structure, Governance and Management
1.2.1 The PCC Ss a corporate body establlshed by the Church of England. The PCC
operates under the Parochial Church Council Powers Measure. The method and
appointment of PCC members is set out In the Church Representatlon Rules,
Church attendees are encouraged to register on the Electoral Roll and stand for
election to the PCC.
1.2.2 Elected PCC members serve 3 year terms and are eligible for re-election at the
end of the 3 year term. The number of elected pcc places was 9. By the year end
there were 4 vacant places on the PCC,
1.2.3 The PCC operates a number of committee5 and groups, which meet between full
meetings of the PCC. The vicar Is ex-officio member of all commlttees.

1.3 Objectives and Activities
1.3.1 Holy Innocents, PCC works In cooperatlon with the vlcar to promote the whole
mlsslon of the church. At an Away Day in Ortober 2022 the PCC and Mlnlstry team
created our vision and mission action plan.

1.4 Achievements and Performance
1.4.1 Church Attendance
During 2023 the average Sunday attendance has been 49 adults (2022.. 46) and 3
children (2022..5). The attendance during the week has remained the same with an
average of 9-10 people attending one or more mld-week servlce {2022: 9-10}.
1.4.2 Occasional Offlces
There were 3 baptism servlces during which 3 children and l adult were baptised
(2022.2 chlldren and nil adults) and I confirmatlon service during which 4 adults
confirmed (2022..8 children and 2 adults). No weddings took place {2022: 0). Two
funeral services took place in the church with the clergy leading no funeral services at
crematoriums (2021.2 & 3). Four burials of ashes took place In June, July, October and
December (2022.'2).
1.4.3 Review of the year
We began the year remembering Holy Innocents on I" January 2023 with a Eucharist
Service followed by lunch. Our regular lunches on the first Sunday of the month
continued throughout 2023 and we shared lunch in the Church for Harvest in October.
In February we created a Children's Area in the s1de aisle. We were able to use our
coloured mat and purchase cushions and a book rack to hold children's bibles and prayer
books. Several people kindly donated toys to create a frlendly and welcoming space for
younger chlldren allowlng them and thelr carers to connect with services feeling
included.
The beginning of the year saw us start using the church building more wldely. The NHS
Mental Health Unit at Fairfield's House began to use the large vestry to host support
group5 for those who self- harm. Using the church property has allowed these groups to
be held in a safe r)eutral space and the seven-week sessions have been repeated three
times throughout 2023.
During Lent we joined the London Bishops, sessions on prayer online as well as in
person. These Lent groups provlded us an opportunity to learn and experience dlfferent
ways of praying.
Our Prayer Group which began in September 2022 continued
throughout 2023 meeting once a month on the th1rd Wednesday, The group meets to
pray for the parlsh and world, welcoming requests from parishioners for prayer for
anyone or anything. In the second half of 2023 a prayer rack was placed In the entrance
to the church so people could hang up prayer requests.
In March 2023 volunteers from Holy Innocents supported the Chlnese Church In London
In providlng English classes to those who had recently arrived in the UK from Hong KorEg.
These were a good experience for all involved.
The Annual Parochial Church Meetlng was held in May 2023 to review the year of 2022.
Our regular services have been greatly supported by those on the various rotas including
sides people, readers, cruclfers and those leading intercesslons. These groups of people
have been increased with new people joining each of the rotas,

Throughout the year In person services at Ashton Lodge Care Home have been led by
the Vicar, these include prayer, blble readings and hymns as well as ihe distrlbution of
communion In one klnd (bread) to the residents. These services take place once or
twice a month and are very much appreciated by the staff, residents and sometimes the
residents, famlly mem bers. Attendance is usually 17-25 people.
Assemblies were provided to Roe Green Infants for Lent, Easter, Harvest and Advent.
Durlng October we welcomed Year 2 pupils from Kingsbury Green Prlmary School to the
church to glven them a chance to learn about the building and lesus. We welcomed
Oliver Goldsmlth back into the church during Advent with the Year 2 pupils visiting to
learn a bout the church and the nativity stc)ry.
In November we welcomed again the Bishop of Wlllesden, The Rt Revd Lusa Nsenga
Ngoy for our confirmatlon service which was a joyful occasion with four adult candldates.
1.5 Risk Management
A cornprehensive review of our church building and all church based activities is carried
out by the Parochial Church Council. They monitor th￿e matters contlnLFously and carry
out the necessary risk assessments.The PCC have assessed these risks and are satlsfied
that system5 are In place to mitlgate exposure.
1.6 Safeguarding
The PCC has complied wlth the duty under section 5 of the Safeguarding and Clergy
Discipline Measure 2016, in relation to having due regard to House of Bishops, guidance
on safeguarding children and vulnerable adults. There were no safeguardlng issues
ralsed during the year.
1.7 Financial Review
During the year, Holy Innocents Kingsbury Parlsh Church reglstered an account with
The Parish Givlng Scheme (PGS). The PGS 15 supported by the Diocese of London. The
PGS glves donors the option of donat'ing to the church through the PSG account.
Current dorEors will be offered the cholce of making thelr donations through the PSG or
continuing to donate as they are currently doing directly to the church bank account.
The church adrnlnistrators would like to Inform all donors that it is entirely up to
current and future donors whichever rnethod they would Ilke to use to donate to Holy
Innocents. The PGS will bring choice and flexibllity in the method of giving to Holy
Innocents Kingsbury parish church.
The results for the year show a surplus on ursrestrlcled funds of £15,064 (2022,.
£4,997>. Voluntary income was £110,135 (2022: £112,716). The letting of Holy
Inno￿￿t5 Church Hall at Bacon Lane, made a net contribution of £46,431 (2022..
£43,020) to church funds.

