Administrative Information

St Paul’s Church is situated in Church Hill, Grange-over-Sands LA11 6BD. It is part of the Diocese of Carlisle within the Church of England and part of the Windermere Deanery. The Parochial Church Council (PCC) is a Registered Charity registered with the Charity Commission, No: 1136108.

Structure, Governance and Management

The method of appointment of PCC members is set out in the Church Representation Rules. All Church attendees are encouraged to register on the Electoral Roll and stand for election to the PCC. The PCC has complied with the duty under Section 5 of the Safeguarding and Clergy Discipline Measure 2016.

Objectives and Activities

Within the Cartmel Peninsula Team Ministry, St. Paul's Grange-over-Sands PCC has the responsibility of promoting the whole mission of the Church in sharing the love of God pastorally, evangelistically, socially and ecumenically. It also has the responsibility of maintaining fabric, buildings and grounds of St. Paul's Church and the Fell Church.

Church Attendance

There were 116 parishioners on the Church Electoral Roll reported to the Annual Meeting held in 2021.

Covid-related lockdowns prohibited Sunday worship during the first quarter of 2021 and many of our congregation were reluctant to attend church when worship was resumed. Average Sunday attendance in both churches from April onwards was 57, after omitting those Sundays where baptisms were held and attendances “spiked”. This compares with 48 in 2020 when attendances were similarly affected, again on a reduced number of Sundays, and 71 in 2019 before the pandemic affected our usual worshipping habits.

Attendances during the month of October 2021, on a weekly basis (and eliminating the “double counting” of friends who attended more than once in a week) were:-

In addition to the above figures, Home Communion was distributed, where deemed to be safe to do so, to approximately 10 members of our congregation during the year.

Review of the Year

The PCC met six times during 2021, with the first four meetings being held via video conferencing (Zoom) due to the Covid-19 pandemic restrictions. From September 2021, we were able to meet face-to-face in Church. We started the year with 16 PCC members, plus our Transitional Team Rector Revd Dr Jim Bruce, until his retirement in June 2021. Sadly, we lost one of our members, Mike Hornung, early in the year, after many years of dedicated service to the Church. Also, Emma Bennie moved away to a new area part-way through the year, which left our current number of 14 members on St Paul’s PCC, which includes our new Associate Priest, Revd Jonathan Brewster, who was appointed in October for an initial period of one year. We have not had an incumbent designated to St Paul’s for five years, and as we are in the process of re-organisation of the Cartmel Peninsula Team Ministry into three separate benefices, the clergy situation will remain in this ‘temporary’ situation for some time.

The Standing Committee met in the alternate months, to discuss items delegated by the PCC and prepare the Agenda for future meetings.

The PCC was not able to hold its annual PCC Away Day during 2021. A date had been planned for October 2021, but in view of the imminent appointment of our new Associate Priest, the PCC agreed that they would postpone the Away Day until early 2022.

St Paul’s Annual Parochial Meeting was held on Sunday 25 April, 2021, immediately after the main Sunday service, in church.

The process to dissolve the Cartmel Peninsula Team Ministry and replace it with three new benefices has been a major topic of discussion for our PCC during the year. We now have a scheme that has been agreed, in principle, by all PCCs, with one outstanding issue: that of housing the proposed Priest of the benefice covering Grange, Field Broughton and the three Leven Valley parishes, in Haverthwaite. PCC members felt strongly that the priest should reside in the town with the largest population, that is Grange-over-Sands, so that he can be seen and known there. It is where the majority of businesses and shops in the area are, and where our ecumenical partner leaders work. Despite these misgivings the proposal is moving forward in the initial stages. It is this PCC’s intention to raise our issue when the appropriate consultation phase takes place.

During 2021, a group of nine people formed a lay-led service group and have been leading Sunday morning worship once a month. The services have been well received and we have received excellent comments about how well these services are going from a retired Bishop and retired Archdeacon in our regular congregation.

Also, during 2021 the (now closed) parish of Lindale, including the churchyard, was transferred to the Parish of St Peter Field Broughton. PCC members, in particular our Churchwarden, Mike Hill and Lead on Fabric matters, Colin Milner, had put many hours into ensuring that the recommendations which South Lakeland District Council had asked to be remedied prior to the closure of a large part of the churchyard were completed as far as was possible, before the transfer to Field Broughton. The transfer has now been legally completed with our parish reverting to its title ‘Parish of St Paul Grange-over-Sands’.

