Alm and Purpose
St Andrew's PCC has the responsibllity of cooperating with the Vicar. Reverend Alice
Pettit. In promoting in the parish. the W￿le mission of the church: pastoral, evangelistic,
social, and ecumenical.
Objertlves and actlvltles
The PCC is committed to enabling a5 many people as posslble lo worship at our church and
to become part of our parish community at St Andre￿&
Throughout the year, we continued to see out our core value5 as a comrnunity- to love God
and love our neighbour.
Achlevements and perfornHn¢e
Worshlp and prayer
We continued to be very grateful to our vicar Reverend All￿, Reverend Jen Houghton,
Reverend James Pettit, Reverend Nick Roberts. our Reader Ursula Hodges, Choir Leader Jan
Gow, Organlst Rebecca Stevens, Vergef Evefyn Felton, the sidesmen, Wardens Richard
8arber, Joanna Homer, Maddalaine Ansell (April 231, Parish Administrator Sarah Dicklnson,
and many others, who facilitated our continued worship.
This year we enjoyed a rangé of social evenls Includi￿ our ever-popular Quiz n￿ht In
March, the Ham Fair in June. where St Andrev/s excelled with our horn￿Made lunches and
cakes, and the highly Suc￿$$fUl The Coming of Christmas. performance in December.
Sacred Space continued to provide a welcominL safe, and inspirational space for all ages,
offering live music, craft, text and homemade cakes. Attendance averaged 80 chlldren and
adults from both our con£re£at40n and the local cornmuntty at this monthly event.
The Mother5 Union met on the 4tlb Wednesday of month. throughoul the year members
have enjoyed the interesting speaker and Social gatherings.
Welcome Wednesdays continued monthly durin8 2023 with craft talks, discussion and
refreshment for all ages.
Ham Priory, led by Rev James, met once a month welcoming all who would Ilke to discuss.
emplore and prdctice ways of prayer and spirituality. The Re Commissioning EucharSst wa5
held in June.
We were delighted to mark Reverend Jen's priesting In July with a celebration barbecue in
the hall garden.

The Remembering and Thlnking 5ervlce In November was greatly appredated by all who
took part.
Our maln Chr15tmas servlces, Oarkness to Llght, the Crfb service Iwhlch Included a delightful
natlwty play by our Sunday sthbol and young people), Chr15tmas Eve, midnlght mass and
Holy Communlon on Chrlstma5 day wewe all well attended and valued.
Eco church: In 2023. the PCC passed a Re501ution to dedare a Climate Emergenry. we held
Creatlon Sunday In September and continued to pray regularty for environmental issues. St
Andrew's held Its first ever wlldlife suryey In June as part ol the'CDunt on Nature,
natlonwlde initlative; it is hoped that this wlll be an annual event and we will see an
Increase In the bSodiver5fty of our grounds year-on-year. We developed a land management
plan, Including a mowing relme, which was agreed wlth Richmond Council. Church
members also joined the Christlan tllmate wote5t The Bl8 One, In Aprll, where we walked
from St John's Waterloo to Parllament calling for urgent chan8es to be made to address the
cllmate emergency.
As of Decernber 2023, there were 148 parlshioners on the church electoral roll, 37% of l ¥
whom were resident within the parlsh. The average weekly attendance wa5 66 adults and
14 chlldren and young people under the a8e of 15. but thi5 increased at festlva15 and 5peclal
occasions.
We thanked God for the gift of life through baptism. 10 baptisms were corHlucted at St
Andrew's during the year. 5 marriages were held, where we were able to celebrate with
those exchanging publlc vows with Gods ble55ing through marriage. In conducting 20
funerals, either al St Andrews or the crematorium, and 10 tommlttal or burying of ashes, we
gave thank5 for the Itfe which Is now tomplete In thls world and commended the person
Into God's keepln8.
ulldlng and Works
Durlng 2023. we completed the repair5 to the roof above the South Aisle. We a150 replaced
our boller and some of the underfloor plpework to enable the church to be heated after the
previous boiler failed. These were both major project5 made possible only by the gener051ty
of our congregation, extensbve fundralsing and a 5ignlflcant call Dn our reserves. In addition.
we repalred the West Gable Cross (although it wasn't PLrt back on the roof untll 20241,
mended some wobbly pew5 and replaced some of the lights In the thurch to make them
more effitlent. One ofour parishioners also rarried out a number of Small work5 Includlng
repalrfng the lych-gate r￿tIceb0ard. treating the lych.Eates for woodworm, olling and
cleanlng the SeTVite Inforrnation Board and Boller Room Door, repairing a wobbly handrall
and replacing the hinge on the garden shed. Looklng aheafl, we have accepted a quote to
repalr the Stable Doors, whlch we hope will be done In Summer 2024 and have received a
fresh quote to get the. clock repaired in 2024. We will also make a plan for turning the
comrnltments made In the Optlons Paper, produced as part of our application for a faculty
to replace the heatlng, into an Energy Strategy. We have decided to delay repair of the bells
and rreatln8 a Safer way of accessing the roof untll our finances Improve.