The PCC ha5 Incurred unrestricted expendlture of £95,071(2022: £107,515) In
supporting the objectlves of the PCC. This has largely been spent on Its contribution to
the Diocesan Common Fund, to support the work of the mlssion of the church in the
parish and In the Diocese. The Church's contributlon to the Common Fund In year is
£48,000 (2022: £48,000), The PCC has reviewed Its contribution for 2023 In the light
of financial performance and anticipated expenditures and has indicated to the Dlocese
that It will contrlbute £50,000 to 2024 Common Fund.
The PCC has free reserves of £102,798 at 31sl December 2023 {2022 £87,734) which
are held on HSBC UK Current account and on deposit in the CBF Church of England
Deposit Fund, and Invested in the CBF Church of England Investment Fund. There are
also reserves of £2,830 (2022 £2,957) which were for specific purposes. It is the PCC'S
pollcy to maintaln reserves so that it is able to meet immediate expenditure and to pay
for future major expenditu￿ In order to malntain the church. We are very grateful to
those who give to Holy Innocents, especlally those who give regularly through a
stewardship commitment. The number of our regular givers increased from 56 to 60
overall, planned givlng income for Ihe year increased from £22,416 to £26,237,
Cash collections at services have increased to about £92 per week. It has been
possible to recover tax refunds totalling £7,623 (2022:£6,386) from Glft Aided glving
and under the Gift Aid Small Donations Scheme.
Holy Innocents has a culture in which many of the activltles are conducted by
volunteers. Without the efforts of so many people, the church would not be able to
continue its work at the Sevel from whlch all members and visitors benefit, The church
thanks them for their exceptional generosity.
1.8 Reserves Policy
Reserves are needed to brldge the gap between spending and receiving income to meet
commltments. Total reserves at the year end is £567,948 compared to £553,011 last
year,
Reserves avallable to spend is £105,328 (2022-£90,691) of which £2,830
{2022..£2,957) are restricted reserves. The charlty continues to monitor this posltlon.
The trustees consider that the charlty has an adequate level of reserves to continue as a
going concern.
The Parochial Church Councll agreed that our CBF Building fund would be preserved
where possible, Operating costs will be rrket from other resource5 and only a5 a last
resort wlll funds be drawn down to meet the PCC flnancial obllgations,

The trustees are responsible for preparing the Trustees, Report and the financial statements
in accordance wlth applicable law and Unlted Kingdom Accounting Standards (United Kingdom
Generally Accepted Practice).
The law applicable to charltles in England and Wales requlres the trustees to prepare flnanclal
Statements for each financial year which give a true and falr vlew of the state of the affairs of
the Charity and the incoming resources and application of resources of the Charity for that
period. In preparing these financial statements, the trustees are requlred to:

observe the methods and principles in the appllcable Charities of SORP.
make Judgements and estlmates that are reasonable and prudent,.

3.0 INDEPENDENT EXAMINER'S REPORT TO THE PCC OF HOLY INNOCENTS
I report on the financlal statements of the PCC of Holy Innocents Kingsbury Parish
Church for the year ended 31 December 2023, which are set OLJt on pages 12 - 20, is In
respect of an examination carried out in accordance wlth the Church Accounting
Regulations 2006 ("the Regulations") and section 145 of the Charlties Act 2011 ("the
2011 Act").
Respective responsibilities of pcc and examiner
The charlty's trustees are responsible for the preparatlon of the accounts. The charity's
trustees conslder that an audit Is not required for this year under section 144(2) of the
Charities Act 2011 and that an independent exa mination is needed.

to follow the procedures laid down In the General Directions given by the Charity

Charity Cotnmlssioner. An examinatlon includes a review of the accounting records kept
by the charity and a comparison of the accounts presented with those records, It also
includes conslderatlon of any unusual items or dlsclosures in the accounts, and the
seeking of explanations from you as trustees concernlng any such matters. The
procedures undertaken do not provide all the evidence that would be required in an audlt
and, consequently no opinion 15 given as to whether the accounts present a 'true and falr
vlew, and the report is limited to those matters set out in the statement below.

6.1 ACCOUNTING POLICIES
6.1.1 Accounting convention.
The PCC Is a public entity wlthin the meaning of FRS102.The financial statements have
been prepared under the Charities Act 2011 and in accordance with the Church
Accountlng Regulations 2006 governing the individual accounts of PCC together with FRS
102 (2016} as the applicable standard and the 2016 version of the standards of
statement of Recommended Practice, Accounting and Reporting by Charities {SORP (FRS
102)).
The flnancial statements have been prepared under the historical cost convention, as
modlfied by the valuatlom of Church Hall. The financial statements Include all
tran5actlons, assets and liabilities for whlch the PCC Is responslble in law. They do not
include the accounts of church groups that owe their main affillatlon to another body,
nor those that are informal gatherings of church members.
The trustees consider that there are no material uncertainties a bout the charlty's ability
to continue as a going concern nor any significant areas of Un￿rtaintY that affect the
carrying value of assets held by the PCC.
6.1.2 Funds accounting
Funds held by the PCC are.,
Unrestricted funds.. These are general funds for use by the PCC for ordinary purposes.
Holy Innocents has two such funds; Church and Fayre. Some of this unrestricted money
has been deslgnated by the PCC.
Designated funds.. Monles set aside by the Parochial Church Council out of unrestricted
funds for specific future purposes or projects. These include the Soclal, Organ and
Church Building funds.
Restricted funds., Monie5 whlch have been donated to the Parochlal Church Council to
spend on a specific area of expenditure. They include donations or grants received for
a specific object or invited by the PCC for a speclfic object. The funds may only be
expended on the specific object for which they were given. Any balance remaining
unspent at the end of each year must be carried forward as a balance on that fund.
These are the Lovett & Flower Fund, a donation for the SOLbnd system held In the CBF
General Fund and a legacy held in the CBF bank accounts.
6.1.3 Xncome
Planned glving, collections and donatlons are recognised when received. Tax refunds are
recognised when the income to whlch they relate Is receivable. Grants and legacie5 are
accounted for when the PCC Is legally entitled to the amounts due, All other income Is
recognised when it is receivable. All income is accounted for gross.

6.1.4 Expendlture
Grants and donations are accounted for when paid over, or when awarded, if that
award creates a binding or constructive obligation on the PCC. The diocesan common
fund is accounted for when due. Amounts recelved specifically for misslon are dealt
with as designated or restricted funds. All other expendlture is generally recognised
when it 15 incurred and is accounted for gross.

6.1.5 Fixed Assets
Consecrated land and bulldlngs are not included In the accounts in accordance with slo
(2) (a) of the Charities Act 2011.
The Church hall, whilst registered by the diocese at the land reglstryi Is at the disposal
of the PCC, The Parochial Church Council has adopted a previous insurance rebuild
value for the accounts. No revaluation or depreclatlon has been applied to the
valuatlon. The current value is considered Lo be higher than the figure in the flnanclal
statement.
Equlpment used wlthin the church premises is depreclated on a straight-line basls over
four years. Indivldual items of equipment with a purchase price of £1,000 or less are
wrStten off when the asset Is acqulred. Items over £1,000 may be written off or
capitalised at the discretlon of the PCC.
6.1.6 Current Assets
Current Assets represent all realisable assets including amounts due to the PCC from
debtors which can realistically be recovered, Unrecoverable debts may be written off as
expense5 Wlth the agreement of the PCC.
6.1.7 Current Liabilitles
These are amounts owed to creditors by the PCC which fall due within a year,
Unclalmed amounts may be carried forward from year to year, wrltten back or held as
designated reserves with the agreement of the PCC.

6.10 Transactions with members of the PCC and connected persons
Small amounts were paid out to PCC members and volunteers In respect of
reimbursement of cateringi flower, Sunday school, printlng and small repalr
expenses.
At the year end, an accrual of £1,711 {2022'. £1,620) was made as an
honorarium to the treasurer for work on the annual reporL' the amounts are
Included in administratlon expenses in note 6.3(b).
During the year, the Admlnlstrator was pald £2,952 for servlces to Holy
Innocents Kingsbury Parish Church. The Adminislrator Is the spouse of a Church
warden and a trustee.
