TO PROMOTE ANY CHARITABLE PURPOSES FOR THE BENEFIT OF THE BLACK AND ETHNICMINORITY COMMUNITIES (BEMC) IN THE COUNTY OF ESSEX (HEREINAFTER CALLED "THEAREA OF BENEFIT") AND, IN PARTICULAR, THE ADVANCEMENT OF EDUCATION, THE RELIEF OFUNEMPLOYMENT, THE PROMOTION OF GOOD HEALTH, THE PROMOTION OF RACIALHARMONY AND THE RELIEF OF THOSE IN FINANCIAL NEED, HARDSHIP AND DISTRESS;B. TO PROMOTE AND ORGANISE CO-OPERATION IN THE ACHIEVEMENT OF THE ABOVEPURPOSES AND TO THAT END TO BRING TOGETHER ESSEX COUNCIL, REPRESENTATIVES OFLOCAL VOLUNTARY ORGANISATIONS AND OTHER STATUTORY BODIES WITHIN THE AREA OFBENEFIT; PROVIDED THAT IN CARRYING OUT THESE CHARITABLE PURPOSES, THEMANAGEMENT BOARD WILL SEEK TO CHALLENGE ALL FORMS OF OPPRESSION ANDINEQUALITY AND .TO GIVE PRIORITY TO WORKING WITH BEMC MEMBERS WHOSE FULLPARTICIPATION IN SOCIETY IS LIMITED BY ECONOMIC, POLITICAL AND SOCIALDISADVANTAGE.