Chlldren and Youn£ People
After more volunteer5 joined the Sunday school team, we were delighted to be able to start
Meeting on 3 Sundays a month aEain during 2023, led by a team of dedicated teacher5. The
children contlnued to be brought back into church before Communion and have their own
adapted red service books.
Our new Sunday School group- Did(ty disciples, wlth 3-year-olds coming up from the baby
group. is led by Reverend Alice.
All our children enjoyed fun activltles and tasty food at the Epiphany and after Easter
parties.
Fuel, run jointly wlth St Peterfs met monthly on Sunday evening5 at our church hall with a
consistent attendance of 6- 8 youn8 people. and monthty at Sacred spa￿ where they had
their own activities.
Our baptism baby group, led by Reverend Allce, continued twice monthly.
In 2023, 42 Christmas shoeboxeswere sent to families overseas via 'Link to Hope, thanks
both to the appeal coordination by Margaret Rees, and the generosity of all those who
contributed.
We contributed £370 towards St Richard's Christmas box scheme where local famllles i
need. a5 identified by the local schools, are given a box full of Chrlstmas food and vouchers.
Local carol singing in De￿Mtser by members of our Sunday school and congregation raised a
record £156,29 forthe Children's Society.
Deanery Synod
Three members of the PCC sit on the Deanery Synod. This provides the PCC with an
important link between the parish and the W￿er structure5 of the Church. Inforrnation from
the Deanery Synod meetings was discussed at our PCC rneeting>
Pastornl Care
Pastoral care continued to be a core element of the church's life. Our newly fomied Pastoral
Oversi8ht Group met monthly with the Vicar to discuss and co-ordinate current pastoral
care processes, priorities and action.
Christine Zaher organises the newly formed SANOS group which dellvered our newstetter
monthly to those who would like a friendly ¥￿tt in their homes.

Safeguardlng
The PCC'5 appolnted Safeguardin8 Officers are Margaret Williams anfl Carollne Ewart.
All policles, procedures, and DBS checks are currently up to date in accordance with the
recornmendations of. A Safe Church,. Alerts from the Diocese were acted upon promptly as
approprlate. The PCC recelved an annual report and Safeguarding wa5 an agenda item at all
PCC meetings.
Mlsslon and E￿nIel15M
In accordance wlth the Diocesan Mi55ion strategy, our overarching objectlve Is for St
Andre%¢5 to be 'Chrlst-centred and outward focused., We maintalned our active link wlth
local organlsation5 and schools.
Our parlsh newsletter was emalled monthly to everyone on the church database and Is
avallable In the ¢hurch. Those without emall recelved a printed copy delivered to their
homes. Thls newsletter keep5 our par15hloners Informed of the important matter5 affectlng
our church and artltles that help to develop our knowledge and trust In Jesus. A weekly
emall Thi5 week at st Andrews and beyonrf is sent to those on our database which Is a both
an Invitatlon and valuable remlnder to Joln In our 5eNlces and actlvltles.
E¢umenkal relatlonshlps
Throughout 2023 St Andrews Clergy and Readers regularly communicated and met wlth
local mlnisters of other denomlnatlons, a5 part of the Ham and PÈtersharn Churches group.
We all enjoyed worshipplng together with St Rkhard's and St Peterf5 at Shared service5 in
August.
St Andre￿5 were pleased to host the Russell scl)ool communlty concert in October.
Throughout the year we were regularly invTted to events at other local churches, which
rthered our 8rowlng fellowshlp.
Flnanclal Revlew
The financlal ststements In 2023 Include the effects of the 5ub5tantlal capltal pxpendlture
durln8 the year on the South Ai51e and Stable Block roots and the new boller for the Church,
as descrlbed In the 'Buildin8 and Works, 5ectlon of this report. These c05t5 were £154,873
for the roots and £43,695 for the boiler. includlng arnounts pald or dve to be paid In 2024.
These costs were met from a nurnber of sources. We were grateful to receive generous
grants for the roof project totsllln8 £70,IXKI In 2023 from the Valencla Communltles Fund,
Marshall's Fund and the Garfield Weston Fund. Fundralslng by the con8re8ation, includlng
donations and fund raising from events, totslled £25,556. Th15 wa5 on top of £35,827 raised
for the South Alsle roof project In 2022, includln8 a grant frorn the Benefact Trust,
Nonethele55, the cost of the roof project, together wlth the additional cost of the boller, led
us to draw down a totsl of £g0,(XXI from investments in the year to help meet the costs.

