LEGAL AND ADMINISTRATIVE INFORMATION

St Giles' is the Church of England Parish church for the Ecclesiastical Parish of Normanton by Derby, in the City of Derby and comes within the Deanery of Derby in the Diocese of Derby. The PCC has requested that arrangements be made under the House of Bishops’ Declaration on the ministry of Bishops and Priests and so has extended episcopal ministry provided by the Bishop of Ebbsfleet.

The church building is located on Village Street and the full postal address is St Giles' Church, 209 Village Street, Normanton, DERBY DE23 8DE. Any correspondence should be directed to the Church Office at the above address. The Church Office can also be contacted by telephone on 01332-776287 between the hours of 9am and 1pm on Monday to Friday and by email: info@stgiles-derby.org.uk.

STRUCTURE, GOVERNANCE AND MANAGEMENT

The Parochial Church Council is a corporate body established by the Church of England. The PCC operates under the Parochial Church Council Powers Measure 1956. The PCC is a charity (registered number 1135070) registered with the Charity Commission. The appointment of PCC members is governed by the Synodical Government Measure 1969 in accordance with the Church Representation Rules 2011. All Christians attending the church are encouraged to register on the Electoral Roll enabling them to vote at the APCM and be nominated for election to the PCC.

The PCC has a Standing Committee (comprising the Vicar, the two Churchwardens, the Deputy Churchwardens and a member elected by the PCC) to which the control of day to day expenditure has been delegated. The Churchwardens and Vicar are responsible for the day to day management of the Church within the overall policy established by the PCC and carried out by the clergy, staff and a host of volunteers.

The PCC banks with the CAF Bank Ltd, PO Box 289, Kings Hill, West Malling, Kent ME19 4TA and has a further account with the National Westminster Bank, St Peter’s Street (A) Branch, 58 St Peters Street, DERBY DE1 1XL.

The PCC does not have any other formal advisors, legal or otherwise. However, where the PCC considered it appropriate, such advice would be sought.

OBJECTIVES AND ACTIVITIES

The primary objective of the PCC is the promotion of the Gospel of our Lord Jesus Christ according to the doctrines and practices of the Church of England.

The Parochial Church Council Powers Measure 1956 states that the PCC "is to cooperate with the minister in promoting in the parish the whole mission of the Church, pastoral, evangelistic, social and ecumenical". Our mission as a church is often couched in terms drawn from Colossians 1 v28-29: we seek to present Christ to all and to present all mature in Christ.

The PCC met 7 times during 2023 in person with around 90% attendance and with the following key aims:

ACHIEVEMENTS AND PERFORMANCE

2023 was a very busy, productive and challenging year. God in His grace has sustained His people and advanced His Kingdom amongst us.

St Giles’ is a hospital for sinners and the number of patients has grown during the year.

Thanks be to God that attendance at our morning and evening congregations has continued to grow slowly but surely. As long ago as 2016 the PCC first contemplated that we might need extra seating capacity in the mornings. However, in 2023 spare seats became more rare at 10am. By the summer we were ready to embark on a congregational consultation on the principle of cloning our morning service which could allow twice as many people to access it. We were pleased to receive a high response rate and there was overwhelming support for more detailed planning. Some people felt a natural nervousness and some raised questions and concerns and these were all responded to individually. Just before Christmas the PCC took a decision to move to two morning services at 9am and 11am - essentially the same and with identical children’s provision - with a view to starting something before Easter in 2024.

In our teaching at our main Sunday services during the year we have worked through the books of Jude, Galatians, Nehemiah, Joshua, some parables in Luke, Matthew 8-10, the events leading to Easter, Did God Really Say?, the Spirit-Filled Church (Acts 2), Firm Foundations, Songs for the Saviour (Luke 1-2), Advent and occasional apologetic evenings called Reasonable Faith. A varied Biblical diet is at the heart of learning together, of growing together in maturity in Jesus, and of reaching out with the gospel. We have been glad over and over this year to be encouraged to stand firm in the world when the Devil wants to divide and defeat God’s people. We have also been glad to be reminded how the good news of Jesus is the only real source of hope for all people in a broken world.

It was a joy to welcome a number of new babies into the church family, Rosie Longman, Phoebe Roworth, Jonah Brookes, Siena Buckingham, Lucia Eley and Lily Cordery. The PCC had sent a message to the church family about race in 2021. In 2023 our congregations have continued to become more diverse and we celebrate that blessing. Jesus is building His church and in the book of Revelation in the Bible we catch a glimpse of the scene when that job is finally complete: a great multitude from every nation, tribe, people and language perfectly united in Jesus Christ. Our prayer remains that the church community of St Giles’ will increasingly be a foretaste of that heavenly vision.

In May we started having signing for the deaf in our morning service each week. This was initiated for two families who are Ukrainian and deaf and normal communication is twice as complicated for them. Yvonne Selby has been such a fantastic gift to the church family in her willingness and ability to lead interpreting into British Sign Language for us, whether in church services or in Sunday Club. We thank God for the joy that He has given us at being able to welcome and include these brothers and sisters in the Lord who continue to smile despite having to cope with huge disadvantage. The deaf provision has led to a steady trickle of other deaf people and we intend to continue this service and extend it. We continue to pray for further signing assistance to spread the load, whether interpreters that are imported to St Giles’ or those from amongst us to train.

In February 2023 Bishop Rob Munro (Bishop of Ebbsfleet) was consecrated to succeed Bishop Rod Thomas (Bishop of Maidstone) and we were pleased to be able to host his regional meeting mid year for churches which look to his lead. Bishop Rob returned to lead a baptism and confirmation service in November where 5 people were baptized and confirmed, 7 were confirmed and 1 renewed their baptismal vows.

Christianity Explored ran in the New Year and it was a delight to have a very good number of participants, including young adults as well as those invited from MIDWEEK. In the summer term Holiday Club and the St Giles’ BIG Street Party were good contact points for local community. In the autumn many guests came to our outreach evening, “A Violent Life”, in which we heard from Jason Armstrong about the difference Jesus has made in his life.

The whole world encountered an unprecedented energy price shock in 2023 which of course hit everyone’s finances, including those of the church. There was widespread concern that the weakest and poorest members of society would be hit the hardest and that personal finances in many homes would be catastrophically affected. Derby City Council encouraged many organisations to consider opening their premises as warm hubs through the winter. We took time to consider how we might best be able to assist the people of our parish where there has been considerable deprivation for many years. Before Easter we launched an experimental new initiative in the church building: a weekly drop-in after school time with free food and a warm welcome. We thought the need locally was great but were unsure what take up would be. The name, “the Ark”, was chosen to describe what we hoped it would be, a place of refuge and welcome to all. The ultimate Ark is Jesus Christ. Promoted at Village Primary, through the rest of 2023 the Ark became an effective point of contact with many local families with whom we otherwise have little contact. The Ark has run 3.30-5pm on Wednesdays in term time since. The team who have made the Ark possible (listed on page 10 of this report) feel honoured to be able to serve those who access the Ark and with the help of God seek to invite them into the community of the church. We would love more members of the church family to join in so that we can more and more put 1 Thess 2 v8 into action and share the gospel and our lives with those who come to the Ark.

During the year the PCC wrote to the Bishop of Derby to follow up on her November 2022 decision to cancel our church plant into Blagreaves. After so long and so much resource being expended, the PCC felt - and still feels – that it is owed an explanation of how and why the decision was reached and at such a late stage. We are committed to good governance that requires responsible and accountable expending of resources and have followed due process as guided by Diocesan officials. However, we are seriously concerned that the Bishop of Derby has acted summarily, and apparently without regard to the consequences, pastoral or missional. Regrettably it is difficult to see how the PCC can recover any sense of trust in the Diocesan leadership when we have been treated the way we have and when there is no sign of an explanation, apology, or reform. We have asked for an independent review of what happened but there is no sign of any urgency from the Diocese.

As is reported in the accounts on page 14, it may be no surprise that there has been a crisis of confidence amongst the church family about funds that are sent to the Diocese for any purpose: individual donors to the PCC have both reduced and stopped their giving completely at a time when the global energy crisis meant our costs were rising. Consequently, we have not been able to make any payment towards the Common Fund during the year. Apart from during the pandemic, this situation is unprecedented in living history.

Through 2023 St Giles’ has continued to support the mission and ministry of St Stephen’s by sending preachers on some Sunday mornings and, from Easter, children’s workers as well to assist with “Young Followers”. In recognition of our partnership in April Revd Neil Barber was licensed as Priest in Charge of St Stephen’s Sinfin and Revd Will Eley was licensed as Associate Minister of St Giles’ and St Stephen’s. This has formalized the partnership between us and St Stephen’s and the two churches have increasingly taken advantage of economies of scale and cooperation and, though small and somewhat fragile, St Stephen’s has seen new people join.

We have continued to support our Crosslinks Mission Partners, Chris and Ros Howles and the children, during the year. Our support of the Howles family has enabled many students at Uganda Martyrs Seminary over the years to be trained up and sent out to serve in the local churches around East Africa. It was with sadness and yet joy and excitement that this year Chris and Ros, Josh, Danny and Chloe have completed their assignment at UMS and returned to the UK. In November they visited us to say farewell and it was a bitter sweet moment as we celebrated our partnership and gave thanks to God for all that He has taught us through the Howles family. We wish them well as they move to Oakhill College in 2024 where Chris joins the faculty as Director of Cross Cultural Training. We look forward to advancing gospel partnership somewhere else in the world and continuing to learn through new Crosslinks Mission Partners to be arranged during the coming year.

The wider Church of England continued to move forward with its “Living in Love and Faith” project on sexuality during 2023. It has been disappointingly rare in the project for there to be any real engagement with what the Bible might say: debates at General Synod have been fierce and dominated by emotion and feelings and shockingly devoid of any concept of faithfulness to the Living God or the doctrine of the church.

In February the House of Bishops proposed liturgical innovations called “Prayers of Love and Faith” (PLF) which amounted to the church, for the first time, seeking to bless (declare God’s approval of and support for) sexual relationships that are outside of His will for humanity and are sinful. The PCC considers this matter to be a grave development and of primary importance because peoples’ eternal welfare is affected. The clergy and PCC of St Giles’ have made representations to the Bishop of Derby and the General Synod at every stage, advocating strongly for faithfulness to the existing teaching of the church from the Bible. The majority of the House of Bishops voted to commend the PLF to the church for immediate use in December 2023.

Many in our church family have described the Bishops’ assertion that they are not changing the church’s doctrine as incredible. We are deeply distressed by the willful unfaithfulness of many Bishops who are content to ask God to bless sin and demonstrate that they want to go further through the introduction of stand alone services and samesex marriage. By any test, bishops who did not oppose the commendation of the PLF have broken their ordination and consecration vows to teach the truth and banish error. We give thanks for those who have not - including the Bishop of Ebbsfleet, Rob Munro.

All people are welcome at St Giles’ for each person, though a sinner, is made in the image of God. However, we only affirm the lifestyles of those who seek to live a holy life, whether single or married and whether same-sex attracted or opposite-sex attracted. We offer support to all who want to live God’s way sexually - single or married. Scripture is clear and unchanging and we therefore cannot walk in Christian fellowship with those who want to walk away from Jesus, away from His teaching and away from the apostolic inheritance of the Scriptures. With God’s help we will continue to hold out faithfully the uncomfortable message of God’s word to the world. We will fear and follow the Head of the church, Jesus Christ, as He asks us to deny self, take up our cross and follow. The PCC have started work on a formal and considered statement in response to the commendation of the PLF which will be released in due course.

We are greatly blessed by and give thanks to God for all those who serve in the church family, paid and unpaid, staff and volunteer. Every member of the church family is a minister. However, we should note that the ministry staff have come under increasing pressure this year with the growing pace of activity, missional and pastoral, in our church. The refusal of the Bishop of Derby to allow us to train a new stipendiary Curate, neither funded by the Diocese nor by ourselves, is a further strange and difficult-to-understand decision. (A growing church in a challenging area with the breadth of ministry opportunity that we have offered historically would be exactly the sort of context that future leaders need to encounter.)

We were delighted early in 2023 to have Anna Watkin join the staff team as Women & Children’s Worker. Anna has already made a significant contribution to our ministry overall and has provided welcome input to our work with women and children, not least Sunday Club, Holiday Club and Club 7-11. We have also seen good steps forward in our schools work locally with a thousand primary school children taking part in the Christmas Experience in December. The latter not only presented the good news of Jesus to a large number of children it also with significant impact fed into our Christmas outreach in services.

At the end of the year David Lake stood down from the staff team as Youth & Schools Worker. We are grateful for his service including during the difficult time of the pandemic. The young people in Impact and Ignite are his legacy in many ways and they will remember his evident care for them. He, Anna-Louise and Hudson remain as members of the church family as David explores possible vocations going forward.

We remain thankful to God for the dedication of our staff and their solid commitment to serve under challenging workloads. During 2024 the PCC will need to be considering staff recruitment that will enable us to sustain and grow the ministry and mission of St Giles’.

9:38 MINISTRY TRAINING SCHEME

Lucy Miller completed Ministry Training in the summer and was succeeded by Helen Colls. Ben Redfern opted to complete a second year of Ministry Training. Our Ministry Training Scheme, motivated by Matthew 9 v38, continues to provide invaluable training and resourcing for those who wish to give some time to get equipped for a lifetime of Christian service. From Ministry Training we wish to send out trainees into the Lord’s harvest field in a whole variety of capacities, locally and further afield.

Every church member is encouraged to be a member of a Branch Group which meets during the week for Bible study, prayer and personal support and through which we try and reach out with the gospel. The first small groups at St Giles’ were formed in 1977, after a mission by Canon Harry Sutton of the (then) South American Missionary Society so in 2017 our small groups celebrated forty years. At the end of 2023 there were twelve Branch Groups in operation – and none of them have been running since 1977!

The whole body of the church family of St Giles' are the ministers of the church. There are of course many who serve in ministry and have no official title but are, as they say, “known unto God”. We give thanks to all who serve and to God for His empowering.

There are many young people (under eighteen) who willingly serve in all sorts of roles and capacities through the year and in this way many are being trained informally for gospel ministry.

SAFEGUARDING

Safeguarding is carried out in accordance with the PCC’s Safeguarding Policy and Procedures relating to U18s (March 2012) and Vulnerable Adults (June 2017).

The PCC Safeguarding Task Force has not met this year and will need to reconvene soon.

Advice and guidance was given to group leaders as and when requested. Advice was also sought, and received, from the Diocesan Safeguarding Team as and when required.

This data is provided in compliance with the Diocese of Derby Safeguarding Policy, Procedures and Practice Guidance (PPPG):

13 new volunteers were started in the last 12 months.

42 House of Bishops’ Confidential Declaration Forms were completed by volunteers. 42 DBS checks were completed.

No issues were raised from outside groups.

Safeguarding Training in general has also continued for PCC members, Church Wardens and anyone working directly with children, young people, or adults at risk refreshed every three years.

Financial Review 2023

St Giles’ Church funds are split as follows:

Fund Description
General Fund An unrestricted fund for the general operations of the church.
Annexe Fund A restricted fund for the Annexe project. The building was completed
in 2017, however the fund continued to see transactions, including
loan repayments to the Diocese of Derby during 2023.
Pastoral Care Fund A restricted fund for pastoral care.
Designated Funds Designated funds for areas as described in ‘Statement of Assets and
liabilities’ under designated funds on page 17.

Basis of preparation of these financial statements

As the gross income of the PCC was not over £250,000 in 2023, the PCC has elected as permitted by section 133 of the Charities Act 2011, to prepare a Receipts & Payments accounts for 2023 (2022: Receipts & Payments accounts).

The Receipts & Payments basis is a simpler form of accounts, which focuses on the cash movements in and out of the PCC’s bank accounts during the financial year. The PCC has also prepared a statement of assets and liabilities, and notes to the accounts.

Receipts

Total receipts in 2023 were £207,890, nearly £40,000 higher than in 2022.

Voluntary Receipts comprised most of the receipts at £163,531 (including Gift Aid Recovered).

Voluntary Receipts were just over £21,000 higher than in 2022, despite a reduction in planned giving, collections at services and Gift Aid recovered compared to 2022. The increase is due to ad-hoc donations being £25,000 higher than in 2022. Most of these donations were received after the October 2023 appeal.

Other income was nearly £19,000 higher than in 2022. This majority of the difference is due to:

Payments

Payments are split between Church Activities, such as mission giving and donations, and Church Expenses - generally church running expenses and major capital expenditure.

Total payments were £184,564 in 2023, £13,500 lower than in 2022. However, this reflects a decision by the PCC not to pay the Common Fund request from the Diocese of Derby for 2023. In 2022 the Common Fund cost was £54,000, thus payments in 2023 would have been significantly higher than in 2022 without this decision having been made.

Other significant differences between 2023 and 2022 payments are below:

Mission giving and donations comprises £20,632 (2022: £20,438) of the total Payments, the Church family’s contribution to the Gospel work of our mission partners and other organisations such as the Anglican Mission in England (AMiE)and CPAS as shown in note 4f to the financial statements.

Statement of Assets and Liabilities

These financial statements estimate the assets of the PCC to be £695,431 at the end of 2023 (2022: £690,809). The majority (£615,000) of these assets are the estimated value of the Church Centre and the house at 211 Village Street.

At the end of 2023 cash at bank and in hand was £55,359 (2022: £32,033), with £30,007 of this within the unrestricted General Fund, and the remainder in the other funds described above. The Annexe Fund had £5,680 at the end of 2023, this amount is effectively a ‘surplus’ from the 2016 appeal for the Annexe build, as the loan from the Diocese of Derby is now fully repaid and no further receipts are expected into the account. This amount will remain restricted for payments such as maintenance or capital expenditure within the Annexe.

