolk Methodist Circuit has five Methodist Ministers (four Presbyters and one Deacon) of which three are full time and two are part time, plus an Anglican who is Authorised to serve, working in the Circuit and facilitates local chapels such that religious worship may be undertaken by any and all people wishing to do so. It also makes available its services for baptisms, weddings and funerals as well as providing pastoral care. Many volunteers within the Methodist Church are Lay Preachers who lead worship and many other volunteers take on a variety of roles to promote the religious ethos of the charity.
Who
THE GENERAL PUBLIC/MANKIND - any member of the community may attend any services and can seek help and/or support from members of the charity.
How
PROVIDES SERVICES - regular local and Circuit wide religious services are provided within the Circuit on various days and at various times. Services are also held in Retirement Homes. Youth work is undertaken in the local area and Youth activities are organised and supported. A “Social Centre” in one of the church buildings is supported for the benefit of vulnerable people.

Ordained Ministers - the Circuit continued to financially support its full time stationed Ministers plus
part tlme Ministers wlK> enable the charltable objectives of the Clrcuit to be fulfilled amongst members. Cir¢ult Pollcy- The Circuit continued to act on the policy agreed in the year 2012113 and whlch Is reviewedlrevised annually. Due to other pressures this has not yet been reviewed but Is in hand. No m•lor actlvltles were planned due to closures in accordance with COVID-19 legislation. Growlng In God- Volunteers from the Circuit sUPPOrted a number of local projects involving youth actNities. Guidin& Scouting and Boys, Brigade activities were also enabled under the auspice5 of the Circuit and its chapels when it Was Possible to do so. Lent services were held mid-week via Zoom to enable the whole clrculvs participation. Slmilar cross circult SeiCe5 were available via Zoom for Holy Week and a circuit seNice for Easter Sundav led by the District Chair. Mid week activities are organised in almost all churches to support the community and were held whenever possible. North Lynn Church is seeking to become an LEP with the Anglican Church. The Sharing Agreement is complete and plans for improvements to the building are under discussion. Unfortunately there have been delays and new tenders a being sou8ht. RISK The trustees review the risks that the charity is exposed to on an ongoing basis and tske step5 to mlti8ate those risks a5 appropriate. ReseThes Poliry" Our Reserves Policy relate5 to our general Iunrestrirted) funds which are felY avallable to be used for any or all of the purposes of the Circuit. Our Reserve Policy is to hold up to 50% of annual expenditure in hand, Including the Manses Fund, but is currently around 55% standing at £120384 with the annual expenditure beln8 £214471. These reserve funds allow for fluctuations in receipts against set payments and act as contingency funds. ar¢uit Model Trurt Fund IRestricted Fund). This fund derives from the sales of chapels and manses and is restrirted by the Methodist Conference. This restriction is an internal obligation although the fund can be used for a variety of purposes. The balance at the year end was £140325 with a further £175230 held in a separate account for the North Lynn Church. The Charity Commission has agreed that it is appropriate for the trustees to set a policy for the management of this fund and that policy is set out below. Money held in the Model Trust Fund will be held available to assist chur¢hes to carry out schemes beyond their own resources ès well as fundin8 the provision of Manses and Chapels and supporting the work of the Circuit. No schemes for which Model Trust Fund monies have been sought and given this year. Support of general funding in continuing the work of the Circuit was at the level of £5017.
