FOR THE YEAR ENDED 31 MARCH 2022
The trustees present their annual report and financial statements for the year ended 31 March 2022.
The accoLJnts have been prepared in accordance with the accounting policies set out in note 1 to the accounts
and comply wth the trust's Memorandum and Articles of Association dated 9 September 2009, the Companies
Act 2006 and Accounting and Reporting by Charities.. Statement of Recommended Practi￿ applicable to
charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and
Republic of Ireland IFRS 1021" las amended for accounting periods commencing from 1 January 20161.
Oblectlves and actlvltles
The trust's objects are lo further or benefit the residents of Exeter and in particular the neighbourhood of St.
David's without distinction of gender, sexual orientation, ra￿ or of political, religious or other opinions by
associating together with the said residents and the local authorities, voluntary and other organisalions in a
common effort lo advance education and lo provide facilities in the interests of social welfare for recreation
leisure lime occupation with the objective of improving the conditions of life for the residents. There has been no
change in these during the year.
The trustees have paid due regard to guidance issued by the Charity Commission in deciding what activities the
trust should undertake.
The activity of the charity is that of the running and maintenance of the Exeter Community Centre at 17 Sl.
Davids Hill, Exeter in furtherance of its objectives as detailed above.
The trust's policy is to consult and discuss with employees and al meetings, matters likely to affect employees,
interests.
Information of matters of concern lo employees is given through information bulletins, meetings and reports
which seek lo achieve a common awareness on the part of all employees of the financial and economic factors
affecting the centre's performance.

Achievements and perfomiance
In the first half of 2022, the Trust kept neady all the stsff furloughed. The JRS and Covid Recovery grants that
we received in 202112022 and the discounted interest on the loan from our key investor, The Social Investment
Business, ￿allY kept the organisalion going as groups were either unable or unwilling lo meet together. Our
rooms stood empty and wilhoul income. In anlicipalion of bringing all staff back into work by September 2021,
our Centre manager kept them in touch with Centre developments and brought them together for essential
training, Covid rules permilling, e.g. First Aid al Work.
We were particularfy sad that our 3 young apprentices, who had joined us in October 2020 had not actually been
in training and work with us for 18 months. We regret. loo, that our Bookings Adminislralor, Dorlets. and her
family decided that they would resel their lives after Covid and emigrate lo South America. We wish them well
and thank all our staff for their commitment throughout a very difficult time.
By April 2021 the Trust had entered into the third and final year of the 'Our Big Project, partnership with National
Lottery Herilage Fund and other funders to complete the top floor refurbishment of the Centre and engage the
local community in the heritsge of the Centre and Ihe St David's neighbourhood area. The capital development
of the top floor was nearly complete, having reached the snagging phase. Despite relatively minor (yet still
frustratingl issues with minor leaks, glass standoffs to windows and code locks that didn't work, the Trustees,
volunteers, staff and other visitors to top floor were admiring of the achievement and the result. 'Our Big Project,
ceased at the end of Dec 2021 and we brought il in on budget. Trustees are particularly grateful for the work of
Kelvin Lacy, our Centre Manager who, as always, kept a close eye down the finest detail, of the work and on the
budget.
Vve were therefore able to stsrt advertising the rooms on the top floor for sessional hire and also entered into a
lease arrangement wth Ubunlu Counselling Network for the long term lease of 3 of the lop floor rooms. All
existing tenants managed lo wlhstsnd Covid effects and remained with us this year. Over 2021122, following a
soft re-opening in Sept 2021, bookings have grown slowly bul steadily. However, we anticipate that il will lake 8t
least 2 yèars lo reach pre-covid levels of sessionsl hires.
The Community Kitchen was finished in Sept 2021, with appliances fitted. Trustees began lo plan its marketing
and use as a training kitchen and for hire perhaps, loo, as a professional pop up kitchen for those who had lost
their premises during Covid. We engaged an intern lo provide us wth a market ￿SearCh document and we have
begun a marketing plan lo lake forward ils recommendations.
Our community garden volunteers, continued valiantly throughout the year, coming on a weekly basis lo keep the
Centre garden weeded. planted and looking beautiful, with professional help for the cutting of hedges and
pruning of wisteria.
The Community Engagement element of Our Big Project went extremely well. We had managed to engage 25
Community Research volunteers who were ¢onlinuing lo research the herrtage of the Centre and the Sl David's
Neighbourhood area. This was a terrifi¢ effort as for the most part of 2021122 the volunteers were able lo meet
only virtually. They were supported by Heritage expetts. whose worf( was co-ordinated and curated by Freeline
Graphics. In May 2021 we wrote a brief for work on Wayfinding and Interpretation of the building and its
surroundings. We interviewed 4 companies for this commission and were delighled to award it then to Freeline
Graphics, to design signage and heritage interpretats'on panels for the building and an archive of the researched
heritage materials.
We began our 'AII's Well, Arts Council Thriving Communities project in April 2021 and this ran throughout 20211
22. Through a variety of arts-based well-being aclivilies, we engaged a wide variety of people in the project,
many of whom had never before entered the Cenlre. Following on from the research work of Our Big Project and
completing the Community Activity Plan, we recruited 10 Trail Guides and Welcome Hosts lo tum the research
rllalerial into a script and practice taking visitors on the St David's Trail around the Neighbourhood as well as
Veilch Lamppost Trail lo tell the story of the Veilch Planlhunlers in Exeter and the wider worfd. This was most
successful, particularfy in Sept 2021 in Heritage week, when over 100 people look part in the Trail. We are trying
now that the project has finished lo keep these going and lo create an online 'Armchair Tiail, version for those
are not able to walk the Trail for one reason or another.

