Aims and Purposes

St Oswald’s Parochial Church Council (PCC) has the responsibility of cooperating with the incumbent, the Reverend Terence McDonough, in promoting in the ecclesiastical parish, the whole mission of the Church; pastoral, evangelistic, social and ecumenical. The PCC is also specifically responsible for the maintenance of the Church, Church Hall and grounds of St Oswald’s, Fulford, York.

Objectives and Activities

The life of St Oswald’s continues to run against the backcloth of the strap line - ‘Know God, Make Him Known’. The PCC is committed to enabling as many people as possible to worship at our church and to become part of our parish community here at St Oswald’s.

Achievements and Performance

When planning our activities each year, we have considered the Charity Commission's guidance on public benefit and the supplementary guidance on charities for the advancement of religion. And so, we aim to enable ordinary people to live out their faith as part of our parish community through:

Our vicar, Rev. Terence McDonough was on sick leave throughout 2020. Until August 2020, the Area Dean Rev. Luke Tillett together with Archdeacon the Venerable Sam Rushton assumed responsibility for the oversight of our church and PCC, working closely with our churchwarden Bryan Milner. In August 2020 we welcomed Rev. Canon Sue Sherriff who was appointed as curate to Rev. Terence McDonough.

We have spent much of the year responding to the Covid 19 pandemic. In March the PCC closed its church and hall buildings, postponed the APCM and suspended its building-based outreach activities; Village Café, Noah’s Ark and Time Out in accordance with governmental and Church of England lockdown guidance. Church services were held on Zoom. The church building re-opened for private prayer on 30[th] August and for services on Sunday 6[th] September. The PCC supported Rev. Canon Sue Sheriff to complete a risk assessment and put in place procedures in accordance with Church of England Covid guidance to ensure social distancing and infection control measures were in place. The church buildings were closed again in November with the second national lockdown.

The APCM was delayed by the pandemic and was held on Zoom in November 2020.

Worship and Prayer

Face to face services ceased in the church building in March in response to the pandemic. Our Recognised Parish Assistants led services on Zoom for much of 2020. The church

opened for services briefly during September and October but closed again in November. Services on Zoom were very much appreciated by those who attended and we are very grateful to our RPAs for leading these services.

We adapted well during the year. The congregation made their own palm crosses, we had an hour at the cross on Good Friday on Zoom. Our Harvest Festival service included a video contribution from St Oswald’s primary school church choir. The Primary school also decorated the church for harvest and contributed food and toiletries to our harvest collection. The toiletries were gratefully received by Refugee Action York and the former rough sleepers housed in Ordnance Lane benefitted from the food items collected. The Act of Remembrance with representatives from the Military and British Legion present, was recorded on video and broadcast during the Zoom remembrance service. We donated a Christingle do it yourself kit to St Oswald’s primary school and they produced a video which was used as part of the Christingle service.

A church WhatsApp group was started and a regular pattern of prayer established on Monday morning, Tuesday evening and Wednesday morning to reflect our usual pattern of prayer. We raised the profile of the prayer chain. More people joined the chain and the number of prayer requests increased.

For those who weren’t able to receive the service sheets and church news sheets via email, we delivered a printed version to 17 homes on a weekly basis.

We realised that the church gardens were a place where people could visit even though the church was closed. Initially flowers were laid at the foot of the cross near the church door, so people could stay and pray for a moment. Later the prayer garden prayer sanctuary idea was born, and the prayer tree became a focus for prayers and for people to read, rest and meditate in a safe socially distanced way. Bulbs and plants were planted to make this a more attractive area, and pom poms, and a poster advertising this was displayed inviting people into the church gardens.

Pastoral Care

During the pandemic, we realised that we needed to support our church family. Many people were shielding or vulnerable. We established a shopping and prescription collection services for people within the congregation and in the parish. We identified those in need of support through conversation and a systematic search of the church electoral roll. We supported people through phone calls and doorstep visits. We kept our church community alive through the WhatsApp group for those who could connect in this way. We delivered bookmarks and scones and jam to encourage people that the church was thinking about them.

Posters were designed, to tell our outreach groups that even though the church and our community groups were not open, we missed our group members and were praying for them. These posters were distributed around the parish on notice boards and other places.

As Easter and Christmas approached, homemade cards were distributed to The Village Café helpers, who are from the community and church, to assure them of our continuing love and support for them during this pandemic.

Deanery Synod

Our Deanery representatives have engaged with the Synodical system that links the local parish to the Deanery and the Diocese.

Project 150+ report

Significant progress was made during 2020 on our church building. The repair and renovation of the Rose Window, largely funded through a Heritage Lottery Fund grant, was delayed by the pandemic. Work started in July and was completed in October. A second congregation appeal to raise funds for the roof was launched on 26[th] January. This was very generously responded to and a total of over £55,000 was promised and close to £47,000 donated by the end of 2020. In November work began to remove the side pews, install new flooring and perimeter heating. This work was largely completed in 2020. We are very grateful to Michael Courcier who led the oversight of the building work on behalf of the PCC.

Future phases will include the installation of kitchen and toilet facilities and a maintenance programme for the church and hall.

