LEGAL AND ADMINISTRATIVE INFORMATION

St Giles' is the Church of England Parish church for the Ecclesiastical Parish of Normanton by Derby, in the City of Derby and comes within the Deanery of Derby in the Diocese of Derby. The PCC has requested that arrangements be made under the House of Bishops’ Declaration on the ministry of Bishops and Priests and so has episcopal ministry provided by the Bishop of Maidstone.

The church building is located on Village Street and the full postal address is St Giles' Church, 209 Village Street, Normanton, DERBY DE23 8DE. Any correspondence should be directed to the Church Office at the above address. The Church Office can also be contacted by telephone on 01332-776287 between the hours of 9am and 1pm on Monday to Friday and by email: info@stgiles-derby.org.uk.

STRUCTURE, GOVERNANCE AND MANAGEMENT

The Parochial Church Council is a corporate body established by the Church of England. The PCC operates under the Parochial Church Council Powers Measure 1956. The PCC is a charity (registered number 1135070) registered with the Charity Commission. The appointment of PCC members is governed by the Synodical Government Measure 1969 in accordance with the Church Representation Rules 2011. All Christians attending the church are encouraged to register on the Electoral Roll enabling them to vote at the APCM and be nominated for election to the PCC.

The PCC has a Standing Committee (comprising the Vicar, the two Churchwardens, the two Deputy Churchwardens and a member elected by the PCC) to which the control of day to day expenditure has been delegated. The Churchwardens and Vicar are responsible for the day to day management of the Church within the overall policy established by the PCC and carried out by the clergy, staff and a host of volunteers.

The PCC banks with the CAF Bank Ltd, PO Box 289, Kings Hill, West Malling, Kent ME19 4TA and has a further account with the National Westminster Bank, St Peter’s Street (A) Branch, 58 St Peters Street, DERBY DE1 1XL.

The PCC does not have any other formal advisors, legal or otherwise. However, where the PCC considered it appropriate, such advice would be sought.

OBJECTIVES AND ACTIVITIES

The primary objective of the PCC is the promotion of the Gospel of our Lord Jesus Christ according to the doctrines and practices of the Church of England.

The Parochial Church Council Powers Measure 1956 states that the PCC "is to cooperate with the minister in promoting in the parish the whole mission of the Church, pastoral, evangelistic, social and ecumenical". Our mission as a church is often couched in terms drawn from Colossians 1 v28-29: we seek to present Christ to all and to present all mature in Christ.

The PCC met 6 times during 2020, with around 93% attendance and with the following key aims:

We continue to plan outreach in the Blagreaves area of Derby, centred around the ecclesiastical parish there. Preparations have continued through the pandemic, having engaged in focused community listening in the second half of 2019. This confirmed the need for a fresh outreach in the area and has been reported to the Bishop of Derby. We await the Diocese to start the official consultation process for a Bishop’s Mission Order.

ACHIEVEMENTS AND PERFORMANCE

2020 began as normal but, with the entire country, the year took a completely unexpected turn from mid-March with the imposition of the first UK-wide lockdown because of the Covid-19 pandemic. This severely impacted our mission and ministry as a church and unsurprisingly achievements and performance are very different to other years.

In advance of the formal government order to ‘lockdown’, we worked hard to establish a morning service on Zoom and communicate it to the scattered congregation in time for 10am on Sunday 22[nd] March 2020. When we were able to meet that way on that first Sunday the church family felt universal joy from seeing one another even though the technology was completely new to most people. From that time on services have been available on Zoom each week with up to 170 devices connected. In the early summer we began to open up some face-to-face ministries and continued until the new lockdown was announced in November. We opened again for in person services in time for Christmas. As well as adapting our pattern of Christmas services to accommodate the opportunity to celebrate even with restrictions, we had the ‘Travelling Caroller’ tour Normanton and Blagreaves spreading good cheer as we were allowed to sing outside. We also tried ‘Doorstep Carols’, where individual members of the congregation invited their neighbours out to sing Christmas carols on their doorsteps at a convenient time.

As part of the Government’s Coronavirus job retention scheme during the year, for appropriate periods we furloughed one of the Church Office staff, our cleaner and verger, our children’s worker and parish assistant (schools worker).

The rhythm of mission and ministry for the whole year was severely disrupted of course, as was the whole of life for the locality and for our members. The community which is so central to ‘church’ was badly impacted by pandemic lockdowns and restrictions. Yet we thank the Sovereign Lord for His sustaining us.

This year perhaps more than ever we have needed to be a church family who pray for, care for one another and our neighbours as far as God has enabled.

Our 'Day by Day' combined prayer diary and membership directory has again proved its worth as a fantastic help to keep praying for everyone when we have not been able to see many. It has also been such a good thing to continue to pray for the life of the church, the world and the spread of the gospel at “Call to Pray” on the second Wednesday of the month. Though the dynamic is different online, we have at times had more attendees coming to pray than we would have at any single “Call to Pray” meeting.

Pastoral care has largely needed to be carried out on the telephone and on doorsteps this year. We have seen very clearly that the ongoing job of encouraging the church family in applying God’s Word to one another’s hearts is so important, though necessarily done more remotely in this time. Being a member of a Branch Group is one of the four commitments that we ask all members of St Giles’ to make, for the mutual benefit of us all. It has been more apparent than ever this year that membership of a Branch Group is an essential building block for pastoral care. We have been pleased to continue to have the help of Eleanor Godwin as a Pastoral Worker. We are grateful to the Pastoral Care Team, coordinated by Paul & Janet Baxter, for their care for various folk in need, whether physically visiting as far as it has been possible or by telephone.

As in any normal year sadly we lost a number of members to death, including our Church Warden Emeritus, Mr Eric Raven. We were especially sorry to lose three church members specifically from Covid-19 during the year and these weigh especially heavily on us despite the Christian hope.

Congregational worship has been limited by many legal and practical restrictions; not least face masks, social distancing and no singing. Services to the wider community have been moved online where possible and have been started up as soon as is allowed or practicable. We are so sorry that we have been unable to make huge headway in developing our ministry to local schools for very obvious reasons. However we have been in touch with five schools and at Christmas provided them a video resource and seasonal packs for each child to take home reaching 1,200 pupils.

We have continued to reach out to local people as best we can, though obviously hindered by not being able to do ministry physically. We have also continued to proclaim Christ online for the building up of the congregation and presenting Jesus to the enquirer. Our services and online events have been visited by many friends, family and contacts. We have enjoyed a number of invitation-specific events on line, including our ongoing ‘Reasonable Faith’ series which have included some excellent guest speakers. We also ran two Christianity Explored courses during the year.

We opened up Sunday and midweek children and youth work where we could during the year but we are very conscious that was for only a short time and still limited considerably by restrictions. We are conscious that those in the teenage years have been hit particularly hard in the pandemic, as has our youth work. Our Youth Worker, Tom Brewster, moved to Maidenhead in January and amazingly our new Youth Worker, David Lake, arrived at the start of lockdown and so has had the difficult job of settling and acclimatizing when unable to meet with the youth or the youth team in person.

The church has continued to be very well served and supported by the Church Office administration team and the pandemic has highlighted just how vital efficient organisation/administration and communication is. After twenty years of faithful service in the Church Office, Mrs Chris Cremin retired in the middle of the year – we owe her a huge debt for her sterling service as the church and its mission and ministry has grown over the years. Mrs Sarah Uhunamure served through the year and even operated the Church Office from her home when we were instructed to close our buildings completely. We recruited Mrs Beth Powell to join Mrs Uhunamure in the Church Office from the Autumn term.

Mr David Shacklock has served as Verger all year, facilitating church services and occasional offices and has also overseen maintenance of our Village Street site and fabric.

Revd Steve Boswell continued to serve as Curate and we hope will have his Curacy signed-off in 2021. In October 2020 Revd Will Eley was ordained Presbyter by the Bishop of Maidstone. He continues as Planting Curate, leading our outreach to the people of Blagreaves. This has not progressed as planned because of the pandemic and because the Diocesan consultation has not been initiated. It is a matter for earnest prayer and considerable concern that parties outside of St Giles’ continue to delay the start having previously agreed to it in principle.

