The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement ofRecommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 19). KREC Objectives and activities To work towards the elimination of racial discrimination and associated inequalities To promote equality of opportunity and good relations between persons of different racial groups.
To address the Human Rights and needs of all communities
In order to achieve these aims KREC carries out the following main areas of work in furtherance of its public benefit duties:

e Undertakes case work specific to race and associated inequalities; e Supports local stakeholders in developing and monitoring equality policies; e Raising public awareness through educational and cultural events; © Helps to develop Ar d support local ethnic community organisations.

During the year KREC has|held one General Council meeting, an Annual General Meeting and a number of consultations and has publitised its activities as widely as possible through conference participation, on its own web site and in the media. Achievements and performance

In addition to providing a comprehensive casework service to our clients within th region, a number of events and projects have been undertaken. During the year KREC: e has undertaken a total of 368 cases and enquiries which are at various stages of development; e worked with Kingston Safer Neighbourhood Board, Met Police SW BCU/Kingston Police, South Thames College Group/Kingstan College, Kingston University and several Secondary Schools including Tolworth Girls, Southborough High School, Coombe Girls and Coombe Boys Schools, Richard Challoner School, Holy Cross School and the neon Academy to raise awareness on Hate Crime, knife and violent crime among young people; a Member of the Tolworth Girls School and Southborough High School Governors Board

IMPORTANT EVENTS DURING 2024/25
The annual Kingston Carnival was held again in 2024.
The annual Bike Across Cultures 2024 organised in Partnership with MultiCultural Richmond at Richmond Park Kingston Gate was positively supported by attendees and other Agencies such as RBK and SW BCU Police. KREC Chief Executive John Azah continues to be a member of the Home Office and the Ministry of Justice and PoliceCrown Chiefs Prosecution Council Service and HateAssociat Cr i onme of IndependePolice a n dt Crime Advisory Commissioners Group which avinon Hate Crime. the Government, National KREC Chief Executive Jo i Azah continues to be an Adviser to the Home Office and the Metropolitan Police Service Outreach Team in discussions with the Home Office on trust and confidence issues and the recruitment retention and progression of|Black and Minoritised people into the Metropolitan Police Service. KKREC Chief Executive John Azah continues to be a member of the Metropolitan Police Service Race Independent Advisory Group and to advise Police on how to engage Black Asian and Minoritised communities and provide a community perspective on crimes. KREC Chief Executive Johi | Azah continues to be a member of the London Race Action Plan Board of the Metropolitan Police Servic KREC Chief Executive John Azah continues to be a member of the National Police Chiefs Council Race Religion and Belief Strategic anal KREC Chief Executive John| Azah continues to be a member of the Kingston Safer Neighbourhood Board (KSNB). This Board holds local Polite Officers to account and pursues local Policing em KREC Chief Executive John| Azah continues as a Governor of the South Thames C llege Group/Kingston College KREC continues to collaborate with the Royal Borough of Kingston and support Kingston Black Network events on Celebrating Kingston Black| Achievers and Black History Month events. KREC works with RBK to promote Kingston Black Network anid fly the BLM Flag on the Guildhall. KREC collaborated with the Crown Prosecution Service, Kingston Police and eight Secondary Schools to hold a Multi-Agency Five-a-Side Hootball Tournament to raise awareness on Race Equality as part of Race Equality Week 2025 and Hate Crimes as part of National Hate Crime Awareness Week 2024. Black History Month 2024 activities and events held in selected Secondary Schools; Community Outreach talks given in the Kingston Academy School. Financial review FINANCIAL RESULTS FOR |THE YEAR The results for the year are 2 s shown in the Accounts. During the year grant funding was received from the Royal Borough of Kingston upon Thames. KREC also received funding from MOPAC to continue community engagement work, and from|the South West London NHS Integrated Care Board as part of a partnership to develop an anti-racist health and carg system. This work started in 2023/24 and an extensio has been agreed with the work expected to complete in early|2025/26. It also benefited from a refund of £5,330 arising from NI overpayments from previous years. KREC delivered another successful Kingston Carnival in September 2024. The Executive Committee continues to ensure that Carnival does not incur significant losses for KREC over the longer term and carefully monitors commitments. Reflected in this year’s accounts is funding from RBK to support planning for the 2025 Carnival, celebrating 25 years of the event. Overall KREC made a surplus from its unrestricted activities of £21,925 in 2024/25 although as described above this has helped to ensure that Camnival has been delivered without a loss to KREC over recent years.