Financial review
Cashflow
The current account bank balance at the end of March 2022 was £49k with the deposit account at £193k and
there has been a decrease since the start of the financial year of £29.5k which is due to the property
improvement expenditure on the lop floor though significant grant income has been a mitigating factor.
BudgetslSOFA
Income
Please note the sessional hire income is higher than in 2021 due to the centre being open more than in the
previous year. Lease income has improved too. The lolal grants of £59.2k in the year is as follows.. National
Heritage £33.2k. ECC £12k & CJRS £14k. There was a nel profil of £42.8k in the year though if you exclude
grant inwmelexpenditureldeprecialion, PPE costs & salaries (covered by CJRS grants) the operational surplus is
£15.5k.
Expenditure
Salary costs does not include any CJRS income from HMRC though this is shown wthin grant income 1£14k
which continues into 2021-221. The SIB interest currenuy much lower than budgeted (current interest level 0.5°fi1
which has been extended lo Mar 2022 by SIB. Grant expenditure is not technically operational so should be
monitored against the grant income.
Balance sheet
The SIB Loan has decreased by £19k due to a capital repayments made (balance £969k al end of Mar 20221
and a reduced Interest charged as indicated above. No property improvements were made during the year.
Trade debtors
This figure has increased by £1.1 k lo £4.3k when Compared to March 2021 which is due to the increase within
customer invoicing due lo centre being open more.
Grant IncomelExpenditure (please refer to the (lepartmental report for incomelexpenditure breakdownl
The majority of the income and expenditure was on 'The Big Project, and a lolal of £73.2k was received IHLF
£33.2k, Power lo Change £35.2k, Viridor £1 Ok, Granlscape £4.8kl in the year.
Accounts
The effect of Covid-19 on the operational figures has been significant though to counteract the negative impact of
Covid-19 the trust has been very pr&active in applying for support grants which il continues to do so and has
been very successful lo date i.e. The Community Kitchen Project and All's Well. This will no doubl help them
through a very tough 2022-23 though il is extremely difficult lo predict the full effect of Covid-19 with regards to
operational income due lo the restriction and the shrft to a more flexible work life balance which would
incorporate working from home.
Risk management
The trustees have assessed the major risks to which the trust is exposed, and are satisfied that systems are in
place lo miligale exposure to the major risks.
The charity plan5 to continue the activities outlined above in the forthcoming years. In particular to remain the
centre for the local community where individuals and groups can make the most of the wide variety of spaces
and activities offered.