The population of our parish remains at approximately 13,300, living in 6,000 households. We desire to serve all people in whatever ways we can and to present Christ to them. Because of the pandemic we were able to distribute details of our church services to every property in the parish just once this year, before Christmas. Sadly we were unable to run events such as our annual Big Street Party on Village Street.

Every church member is encouraged to be a member of a Branch Group which meets during the week for Bible study, prayer and personal support and through which we try and reach out with the gospel. The first small groups at St Giles’ were formed in 1977, after a mission by Canon Harry Sutton of the (then) South American Missionary Society so in 2017 our small groups celebrated forty years. At the end of 2020 there were eleven Branch Groups in operation – and none of them have been running since 1977!

The whole body of the church family of St Giles' are the ministers of the church. There are of course many who serve in ministry and have no official title but are, as they say, “known unto God”. We give thanks to all who serve and to God for His empowering.

There many young people (under eighteen) who willingly serve in all sorts of roles and capacities through the year and in this way many are being trained informally for gospel ministry.

9:38 MINISTRY TRAINING SCHEME

Inspired by Matthew 9 v38, our training scheme takes its name from a national initiative to train up gospel workers for the future. Ministry Trainees serve for 1 or 2 years. During the year Beth Powell completed her second year (and was recruited to work in the Church Office). Joanne Sherwood started as a Ministry Trainee in September.

SAFEGUARDING

Safeguarding is carried out in accordance with the PCC’s Safeguarding Policy and Procedures relating to U18s (March 2012) and Vulnerable Adults (June 2017).

The PCC Safeguarding Task Force has not met this year and will need to reconvene as soon as is practicable to complete their consolidation of the Parish Self Audit.

Advice and guidance was given to group leaders as and when requested. Advice was also sought, and received, from the Diocesan Safeguarding Team as and when required.

This data is provided in compliance with the Diocese of Derby Safeguarding Policy, Procedures and Practice Guidance (PPPG):

FINANCIAL REVIEW 2020

St Giles’ Church funds are split as follows:

Fund Description General Fund An unrestricted fund for the general operations of the church. Annexe Fund A restricted fund for the Annexe project. The building was completed in 2017, however the fund continues to see transactions, primarily loan repayments to the Diocese of Derby. Pastoral care fund A restricted fund for pastoral care. Designated funds Four designated funds for areas as described above in the ‘Achievements and Performance’ section e.g. Youth Group and Little ‘Uns.

Basis of preparation of these financial statements

As the gross income of the PCC was not over £250,000 in 2020, the PCC has elected, as permitted by section 133 of the Charities Act 2011, to prepare a Receipts & Payments accounts for 2020 (2019 Receipts & Payments accounts). The Receipts & Payments basis is a simpler form of accounts, which focuses on the cash movements in and out of the PCC’s bank accounts during the financial year. The PCC has also prepared a statement of assets and liabilities, and notes to the accounts.

Receipts

Total receipts in 2020 were £188,293, approximately £12,000 higher than in 2019.

Voluntary Receipts comprised most of the Total Receipts, at £159,557 (including Gift Aid Recovered). Voluntary Receipts were just over £12,000 higher than in 2019. Most of this increase was from one-off giving, which were very gratefully received by the PCC to support finances during the Covid-19 pandemic.

The PCC made claims totalling £7,944 for furloughed staff during Spring 2020. This is shown in ‘Other Receipts’. Of these claims, £5,032 was transferred to the independent charitable trust (The Tympanum Trust) that pays certain employees on behalf of the PCC. This transfer is shown in ‘Other expenditure’. Also classified as income is the reimbursement of Tax and National Insurance Contributions by the independent charitable trust. In 2020 this income was £12,743.

Receipts from activities other than those mentioned above in 2020 were approximately £11,000 lower than in 2019 mainly because the Church was not operating in the same way as 2019 for the majority of the year.

Payments

Payments are split between Church Activities – such as mission giving and donations, and Church expenses - generally church running expenses and major capital expenditures.

Total payments were £168,402 in 2020, being approximately £40,000 lower than in 2019.

Mission giving and donations comprises over £19,000 of the total Payments, the Church family’s contribution to the Gospel work of our mission partners and other organisations.

