BEDE METHODIST CIRCUIT

Report of the trustees for the year ended 31 August 2022

Achievements

During this year the life of our churches and circuit have continued to reassess themselves following the Covid pandemic. We have undertaken the circuit review and have implemented changes within the life of the circuit.

Kibblesworth ceased to meet as church and is now a Circuit Project- Kibblesworth Community Project working with families and young people. A management team oversees the work.

A feasibility study has been started within the churches in South Shields to look at how the three churches can become one. During the year Westoe Methodist Church ceased to meet and many of the members now worship at Talbot Road.

St Mark’s Methodist Church also ceased to meet on 31[st] August 2022, and with this and the other churches who have ceased to meet we give thanks to God for the worship, witness and service which has been offered in these places.

We have this last year been grateful to our two of our supernumary ministers who have offered to work in the circuit part time for one year. This has helped the circuit to bring changes to the Pastoral oversight of our churches.

We give thanks also for the work of our other circuit project Grace Place and the ministry offered through this work.

We will continue to face the challenges and changes that are before us and to do the work of the Church.

Financial Review

The circuit suffered a surplus of £41,580 (2021 – deficit £18,617) on unrestricted funds, after an agreed transfer of £98,143 from restricted to unrestricted and a circuit surplus of £86,655 on restricted funds (2021 – surplus £220,779).

Total reserves held at 31 August 2022 are £723,290. Restricted reserves amount to £591,858 leaving unrestricted reserves of £131,432.

Reserves policy and going concern

Reserves are needed to bridge the gap between the spending and receiving of income and to cover unplanned expenditure. The trustees in line with Charity Commission guidance seek to have a minimum of six months expenditure in reserves. The trustees do not believe going concern is an issue in the next twelve months given the careful financial management employed by the charity and level of monies held in the bank.

Expenditure for 2021/22 is expected to be £20,000 less than 2021 at £398,000. Current unrestricted reserves represent just under three months expenditure. Expenditure is unrestricted spending and an amount for district assessment.

Restricted reserves comprise of

Advance fund held for one-off larger costs
Benevolent to alleviate poverty and distress
Mission to assist spreading the word of the church

Plans for future periods

As a circuit we are hosting strategic meetings and discussing the future of the circuit how can we utilise employ, operate and develop the gifts and talents of our existing staff and make the effective and effectual use of their contributions as we assist our communities where God has intentionally and intellectually planted us to serve Him and his people.

In future we realistically and wisely are cutting on maintenance of buildings and increasing energies and endeavours to be a more visible and vibrant church and to be good and accountable stewards towards all circuit moneys and belongings.

BEDE METHODIST CIRCUIT

Report of the trustees for the year ended 31 August 2022

Governing Document

The governing document for the circuit is the Deed of Union (1932) and the Methodist Church Act (1976). Detailed governance arrangements are outlined within the Constitutional Practice and Discipline of the Methodist Church by order of the annual Methodist Conference. Managing trusteeship and overall governance responsibility rests with the Circuit Meeting which meets at least twice a year. Day to day management of the circuit is undertaken by the Superintendent Minister Circuit Stewards and Circuit Leadership Team in partnership with other officers and committees as appropriate.

Risk Management

The trustees and management have carried out an assessment of the major risks facing the circuit.

Safeguarding

Every person has a value and dignity which comes directly from the creation of male and female in God’s own image and likeness. Christians see this potential as fulfilled by God’s re-creation of us in Christ. Among other things this implies a duty to value all people as bearing the image of God and therefore to protect them from harm.

Methodist Connexional practice outlines commitment to the following principles –

the care and nurture of and respectful pastoral ministry with all children young people and adults

the safeguarding and protection of all children young people and adults when they are vulnerable

the establishing of safe caring communities which provide a loving environment where there is informed vigilance as to the dangers of abuse we will carefully select and train all those with any responsibility within the church in line with safer recruitment principles including the use of criminal records disclosure and registration with the relevant vetting and barring schemes

we will respond without delay to every complaint made which suggests that an adult child or young person may have been harmed cooperating with the police and local authority in any investigation

we will seek to work with anyone who has suffered abuse developing with them an appropriate ministry of informed pastoral care

we will seek to challenge any abuse of power especially by anyone in a position of trust

Safeguarding continued

we will seek to offer pastoral care and support including supervision and referral to the proper authorities to any member of our church community known to have offended against any child young person or vulnerable adult

In all these principles we will follow legislation guidance and good practice.

The Bede Circuit commits itself to ensuring the implementation of Connexional Safeguarding Policy government legislation guidance and safe practice in the Circuit and in the churches.

The Bede Circuit commits itself to the provision of support advice and training for lay and ordained people that will ensure people are clear and confident about their roles and responsibilities in safeguarding and promoting the welfare of children and adults who maybe vulnerable.
