Financial Review

Review ofthe charity’s Para 1.21 TheOM charity is showing as being liquid
financial position at the end with readily available funds of circa £85,300
ofthe period per Oct 24 accounts.
The financial year has been positive with
regard to income with every income stream
but one finishing ahead ofthe forecast.
Internet income is the only account that has
resulted less than the forecast but this is due
to the requirement to remedy aVAT process
error dating back numerous years. This also
causedthetotalincome
(notaccountingfor

DiN income as this zeroes with expenditure) to be slightly less than the forecast: £216,292.12 vs £221,900.00. Outcome was significantly less than the forecast (not accounting for DiN expenditure out with assigned grants) at £168,952.49 vs £213,695.27. A large proportion of this difference is attributed to delayed projects which had large amounts of funds assigned in FY23/24. These are now carried forward to the next FY or identified as unnecessary. There was also large savings made on broadband expenditure after switching to a new provider. The charity therefore finished the FY with a £50k surplus. While significant the reasons for this are understood and are not deemed to be poor fund management but simply a combination of unexpected improvement in income and unforeseen circumstance resulting in planned expenditure not being required or delayed. Indeed, effective management of the charity has seen efficiencies implemented acrossa lot of areas. Notably, over the last two FY the committee has improved accounting procedure and remedied previous errors wrt mess membership and subscriptions. The charity is coming out of a period where there has been significant expenditure on write offs (due to said historic accounting errors) and some readjustment of funds due to VAT errors or changes to projects. It is therefore deemed prudent to not rush in to utilising the surplus until the accounts settle. When the FP is updated for the AGM, the committee will provide an update and request feedback from the membership on how and when to utilise the surplus funds. Statement explaining the Para 1.22 The purpose of the Operating Reserve policy for holding reserves Policy for the Officers’ Mess is to ensure the stating why they are held ~ stability of the charitable aims and ongoing operations of the organisation. The Operating Reserve is intended to provide an internal source of funds to maintain a positive cash balance throughout the yearly mess activities or a requirement to repay historic loans. It is the intention of the Officers’ Mess for Operating Reserves to be replenished. within a 6-month period of , usage. The Operating Reserve Policy will be implemented in concert with the other governance and financial polices of RAF High Wycombe and is intended to support the goals and strategies contained in these related policies and in strategic and operational plans. per FP) is held within the fixed equity assets