St Paul’s Church has very strong links with the Church-aided Primary School, with regular visits to the school by volunteers from the Church who run a lunch-time club, though obviously the lunch-

time club has not been able to take place during the pandemic restrictions. We particularly felt the absence of a Priest-in-Charge where our school is concerned, and although retired clergy and other volunteers carry on our commitment to our primary school, we acknowledge that we have not been able to provide the clergy presence in the school that we would wish to during 2021. At our November PCC meeting, members appointed Gill Webster for a further four-year term as Foundation Governor at Grange Church of England Primary School. Three members of St Paul’s Church are Governors at the school, including Brian McCann, who is Chair of Governors.

At our March PCC meeting, members agreed to approve their inclusion in the Covenant Partnership in an Extended Area (CPEA) for the next five years, until 2026. The CPEA enables those parishes who wish, to work ecumenically with a legal agreement in place that enables the Anglican, Methodist and URC ministers to carry out baptisms and Holy Communion services in each other’s churches.

At our Annual Parochial Meeting in April, our Treasurer, Maureen Chadwick, stepped down from her position after several years’ service. We are very grateful to Maureen for taking on this role and for the excellent work she has done. We were pleased to welcome our new Treasurer, John Millican, who has previously been Church Treasurer in his former parish.

In July PCC members spent time considering the conditions we would need to meet to re-open the church to regular worshipers and visitors and what events we would be able to hold during the remainder of the year. We had hoped to hold our annual Christmas Fair on 27 November, but unfortunately, there was a major power cut which lasted almost four days, which seriously affected our Fair.

The main projects which took place in church to maintain and enhance the fabric of our two churches were as follows:

Our former Director of Music, Charles Edmondson gave four concerts in church during the year; we are so grateful that Charles continues to be involved with the church and choir at St Paul’s. Charles retired as Director of Music at the end of 2020, and his position was filled, but unfortunately, the new appointee had to resign in January 2021, which left us without a full-time organist and choir master. Charles kindly agreed to play for two services a month and we were very fortunate to be able to acquire the services of Joan Oliver for one Sunday a month, Jane Dutton, a member of our congregation offered to play the piano at our lay-led services, and later in the year, Ian Thompson, a retired musician who had recently moved into the area, agreed to assist on fifth Sundays and other occasions as required. A small sub-committee has recently looked at the possibility of advertising for a new Director of Music and this will carry forward into 2022.

Throughout the year our Worship sub-committee has continued to meet either by Zoom or in person, once everyone was able to do this.

The PCC has complied with the duty under section 5 of the Safeguarding and Clergy Discipline Measure 2016 (duty to have regard to House of Bishops’ guidance on safeguarding children and vulnerable adults).

St Paul’s continues to support Churches Together Youth Trust with an annual donation.

St Paul’s Church is signed up to easyfundraising, which started in December 2011 – so far St Paul’s Church has received £546.71.

Financial Review

The total receipts for the year were £57,968.52 and the payments out were £48,992.43, plus charitable giving of £3,179.46, giving an in-year surplus of £5,796.63. Of the above expenditure £3,422.00 was spent from the general fund on painting the outside of St Pauls, £1,857 on a deposit paid to Border Floor Ltd who will be working on the floors of St Paul’s in 2022 and £432 on an electrical inspection for the Fell Church. £1,268 was spent on two credence tables using £262.55 from the designated building fund and the entire restricted reordering fund of £1,005.45. The entire £3,626.64 Lindale Designated Building Fund was sent to Field Broughton PCC in March 2021.

At the end of 2021, the Church was left with the following balance of funds:

The expenditure incurred was in pursuit of the objectives of the Church in providing Christian Ministry in the Parish of St Paul, Grange-over-Sands with Lindale and after March 2021 in the Parish of St Paul, Grange-over-Sands . A detailed commentary on the figures is given in the Treasurer’s Report, and the formal Statement of Assets and Liabilities providing a breakdown of the assets held, and the receipts and payments for the year is appended to this Annual Report.

Reserves Policy

It is PCC policy to maintain a balance on unrestricted funds, as far as may be possible, to cover emergency situations that may arise from time to time. It is our policy to invest our funds with a CCLA Savings Account. A revised Reserves Policy was adopted by the PCC during 2009. At the meeting held on 11 July 2012, the PCC accepted the Reserves Policy document previously circulated. This called for reserves to be maintained, as far as possible, of:
