Objectives and Activities
The PCC is committed to enabling as many people as possible to worship at our churches and to become part of the worshipping community at Short Heath. The PCC maintains an overview of worship throughout the parish and makes suggestions on how our services can involve the many groups that live within our parish. Our services and worship put faith into practice through prayer and scripture, music and sacrament. This is supported through social events and charitable activities.
The trustees of the PCC are aware of the Charity Commission’s guidance on public benefit in The Advancement of Religion for the Public Benefit and have had regard to it in their administration of the Charity. The trustees believe that, by promoting the work of the Church of England in The Ecclesiastical Parish of Short Heath Willenhall it helps to promote the whole mission of the Church (pastoral, evangelistic, social, and ecumenical) more effectively, within the Ecclesiastical Parish, and that in doing so it provides a benefit to the public by:
• Providing facilities for public worship, pastoral care, and spiritual, moral, and intellectual development, both for its members and for anyone who wishes to benefit from what the Church offers; and
• Promoting Christian values and service by members of the Church in and to their communities, to the benefit of individuals and society.
- Growth is a priority for both churches in the Parish.
• For Holy Trinity, the main objective is to repair the building and offer worship appropriate to younger families. Holy Trinity will continue to provide facilities for the community through the church hall and on-line centre, staffed by volunteers.
• For Furzebank Worship Centre the main objective is to fulfil the vision of its Mission Action Plan – working with Short Heath Federation and other partners to reach out to and to serve the wider community.
- The Benefice wide events will continue to be an opportunity for joint worship and celebration.
Achievements and Performance
Throughout 2020, the Parish the life, worship, ministry, and mission of the Parish was dominated by the Covid 19 Pandemic.
Holy Trinity was closed for public worship for the First and Second national Lock-downs – although funeral services were offered in the building as soon as the Government and Church of England legislation allowed. After both Lockdowns, regular services in Holy Trinity were limited to a Sunday 9.30 am Said Service of Holy Communion and joint Thursday Communion Services with Short Heath Methodist Church.
Throughout the Pandemic, whenever Holy Trinity has been open for Public Worship, the Interim Minister and Wardens have been responsible for ensuring all relevant Covid legislation has been enforced in the

Church buildings, all necessary risk assessments have been carried out, and all social distancing and health and safety measures have been in place.
Furzebank Worship Centre has been closed for public worship throughout the whole of the Pandemic – because it is situated at Rosedale C of E Infant School with all the health and safety implications which this entails.
However, throughout the Lock-down, a weekly on-line Sunday service has been produced and has been posted on both Churches’ Facebook pages as well as special services for Holy Week, Easter, and Christmas etc. Thanks must go to Mr Bryn Evans for all his hard work in producing the music for all our one-line services.
Printed service sheets have also been emailed and posted out to all parishioners who have requested it.
Furzebank Worship Centre has also produced a monthly on-line Messy Church Service.
The Covid Pandemic also affected the numbers of Occasional Offices in 2020. We undertook 71 funeral services, 17 burials of ashes, 0 baptisms and 1 wedding.
The number of people on our Parish Electoral Roll increased from 84 to 93 – comprising 63 for Holy Trinity and 30 for Furzebank Worship Centre.
Due to the Covid Pandemic, average Sunday attendances cannot be ascertained for 2020. We wait to see how many people return to both churches throughout 2021.
Despite the Pandemic, both churches support charities – particularly Njarange Area Project Kenya, The Children’s Society, Christian Aid, and the Black Country Food Bank.
Good links have been maintained with the local schools – especially the Short Heath Federation.
Joint study groups have met via Zoom and the Furzebank Singing Group has also continued via Zoom.
The Parish remains on a reduced Parish Share. Due to the Covid Pandemic, church funds have been affected and the Parish could not meet its full Share payments. Our Share for 2020 was set at £49,052.00. Of this, we managed to pay £30,000 by the end of 2020 and another £1,017.00 was paid in January 2021. We also received a credit note from the Diocese for £6,132.00. This meant that we defaulted on our Share payment by £12,920.00.
The building infrastructure at Holy Trinity continues to consume time and money. Repairs to the east end have still to be undertaken. At the beginning of 2020, Holy Trinity had its Quinquennial Inspection which highlighted even more repair work needing to be done on the building. Due to the extensive fundraising efforts of the fundraising committee and congregation, there is now £29,988.08 in the fundraising account. However, this is still short of the estimated cost of repairs which is easily over £50,000 +.
Permission for tree work in the churchyard extension was finally obtained at the end of 2019 and this was completed in 2020.

Holy Trinity continues its ministry to the wider community through the Church Hall which is rented by many and various community groups including uniform organisations and a parent/carer and toddler group. However, during 2020, many of Hall’s regular users could not meet due to the Pandemic and it will remain to be seen how many will return in 2021. This lack of users has also affected the Hall income which has also been significantly reduced throughout the year. In an exceedingly difficult time, thanks must be given to Mr Roger Butt who oversees the work of the Hall.
The churchyard is also a focal point for the community and thanks must be given to Mrs Gwenda Butt and the team of volunteers who normally look after the churchyard; and in the Covid year, particular mention must be made of Mr Will and Mrs Linda Jellyman who undertook a great deal of work to look after the churchyard during Lockdown in the Spring and Summer.
During the year, the existing agreement with the Scouts for their use of the Scout Hut was formalised through the drawing up of a new contract. The ‘Curate’s House’ – 13 Wesley Road – is still rented out to tenants but is now run by new agents - Bairstow Eves. This led to some initial repairs being undertaken on the house to meet the conditions of the new agents, but it has also ensured greater efficiency in the payment of rent to the parish.
Furzebank continues to build upon its links with the schools – particularly the Short Heath Federation and Lodge Farm Primary. Revd. Helen Duckett has continued to provide on-line assemblies and R.E. lessons throughout the Lockdowns; and Governors’ meetings at Short Heath Federation have also moved on-line. Mrs Helen Denny also produced her regular Lent resources for the Blue Coat Federation in Walsall.
Furzebanks regular services in the local care homes has ceased during the Pandemic but the Church did provide an on-line Christmas Service for the residents of Winehala Court, Willow Rose, Oakwood Lodge and Fernwood Court Care Home.
The Bereavement Help Point has also been unable to meet during the Pandemic but Revd. Helen Duckett and church members have maintained pastoral contact through phone calls and doorstep visiting etc.
As Covid restrictions ease throughout 2021, the priority for the Parish will be to undertake a thorough review of its continued sustainability and viability – particularly in the light of its decreasing finances and numbers. This review will be undertaken as part of the Diocesan strategy ‘Shaping For Mission’.
Financial Review
The PCC’s financial position is described in the attached document.
The financial risks are described below. The principal source of income is collections, occasional office fees and the rent received from 13 Wesley Road.

Reserves Policy
The PCC aims to keep approximately three months running costs in reserves. This is also to cover emergency building work. However, during the Covid Pandemic this has not been achievable due to the lack of income received from church collections.
It is our policy to invest the short-term investment fund balances with the CCLA Church of England Deposit Fund and the remainder in the CCLA Church of England Investment Fund.
Safeguarding
The PCC believe they have fulfilled their duty under section 5 of the Safeguarding and Clergy Discipline Measure 2016 (duty to have due regard to House of Bishops’ guidance on safeguarding children and vulnerable adults).
Volunteers
The members of the PCC would like to thank all the volunteers who work so hard to make our Churches lively, vibrant, and active in the community. Mrs Gill Oplocky makes a valuable contribution to our churches through her ministry as a Reader with Permission To Officiate. Our thanks go to the members of the PCC and District Church Councils, especially to the wardens, Mr Will Jellyman, Mrs Gill Oplocky, Mrs Pauline Harding, Mrs Betty Harding, Mr Barry Crook and Mrs Helen Denny. They work tirelessly on behalf of the church and community. Our thanks go to Mrs Pauline Harding for her presentation of the Parish accounts as well as those of Holy Trinity and to Mr Barry Crook, Mr Will Jellyman and Mrs Carol Crook for their work looking after the accounts at Furzebank. We also thank Mr Roger Butt for his work looking after the hall and IT suite and Mr Bryn Evans for his constant vigilance and overview of parish life as Parish Safeguarding Officer.
Review of the Year
Helen Duckett, Team Vicar, writes:
2020 has been a unique and difficult year for us all as we have been affected by the Covid Pandemic. Many members of our Parish have lost Loved Ones to Covid 19, and as a Church community, we have lost several loyal and dedicated members of Holy Trinity Church: Sheila Bate, Beryl Knowles and Margaret Pinder.
At the time of writing, it is uncertain how our Churches will recover and return after the Pandemic. The financial challenges are great – we lost a lot of income in 2020 – and we yet do not know whether we will be able to claw this back or not. Nor do we know how many people will return to our Church congregations after Covid.
The Parish is still in vacancy as no incumbent has been appointed for Holy Trinity, not for Emmanuel, Bentley, our companion Church in the wider Benefice. Revd. Helen Duckett has continued as Team Vicar of Furzebank Worship Centre and as Interim Minister at Holy Trinity; and Revd. Andrew Lythall has been working as Interim Minister at Emmanuel.
The fact that two churches in our Benefice are in vacancy has only added to the extra workload created by the Pandemic.
As noted above, the Parish and Benefice is participating in the Diocesan ‘Shaping For Ministry’ review and it remains to be seen what conclusion will be reached regarding future ministry deployment for our area.