RESERVES POLICY
The aim of the Trustees is to ensure that KREC holds adequate reserves for worki g capital purposes and has sufficient funds should it be|forced to create redundancies. Overall, this is now estimated to be the equivalent of some £40,000. As at 31 March 2025, unrestricted reserves had increased to £69,100, and are considered adequate for these purposes.
Structure, governance and management
CONSTITUTION
The Kingston Race and Equalities Council (KREC) was incorporated on 9 April 2008 as a company limited by guarantee with its governing document being its Memorandum and Articles.

ORGANISATION STRUCTURE OF KREC AND DECISION MAKING PROCESS
The operational responsibilities of KREC are delegated to the Chief Executive Officer who in turn delegates various duties to staff. As of 31 March 2025, KREC directly employed one member of staff based at its offices in Kingston, Surrey, with one vacancy unfilled at the time. The Trustees have overall responsibility for ensuring that KREC has appropriate systems of control, both financial and operational. These systems are designed to provide reasonable, but not absolut , assurance against material misstatement or loss. During tthe year, the Trustees continued to review the major financial and operational risks that,facingas KRECfar as andis reasonable, continue to monitorcontrols are onin a placeregular to basis protect the KREC, implementation ofits members,nyits taff,hanthe necessary general public to ensureand other stakeholders.
STRATEGIC DEVELOPMENT
In order to meet these objectives KREC operates within a business plan and a strategic framework, which was approved in 2021 and reviewed in 2023 by the Trustees. The five areas covered by the business plan are Policy Development and Implementation, Casework and Support for Victims of Hate Crime and discrimination, Community Development, Engagement and Cohesion, Public Education and Awareness raising and Capacity Building, Consultancy, Training, Research and Development. To achieve these aims KREC engages with a wide range of stakeholders, promotes good management and good governance and supports KREC members. 6

Statement as to disclosure of information to Independent Examiner
In so far as the Trustees are aware:
~ there is no relevant audit information of which the company's Independent Examiner is unaware; and
- the Trustees have taken alll steps that they ought to have taken to make themselves aware of any relevant audit information and to establish|that the Independent Examiner is aware of that information.
Statement of Trustees' —e The Trustees are responsible for preparing the report and accounts in accordance with applicable law and regulations. Company law tequires the Trustees to prepare accounts for each financial year. Under that law the Trustees have elected to prepare the accounts in accordance with United Kingdom Generally Accepted Accounting Practice (United Kingdom Accounting Standards and applicable law). Under company law the Trustees must not approve the accounts unless they are satisfied that they give a true and fair view of the state of affairs of the company and of the surplus or deficit of the company for that period. In preparing these accounts, the Trustees are required to:

select suitable accounting policies and then apply them consistently;

make judgements and estimates that are reasonable and prudent;

prepare the accounts on the going concern basis unless it is inappropriate to presume that the company will continue in business
The Trustees are responsibl¢ for keeping adequate accounting records that are sufficient to show and explain the company's transactions and disclose with reasonable accuracy at any time the financial position of the company and enable them to ensure that the accounts comply with the Companies Act 2006. They are also responsible for safeguarding the assets of the company and hence for taking reasonable steps for the prevention and detection of fraud and other irregularitieg.

