LEGAL AND ADMINISTRATIVE INFORMATION

St Giles' is the Church of England Parish church for the Ecclesiastical Parish of Normanton by Derby, in the City of Derby and comes within the Deanery of Derby in the Diocese of Derby. The PCC has requested that arrangements be made under the House of Bishops’ Declaration on the ministry of Bishops and Priests and so has episcopal ministry provided by the Bishop of Maidstone.

The church building is located on Village Street and the full postal address is St Giles' Church, 209 Village Street, Normanton, DERBY DE23 8DE. Any correspondence should be directed to the Church Office at the above address. The Church Office can also be contacted by telephone on 01332-776287 between the hours of 9am and 1pm on Monday to Friday and by email: info@stgiles-derby.org.uk.

STRUCTURE, GOVERNANCE AND MANAGEMENT

The Parochial Church Council is a corporate body established by the Church of England. The PCC operates under the Parochial Church Council Powers Measure 1956. The PCC is a charity (registered number 1135070) registered with the Charity Commission. The appointment of PCC members is governed by the Synodical Government Measure 1969 in accordance with the Church Representation Rules 2011. All Christians attending the church are encouraged to register on the Electoral Roll enabling them to vote at the APCM and be nominated for election to the PCC.

The PCC has a Standing Committee (comprising the Vicar, the two Churchwardens, the Deputy Churchwardens and a member elected by the PCC) to which the control of day to day expenditure has been delegated. The Churchwardens and Vicar are responsible for the day to day management of the Church within the overall policy established by the PCC and carried out by the clergy, staff and a host of volunteers.

The PCC banks with the CAF Bank Ltd, PO Box 289, Kings Hill, West Malling, Kent ME19 4TA and has a further account with the National Westminster Bank, St Peter’s Street (A) Branch, 58 St Peters Street, DERBY DE1 1XL.

The PCC does not have any other formal advisors, legal or otherwise. However, where the PCC considered it appropriate, such advice would be sought.

OBJECTIVES AND ACTIVITIES

The primary objective of the PCC is the promotion of the Gospel of our Lord Jesus Christ according to the doctrines and practices of the Church of England.

The Parochial Church Council Powers Measure 1956 states that the PCC "is to cooperate with the minister in promoting in the parish the whole mission of the Church, pastoral, evangelistic, social and ecumenical". Our mission as a church is often couched in terms drawn from Colossians 1 v28-29: we seek to present Christ to all and to present all mature in Christ.

The PCC met 8 times during 2021 in person and remotely using Zoom, with around 96% attendance and with the following key aims:

ACHIEVEMENTS AND PERFORMANCE

The pattern of our regular mission and ministry was again severely disrupted by the Coronavirus pandemic through 2021. At different stages, having endured 2020 already, 2021 brought new and burdensome sets of detailed regulations with which we needed to comply in order to keep everyone as safe as possible. It is a tribute to the very hard work of many people - especially the staff of the church - that invariably we were able to respond quickly to each stage of government unlocking.

Thanks be to God for His sustaining the church family through such a difficult time. And thanks be to God for the provision of vaccines which progressively allowed us more freedom through the year.

The fringe of Sunday visitor attendances undoubtedly thinned in 2020 and early 2021 but we hope will return in the fullness of time. Church “community” was also significantly affected by the pandemic and its restrictions. Yet, when we were unable to see one another properly, the Lord helped us to write letters to one another (7,280 weekly pastoral letters in 2021). When we were not allowed to pray together in person, the Lord caused more of us than normal to pray at Zoom Call to Pray. When we were only allowed certain numbers in the building, the Lord made it possible to book our seats, socially-distanced and carefully arranged by the Church Office. When we were unable to enjoy refreshments after the service, the Lord gave us “flag coffee” outside in groups of six. When ordinary hospitality was severely curtailed, as soon as it was allowable in groups of 30, the Lord fed 300+ mouths in Vicarage BBQs. When singing wasn’t allowed at all, the Lord let us sing in our hearts. When we weren’t able to have a live band, the Lord gave us recorded videos. When we were not able to offer a Sunday crèche, as soon as it was possible the Lord rallied the crèche team and people stepped into the breach and did it! And whenever the Word of God was preached to us, whether we were in the building or not, wonderfully the Spirit of God took that Word and applied it to our hearts as we needed. For all these things the Lord did and many more through the year, we give thanks to the Lord our God.

By the end of the summer our MIDWEEK ministry on Wednesdays was able to restart with MIDWEEK Coffee every week at 10.30am followed at noon by lunch, light lunch, Call to Pray and the MIDWEEK Service. Attendance grew through the autumn and the consistent inclusion of spiritual food for thought from the Bible each Wednesday has meant the gospel of Christ has remained the focus.