Re¢rultm&nt and appolntment of trustges
Under the requirements of the Articles of Association. trustees are elected for a period of three years after which
they must be re-elected at the next Annual General Meeting. Trustees annually review the period of service.
The board of trustees regularly discusses the recruitment of new trustees for their experien￿, empathy and
knowledge of the charity, and to keep the skills and composition of the trustee body as a whole and succession
planning under review.
All trustees give their time voluntarily and re￿1ve no benefits from the charity. Any expenses redaimed by the
trustees from the charity are sel out in note 8 to the financial statements.
Oryanisational structur8
The charity is administered by a board of directors who are also Iru$lees. The day lo day running of the charity is
overseen by the Centre Manager. who reports to the trustees.
During the 12 months lime period the membership of the Trust increased to 147.
The trustees mel for business meetings in December, March, May, July and September.
As always, the final part of the Trustee Report celebrates the commitment, energy, good humour and generosity
of staff, volunteers and members of the community in Sl David's. We are grateful for their continued support and
the support of funders and well-wshers and we look forward to working with them in 2022123. As always, l am
grateful to the Trustees of thè Centre who have worked so hard through a difficult year lo keep us'on the road,.

I report on the financial ststemenls of the trust for the year ended 31 March 2022, which are set out on pages 6 10
19.
Respective responsibilities of trustees and examiner
The Irusl's Iruslees, who are also the directors of Exeter Community Centre Trust Ltd for the purposes of
company law, are responsible for the preparation of the accounts. The trustees consider that an audit is not
required for this year under section 144121 of the Charities Act 2011 Ithe 2011 Actl and that an independent
examination is needed. The charity's gloss income exceeded £250,000 and l am qualified lo undertake the
examination being a qualified member of ICAEW.
Having satisfied myself that the charity is not subject lo audit under Company law and is eligible for independent
examination, it is my responsibility lo..

Accounting policies
Charity information
Exeter Community Centre Trust Ltd is a private company limrf(ed by guarantee incorporated in England and
Wales. The registered Offi￿ is Wessex House, Teign Road, Newton Abbot, Devon, TQ12 4AA.
1.1 Accounting convention
The accounts have been prepared in accordance with the trust's governing document, the Companies Act
2006 and 'Accounting and Reporting by Charities.. Slalement of Recommended Practice applicable lo
charities preparing their accounts in accordance wth the Financial Reporting Standard applicable in the UK
and Republic of Ireland IFRS 1021 las amended for accounting periods commencing from 1 January 20161.
The trust Is a Public Benefit Enlily as defined by FRS 102.
The tiusl has taken advantage of the provisions in the SORP for charities applying FRS 102 Update Bulletin 1
not lo prepare a Slalemenl of Cash Flows.
The financial statements are prepared in sterling, which is the fvnctional currency of the trust. Monetary
amounts in these financial statements are rounded to the nearest £.
1.2 Golng concem
The accounts are prepared on a going cOn￿M basis which means that the charty can pay ils debts as they
fall due for the next twelve months.
The charity is reliant on the continued posf(ive support of ils only lender, Fulurebuilders England who have
being extremely supportive of the project. In the last few years Fulurebuilders England have provided
temporary restructuring of the loan Interest payable and a capital repayment holiday.
The Trustees of the Charity work extremely closely with Fulurebuilders England and have no reason lo
question thèir continued support to the project and hence feel il is appropriate to prepare the accounts on a
going ¢oncem basis.
Due lo the pandemic, to a large exlenl operational income has been replaced by support grants. In addition,
the Trust's major lender has provided support in terms of a capital and interest repayment holiday.
The staff and trustees are working very hard lo steer the Trust through these very uncertain limes and believe
that with the continued support of key stskeholders the Trust will survive and prosper.
1.3 Charltsble funds
Unrestricted funds are available for use al the discretion of the trustees in furtherance of their charitable
objectives.
Restricted funds are subject lo specific conditions by donors as to how they may be used. The purposes and
uses of the restricted funds are sel out in the notes to the financial 5ts1emenls.
Endowment funds a￿ subject lo speafic conditions by donors that the capitsl musl be maintained by the
trust.
1.4 Incomlng resoU￿e5
Income is recognised when the trust is legally entitled lo il after any perf0mlan￿ conditions have been met,
the amounts can be measured reliably, and il is probable that income wll be re￿ived.
Cash donations are recognised on receipt. Other donations are recognised once the trust has been notified of
the donation, unless performance conditions require deferral of the amount. Income tax recoverable in
relation lo donations received under GiftAid or deeds of covenant is recognised at the lime of the donation.

1.5 Resources expended
Liabilities are recognised as resources expended as soon as there is a legal or constructive obligation
committing the Charity lo the expenditure. All expenditu￿ is accounted for on the 8¢cruals basis and Includes
irrecoverable VAT. Expenditure is allocated lo activities on the direct usage b8SIS.
Costs incurred wholly or mainly in support of generating funds, or in support on the objects of the charity and
being an integral part of the cost of carry out those activities, are included within Charitable Expenditure as
appropriate.
1.6 Tangible fixed ass8ts
Tangible fixed assets are initially measured at cost and subsequently measured at cost or valuation, nel of
depreciation and any impairment losses.
Depreciation is recognised so as to write off the cost or valuation of assets less their residual values over their
useful lives on the following bases..

The gain or loss arising on the disposal of an asset is determined as the difference ￿2￿een the sale
proceeds and the carrying value of the asset, and is recognised in the statement of financial activities.
1.7 Impaimient of fixed assets
At each reporting end dale, the trust reviews the carrying amounts of ils tangible assets lo determine whether
there Is any indication that those assets have suffered impairment Ioss. If any such indication exists, the
recoverable amount of the asset is estimated in order to deleimine the extent of the impairment loss lif any).
1.8 Cash and cash equlvalents
Cash and cash equivalents include cash in hand, deposits held at call with banks, other short-term liquid
investments wth original maturities of three months or less, and bank overdrafts. Bank overdrafts are shown
within borrowings in current liabilib'es.

1.9 Financial instrument5
The trust has elected lo apply the provisions of Section 11 'Basic Financial Inslrumenls, and Section 12 '01her
Financial Instruments Issues, of FRS 102 to all of its financial inslrumenls.
Finanryal instruments are re￿gnised in the trust's balan￿ sheet when the trust becomes party lo the
¢onlra¢tual provisions of the instrument.
Finanaal assets and liabilities are offset, with the net amounts presented in the financial statements. when
there is a legally enforceable right to set off the recognised amounts and there is an intention to settle on a
net basis or to realise the asset and settle the liability simultaneously.
Baslc financlal assets
Basic finanaal assets, which include debtors and cash and bank balances, are initially measured at
transaction pri￿ including transaction costs and are subsequently carried at amortised cost using the
effective interest method unless the arrangement constitutes a financing transaction, where the transaction is
measured at the present value of the future re￿iptS discounted at a market rate of interest. Financial assets
classified as receivable within one year are not amortised.
Baslc flnanclal Ilabllltles
Basic financial liabilities, including creditors and bank loans are initially recognised al transaction price unless
the arrangement constitutes a financing transaction, where the debt instrument is measured at the present
value of the future payments discounted at a market rate of interest. Financial liabilities classified as payable
within one year are not amortised.
Debt instruments are subsequently carried al amortised cost, using the effective interest rale method.
Trade creditors are obligations lo pay for goods or services that have been acquired in the ordinary course of
operations from suppliers. Amounts payable are classified as current liabilities if payment is due within one
year or less. If not, they are presented as non-currenl liabilities. Trade creditors are recognised inrtially al
transaction price and subsequently measured al amortised cost using the effective interest method.
Derecognition of financial liabilities
Financial liabilities are derecognised when the trust's contractual obligations expire or are discharged or
cancelled.
1.10 Retirement benefits
Payments lo defined eonlribulion retirement benefit sehemes are charged as an expense as they fall due.

The long-lerm loans are secured by fixed charges over the propety in which the charity operates from.
Bank loans are amounts borrowed from the Social Investment Business (Community Builders Fund) for the
refurbishmènt of the Centre. The bank is bèing very supportive and only Charging a minimal Interest rale and
has agreed a lower repaymènt of £2,000 per month, which Is significantly less than its original contracted
amount.