Mission and Evangelism

We encouraged the congregation to support the DEC appeals during 2020.

Financial Review

The total receipts for the parish’s unrestricted funds for 2020 were £70,828, £14,056 less than the previous year. In a year that was impacted for many months by Covid-19 and the restrictions necessary to limit the impact in our communities this parish has fared reasonably well. The majority of the income (£40,545) was received as planned giving, only down just over £4,000 from the previous full year. There were falls in non-planned giving of about 50%, due to no fairs, very little from the hall, café and occasional offices. We did, however, manage to catch up with all the Gift Aid and Gift Aid Small Donations Scheme (GASDS) claims due, managing to receive £15,187 in the year from HMRC.

Fortuitously outgoings dropped too with 2020 being a total of £76,733, £23,911 less than 2019. The largest part of the outgoings £50,000 was made as the Freewill giving towards the cost of the stipendry, clergy housing, clergy training, and costs of the support services provided by the Diocese. The other largest payment area covered the running costs of the church at £11,197, keeping services going despite restrictions in physical attendance.

2020 saw all the hard work the PCC and others have put in for renovating the Rose window come to fruition. At the end of the year there were still bills outstanding, grant claims to be made and received. The building work has been completed we just need to pay the last bills

and do the education work required by The Heritage Lottery Fund to fulfil the terms of the grant. The year also saw the first phase of the larger 150+ project start with your generous response to the congregation appeal towards the roof, allowing the funds we held at the start of the year to be used for the re-ordering of the church, which included improving the heating. As with all projects it takes some time for all the bills and VAT grants to come through but at the end of the year the Restricted fund for the 150+ project (given for this specific reason) was £87,064, alongside the Designated fund for the same (earmarked by the PCC for this reason) of £80,462. This has allowed the PCC to go forward with the request to the architects to go out to tender of the roof with the objective to starting that part of the larger project in 2021.

In the year we also received two generous legacies that the churchwarden(s) and vicar are responsible for spending appropriately (under the wording of the wills). These totalled £55,552. A small portion has been used to purchase the camera and microphone that has allowed the improvement in streaming of services.

The Standing Committee, and the PCC are aware that without people’s committed and planned giving to this church, especially in the difficult year, its ministry and mission of reaching out to the community with God’s love would not be possible. And for this we thank each person who works, prays for, and financially supports, God’s work here.

Accounting Policies

The financial statements have been prepared in accordance with the Church Accounting Regulations 2006 together with applicable accounting standards and the SORP (2005).

The financial statements include all transactions, assets and liabilities for which the PCC is responsible in law. They do not include the accounts of church groups that owe their main affiliation to another body nor those that are informal gatherings of Church members.

Funds

Endowment funds are funds, the capital of which must be maintained; only income arising from investment of the endowment may be used either as restricted or unrestricted funds depending upon the purpose for which the endowment was established.

Restricted funds represent: a) income from trusts or endowments which may be expended only on those restricted objects provided in the terms of the trust or bequest, and b) donations or grants received for a specific object or invited by the PCC for a specific object. The funds may only be expended on the specific object for which they were given. Any balance remaining unspent at the end of each year must be carried forward as a balance on that fund. Unrestricted funds are general funds which can be used for PCC ordinary purposes. Incoming resources: Planned giving, collections and donations are recognised when received.

Volunteers

Once again, our thanks must be conveyed to all the volunteers who work so tirelessly to make our church what it is. Our church’s achievements are only possible thanks to the efforts and talents of a fantastic team of people.

The average weekly attendance, counted during October 2020 was 36 (being 33 adults and 3 under sixteens) [2019 was 80; 68 adults and 12 under sixteens].

The usual weekly attendance , averaged over the year was 46 (42 adults, 4 under sixteens) [2019 being 60; 53 adults and 7 under sixteens] .

We have celebrated 2 baptisms, 0 weddings and held 5 funerals in our church this year [2019, 8 baptisms, 2 weddings and 20 funerals] .

Structure, Governance and Management

The Parochial Church Council is a corporate body established by the Church of England. The PCC operates under the Parochial Church Council Powers Measure. The PCC is a Registered Charity and is regulated by the Charities Commission. St Oswald's PCC has complied with the duty under section 5 of the ‘Safeguarding and Clergy Discipline Measure 2016’ (duty to have regard to the House of Bishop’s guidance on safeguarding children and vulnerable adults).

The method of appointment of PCC members is set out in the Church Representation Rules. At St Oswald’s the membership of the PCC consists of the incumbent (our vicar), churchwardens and members elected by those members of the congregation who are on the electoral roll of the church. All those who attend our services / members of the congregation are encouraged to register on the Electoral Roll and stand for election to the PCC. PCC members are responsible for making decisions on all matters of general concern and importance to the parish including deciding on how the funds of the PCC are to be spent. New members receive initial training into the workings of the PCC. The full PCC met on 12 times during the year. Given its wide responsibilities the PCC has committees each dealing with a particular aspect of parish life and are responsible to the PCC and report back

to it regularly with minutes of their decisions being received by the full PCC and discussed as necessary.