Nevertheless, despite all the difficulties, a major positive from the Pandemic has been the number of people we have been able to reach via our on-line services and ministry. This has been a real encouragement and an aspect of worship and mission to reflect upon as we move forward.
A report like this is, by its nature a formal document but in the midst of change and uncertainty, we must not forget the reason we are here: to worship and give glory to God, to provide comfort for the broken and the needy, to celebrate the gospel, and to reach out in love to all those in our community. So let us pray for our churches, give thanks for all of those who have so worked hard and ask for God’s blessings on our future.
Future Plans
The PCC of Short Heath will work with Emmanuel Church and the Diocese to establish a new pattern of worship, ministry, and mission in light of the current vacancies in the Benefice.
The PCC of Short Heath with work with Wulfrun Deanery and the Diocese to engage constructively in the Shaping for Mission process.
Risk Management
The PCC recognises that its principal income is from collections and fees. Both congregations are ageing. The structure of Holy Trinity needs regular maintenance, and the churchyard requires maintenance to provide a safe place for visitors.
The PCC is aware of the need to grow congregations and ensure that the community is welcome at the pastoral offices that mark our lives.
The PCC recognises the challenges of setting aside financial reserves.
The PCC recognises that the Covid Pandemic has the potential to greatly affect future church attendance and giving.
Structure, Governance and Management
The method of appointment of the PCC members is set out in the Church Representation Rules. The Council comprises the Incumbent, the Churchwardens, a representative of the Readers, those elected to the Deanery Synod, the Secretary and Treasurer of the District Church Councils, the Safeguarding Officer and other members who are elected at the Annual Parochial Church Meeting, by those on the Electoral Roll. The PCC members receive training from courses run by the Diocese. Members of the congregation are always urged to join the Electoral Roll, and to stand for election to the PCC.
The PCC members are responsible for making decisions on all matters of general concern and importance in the parish, and for all financial matters. The PCC met 5 times in 2020. The Short Heath Parish is a Team Ministry. The day to day running of each church is delegated to District Church Councils for Holy Trinity and Furzebank Worship Centre. These councils deal with all aspects of the life of each church.
Each Church elects’ representatives to the Wulfrun Deanery Synod.
The PCC is a Body Corporate established by the Church of England (PCC Powers Measure 1956, and the Church Representation Rules 2006) and is a Charity registered with the Charity Commission. The PCC is governed by the Parochial Church Council Powers Measure (1956) as amended, and the Church Representation Rules that came into effect on 2nd January 1957 (most recently updated in 2020).

Respective responsibilities of the Trustees and Independent Examiner
The charity's trustees are responsible for the preparation of the accounts. The charity's trustees consider that an audit is not required for this year under Section 144 of the Charities Act 2011 (the Charities Act) that an independent examination is needed.

Basis of Independent Examiner's Statement
My examination was carried out in accordance with the General Directions given by the Charity Commission
An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts,
and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a "true and fair" view and the report is limited to those matters set out in the statement below.
Independent Examiner's statement
In connection with my examination, no material matters have come to my attention (other than that disclosed on the following page *) which gives me cause to believe that in any material respect:

1 Notes to the Accounts
The financial statements of the PCC have been prepared in accordance with the Church Accounting Regulations 2006 using the Receipts and Payments basis.
2 Fixed Assets
Consecrated and benefice property is not included from the accounts by s.10(2)(a)&(C) of the Charities Act 2011.
Moveable church furnishings held by the Vicar and Churchwardens on special trust for the PCC and which require a faculty for disposal are inalienable property, listed in the Church’s inventory, which can be inspected (at any reasonable time). For anything acquired prior to 2000 there is insufficient cost information available and therefore such assets are not valued in the financial statements. Other tangible fixed asssts are valued at cost.
3 Description of Funds
Unrestricted funds are income funds of the PCC that are available for spending on the general purposes of the PCC, including amounts designated by the PCC for fixed assets for its own use or for spending on a future project and which are therefore not included in its "free reserves" as disclosed in the trustees' annual report.
Restricted funds comprise of two elements :-
a) income from trusts or endowments which may be expended only on those restricted objects provided in the terms of the trust or bequest
b) donations or grants received for a specific object or invited by the PCC for a specific object. The funds may only be expended on the specific object for which they were given. Any balance remaining unspent at the end of each year must be carried forward as a balance on that fund. The PCC does not usually invest separately for each fund. Where there is no separate investment, interest is apportioned to individual funds on an average balance basis.
Endowment funds are restricted funds that must be retained as trust capital either permanently or subject to a discretionary power to spend capital as income, and where the use of any income or other benefit derived from the capital may be restricted or unrestricted. Full details of all their restrictions are shown in the notes to the accounts.