Liabilities are recorded at £6,135 at the end of 2023 (2022: £20,690). This reduction is due primarily to the repayment of the Annexe loan as mentioned above. At the end of 2022 the loan balance was £14,746.

In 2019 the PCC recognised that it did not have an agreed reserves policy. The PCC had planned to address this, however due to the significant uncertainties during the year, and the constant need to focus on cashflow, the PCC has again delayed this decision.

Summary

2023 was similar to 2022 in that the PCC had to maintain a focus on cashflow. The cash position at the end of 2023 is much higher that at the end of 2022, however this is only due to the decision not to pay any Common Fund payment, plus the fantastic response to the October 2023 appeal.

The PCC has set a budget (for the General Fund) for payments in 2024 to be similar to 2023.

Based on the level of giving in 2023, excluding the response to the October 2023 appeal, the increased bank balance at the end of 2023 should allow for general running costs and mission giving to be able to be paid during 2024. The PCC will make a decision on the level of the Common Fund, or similar method outside of the Common Fund, to pay during 2024. In December 2023 the PCC designated a fund (levelled as ‘Ministerial Costs’ in these financial statements) for £15,000 for this purpose.

I report to the PCC on my examination of the accounts of St Giles Church, Normanton by Derby. for the period ended 31 December 2023.

Responsibilities and basis of report

As the PCC you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act').

I report in respect of my examination of the Trust's accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent examiner's statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept in respect of the Trust as required by section 130 of the Act; or

  2. the accounts do not accord with those records.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached

DERBY CITY DEANERY SYNOD 2023

Wednesday 15th February 2023 – St Werburgh’s School Spondon

The main item of business was a presentation and input on Growing Faith through schools led by the Bishop of Repton, Malcolm McNaughton.

Revd Alicia Dring gave a verbal report of the recent debate at General Synod on “Living in Love and Faith”.

Wednesday 17[th] May 2023 – St Philip, Chaddesden

The main business was encouraging Licensed Lay Ministry, led by Canon Matt Barnes, Director of Mission and Ministry in the Diocese of Derby.

It was announced that Deanery Synod will have a focus on ministry and mission and the leadership are keen to keep growing faith on the agenda.

There was further feedback on General Synod’s February debate, notably that Bishop Libby voted in favour of the overall on “Living in Love and Faith” motion.

Thursday 28[th] September 2023 – St Giles’ Normanton by Derby

Those new to Deanery Synod were welcomed and Ben Martin provided feedback from Diocesan Synod. Canon Julian Holywell from St Werburgh’s Spondon gave an update of the Living in Love and Faith process and discussions at General Synod in July and pointed to Neil Barber’s fuller report of business on the Diocesan website.

Canon Julian Holywell gave an explanation of how synodical government could work in the Church of England. The Bishop of Repton, Malcolm McNaughton, presided at Holy Communion.

The meeting planned for Tuesday 21[st] November was cancelled.

REPORT ON THE FABRIC, GOODS AND ORNAMENTS 2023

The goods, fabric and ornaments of St Giles’ Church are generally in a good state of repair and well maintained, and are very suitable for the needs of the ministries we currently have. Most of the work done on the facilities in 2023 has been routine maintenance or like-for-like repairs, rather than significant enhancements or development.

Around the church building, the fire equipment, annexe burglar alarm, organ, boiler, and gas safety have been subject to routine checks, maintenance and servicing works. No PAT testing was done due to the EICR testing at the start of the year. Repairs and upgrades were carried out to the spotlights, church bell, and annexe kitchen sink and dishwasher.

The Church Centre and Office facilities had similar maintenance and servicing works performed, including the fire alarm. A leak in the Centre roof was repaired, the kitchen cooker was replaced, and modest upgrades were done to the office IT equipment upgrades. However, remedial work to address the condition of the external fenestration was again deferred.

Outside the buildings, the access path from the war memorial gate has been resurfaced and offers much improved accessibility, the entrance gate was repaired following damage, and Severn Trent have undertaken works on the drains. The Garden of Remembrance bench has been replaced. A harmful plant species was identified in the grounds of 211 Village Street and was eradicated professionally. The churchyard grounds have been mown by the City Council, and the Garden of Remembrance by Josh Barber.

An emergency defibrillator has been purchased and is in a locked cabinet in the centre car park. It is registered with the emergency services and is available to the general public if required.

The next quinquennial inspection is due in the coming year.

We are grateful to the Lord for his protection over the fabric of the buildings and for the finances he has provided to use them in his service.