REPORT OF THE INDEPENDENT EXAMINER TO THE TRUSTEES OF KINGSTON RACE
AND EQUALITIES COUNCIL
I report on the accounts of the charity for the year ended 31st March 2025, which are set out on pages 9 - 15
| Respective responsibilities of trustees and examiner The trustees (who are also|directors of Kingston Race and Equalities Council for the purposes of company law) are responsible for the preparation of the accounts. The trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed. It is my responsibility to examine the accounts under section 145 of the 2011 Act and follow procedures laid down in the General Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act and to state whether particular matters have come to my attention. Basis of independent examiner's report My examination was carried out in accordance with the general directions given by the Charity Commission. The examination includes a review of the account records kept by the charity and a comparison of the accounts presented with those records. It also lincluded consideration of any unusual items or disclosures in the accounts and seeking explanations from you as trustees concerning such matters. The procedures undertaken do not provide all of the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a ‘true and fair view' and the|report so limited to those matters set out in the statement below.

Accounting policies The principal accounting policies are summarised below. The accounting policies have been applied consistently throughout the year and thé preceding year.
1.1. Basis of accounting
The financial statements have been prepared in accordance with Accounting and Reporting by Charities: Statement ofRecommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2015) - (Charities SORP (HRS 102)), the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) and Companies Act 2006. Exemption has been taken from Preparing a cash flow statement on the grounds that the charitable company qualifies as a small charitabl. company. Kingston Race and Equalities Council meets the definition of a public benefit entity under FRS 102. Assets and liabilities are initially ecognised at historical cost or transaction value unless otherwise stated in the relevant accounting policy 4 ote(s).
1.2. Incoming resources
All incoming resources are included in the statement of financial activities when th company is entitled to the income and the amount can |be quantified with reasonable accuracy. The following specific policies are applied to particular categories of income: Voluntaryfinancial activities income when is received receivable. by wayGrants ofgrants, where donations entitlement and giftsis not and conditional is included on hnthe full delivery in the of statementa specific of performance by the company are recognised when the company becomes unconditi nally entitled to the grant. Donated services and facilities are included at the value to the company where this can be quantified. The value of services provided by voluntders has not been included. Gifts donated for resale are included as incoming resources within activities for generating funds when they are sold. Grants, including grants for the purchase of fixed assets, are recognised in full in the statement of financial activities in the year in which they are|receivable. Income from investments is included in the year in which it is receivable. 1.3. Resources expended | Expenditure is recognised on an accrual basis as a liability is incurred. Expenditure includes any VAT which cannot be fully recovered, and is reported as part of the expenditure to which it relates. Costs of generating funds comprise the costs associated with attracting voluntary income. Charitable expenditure comprises those costs incurred by the company in the delivery of its activities and services for its beneficiaries. It includes both costs that can be allocated directly to such activities and those costs ofan indirect nature necessary to s pea them. Equipment costs are considered to be minimal and therefore are charged to the year in which they are purchased.
1.4. Leasing
Rentals payable under operat g leases are charged against income on a straight-line basis over the lease term.
1.5. Defined contribution|pension scheme
Payments were made to the defined contribution pension scheme of one member of staff during the year (one in 2023/24).
1.6 Going Concern

During 2024/25 KREC received a refund of £5,330 on NI overpayments made in earlier years. 8. Pension Scheme and Ctn Liability Kingston Race and Equalities Co uncil participates in The Pensions Trust's Growth Plan, a multi-employer scheme where the share of the assets and liabilities applicable to each employer is not identifiable in re. pect of defined benefit schemes. Kingston Race and Equalities Council's contributions made to the Plan in the year were £4,894 (2023/24 £3,905) ona defined contribution basis only.

The grant from the Ministry of Housing, Communities and Local Government was for a project being delivered during 2019/20 and 2020/21, The remaining amount of outstanding grant is shown as a restricted fund. A grant from MOPAC was|received in 2020/21 for the delivery of a violence reduction project, funds unspent at the end of 2020/21 are shown as\a restricted funding line. A grant of £30,000 was received from MOPAC in 2022/23 to deliver a 12-month community engagement project from October 2022 and subsequently extended to March 2024. A further grant of £10,000 was received in 2024/25. Remaining funding is shown as a restricted funding line. A grant of £70,000 was received from the South West London NHS Integrated Care Board in 2023/24 for a twoyear project. This has now |been extended and the work will conclude in spring 2025 with £16,000 carried forward into 2025/26. The funding , temaining against this grant has14also been placed in restricted reserves.