In September the St Giles’ BIG Street Party made a welcome return. After so many months of no public gatherings, the local community and our neighbours around Village Street turned out in numbers and were a sight for sore eyes, with many opportunities for conversations.

On 12[th] September we marked twenty years since Neil’s arrival at St Giles’ as Vicar. In the morning service Neil renewed the vows from his ordination and induction to the parish in September 2001.

Through the Autumn the form of our Sunday services and ministries were largely normal again but the pandemic challenges did not end: a number of folk had not yet felt sufficiently comfortable to return to gathering with the church family in services and the ongoing government requirement to isolate from the virus in the event of infection meant that our practical ability to run church normally was inhibited. For example in September we totaled up the number of ministry jobs to be done in church life in normal circumstances and were staggered to find it was several hundred! (This is demonstrated powerfully by the very long list of those doing ministry on page 10 of this report.) Meanwhile at that time we observed we had vacancies in 37% of those jobs! The coordination, recruiting, equipping and enabling of every member ministry in the life of St Giles’ is not a trivial task and we are very grateful for the sterling work of Sarah Uhunamure and Beth Powell in the Church Office towards this as well as many other things. Thank you to everyone who has stepped in to provide relief at different times when we have been under pressure. If you are someone who could now or should put your time and talents to greater use amongst the church family, the Church Office would love to hear from you.

In October we celebrated the grace of God at work in several people’s lives at a Baptism and Confirmation Service with the Bishop of Maidstone. What an encouragement this was for the church family, as well as for the candidates.

At Christmas, in addition to a full programme of Christmas services, “the Travelling Caroller” again toured the parish including Village Street on a Sunday night and the Oaklands Pub in Blagreaves. It was met enthusiastically everywhere it went.

On reflection we may want to forget the pandemic but we must not forget the details of all that God has done and that we might take for granted. Great is the Lord’s faithfulness!

The conferencing app “Zoom” has been such a gift to us over the last couple of years. We intend to continue the provision of Zoom for most services for the forseeable future because we recognize the huge benefit it gives to those who cannot join us physically. At the same time the whole Church family must be wary of using it out of convenience and robbing the fellowship of our physical presence when it is not strictly necessary. To those who have not yet ventured back to church, we would love to see you soon.

Pastoral care through the pandemic has not been easy. We thank God for the care that takes place in our fellowship rightly behind the scenes all year round. However we were grateful for Eleanor Godwin running two book club-type readings of “Side by Side”: timely encouragement to look out for our brothers and sisters.

During 2021 Revd Steve Boswell completed the “Title” requirements for his Curacy midway through the year. We give thanks for Steve’s ministry amongst us, not least through the pandemic. From September the Bishop of Derby asked Steve to go on a placement to St Peter’s Stapenhill for a year in order to give the church family there support and ordained ministry during a very difficult time.

Revd Will Eley has continued as Planting Curate through the year. He made significant progress in serving his “Title” post and completing Curate training, while playing a key role in the church family and keeping a watching brief on further developments from the Diocese regarding Blagreaves outreach.

In June our Parish Assistant Mrs Rebecca Brookes resigned to look after her new baby and in July Mrs Vic Kilgour also resigned her part time post of Children’s Worker in order to focus on her family. We are very grateful indeed to Vic and Becky for their faithful service of our mission and ministry as staff and look forward to their continued ministry as volunteers in the church family. The PCC recognizes that they leave a significant hole in the ministry team in particular in our work with under 18s and we are working on how best to proceed to appoint new staff as soon as we can.

The population of our parish remains at approximately 13,300, living in 6,000 households. We desire to serve all people in whatever ways we can and to present Christ to them. Because of the pandemic we were able to distribute details of our church services to every property in the parish just once this year, before Christmas.

The Electoral Roll of St Giles’ stands at 117.

For some years St Giles’ has enjoyed warm and close partnership relationships with St Mary’s Chaddesden and St Stephen’s Sinfin and at the beginning of 2021 our PCC joined theirs to say this:

“We are a family of like-minded Evangelical Anglican churches and congregations in the city of Derby. As a fellowship of fellowships, we partner in work and witness because of our shared faith and love in Jesus Christ.”

Since the retirement of St Stephen’s Vicar in the summer, St Giles’ has provided partnership support in a number of ways. For example we have sent a visiting preacher over to Sinfin for one in two Sunday mornings. Those guests have enjoyed their visits and been greatly appreciated by the congregation of St Stephen’s.

As far as our outreach in the Blagreaves area is concerned, 2021 was another year of waiting and praying. At the invitation of the Bishop of Derby we began considering this outreach, praying for it and discussing the possibility with the Deanery and the Bishop when the parish of St Andrew’s Blagreaves became vacant in 2017. To the south and west of our parish, St Andrew’s had originally been formed from part of St Giles’ parish and part of St Peter’s Littleover parish. In February 2019 we formally requested a Bishop’s Mission Order (BMO) with a view to establishing a new congregation of St Giles’ in Blagreaves. Meanwhile a separate initiative has been started to absorb the majority of St Andrew’s parish into an enlarged St Peter’s parish and the Diocese is in the process of adjusting parish boundaries to that effect. We were grateful to the PCC of St Peter’s Littleover for informal agreement mid-year to support our request to the Diocesan Bishop for a BMO. We still await the formal start of the BMO consultation process and hope to make progress with this in 2022. Any new congregation will be a further part of the family of like-minded Evangelical Anglicans in the city.

Every church member is encouraged to be a member of a Branch Group which meets during the week for Bible study, prayer and personal support and through which we try and reach out with the gospel. The first small groups at St Giles’ were formed in 1977, after a mission by Canon Harry Sutton of the (then) South American Missionary Society so in 2017 our small groups celebrated forty years. At the end of 2021 there were twelve Branch Groups in operation – and none of them have been running since 1977!

The whole body of the church family of St Giles' are the ministers of the church. There are of course many who serve in ministry and have no official title but are, as they say, “known unto God”. We give thanks to all who serve and to God for His empowering.

There are many young people (under eighteen) who willingly serve in all sorts of roles and capacities through the year and in this way many are being trained informally for gospel ministry.

9:38 MINISTRY TRAINING SCHEME

Inspired by Matthew 9 v38, our training scheme takes its name from a national initiative to train up gospel workers for the future. Ministry Trainees serve for 1 or 2 years during the year Joanne Sherwood completed her first year, deciding to stay on for a 2nd year and Amy Cordery and Lucy Miller began as a Ministry Trainees in September.

SAFEGUARDING

Safeguarding is carried out in accordance with the PCC’s Safeguarding Policy and Procedures relating to U18s (March 2012) and Vulnerable Adults (June 2017).

The PCC Safeguarding Task Force has not met this year and will need to reconvene as soon as is practicable to complete their consolidation of the Parish Self Audit.

Advice and guidance was given to group leaders as and when requested. Advice was also sought, and received, from the Diocesan Safeguarding Team as and when required.

This data is provided in compliance with the Diocese of Derby Safeguarding Policy, Procedures and Practice Guidance (PPPG):

Financial Review 2021

St Giles’ Church funds are split as follows:

Fund Description General Fund An unrestricted fund for the general operations of the church. Annexe Fund A restricted fund for the Annexe project. The building was completed in 2017, however the fund continues to see transactions, including loan repayments to the Diocese of Derby. Pastoral Care Fund A restricted fund for pastoral care. Designated Funds Four designated funds for areas as described above in the ‘Achievements and Performance’ section e.g. Youth Group and Little ‘Uns.

As the gross income of the PCC was not over £250,000 in 2021, the PCC has elected, as permitted by section 133 of the Charities Act 2011, to prepare a Receipts & Payments accounts for 2021 (2020: Receipts & Payments accounts).

The Receipts & Payments basis is a simpler form of accounts, which focuses on the cash movements in and out of the PCC’s bank accounts during the financial year. The PCC has also prepared a statement of assets and liabilities, and notes to the accounts.

Receipts

Total receipts in 2021 were £157,758, approximately £31,000 lower than in 2020.

Voluntary Receipts comprised most of the receipts at £152,036 (including Gift Aid Recovered).

Voluntary Receipts were approximately £7,500 lower than in 2020. This is due to a reduction in overall giving of approximately £4,500. In addition, Gift Aid recovered was £3,000 lower in 2021 than 2020, partly because of the lower level of overall giving, and also through the discovery of historical overclaims (£2,425) from 2018 related to the Annexe Fund which was communicated to HMRC in October 2021 and deducted from the October 2021 claim.

Of the voluntary receipts, planned regular giving reduced in 2021 compared to 2020 by just over £24,000. This was offset by a similar increase in ad-hoc giving. In October 2021 the PCC undertook a special appeal to the church family (for £15,000) because the reduction in receipts to that point in the year was creating cashflow pressure. Adhoc giving of £28,000 was received between October 2021 and December 2021.

Other receipts were nearly £22,500 lower than in 2020. This difference is due to:

Payments

Payments are split between Church Activities, such as mission giving and donations, and Church expenses - generally church running expenses and major capital expenditures.

Total payments were £154,026 in 2020, being approximately £14,000 lower than in 2020. The main reason for this difference is the lower payroll taxes and passing of CRJS to the independent charitable trust in 2021, as described in the receipts section.

Mission giving and donations comprises £21,785 of the total Payments, the Church family’s contribution to the Gospel work of our mission partners and other organisations.

The largest payment item is our Parish share/Common fund contribution. In 2021 this was £47,190 (2020: £45,330). The request from the Diocese of Derby was for a payment for the full year of £62,921. As in 2020, the PCC regularly considered the level of payment to the Diocese. Due to cashflow constraints the PCC made the difficult decision to pay 75% of the request in 2021. The PCC continues to keep the level of payments under review in 2022.

Statement of Assets and Liabilities

These financial statements estimate the assets of the PCC to be £686,658 at the end of 2021 (2020: £648,721). The majority (£600,000) of these assets are the estimated value of the Church Centre and the house at 211 Village Street.

At the end of 2021 cash at bank and in hand was £62,080 (2020: £58,348). Of this balance £18,706 was within the unrestricted General Fund. Most of the remainder (£34,697) was within the Annexe Fund, which is restricted. This balance will largely be required to pay the loan from the Diocese of Derby related to the Annexe, the outstanding balance of which was £29,491 at the end of December 2021 and is being repaid in monthly instalments until December 2023.

At the end of 2020 the bank account related to the General Fund included a loan of £12,000 from the bank account related to the Annexe Fund. The PCC repaid this loan to the Annexe Fund bank account during 2021. This means that the Annexe Fund will have sufficient funds to repay the loan to the Diocese of Derby.

Liabilities are recorded at £34,348 at the end of 2020 (2020: £52,690). This reduction is due primarily to the continuing repayment of the Annexe loan to the Diocese of Derby continuing during 2021, and a loan from a member of the congregation being waived in 2021.

In 2019 the PCC recognized that it did not have an agreed reserves policy. The PCC had planned to address this, however due to the significant uncertainties during the year, and the constant need to focus on cashflow, the PCC has delayed this decision.

Summary

The overall position remained similar in 2021 to that reported in 2020 in that the PCC had to maintain a focus on cashflow. As described above, it became clear during the year that a special appeal would be required. Receiving £28,000 after that appeal (the PCC requested £15,000 by the end of 2021) was a fantastic response to prayer.

The PCC has set a budget for 2022 (for the General Fund) in which payments are expected to be £19,000 higher than in 2021. This includes a planned increase in office hours and the related hardware to service an everincreasing demand, some urgent maintenance which was deferred in 2021, and an expectation of continuing general inflationary pressures.

Based on the level of regular giving in 2021, in the February 2022 appeal the PCC requested the church family prayerfully consider an increase in giving of £37,000 in 2022.

This was a largely administrative meeting. It included an update on the Diocese’s reorganization of the Archdeaconries and some information about online training offered online by the Diocese.

The main business was a briefing from the Diocesan Communications Team on how they suggest communications should be handled.

The meeting was addressed by Revd Jason Kennedy, Diocesan Missioner. He explained the provision of the new “Mission Action Toolkit” and how it could help parishes with planning mission.

REPORT ON THE FABRIC, GOODS AND ORNAMENTS 2021

Our ministry and use of the church facilities continued to be impacted by the effects of Covid-19 through 2021, although to lesser extent than in 2020. As the year progressed and the effects of the virus waned, the way we used the facilities returned to something much more closely resembling our pre-pandemic use.

Routine maintenance of the church building and church centre have been undertaken throughout 2021. This includes electrical PAT testing, alarm system upkeep, and gas and fire safety checks. David Shacklock, as verger, attended a day of fire-safety training which was helpful for our context.

The reordered church building, with the option to seat over 200 people or have a single large open space, is a great asset. Similarly, we continue to use the Annexe facilities – kitchen, lounge, toilets and foyer – for many purposes, extending beyond those envisaged at the time. We reap the benefit of previous investment in the Audio-Visual equipment for putting on high quality church services, music ministry, broadcasting online and recording sermons for the library. As part of the maintenance of that, the lamp in the main projector was replaced in-house in October. After little use for over a year during Covid-19, the organ was tuned in May 2021 in anticipation of an upturn in weddings, funerals and memorial services.

The Church Centre door was repaired following a break-in attempt and no other damage was evident. Towards the end of the year, minor work was undertaken on the heating system in the church centre. The upper room was also refreshed to make it a more attractive space for ministry trainees to work. It is recognised that investment is overdue for the centre windows and also the office infrastructure to make the job of the staff easier; although these did not happen in 2021, plans and budgets do acknowledge these needs.

Routine maintenance of the outdoor facilities was carried out in 2021 to take care of the paths, car park, memorial garden, war memorial cross and outdoor lighting. With good weather, the outdoor facilities have been a great asset to the church family, enabling us to sing outdoors, have open-air drinks after the services, and putting on a BBQ event when our mission partners visited. As in previous years, the local council has mown the grass.

The fabric, goods and ornaments of the church building, centre, office and outdoor grounds generally remain in good condition through ongoing maintenance and forward planning.
