Statement of compliance
The financial statements have been prepared in accordance with Accounting and Reporting by
Charities.. Statement of Recommended Practice applicable to charilies preparingi their accounts In
accordance with Ihe Financial Reporting Standard applicable In the UK and Republic of Ireland
(FRS 102) (effective l January 2015) (Charities SORP (FRS 102)), the Financial Reportin
Standard applicable in the UK and Republic of Ireland (FRS 102) and the Charities Acl 2011.
The charity constitutes a public benefit entity as defined by FRS 102.
Basis of preparation
The Parochial Church Council of the Ecclesiastical Parish of Si Peler, Heswall meets the definition
of a public benefit entity under FRS 102. Assets and liabilities are initially recognised at historical
cost or transaction value unless otherwise slated in the relevant accountinLI policy notes.
Going coneern
Thc trustccs consider that Ihere are no material uncertainties about the charity's ability to conlinue as
a going concern,
Income and endowments
Voluntary income including donations, gifts, legacies and grants thai provide core funding or are of
a general nature is recognised when the charity has entitlement to the income, it is probable that the
income will be received and the amount can be measured with sufficient reliability.
Donalions And legAcies
Donations and legacies are recognised on a receivable basis when receipt is probable and the amount
can be reliably measured
Legacy gifts are recognised on a case by case basis followin¥ the grant of probate when the
administratorlexecutor has communicated in writing both the amount and settlement date.
Expenditiire
All expenditure is recoginised once there is a legal or constructiN'e obligation to that expenditure, it is
probable settlement Is required and the amount can be measured reliably. All costs are allocated to
the applicable expenditure headinsi, and where costs are not directly attributable to one headingi they
have been allocated on an appropriate basis.

Raising funds
These are costs Incurred in attractinbJ voluntary income, the manasFement of investments and those

Interest
Interest on funds held on deposit is included when receivable and when the amount can be reliably
measured by the charity,
Siipport costs
Support costs include central functions and have been allocated to activity cost categories on a basis
consislenl with the use of resources, for example, allocating property costs by tloor areas, or per
capila, staty costs by the time spent and other costs by their usage.
Governnnce costs
These include the costs attributable lo the charity's compliance with constitutional and statutory
requirements. includinbi audit. managlement and trustees, meetingys and reimbursed expenses.
Pension eosts
In line with workplace pensions legislation, the charity makes contributions inlo a defined
contribution pension scheme on behalf ot. ils employees, accounting for expenditure as il falls due.
TRXAtion
The charity meets the definition of a Charilable entity for UK corporation t￿ purposes.
Accordingly. it is exempt from laxation in respect of its in¢ome or capital gains to the extent that
such income or gains are applied exclusively to charitable purposes.
Tangible fixed assets
Individual fixed assets costing £1,000 or more are initially recorded at cost.
Cash and cash equivalents
Cash and cash equivalents cornprise cash on hand and call deposits, and other short-term highly
liquid investments that are readily convertible to a known amount of cash and are subject to an
insignificant risk of change in value.

Fund striicture
Unrestricted income funds are gyeneral funds that are available for use at the trustees, discretion in
t"urtherance of the objectives ol. the charity.
Designaled funds are legacies set aside by the PCC in accordance wilh the legacies and donations
policy and are unrestricted funds sel aside for specific purposes al the discretion of the trustees.
Restricted income funds are those donated for use in a particular area or for specific purposes, the
use of which is restricted to that area or purpose.
Endowment funds created by gifts from various individuals. The income is used for ihe purpose
specified when the capital was donated,
Fixed assel inveslmenls
Fixed asset inveslmenls, other than programme related investments, are included al market value al
the balance sheet date. Realised gains and losses on investments are calculated as the difference
between sales proceeds and their market value at the start of the year, or their subsequent cost, and
are charlied or credited to the Statement of Financial Activities in the period of disposal.

credited or charged lo the Sialement of Financial Activities based on the market value at the year

Land and buildings are slated at historical cost, less accumulated depreciation and impairment.
This year ihe c.harity has chanbied its basis ot accountingi estimation lor the calculalion of
depreciation by implementation of Component accounting.
The change to component accounting follows construction of the Lighthouse c.hurch. The trustees
t'eel that this basis is more appropriate to that type ot modern construction, and with hindsight that it
should also be applied to St Peters, Centre, which is similarly conslructed.

Depreciation is now being charged on the Lighthouse Church, which has incurred a charge of
£91,329 in the year.
Depreciation in future period will initially remain higher, but will reduce as components become
ful ly depre¢iated,
The Associate Rector'5 House on C.a5tle Drive continues to be depreciated on a 5traighi line basis
over l 00 years, this being more appropriate to a building which is already ovei l 00 years old.
The Charity does not depreciate land, or properties whilst they are under construction.
The C,harity Starts to depreciate properties and their components in the year of completion.
Tangible assets are reviewed annually for indicators of impairment, and should those Indicators be
present, a more ddailed review undertaken.

The Si Peler's C.entre building has been included at contractual cost plus other improvemenl cosls to
date, less Impairrnent losses.
Impairment losses are recognised in the statement of financial activities under "Other" expenditure
(note 6).
The Trustees performed an annual impairment review, and as a result of the age and condition of the
building an impairment was deemed necessary to reduce the net book value to match the lower fair
value.
The Ligyhthouse Church has been included at contractual cost plus other improvemeiil costs to dale.
Costs associated with the overrun ot.the construction contract have not been capitalised. nor have
certain preliminary costs that do not relate to the buildinby as it was eventually constructed.
Beneficed and Consecraled properties are excluded from the financial statements by s l 0.2{a)
and 10.2{c) of the Charities Act 2011. These comprise St Peter's Church and The Rectory
The Church of the Good Shepherd and the Parish Hall were transferred by deed of
appropriation in 1925 to the Parochial Church Council at no cost. The Church has now been
demolished and The Lighthouse Church built in its place.