We have been fortunate during the year to recelve gifts from the legaciÈs of John Anthony
Magnus Wechsler and Susan Patricia Hopkins, for which the PCC wishes to record our
grateful thanks. We are also reflectiThg in the financial statements the estimated glft frorn
the legacy of Rev Frances Forward, whlch we expect to receive during 2024 and for whlch
the PCC also wishesto record ourgrateful thanks. The PCC decided duringthe year that
legacles received since l January 2022 should be recorded in a Legacies Fund. The policy
associated with this Fund is that, 'All legacies received by the PCC trorn the calendar year
2022 onwards go into the Le8acies Fund. This fund is not formally reslricted, but it is
intended by the PCC that it will be used, if possible. for spending of a capital or other
unusual nature and not for ongoing expenditure..
The financial statements in 2023 showed voluntary intorne from planned giving and
collections (excluding spetific donation5 and leoaciesl as being stable compared to 2022.
This Included planned giving before &ift ald of £63,245, compared wlth £61,323 in the prior
vear. Church Hall leltings raised £33,192 compared with £36,480 in 2022. The overall stable
position in income year on year contrasted with significant cost increases, wilh utilities costs
in particular showing very substantial increa5e5, for both the Church and the Hall. Durln8 the
year, the parish share contribution to Southwark Diocese wa5 increased to £73,0(Xl,
compared with £71,(X)O in 2022.we also made a modest increase in our Mission givin& fr￿￿
£7.0(Kl in 2022 to £7,250 in 2023, divided equally between the Sisters In the Solomon
Islands and local charities. This is in addition to the donation to St Richards for local famllies
mentioned elsewhere in the report and other speclflc fundraising.
We recorded net gains in our investrnents of £7.818 in 2023. compared with losse5 of
£17.359 in 2022. We take a long term view of these gains and losses, expecting gains over
the long term.
Total funds were £315,510 as at 31 December 2023. compared wilh £266.708 a5 at 31
December 2022. This has occurred. despite drawing on our investments for capital spendlng
and an ongoing overspend, because of the substantial legacy income recognised in the year.
The extent of this income is one-off in nature and represents an exceptional level of legacv
income for 2023.
Participant5 in ihe Planned Giving scherne were 97 as at 31 December 2023, cornpared with
104 as at 31 December 2022.
Information on the state of the various funds may be found in Accounts Note 9.
In line with the requirements included In the Charities Act 2016, all fundraising 15 done In
compliance wlth best practice. During 2023. we did not employ any professional fundralsers.
There were no complaints or criticisms during the year about our fundralslng activities.

expenditure in the General Fund. Thls Reserves Policy applles to the General Fund only, with

As at 31 December 2023. the Church General Fund stood at £184,665. Thls compares with
£75,750 for 51x months, budgeted expenditure in the General Fund for 2024, so that there Is
a substantlal surplus over the fleSen￿5 Poliry requlrement.
Strurturei 8overnarKe and management
The PCC of Saint Andrevls Church. Ham (Church Road, Ham Common, Rlchrnond. Surrey,

under the Parochial Church Council Powers Measure and15 registered under the narne: The
Parochlal Church Councll of the Ecclesiastical Parish of Salnt Andrew's Ham, Charitv
Reg15tratlon No. 1135096. The method of appointment of PCC rnember5 15 Set out In the
Church Representation Rules. At St Andrth¢s the membershlp of the PCC con515t5 of the
Vlcar, churthwarden5, reader5, Deanery synod representatlves and elected member5 of the
congregation who are on the electoral roll of the churth.
The PCC members are responsible for maklng declsbon5 on all matters of general contem
and Importance to the parish, Including decidln8 on how the fund5 of the PCC are to be
spent.
The full PCC met 5 time5 during the year between our APCM5 wlth an average level of
attendance of 13 members.
All meetlngs were held vla Zoom. Given Its wlde respon5ibllitie5. the PCC has a number of
commlttee5. each deallng with a partFcular aspect of parlsh lrfe. The Reporting Committee
meets alternately wlth the PCC to ￿ceIve reports from the various sub•committees for
consideration at PCC thl. The Stsnding Commlttee Is the only commlttee réqulred by law. It
has Kx)wer to transact the business of the PCC between Its meetings, subject to any dlrectlons
glven by the Council. Thls cornmittee met once durlng In Novernber 2023 to approve a £370
donatlon from the alms fund to the St Richards Chrlstmas box stheme.
Other commlttees, whlch Include the Projects and Finance Group and Stewardshlp are all
responslble to the PCC, mlnutes of thelr decisions belng received by the PCC and discussed,
as necessary.

I report In respect of my examination of the Trusvs accounts as carrfed out under sectton 145
of the Act and in carrying out my Èxamination I have followed all the applicable Directlons
given by the Charity Cornmission under sertion 145(5llb) of the Act.

Since the Church's income exceeded £250,(KK) your examiner must be a member of a body
listed in Section 145 of the 2011 Act. I confirm that l am qualified to undertake the
examination because l am a member of the Instilute of Chartered Accountants in England &
Wales, which is one of the listed bodies.
I have completed my examination. I confirm thal no matters have come to rny attention in
connection with the examination giving me cause to believe that in any material respect:
