Introdurtlon
As at 31 August 2025. the West Cornwall Ctrtult comprised twelve congregations in, and local to. the towns of
Penzance. St Ives and St Just. On I" September 2025. the Circuit merged wf(h thè Isles of Scilly Circuit and now
includes the congregatlons on St Marfs and St Martin's and this report will reflect some aspects of the current
situation,

Structure, Governance and Management
The £ovemlng document for the Circuit is the Deed of Union11932} and Methodist Church Act11976).
Detslled govemance arrdngements are outlined within the Constitutlonal Practice and Dlscipllne of the Methodlst
Church by orderof the annual conference ICPDI.
The Cir¢uFt relies on the Connexional Team at Methodist Church House. 25 Tavistock Pla￿, London WCIH 9SF to
provide 8uidance on changes that could affect the Circult.
Day to day management of the Circuit 15 undertaken by the Circuit Leadershlp team along with the Local Preache
meeting.
Alms and organlsation
We aim to witness tt) God's love and saving gra￿ in Jesus Chrfst actsveSy and creatlvety from within the distinctive
traditions and prlorities of the Methodist Church.
The Charivs objectlve is to act as a Resource Pfovlder for the Methodist Church within the area around Penzance. St
Just and St Ives. and now throughout the Isles of Scilly. Our 8overning document. The Constitudonol Pract￿ and
Discipline of the Methodlst Church, states that..

Brlef financial revlew of the year
Income trends
Circuit income is primarily drawn from the assessment pald by the Circuit Churche5, levied in proportion to thelr size.
There wa5 ￿ntaI income for the year relatirE to the Manse in Newlyn that is not currently needed for Ministerlal
accommodation.
The Circuit has continued to sell surplus pmpertles this year, once again creating crucial income for the Clrcult to
contlnue Its Mission.
Expendlture trends
Stipend expenditure has increased each financial year in line with Conference approved increase& based on rises in
the cost of livln& and the Administrator and Treasurerfs salary. and that of the Property Officer, is Increased by the
same percentage.
19% of operational expenditure is the Circuit contribution to the Dlstrlct annd Connexion. of which a si8nifKant part
is used to fvnd the work of the wider Methodist Church.
The other expenditu￿ during 2024-2025 includes running costs for administration and travel, and the maintenance,
insurance and professional inspertlon of our manses. closed chapel buildings and cemeteries.
Fund balances
As at 31 August 2025, the net current a55ets of the Circuit were £1,530,457 giving at least three years, cover for
estimated expenditure.
Plans for 202612027 and beyond
There are now two fulktime Co-5uperintendent Ministers workln8 Within the new Clrcult, a part-tlme admlnlstrator
and a part-time propety officer. Alongside the sale of surplus properties, the Circuit Is in a very favourèble m￿S1Onal
and financial position.
The annual assessments for the k)cal churches could well be decreased in the forthcoming year. The new Policy on
the appltcation and allocation of surplus funds will further assist each church with misslonal work.
Some money will stlll need to be set aslde for the maintenance of manses and cemeteries.
Investment Poficy
To comply vAth Methodist Standlrg Orders. mon*s for long terni investment are lodged w¢th the Trustees for
Methodist Church PurFrf)ses (TMCP). TMCP acts as Custodian Trustee for all real estste held by ￿rCuIts, for all large
lover£20,CIKII bequests and for the proceed5 of sale of any property fornierty owned by thè Circult. These sums are
invested in unitised investments or held on deposit. The investment returns are close to tracking the movements in
the FfsEIOO index. The deposit income mirrors the deposlt rates available elsewhere.
The Clrcuivs investment policy is aligned with that of the Centrnl Finance Board of the Methodisi thurch {CFB} and
TMCP because these organisations take into consideration thè social, envlronmentsl and ethical considerations, both
negatively and tM)sltively, that make investments suitable for the Methodist Church. Short temi deposits are lodged

direct￿ with the CFB and attract 8ood rates of interest. There aR no benchmarks for the expected retums or
appreciatK>n on investments at TMCP and CFB.
Reserves Pollcy
The Reserves Policrf for the Clrcuit is eontalned In Appendix B.
Basls of preparatlon and legal framework
The Chartys annual ￿port and accounts for the year ended 31 August 2025 have been prepared in accordance with
the Charlties Att 2011 and the Charitie5: Statement of Recommended Practice 2015 as applicable to the Financial
Reporting Standard IFRS} 102.
Publlc Benefft
We confim the trustees have had regard to the Charity Commission's guidance on public benefrt.
Related Parties
The Clrcuit is part of the South West Peninsula District It continues to be accountable to the Methodist collferen￿.
Durin8 2024-2025 the following Methodist Churches were linked to the Clrcuit:

Rlsk Management
The major risks have been identified and recorded by the Clrcuit Leadership Team with professional advice taken as
required.
Income and Expenditure is being monitored in totol and is compared with the approved annual budget to detect
trends as part of the risk management process to avoid unforeseen calls on reseNes.

We will carefully selert and train all those w5th any responsibility within the Church. in line with Safer
Recruitment principles. including the use of crlmlnal records disclosures and registration with the relevant
vetting and barring schemes.
We will respond without delay to every complaint made which su88ests that an adult, child or young person
may have been hamed. cooperatin8 With the police and local authority in any investi8ation.
We wlll seek to work wlth anyone who has suffered abuse, developing with them an appropriate mlnlstry of
infomied pastoral care.
We will seek to challenge any abuse of power. especially by anyone In a posltlon of trust.
We will to offer pastoral care and support, including supervision and referral to the proper authorities,
to any member of our Church community known to have offended against a child, young person or
vulnerable adult.

Beyond current commitments listed above, the remaining £ 750.880 is held with a view to the future. to meet
Mi55ional obiect¥¥e5 Within the Circuit and individual Churche5.
Followlng the Sale of properties thi5 year, we did not need to call on our reserves. We can, therefore, plan forthe
future even more confKlently across the whole of the Circuit.
It remains a priority. therefore, for the Circuit to be artivety progressin8 the sale of surplus properties to maintain
Its Mission in a relatNely rAior part of the country.
Maintenance costs and professional fees relating to properttes #ill in our possession are difficult to quantlfy. Our
overall prudent estimate remains at £50.IXIO.
In 2015. the Circult received a grant of £16,￿0 from Historlc England for roof repairs to the closed chapel at St
Levan. Having sold the bultdin& we are no longer fulfilling the tem)s of the Brant. It is not thought very Ilkety that
they will now ask for the money to be returned. but it remains a possibility. £16,0￿ is therefore held in reserve
against that eventuality.
The Circuit is now drawing up a Poly to enable a ￿rtaIn percerrtage of surplus funds to be used fof Missional
Work each year and to ensure thatthat work can engage with the whole community.