The largest payment item is our Parish share/Common fund contribution. In 2020 this was £45,330 (2019: £57,958). The request from the Diocese of Derby was for a payment for the full year of £60,440. However, due to cashflow constraints, the PCC made the difficult decision not to make the regular monthly payment from October to December 2020. The PCC continues to keep the level of payments under review.

Clergy and staffing costs and church expenses overall were approximately £12,500 lower than in 2019. This is primarily due to the impact of Covid-19 and can’t be seen as a base for 2021.

Statement of Assets and Liabilities

These financial statements estimate the assets of the PCC to be £583,000 at the end of 2020 (2019: £576,000). The majority (£570,000) of these assets are the estimated value of the Church Centre and the house at 211 Village Street.

At the end of 2020 cash at bank and in hand was £58,348 (2019: £38,457). Of this balance £48,045 is within the Annexe fund, which is restricted. This balance will largely be required to pay the loan from the Diocese of Derby related to the Annexe, the outstanding balance of which at the end of December 2020 was £44,237 and is to be repaid by the end of 2023.

The cash at bank and in hand balance of the General Fund turned positive in 2020. At the end of 2020 the fund had a balance of £2,242 (2019: -£22,684). It is the balance in this fund which perhaps best demonstrates the cashflow challenges the PCC continues to focus on. As result the bank account related to the General fund remains propped up by a loan of £12,000 (2019: £16,000) from the Annexe Fund to the General Fund. The PCC maintained the commitment made in 2019 to pay £4,000 of this loan back into the bank account related to the Annexe fund, and intends to repay a similar amount in 2021.

Liabilities are recorded at £52,237 at the end of 2020 (2019: £69,436), a reduction of nearly £17,000. This is primarily due the loan for the Annexe from the Diocese of Derby continuing to be repaid during 2020.

In 2019 the PCC has recognized that it did not have an agreed reserves policy. The PCC had planned to address this during 2020, however due to the significant uncertainties during the year, and the constant need to focus on cashflow, the PCC has delayed this until 2021.

Summary

The overall position remains similar to that reported in 2019. In the 2019 Finance report the PCC highlighted that a review of financial position concluded that there was very little expenditure which can be removed without negatively impacting our Gospel work and the efficient running of the church. That continues to be the case for 2020, despite some expenditure savings due to the fact the church was not operating as normal for an extended period of time.

The PCC has set a budget for 2021 which is at a similar level as 2019. The PCC has appealed to the Church family to prayerfully consider their level of giving in light of this budget.

REPORT ON THE FABRIC, GOODS AND ORNAMENTS – 2020

2020 has been an extraordinary year, requiring changes to our normal operations in every sphere of ministry due to the Covid-19 pandemic. Despite this, the church fabric, goods and ornaments remain in good condition and have been subject to ongoing, planned maintenance. Several outstanding actions from the 2018 quinquennial inspection were closed out.

Loose roof tiles were identified as the cause of water ingress to the church and the problem and associated damage have been rectified. The main church door has been restored and repainted to improve the security and general impression upon arrival. The church bell has been repaired after a breakage during the pandemic, sustained whilst being rung zealously to indicate support for NHS staff and key workers!

Electrical, gas and fire-fighting equipment have been maintained and serviced as required to resume use of the building as restrictions eased. The organ has not been tuned again in 2020 due to cost and the low usage it receives, although this work is planned for 2021.

The church building’s internet connection and audio-visual desk computer have been upgraded. In combination with a camera in church, this has permitted high-quality live broadcasting of services during the pandemic lockdowns.

Outdoors, the church notice boards, which were weather-worn and in disrepair, have been replaced with new boards. As in previous years, Derby City Council mowed the churchyard grass, and St Giles’ has tended the Garden of Remembrance. The hedges were also trimmed in 2020.

There has been no significant work on the Church Centre building, although the need to replace the woodframed windows in the Centre and Office has been noted and will be carried out when funds allow.

Whilst further work is outstanding, most of the remaining items identified by the 2018 quinquennial inspection are insignificant. However, erosion of the external sandstone will need to be addressed in the fullness of time by specialist contractors, although it cannot be considered yet with our current financial pressures.
