Independent Examiner's Report for the year ended 31 March 2024

We report on the accounts of the Trust for the year ended 31 March 2024.

Respective responsibilities of trustees and examiner

The charity’s trustees are responsible for the preparation of the accounts. The charity’s trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed.

Basis of independent examiner’s report

Our examination was carried out in accordance with the general Directions given by the Charity Commissioner. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeking explanation from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a ‘true and fair view’ and the report is limited to those matters set out in the statement below.

Independent examiner’s statement

In connection with our examination, no matter has come to our attention:

  1. Which give us reasonable cause to believe that in any material respect the requirements:

  2. to keep accounting records in accordance with section 130 of the 2011 Act; and

  3. to prepare accounts which accord with the accounting records and to comply with the accounting requirements of the 2011 Act

have not been met, or:

  1. to which, in our opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

Structure, Governance and management

The Christopher Lambert Foundation (‘Charity’) is a trust, the trustees of which are Mr Lambert, his wife Mary and Mr Dyson and Miss Storey.

The governing document is the trust deed.

Trustees are appointed according to the expectation that they may give service to the charity. Mr Lambert is the controller of the Charity’s principal benefactor Wealstun Properties Limited.

As Settlor Mr Lambert has the power to appoint trustees of the Charity but, save for this power, no person or body external to the Charity is entitled to appoint one or more of the Trustees.

Financial Review

On formation the Charity’s primary objective was to maintain and improve local community facilities. It achieved this by making grants to organisations or individuals providing recreational, educational and other facilities.

The Charity is able to call on Mr Lambert and/or Wealstun Properties Limited to make donations when required. The Charity therefore holds only a small reserve in its bank account sufficient to meet existing commitments.

The Charity does not own any premises or equipment (other than its own records) but has a bank account with Coutts & Co. The day to day management of that account and the keeping of records of the Charity is handled by the Charity’s Secretary Ms Caroline Hobson to whom the Trustees are grateful for her efficient and devoted service. Ms Hobson did not receive any salary or other financial benefit from the Charity during the financial year to which this report relates.

As at 30[th] March 2024 the Charity’s bank account was in surplus by £8,212.00 pending applications for grants from organisations involved in projects within the Charity’s remit.

Public Benefit

In exercising their powers and duties the Trustees consider that they have complied with their duty to have due regard to the guidance on public benefit published by the Charity Commission.

During the financial year to which this report relates the Charity has supported local sporting facilities at Walton Park Cricket Club and Walton Village Hall, as well as a donation to a museum providing local educational facilities.

Plans for future periods

The Charity is both proactive and reactive. During the next 12 months it will, no doubt, be asked to respond to appeals for funding and support for projects which fall within its remit. The Charity also liaises regularly with the local church and village hall and local sporting and youth organisations. The Charity is pleased to respond promptly to urgent requests for assistance regarding projects within its sphere of influence.

The Trustees have widened the Charity’s scope and area of operation to respond to applications for support considered to be especially worthy, but no such support has been given in the period to which this report relates.

Conclusion

The Trustees are pleased to report a period in which they believe that the work of the charity has assisted worthy local causes and will extend the range and nature of its work in the future.
